]]>A Canadian man has been charged after he was found asleep at the wheel of a self-driving Tesla traveling over 93 mph down a highway in the province of Alberta, authorities said on Thursday.
The July 9 incident occurred after authorities received a complaint that a Model S Tesla was speeding on a highway near the town of Ponoka, located about 60 miles south of Edmonton, according to a release by Alberta Royal Canadian Mounted police (RCMP).
“The car appeared to be self-driving, traveling over 140km/h, with both front seats completely reclined and both occupants appearing to be asleep,” the RCMP said in a statement.

Police said that after a responding officer flashed emergency lights on their vehicle, the Tesla “automatically began to accelerate,” and sped up to “exactly 150 km/h.”
The driver, a male, 20, from British Columbia, was charged with speeding and given a 24-hour license suspension for fatigue.
After further investigation, the man was also charged with dangerous driving and he was served a summons to appear in court in December, the RCMP said.

Last month, a North Carolina doctor’s Tesla operating on Autopilot crashed into a police car as he was watching a movie on his cellphone.
Tesla’s Autopilot and “Full Self-Driving” systems have the capability to steer a car within a lane and avoid some obstacles, however, they require the driver to show they are attentive by touching the steering wheel, reports said.

“Although manufacturers of new vehicles have built-in safeguards to prevent drivers from taking advantage of the new safety systems in vehicles, those systems are just that — supplemental safety systems,” said Superintendent Gary Graham of Alberta RCMP Traffic Services. “They are not self-driving systems, they still come with the responsibility of driving.”

]]>When, on May 9, Tesla CEO Elon Musk registered his frustration, via Twitter, over California’s COVID restrictions making it impossible to build cars, he wrote, “Frankly, this is the final straw. Tesla will now move its HQ and future programs to Texas/Nevada immediately.” He then added, “Tesla is the last carmaker left in CA.”
Musk’s threat to move to Texas was immediately discounted as empty, a mere hardball negotiation tactic with a state that has become notoriously anti-business. Unimpressed with the 10,000 jobs Tesla created in California, a State Assemblymember from San Diego quickly tweeted an expletive at Musk, in effect, telling him to go ahead and leave.
TESLA IN TALKS WITH TEXAS COUNTY FOR NEW ASSEMBLY PLANT: REPORT
But now, contrary to expectations, things are getting real.
Tesla is said to be in negotiation with Travis County, Texas, home to the state capital, Austin, for property tax abatements on what is said to be up to a $25 billion investment bringing up to 30,000 jobs to the region. Since Texas collects most of its taxes through property taxes, abatements are often offered as an incentive for industry to locate in the state and can be worth millions.
The proposed Tesla gigafactory in Austin would build the company’s new Cybertruck electric pickup and serve as a second site to build the Model Y SUV.

Musk’s SpaceX already has a presence in Texas with its Rocket Development and Test Facility in McGregor.
The negotiations are serious enough that the United Autoworkers Union (UAW), and other allied unions, are pressuring the left-leaning Travis County Commissioners Court to make any tax abatements contingent on an agreement by Tesla to unionize its workforce. While Texas is a right-to-work state, localities can, in effect, override state law by withholding tax incentives unless a business agrees to certain terms favorable to big labor.
TESLA REGISTRATIONS PLUNGE IN CALIFORNIA, DATA TRACKER SAYS
Tesla has been locked in a legal battle with the UAW over the union’s attempt to organize the manufacturer’s flagship auto plant in Fremont, California.
Any attempt by Travis County politicians to increase labor costs and rules in exchange for tax incentives to move to the Austin area may make Musk think twice—and then consider alternative sites in the more conservatively governed counties adjacent to Austin. Williamson, Hays and Caldwell Counties are prime candidates for their access to infrastructure, lower land costs, lower property taxes and affordable housing for workers.
Regardless of whether Tesla’s gigafactory is located in Austin or nearby, Tesla’s move to Texas would cement Austin’s status as America’s premier technology manufacturing region. The manufacturing jobs would likely pay about $35 an hour, or $65,000 to $75,000 a year while the supporting engineering, software and administrative jobs would pay far more.

Back in California, another threat against Tesla and the state’s last auto manufacturing plant is rising: the government’s COVID lockdowns have hammered the state budget, going from a surplus to a $54.3 billion shortfall, 46 percent higher than it was at the peak of the Great Recession.
This has led California lawmakers to consider a series of heavy tax increases to close the deficit. On top of that, voters will consider two ballot initiatives this November to hike property taxes on commercial properties up to $12.5 billion annually.
This would increase property taxes in California by 20 percent. This property tax hike, if approved, would significantly increase the tax burden for Tesla’s factory in Fremont and for other businesses, accelerating the business exodus out of the state.
Lastly, business analysts estimate that Telsa, and other firms, can save 32 percent of their operating costs by moving out of California, due to lower tax, land, labor, energy, and regulatory compliance costs. And, with news that Tesla’s Model 3 sales plunged 37 percent in April and May in California, their most important U.S. market, likely due to the government-imposed shutdown of manufacturing due to COVID-19, Musk is under even greater pressure to cut costs—a move to Texas may be just what the shareholders ordered.

