If you’re looking to become a homeowner, you might want to look in Wyoming, according to a recent study.

On Thursday, SmartAsset published a report that ranked all 50 states on how good they are for homeowners.

According to the report, Wyoming made it to the top of the list as the best state for homeowners while Connecticut was at the bottom, as the worst.

For its ranking, SmartAsset compared all 50 states based on 10 measurements including median price per square foot, home value appreciation, ratio of home value to income, foreclosures per 10,000 homes, average annual homeowners insurance and burglary rate.

The company also measured each state based on its median annual property taxes, effective property tax rate, average closing costs and average closing costs as a percentage of median home value.

WEALTHY AMERICANS HEAD TO THE CARIBBEAN FOR THE LONG TERM

Based on those measurements, SmartAsset found that half of the states in the top 10 are in the West, two are in the Midwest and three are in the Northeast.

Meanwhile, the worst states for homeowners were more spread out. Connecticut, the worst state for homeowners, was the only state in the Northeast in the bottom 10 states.

Among the other worst states for homeowners, there are three on the East Coast, two in the Southwest, two in the Midwest, one in the South and one on the West Coast.

Impatient for a coronavirus vaccine, dozens of scientists around the world are giving themselves — and sometimes, friends and family — their own unproven versions.

In April, more than three months before any coronavirus vaccine would enter large clinical trials, the mayor of a picturesque island town in the Pacific Northwest invited a microbiologist friend to vaccinate him.

The exchange occurred on the mayor’s Facebook page, to the horror of several Friday Harbor residents following it.

“Should I pop up and get your vaccine started?????,” wrote Johnny Stine, who runs North Coast Biologics, a Seattle biotech company with a focus on antibodies. “Don’t worry — I’m immune — I have boosted myself five times with my vaccine.”

“Sounds good,” Farhad Ghatan, the mayor, wrote after a few follow-up questions.

Several residents interjected skepticism in the exchange. They were swatted down by the mayor, who defended his friend of 25 years as a “pharmaceutical scientist on the forefront.” When residents raised additional concerns — about Mr. Stine’s credentials and the unfairness of encouraging him to visit San Juan Island despite travel restrictions — Mr. Stine lobbed back vulgar insults. (The geekiest and least R-rated: “I hope your lung epithelial cells over express ACE2 so you die more expeditiously from nCoV19.”)

Several residents reported all of this to a variety of law enforcement and regulatory agencies. In June, the Washington attorney general filed a lawsuit against Mr. Stine not only for pitching the mayor with unsupported claims, but also for administering his unproven vaccine to about 30 people, charging each $400. In May, the Food and Drug Administration sent a letter warning Mr. Stine to stop “misleadingly” representing his product.

Although his promotional tactics were unusual, Mr. Stine was far from the only scientist creating experimental coronavirus vaccines for themselves, family, friends and other interested parties. Dozens of scientists around the world have done it, with wildly varying methods, affiliations and claims.

The most impressively credentialed effort is the Rapid Deployment Vaccine Collaborative, or RaDVaC, which boasts the famous Harvard geneticist George Church among its 23 listed collaborators. (The research, however, is not happening on Harvard’s campus: “While professor Church’s lab works on a number of Covid-19 research projects, he has assured Harvard Medical School that work related to the RaDVaC vaccine is not being done in his lab,” a spokeswoman for Harvard Medical School said.)

Among the most tight-lipped projects is CoroNope, which refuses to name anyone involved because, according to the person responding to messages sent to the group’s anonymous email account, the “less than half a dozen” biologists don’t want to risk getting in trouble with the F.D.A. or with their employers.

Each D.I.Y. effort is motivated, at least in part, by the same idea: Exceptional times demand exceptional actions. If scientists have the skills and gumption to assemble a vaccine on their own, the logic goes, they should do it. Defenders say that as long as they are measured about their claims and transparent about their process, we could all benefit from what they learn.

But critics say that no matter how well-intentioned, these scientists aren’t likely to learn anything useful because their vaccines are not being put to the true test of randomized and placebo-controlled studies. What’s more, taking these vaccines could cause harm — whether from serious immune reactions and other side effects, or offering a false sense of protection.

“Take it yourself and there is not much anyone can or should do,” said Jeffrey Kahn, the director of the Johns Hopkins Berman Institute of Bioethics. But once a person starts encouraging other people to try an unproven vaccine, “you’re headed right back to the days of patent medicine and quackery,” he said, referring to a time when remedies were widely sold with colorful but misleading promises.

