Joe Biden unveils $775 billion caregiving plan

Presumptive Democratic presidential nominee Joseph R. Biden on Tuesday unveiled a $775 billion plan intended to boost caregiving services for children, the disabled and the elderly.

The plan would put $450 billion toward expanding choices for people to receive care at home or in “supportive community situations.”

The plan would also eliminate the current waitlist for home and community services under Medicaid, create a “public health job corps” to help identify people at risk of contracting diseases like COVID-19, provide for universal pre-K, and offer an $8,000 tax credit to low- and middle-income families to pay for child care.

The plan would be paid for by raising taxes on “real estate investors” making more than $400,000 per year and cracking down on higher-income people who skirt paying taxes.

Caregiving, both for children and other family members, has been a top concern for millions of Americans during the coronavirus pandemic.