Tesla CEO Elon Musk confirmed Monday he’s flouting county rules by reopening a Northern California plant amid concerns over safety during the coronavirus crisis, tweeting: “I will be on the line with everyone else. If anyone is arrested, I ask that it only be me.”
The parking lot of the Fremont, Calif., facility was full, Fox 2 reported, even as Musk and Almeda County officials continue to spar over shelter-in-place rules that have prevented the electric-vehicle giant from reopening since March 23.
Musk tweeted, “Tesla is restarting production today against Alameda County rules. I will be on the line with everyone else. If anyone is arrested, I ask that it only be me.” He also wrote: “California approved, but an unelected county official illegally overrode. Also, all other auto companies in US are approved to resume. Only Tesla has been singled out. This is super messed up!”
At a Monday news conference, Gov. Gavin Newsom, a Democrat, said he was hopeful the company could resume operations next week.
“We recognize localism, both from a county, previous questions about if a county wants to go further, and other counties that don’t want to even go as far as the state, which is the case in Alameda County,” he said. “My understanding is they have had some very constructive conversations with the folks at that facility, the county health director. They’re working to focus on the health and safety of the employees at that facility. My belief and hope and expectation is as early as next week, they will be able to resume.”
He added that “manufacturing broadly” across the state was no longer restricted, with modifications.
Newsom said he spoke with Musk several days ago about the county shelter-in-place rules. In a weekend tweetstorm, a frustrated Musk wrote that he was filing a lawsuit to halt the local restrictions and predicted relocating Tesla’s Palo Alto, Calif., headquarters to Texas or Nevada.
Tesla released a copy of the lawsuit hours later.
In a bid to repair the state’s fractured economy, Newsom announced last week that manufacturing facilities could be reopened. However, Tesla was informed by the Alameda County Health Care Services Agency that it would have to wait until its return-to-work plan was approved, prompting outrage from Musk, who called the restrictions fascist and unconstitutional.
On Monday, a company employee told the news station Monday that he worked from 6 p.m. Sunday through 6 a.m. Monday and that Tesla was “up and running.” Under the restrictions, the company is allowed a certain level of staffing for maintenance, inventory and payroll.

The company has outlined a series of measures it planned to institute which was based on the reopening plan for its Shanghai, China factory. The lack of production in Fremont is a big financial strain on the company. On a conference call last month, Musk called the closure of Fremont a “serious risk.”

Tesla CEO Elon Musk said Monday that the company’s factory in Fremont, Calif. is open and has restarted production despite a stay-at-home order issued by Alameda County.
Musk said in a tweet Monday afternoon that he will “be on the line,” a reference to the assembly line at the factory where Tesla makes the Model X, Model S, Model 3 and Model Y. He added “if anyone is arrested, I ask that it only be me.”

Musk’s move follows days of public venting on Twitter as well as a lawsuit — efforts that are all aimed at pressuring Alameda County officials to allow the company to reopen its factory.
Officials at the county, the city of Fremont and Fremont Police Department, which has jurisdiction on this, are continuing to negotiate with Tesla, Sgt. Ray Kelly, public information officer with Alameda County Sheriff’s Department told TechCrunch.
Tesla and Elon Musk did not respond to a request for comment.
Tesla filed a lawsuit Saturday against Alameda County seeking injunctive relief, an effort to invalidate orders that have prevented the automaker from reopening. Later that evening, Tesla issued a back to work plan, a 37-page document that outlines how it intends to restart production while keeping employees safe and preventing the potential spread of COVID-19, the disease caused by the coronavirus.
Tesla had planned to bring back about 30% of its factory workers Friday as part of its reopening plan, after California Gov. Gavin Newsom issued new guidance that would allow manufacturers to resume operations. However, the governor’s guidance included a warning that local governments could keep more restrictive rules in place. Alameda County, along with several other Bay Area counties and cities, last week extended the stay-at-home orders through the end of May. The orders were revised and did ease some of the restrictions. However, it did not lift the order for manufacturing.
On Monday, Newsom issued support for Tesla and Musk during his daily COVID-19 briefing, saying that he believes the issue between Alameda County and the company will be resolved in the next few days.
“I have long been a strong advocate and supporter, and an early adopter of the technology. I have not only known that company, but I’ve known its founder for many, many years,” Newsome said. “I have great reverence for their technology, for their innovative spirit, for their leadership, and I have great expectations that we can work through at the county level issue with this particular county and this company in the next number of days.”

]]>Elon Musk threatened Saturday to move his electric automobile company Tesla out of California over measures imposed in response to the continuing global novel coronavirus pandemic.
Mr. Musk, Tesla’s co-founder and chief executive officer, also said his company is “immediately” filing a lawsuit against Alameda County, where it has manufactured cars since 2010.
He made the remarks on Twitter in light of Alameda County’s top health official blocking Tesla from resuming limited operations on Friday at its factory in Fremont.
Tesla temporarily closed its Fremont plant in March to comply with measures Gov. Gavin Newsom imposed to slow the spread of COVID-19, the contagious disease the coronavirus causes.
Mr. Newsom said Thursday that some factories in California could resume operations with modifications as soon as the next day, and Tesla accordingly planned to reopen its plant.
The Democratic governor’s guidelines do not override county-level health orders, however, and Alameda County has not yet cleared Tesla to reopen its factory in Fremont.
“Tesla is filing a lawsuit against Alameda County immediately. The unelected & ignorant ‘Interim Health Officer’ of Alameda is acting contrary to the Governor, the President, our Constitutional freedoms & just plain common sense!” Mr. Musk said on Twitter.
“Frankly, this is the final straw,” Mr. Musk tweeted. “Tesla will now move its HQ and future programs to Texas/Nevada immediately. If we even retain Fremont manufacturing activity at all, it will be dependen [sic] on how Tesla is treated in the future. Tesla is the last carmaker left in CA.”
The Alameda County Public Health Department did not immediately answer a request for comment.
Tesla employed around 10,000 people at its plant in Fremont, south of San Francisco, as of 2018, and its headquarters are located in nearby Palo Alto in Silicon Valley.
The company had planned for around 30% of the factory’s workforce to return to work Friday prior to being thwarted by the county, according to an internal email cited by Reuters and other news outlets.