The RaDVac vaccine effort, first reported on by MIT Technology Review, is different from Mr. Stine’s project in two important ways. No one involved plans to charge for the vaccine. And unlike Mr. Stine’s expletive-laden Facebook rants, RaDVaC has a 59-page scientific document to explain how it works and to guide others who might want to mix up the vaccine formulation on their own.

“The white paper is quite impressive,” said Avery August, an immunologist at Cornell University in Ithaca, N.Y., who is not involved with RaDVaC.

But the impetus of both projects is similar. In March, as Preston Estep, a genome scientist who lives in the Boston area, was reading about people dying amid the pandemic, he vowed not to sit complacently on the sidelines. He emailed some chemists, biologists, professors and doctors he knew to see whether any were interested in creating their own vaccine. Soon they had devised a formula for a peptide vaccine that could be administered through a spritz in the nose.

“It’s very simple,” Dr. Estep said. “It consists of five ingredients you could mix together in a physician’s office.”

The key ingredient: tiny bits of viral proteins, or peptides, which the scientists ordered online. If all went well, the peptides would train the immune system to defend against the coronavirus, even with no actual virus present.

In late April, Dr. Estep joined several collaborators in a lab as they stirred the concoction and sprayed it in their nostrils. Dr. Church, a longtime mentor to Dr. Estep, said he took it alone in his bathroom to maintain social-distancing precautions.

Dr. Estep soon gave the vaccine to his 23-year-old son, and other collaborators also shared it with their family members. So far, no one has reported anything worse than a stuffy nose and a mild headache, Dr. Estep said. He has also refined the recipe, removing and adding peptides as new coronavirus research has emerged. So far, he has sprayed eight versions into his nose.

A traditional drug development workflow begins with mouse or other animal studies. For RaDVaC, Dr. Estep said, “we are the animals.”

But without rigorous clinical trials, Dr. August said, there’s no reliable way to know if it is safe or effective. He said he feared that the scientists’ prestigious credentials might imply otherwise.

Dr. Church said that he respected the traditional evaluation process but that there should also be room for “pre-research,” and that most of what he had been involved with throughout his career — including editing genes in human cells — was considered “fringe” at first.

As of last week, Dr. Estep said, about 30 people in the United States, Sweden, Germany, China and Britain had taken the vaccine. He said a university professor in Brazil had told him he was considering making it in his lab and distributing it for free.

There is a long history of scientists openly testing vaccines on themselves and their children, but in recent decades it has become less common, according to Susan E. Lederer, a medical historian at the University of Wisconsin-Madison. What’s ethically and legally acceptable for testing and distributing your own medical product varies by institution and by country.

In August, the Scientific Research Institute for Biological Safety Problems, a government institution in Kazakhstan, announced that seven employees had become the first people to try the Covid-19 vaccine they were developing. Russian and Chinese scientists affiliated with government and academic institutions have made similar pronouncements amid the pandemic.

The problem with Mr. Stine’s product, according to Attorney General Bob Ferguson of Washington, is not that he took it. It’s that he “sold this so-called vaccine to people in Washington who are frightened and more apt to look for a miracle cure in the midst of a worldwide pandemic,” Mr. Ferguson said in a statement. The lawsuit also cites Mr. Stine’s unsupported safety and effectiveness claims.

In March, a few months after he said he vaccinated himself and his two teenage sons, he posted an ad on the Facebook page for North Coast Biologics. After decades of working with antibodies, Mr. Stine said in an interview, he knew that making a vaccine should be “pretty goddamn easy.”

He described a job that sounded a bit like writing Hollywood screenplays that never become movies. He makes antibodies that could be used against various pathogens and sells them to companies that could use them to develop drugs, but they probably won’t. According to the Washington attorney general’s suit, Mr. Stine’s company was administratively dissolved in 2012.

To make his vaccine, he used a genetic sequence for the spike protein on the outside of the coronavirus to make a synthetic version. He put it in a saline solution, injected himself just under the surface of the skin of his upper arm and then took a so-called titer test to look for antibodies in his bloodstream. “It took me 12 days from downloading the sequence to being titer positive,” he said.

In his Facebook ad, he claimed that this left him immune to the virus and offered “interested parties” the opportunity to “pay $400/person.”

As part of an agreement that Mr. Stine eventually struck with prosecutors, he must refund all 30 people who had taken his vaccine.

Mr. Stine seemed amused by this, insisting that few people are likely to apply for a refund. His fee, he said, barely covered travel costs, and often he didn’t charge.

