Andrew Cuomo on Sunday sketched a rough road map for New York\u2019s coronavirus comeback <span>\u2014 which could see some state businesses open by mid-May.<\/span><\/p>\n<p>\u201cWith certain precautions, after May 15\u201d construction projects and manufacturing jobs may be able to resume in <a href=\"https:\/\/nypost.com\/2020\/04\/21\/new-york-states-coronavirus-reopening-may-unfold-region-by-region\/\">certain regions<\/a>, said Cuomo during an Albany press briefing, referring to the date through which his <a href=\"https:\/\/nypost.com\/2020\/04\/16\/andrew-cuomo-extends-new-york-coronavirus-shutdown-to-may-15\/\">statewide shutdown order<\/a> is currently in effect.<\/p>\n<p>State officials are keeping an eye on \u201cthree basic dials\u201d to determine exactly how much of the state\u2019s economy to bring back online \u2014 and when to do it, Cuomo said.<\/p>\n<p>They are the <a href=\"https:\/\/nypost.com\/2020\/04\/26\/ny-coronavirus-death-toll-nears-17000-as-daily-fatalities-slow\/\">number of hospitalizations<\/a>, the results of <a href=\"https:\/\/nypost.com\/2020\/04\/23\/2-7-million-new-yorkers-may-have-been-exposed-to-coronavirus-study\/\">antibody testing<\/a> and the overall number of infections, as determined through diagnostic testing.<\/p>\n<p>If some of the state\u2019s less-densely populated regions record 14 consecutive days of declining hospitalization numbers heading into May 15 <span>\u2014 as advised by the federal Centers of Disease Control and Prevention \u2014 they may see a measured return to normalcy.<\/span><\/p>\n<p>\u201cPhase one of reopening will involve construction and manufacturing activities, and within construction and manufacturing, those businesses that have a low risk,\u201d said Cuomo.<\/p>\n<p>The state would then take two weeks to monitor for any flare-ups of the disease, before potentially moving on to the next step, Cuomo said.<\/p>\n<p>\u201cPhase two would then be more a business-by-business analysis,\u201d said the governor.<\/p>\n<p>That calculus would include looks at \u201chow essential a service does that business provide, and how risky is that business,\u201d said Cuomo.<\/p>\n<p>Individual businesses cleared for reopening would have to thoughtfully consider what precautions they can take towards preventing a coronavirus resurgence.<\/p>\n<p>\u201cThey have to think about how they\u2019re going to reopen with this quote-unquote new normal,\u201d he said. \u201cWhat precautions are they going to take in the workplace, what safeguards are they going to put in place.\u201d<\/p>\n<p>Cuomo stressed that hard-hit New York City and its suburbs will likely lag behind in the process.<\/p>\n<p>\u201cDownstate New York is going to be more complicated,\u201d he said. \u201cYou can\u2019t do anything in New York City that you don\u2019t do in Suffolk, you don\u2019t do in Nassau, you don\u2019t do in Westchester.\u201d<\/p>\n<p>The key to a smooth and safe transition back into working life remains the dedication of New Yorkers to proper social-distancing and other precautions.<\/p>\n<p>\u201cThe big factor here is what people do,\u201d he said. \u201cIt depends on what people do, how smart, how disciplined they are through this whole process.\u201d<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p><a href=\"https:\/\/nypost.com\/2020\/04\/26\/cuomo-outlines-rough-plan-for-reopening-new-york-in-phases\/\" class=\"button purchase\" rel=\"nofollow noopener noreferrer\" target=\"_blank\">Read More<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>April 26, 2020 | 2:00pm | Updated April 26, 2020 | 2:02pm Gov.
