Health experts fear that yet another surge in cases could be coming, as schools began reopening in some Atlanta area communities for in-person instruction in recent days and more are to come.

“We really haven’t gotten this anywhere near under control,” said Robert Bednarczyk, an assistant professor of global health at Emory University’s Rollins School of Public Health.

Georgia is among 21 states with outbreaks serious enough be placed in the “red zone” by the White House Coronavirus Task Force, according to a federal report obtained last week by The New York Times. The report, which was distributed to states, recommends a mandate for the public to wear masks in coronavirus hot spots and, “optimally,” statewide.

The task force report recommends Georgia close bars, nightclubs and entertainment venues, and limit indoor dining at restaurants to less than 25% capacity. Other recommendations include beefing up testing and contact tracing and weekly testing of workers and residents of long-term care facilities.

Gov. Brian Kemp has encouraged people to wear face coverings but has balked at a mask mandate. He sued Atlanta over a mask requirement and steps by Mayor Keisha Lance Bottoms to rollback reopening plans because they conflicted with his orders. Kemp also has resisted re-implementing tighter restrictions on businesses.

Another red flag came Wednesday, when Dr. Deborah Birx, a leader of the White House task force, warned state and local leaders on a call Wednesday about conditions in 10 communities, including Atlanta.

“We are seeing encouraging signs across the South,” Birx said during the call, a recording of which was obtained by the Center for Public Integrity. “We are concerned that both Baltimore and Atlanta remain at a very high level — [also] Kansas City, Portland, Omaha [and] of course what we talked about in the Central Valley [of California].”

In an interview with CNN on Sunday, Birx said, “If you have high case load and active community spread, just like we are asking people not to go to bars, not to have household parties, … we are asking people to distance learn at this moment so we can get this epidemic under control.”

Georgia reported week-over-week case increases in nine out of 10 weeks from early May through mid-July. Since the week of July 12, cases have hovered at about 25,000 each week.

Georgia last week reported about 188,000 tests, a new weekly high. Over the past three weeks, Georgia has averaged about 25,000 tests per day. The positivity rate of tests reported Wednesday was 11 percent and the seven-day rolling average was at 12 percent, down from 14 percent on July 23.

The World Health Organization and White House guidelines call for positivity rates of 5 percent or less to get the virus under control.

One gauge of virus spread in communities is to measure the rate of new cases per 100,000 people in a county over a two-week period. A rate of more than 100 cases per 100,000 people is substantial spread, according to Georgia DPH guidelines.

An Atlanta Journal-Constitution analysis of DPH data, shows all but three of Georgia’s 159 counties currently are reporting rates above the substantial spread threshold.

More than 115 counties report triple or more that rate of spread, including the metro Atlanta counties of Cherokee, Clayton, Cobb, DeKalb, Douglas, Fulton, Gwinnett, Henry and Rockdale.

Six rural Georgia counties of Charlton, Chattahoochee, Decatur, Evans, Jeff Davis and Seminole report rates of 10 times or greater the threshold for substantial rate of spread.

Dr. Harry J. Heiman, a clinical associate professor at the Georgia State University School of Public Health, said the state still isn’t doing enough testing. Much of Georgia’s testing strategy is built around drive-thru sites, but to reach less affluent people, who are more prone to serious infection, the state needs to deploy mobile testing centers in neighborhoods.

In some counties, there is likely such limited testing that the scope of the outbreak isn’t well understood, he said.

“There’s a lot we don’t know, but we do know this is literally a crisis from border to border across the state,” Heiman said.

Florida surpassed New York in confirmed coronavirus cases on Saturday, with state numbers skyrocketing to over 414,000. Florida now has the second-highest number of cases in the country behind only California. 

With an additional 12,180 new infections, Florida reported a total of 414,511 confirmed cases Saturday, topping New York. California has more than 440,000 total confirmed cases, according to Johns Hopkins University. New York — once a pandemic hotspot — reported an additional 750 people tested positive for the virus Friday, bringing the state’s total to 411,200 confirmed cases. .

This week, Florida also marked a grim milestone when it reported 173 deaths, a new single-day record. Many ICUs are at or nearing capacity across the state. 

Municipalities throughout the state have imposed curfews in an effort to regulate large gatherings, which have increased since reopening began several months ago. Many cities are also reversing their reopening efforts.