A man in his 60s in Montana, who asked to remain anonymous for privacy concerns, said he flew Mr. Stine out to inoculate him and his family. Now, he said, they have been able to return to “normal behavior,” such as having lunch with friends whose jobs put them at high risk for exposure. The man even joined Mr. Stine to visit a police officer friend in Washington State who had been diagnosed with Covid-19 and was “on death’s door.” According to all three who were present, no one wore a mask. And Mr. Stine sat close to the sick officer in an enclosed space as he gave him a treatment.

Mr. Stine says his vaccine is similar to a recombinant vaccine being developed by the University of Pittsburgh in Pennsylvania. He also claims that a shot will not only protect people against the virus, but also treat those who have it. Dr. Louis Falo, a lead researcher on University of Pittsburgh’s effort, said he was skeptical that Mr. Stine’s vaccine could be safe or effective based on how it was assembled. Even if it was, he said, it’s unlikely it would help sick people.

In the 1990s, Mr. Stine worked for Patrick Gray, a molecular biologist who contributed to the discovery of a hepatitis B vaccine and is now the chief executive of a biotech company.

Dr. Gray said in an interview that the science Mr. Stine published at Icos, the biotech company where they worked together, was “sound” but that the young scientist had a penchant for making too much of too little. “Johnny was in a hurry to publish his work and advance his career,” he said. “We often insisted on more confirmation and more controls.”

“Regarding his current scientific efforts, I don’t believe Johnny is a ‘scam artist,’ but he has ignored F.D.A. regulations necessary for drug development,” he wrote in an email. “It’s just not possible for an individual like Johnny to create a viable vaccine.”

The mayor of Friday Harbor said he regretted responding to Mr. Stine’s message on his Facebook wall, instead of privately. But he does not see why he should apologize for accepting his friend’s formulation for free. “I’d rather have the chance of having some protection than no protection at all and waiting and waiting,” Mr. Ghatan said.

The controversy, however, has derailed their plans to meet, he said. But if another opportunity arises to get the jab, he said, “I would.”

During previous interviews Dr. Fauci has made it clear that eradicating the virus isn’t a likely reality. However, he explained to the panel when the percent positivity rate goes “way, way down,” that will signify a win. How far down is enough to start celebrating? “I mean, you look at New York City right now. It’s less than 1%. That’s what you want the whole country to be,” he stated. Unfortunately, many states are far away from that target number. “There are parts of the country where it’s 15, 18, 20%”—in Florida, Georgia, Idaho, Mississippi, Nevada, and Texas—”that’s really high,” he pointed out. “You gotta get that percent positivity so the percent of your tests that you do that are actually positive, it’s gotta be a very low number.”

When a vaccine becomes available, Dr. Fauci doesn’t believe that anyone will be forced to get it. “I don’t think you’ll ever see a mandating of vaccines, particularly for the general public,” he stated. The only exception could be in healthcare. “Sometimes in the health sector, like in my hospital here at NIH, you’re not going to be allowed to go on the ward unless you get a flu vaccine,” he added. “But you would never mandate—at least I do not think you would. I’d be pretty surprised if you mandated it for any element of the general public.”

President Donald Trump may have denounced the World Health Organization, but the United States has not fully severed their relationship with them. “I’m on a—and my colleagues from the CDC—are on a weekly call that is sponsored and put on by WHO in which essentially the health authorities and scientists from every country in the world that’s gets involved with COVID-19, which is about every country in the world, talking about their experiences, sharing information,” he revealed. “We have scientific collaborations with our colleagues in Europe, European Union, Australia, Canada, Mexico. We have clinical trial networks in South Africa, in Brazil, in Chile and Peru. So there’s an awful lot of international activity going on,” he continued. “You don’t hear about that very much in the press, but it really is going on rather intensively.”

Despite the fact that outbreaks have been reported in schools that have reopened across the country, Dr. Fauci maintains that there isn’t a one-size-fits-all answer to the question of whether schooling should be all virtual. “The bottom line is that we live in a big country and we can’t take a uni-dimensional approach,” he said, explaining that whether or not schools should open for in-person learning should be dependent on the level of infection in the specific region. “We’ve got to realize there’s gotta be flexibility about where you are and how prepared you are to respond, to make a statement on one side versus the other, taking the country as a whole won’t work.”

Odin Frost and Jordon Granberry were facing long odds.

Both were born with conditions that would, at best, make their lives far more difficult than other kids. At birth, they were given around a 2 percent chance of survival. Doctors said neither was likely to make it past age seven — and if they did, they’d never be able to walk.