On Thursday, President Trump announced he’s canceling the Jacksonville portion of the Republican National Convention next month, citing Florida’s coronavirus crisis. However, the president has been vocal about his desire for schools to reopen, even in the hardest-hit states.

In an interview with “Face the Nation” moderator Margaret Brennan on Friday, Surgeon General Jerome Adams recommended schools reopen with COVID-19 positivity rates of less than 10%. At least twelve states currently have positivity rates higher than 10%, including hotspots like Texas, Arizona and Florida.

Some teachers in Florida are pushing back against a mandate that requires schools to reopen in the fall for in-person instruction. Governor Ron Desantis appeared to relax his stance on reopening this week, saying, “If a school district needs to delay the school year for a few weeks, so that everything will be in good shape, have at it.” 

While new daily cases in Florida remain high, the number of people hospitalized in New York with coronavirus continues to drop to the lowest levels since the pandemic began. On Saturday, Governor Andrew Cuomo said 646 people were hospitalized in the state on Friday, a new low since March 16. 

Cuomo also announced 149 COVID-19 patients are in ICUs throughout the state, also a new low since March 16.

The latest data brings the total number of confirmed cases in the U.S. to more than 4,150,000. Over one million of those cases were reported in roughly the last two weeks.

The U.S. coronavirus map aligned with the country’s population data overnight when California – the nation’s most populous state – also became No. 1 in confirmed coronavirus cases.

California now has more than 409,000 confirmed cases of the virus, overtaking New York, the nation’s longtime leader and fourth most populous state, which now has just over 408,000 cases, according to Johns Hopkins University.

CORONAVIRUS IN THE US: STATE-BY-STATE BREAKDOWN

In third place is Florida, the nation’s third most populous state, with just under 370,000 confirmed cases.

New York, however, still leads the nation in coronavirus-related deaths, with more than 32,500, while neighboring New Jersey still ranks No. 2, with more than 15,700 deaths despite being No. 11 in population.

California, with a population of about 39.5 million people, ranks No. 4 in deaths with just under 7,900, according to Johns Hopkins.

Los Angeles County has seen a record-breaking week when it comes to the rapid spread of the coronavirus.

More than 4,000 Los Angeles County residents have now died from causes related to COVID-19, and more than 150,000 cases of the virus have been recorded, authorities announced Friday.

Those numbers came on the heels of Thursday’s total of 4,506 new coronavirus cases, which shattered the previous one-day record of 4,244 that was set just two days before.

It was the county’s worst week for new infections since the pandemic began, Los Angeles Mayor Eric Garcetti said Friday, with 23,310 new cases soaring past the 17,000 added the week before.

“The simple truth of this fight is that this virus is affecting more and more of us every day,” Garcetti said.

A similar surge is taking place across California, which has now tallied 374,522 confirmed cases of the virus and 7,613 deaths, according to the Los Angeles Times’ California coronavirus tracker.

On Tuesday, the state recorded its highest number of new cases in a single day — 11,142 — and its second-highest number of deaths — 144.

Though L.A. County residents still account for more than half of the state’s deaths, they are a declining share of the total number of cases — about 40% — compared with closer to 50% in mid-May.

Over the last two weeks, Orange, Riverside and San Bernardino counties have all reported higher per capita coronavirus case rates than L.A. County, according to a Times analysis.

In addition to new cases, hospitalizations also continue to rise. That metric is particularly worrying because too steep a surge in patients could risk overwhelming the healthcare system, experts say.

L.A. County reported record numbers of confirmed coronavirus patients in its hospitals on Tuesday and again Wednesday. There were 2,122 such patients Friday, with 26% in intensive care and 18% on ventilators. The most recent three-day average of daily hospitalizations represents an increase of 13%, according to the Department of Public Health dashboard that tracks reopening metrics.

In a bid to tamp down the uptick, Gov. Gavin Newsom on June 28 ordered bars closed in L.A. County and several others, followed by indoor restaurant dining on July 1. Officials have said it will take at least three weeks to learn whether the closures had an effect.

SAO PAULO (Reuters) – Brazil daily coronavirus deaths were higher than fatalities in the United States for the first time over the last 24 hours, according to the country’s Health Ministry.

Brazil registered 807 deaths over the last 24 hours, whereas 620 died in the United States.

Brazil has the second worst outbreak in the world, with 374,898 cases, behind the U.S. with 1.637 million cases. Total deaths in the U.S. has reached 97,971, according to Reuters tally compared with Brazil at 23,473.