In June, Odin and Jordon took a walk that defied those odds. The two men, now 18, strutted across the stage as they graduated from high school.

Jordon, who suffered brain damage due to a lack of oxygen and Odin, who is non-verbal autistic, first met when they were three years old, according to KXAS-TV. Odin’s dad, Tim Frost, told the outlet had a memorable first encounter.

“Jordon had just bit Odin, and Odin retaliated by pinching him back,” Frost said. “I think that was their way of showing each other what they were capable of, and in a funny way, a bonding moment.”

Frost, who called the graduation a “surreal” moment, shared a photo of the ceremony on Reddit. Next to it, he included an image from their first day of school all those years ago.

The two men graduated from their school in Tyler, Texas on June 16. Frost said it was particularly special that Odin was able get his diploma with Jordon by his side.

“Most kids Odin’s age, as well as adults, have not been kind to him,” Frost told KXAS-TV. “They look on, stare or even are scared of them … [But] with each other, there never was any thought in the world that there was something different or wrong with them, as it should be.”

Reddit users seem to love Odin and Jordon’s friendship, too. Frost’s post has drawn more than 120,000 up-votes, and thousands of positive comments.

“Defying the odds! Wonderful! Congratulations! Hard work for parents, too,” one user wrote.

“The way your son’s best friend looks at your son … adorable,” another added.

“Their friendship endured as did they. Both achievements are impressive. Does my heart good to see this!” another added.

Three states would likely lose seats in the House of Representatives if President Trump‘s order stands to exclude illegal immigrants from the apportionment process that allocates seats based on the census.

According to a study from the Pew Research Center, California, Florida and Texas would each end up with one less representative than they would otherwise get, based on overall population change.

TRUMP SIGNS ORDER TO PREVENT ILLEGAL IMMIGRANTS FROM BEING COUNTED IN REDRAWING OF VOTING DISTRICTS

“The discretion delegated to the executive branch to determine who qualifies as an ‘inhabitant’ includes authority to exclude from the apportionment base aliens who are not in a lawful immigration status,” Trump said in a memorandum issued last Tuesday.

Before Trump’s order, California was already expected to lose one seat but would lose two under the order. Florida, which was set to gain two seats, would only gain one, and Texas would gain two instead of three.

HOW HAS CORONAVIRUS IMPACTED THE US CENSUS?

As a result of those states losing seats, three other states would keep seats that they otherwise would have lost, the Pew Research Center said. Because California, Florida and Texas would be losing seats, the apportionment process that splits up the 435 House seats would result in Alabama, Minnesota and Ohio keeping all of their current seats instead of losing one seat each.

At least four lawsuits or notices of legal challenges have already been filed in efforts to put a stop to Trump’s directive. Some of the president’s opponents have claimed that it is an attempt to suppress Latino Americans’ political power.

Trump, however, claimed in his memorandum that including residents who do not have legal status would “create perverse incentives encouraging violations of Federal law.”

The House Oversight Committee intends to explore the matter further, and they have asked Commerce Secretary Wilbur Ross, Census Bureau Director Steven Dillingham and others to testify about Trump’s directive on Wednesday.

Are you making this major mask mistake?

In the absence of medical grade personal protective equipment (PPE), many of us have turned to homemade cloth masks to help stop the spread of coronavirus. But increasingly, research has shown that not all masks are created equal, and some are downright ineffective.  A new video case study produced by Australian researchers shows that in order for a homemade cloth mask to stop viral transmission, it needs to have at least two layers of fabric. In effect, if your mask has just one layer of fabric, you can safely bet that it simply doesn’t work.

Using an LED lighting system and a high-speed camera, the research team filmed the dispersal of aerosols produced by a subject while speaking, coughing, and sneezing. The subject reflected the behavior of a healthy individual with no respiratory disease, meaning the coughs and sneezes used “normal,” everyday force that an asymptomatic COVID patient might produce.

Upon reviewing the footage, the team ranked the efficacy of the three cloth masks (as well as a three-ply surgical face mask, which was determined to be the most effective option). Overall, the correlation between the number of fabric layers and efficacy was stark: the more layers a cloth mask had, the more effective it was in protecting against the spread of droplets. The footage revealed that single-layer masks barely impeded the spread of droplets at all: in that demonstration, the aerosols dispersed through the air with visible ease.

The team noted that style of sewing also had an effect on the outcome. Masks that were sewn according to standards provided by the Centers for Disease Control (CDC) were far more effective than single-ply masks made with cotton t-shirts and hair ties.

So, the next time you head outside, make sure your DIY mask is up to the task. Opt for a design that includes a minimum of two layers of fabric (ideally three!) that’s been sewn based on the CDC’s standards. New research could mean the market opportunity for COVID-19 vaccines might be bigger than expected. Or maybe not.

New twists and turns continue to come in the scramble to develop a COVID-19 vaccine.

Last week, Moderna (NASDAQ:MRNA) reported more great results from a phase 1 study of its vaccine candidate mRNA-1273. This week, medical journal The Lancet published positive results for AZD1222, the COVID-19 vaccine candidate being developed by AstraZeneca (NYSE:AZN) and the University of Oxford. Pfizer (NYSE:PFE) and BioNTech (NASDAQ:BNTX) also announced more good news for experimental coronavirus vaccine BNT162b1.

There have also been two recent findings that potentially impact all of the drugmakers developing vaccines against SARS-CoV-2. Could these findings dramatically change the prospects for COVID-19 vaccine stocks?

Problematic mutations

Earlier this month, science journal Cell published a paper that laid out evidence that a mutation of the novel coronavirus called D614G makes the virus more infectious. This mutation seems to have occurred relatively soon after SARS-CoV-2 first appeared in Wuhan, China. But it’s now present in as many as 97% of COVID-19 tests.

Why could mutations be problematic for COVID-19 vaccines? Just think about how current flu vaccines work. Every year, healthcare experts try to predict which flu strains will be most prevalent. There are different strains because of genetic mutations in the viruses that cause influenza. The flu vaccines that are given for that season target those strains. But the experts aren’t always right. That’s why sometimes people receive a flu vaccine but still get the flu.

There’s good news and bad news when it comes to mutations in the novel coronavirus. First the good news: The D614G mutation shouldn’t affect COVID-19 vaccine candidates in development. This mutation occurs in a different region of the spike protein than the one on which most of the experimental vaccines are based.

What’s the bad news? Future mutations to SARS-CoV-2 could potentially make the vaccines being developed by AstraZeneca, Moderna, and others less effective. Infectious-disease expert Dr. Aileen Marty, of Florida International University, has warned that other mutations could slow the development of an effective COVID-19 vaccine. It’s also possible that vaccines could be rendered less effective after they’re in widespread use.

Losing immunity?

Several studies over the last couple of months have suggested that patients who recover from COVID-19 quickly lose their neutralizing antibodies that protect against the novel coronavirus. Last week, King’s College London released results from the most comprehensive research on this effect so far. And those results raised some concerns.

Neutralizing antibodies are typically produced in patients diagnosed with COVID-19, and reach peak levels after a few weeks. However, the levels of neutralizing antibodies then begin to decline, sometimes significantly.

Patients with SARS and MERS, two other members of the coronavirus family, can still have neutralizing antibodies almost a year later. But the coronavirus that causes COVID-19 appears to be quite different; neutralizing antibodies can practically vanish within a much shorter period of time.

The obvious issue is that immunity for patients who recover from COVID-19 might not last longer than a few months. This isn’t a foregone conclusion, though.

With some infectious diseases such as smallpox, antibody levels can fall significantly, yet people who’ve recovered still enjoy immunity. A similar effect could be seen with SARS-CoV-2. It’s also possible that immune cells called memory T cells could be just as important to providing immunity against the novel coronavirus as neutralizing antibodies. The King’s College London study didn’t assess T-cell levels in patients.

Changing opportunities

The market dynamics for COVID-19 vaccines (and the stocks of the companies that make them) could be changed by both of these findings. For example, genetic mutations that make the novel coronavirus more infectious or more severe would almost certainly drive higher demand for COVID-19 vaccines. Individuals who might be reluctant to receive a vaccine could change their minds if the pandemic worsens.

But what if genetic mutations occur that cause COVID-19 vaccines to be ineffective? Drugmakers like AstraZeneca, Moderna, and Pfizer could be engaged in a continual race to develop modified vaccines to keep up with the new viral strains. And demand wouldn’t be nearly as high for vaccines that have a high probability of not working.

Perhaps a greater impact for COVID-19 vaccine companies, though, could be experienced if immunity lasts for only a few months after vaccination. It’s possible that this could boost sales for the drugmakers, since more vaccine doses would be needed each year. On the other hand, it’s also not out of the question that many individuals would forgo a short-acting vaccine altogether.

Regardless of what happens, any of the drugmakers that ultimately win regulatory approval for their respective COVID-19 vaccine candidates should capture part of a massive multibillion-dollar market. But just how big that market will actually be depends on the twists and turns that could be on the way.
