HARVEY CEDARS, N.J. — More than two dozen lifeguards from two New Jersey beach towns have tested positive for the coronavirus after having been together socially, authorities said.
Officials said the lifeguards are from Harvey Cedars and Surf City, neighboring boroughs on Long Beach Island.
Mayor Jonathan Oldham of Harvey Cedards said island health officials alerted the borough to the cluster Thursday and the lifeguards were being quarantined until they are cleared by doctors. Long Beach Island’s health director told WHYY that the guards were apparently together at two “social gatherings” earlier this month.
Harvey Cedars said Saturday that 17 lifeguards, all of whom had “attended a party in Surf City,” had tested positive for COVID-19. The island’s health director earlier said a dozen Surf City lifeguards had tested positive.
Harvey Cedars said on its website that it has 73 lifeguards and therefore “our beaches will remain fully staffed with all safety protocols in place.” Surf City said its beaches “will remain protected from 10 a.m. to 5 p.m. daily” but “adjustments may be made from day to day to ensure the safety of all patrons and guards.”
New Jersey officials earlier announced more than 500 new positive COVID-19 cases and an additional 11 deaths confirmed as associated with the virus, bringing the total number of deaths associated with the virus in the state to 13,867.

“We want to make sure single cases don’t turn into multiple cases, don’t turn into outbreaks, don’t turn into a public health crisis in the community,” said Carolyn Cannuscio, who leads contact tracing efforts for Penn Medicine.

Contact tracing involves identifying everyone who has recently interacted with someone who has tested positive, and warning those people to self-quarantine for two weeks — the known incubation period for the virus.
Bucks County has been a leader in the Philadelphia region, tracking about 95% of its COVID-19 cases with a team of about a dozen health department employees who were reassigned from other jobs during the pandemic.
Larry King, a spokesperson for Bucks County, noted that the effort won’t work without cooperation.
“If people within that [Shore] group had not been honest or upfront,” he added, “we wouldn’t have found out about this.”

Rather than hiring its own contact tracers, Montgomery County is paying four nonprofit health organizations to train 20 of their employees as tracers. The idea is that they can use their existing connections in the community to reach people who might not trust government authorities, said Val Arkoosh, a physician and chair of the Montgomery County Board of Commissioners.
The 10 county employees and 10 Medical Reserve Corps volunteers who have already been tracking cases have found that people fear they will be blamed for spreading the virus — even after tracers explain that they do not reveal their identities.
“If people don’t feel safe sharing this information, we’re doing it with one hand tied behind our back,” Arkoosh said.
Such cultural competency, explained Resa Jones, chair of the department of epidemiology and biostatistics at Temple University, is essential to helping people follow quarantine orders.
“We need to make sure we’re thinking about vulnerable populations and what they might need in terms of resources,” she said.
Jones led the creation of a contact tracing training that will add 200 Temple students to the ranks of tracers in the state over the next several weeks.
Contact tracing in the Philadelphia area is being led by county health departments, something most Pennsylvania counties don’t have. Health systems are taking the lead in such counties; the state is also expanding its contact tracing efforts.
Chester County is leading COVID-19 response, including tracing efforts, for Delaware County, which does not have a health department. Chester wants to recruit nursing and public health student volunteers and hire temporary workers to scale up its 10-person tracing team to 30.
Meanwhile, Philadelphia officials have said their tracing efforts won’t be able to keep pace with the rate of new cases until the number — still over 100 a day — falls precipitously.
The Public Health Department believes it will need many more tracers than other counties because in the urban environment, each patient likely comes into contact with more people, said James Garrow, a spokesperson for the department.
“We couldn’t do widespread contact tracing with the numbers where they are now, but the hope is that as the cases go down and the number of people we hire increases, we’ll find that balance,” Garrow said.
Philadelphia officials are nervously waiting to see how nine days of civil unrest over the killing of George Floyd by a Minneapolis police officer might affect infection rates.
Last Tuesday, the health department advised those who were “at or near a protest,” even if they wore masks, to stay home for 14 days, or get a coronavirus test seven days after being in a crowd.
But most of the scores of testing sites listed on the department’s website still restrict testing to people with symptoms of infection, a doctor’s order, or both, based on an informal survey by The Inquirer. City health clinics and hospitals generally offer testing only to existing patients.
Vybe Urgent Care, with nine centers in the city and Delaware County, is among the exceptions, and it had “a busy day” on Monday, said CEO Peter Hotz.
“If they don’t have symptoms but they were exposed, we are testing,” Hotz said. “Monday is always busy, but it seems like a lot of people are heeding [the health department’s] advice. I think we’ll see even more as the week goes on.”
Sayre Health Center, at 59th and Locust Streets, also saw signs that some protesters are worried about exposure, said medical director Kevin Bream, a family physician. Not only did Sayre see an uptick in asymptomatic people seeking testing on Monday, but many were not from the Cobbs Creek neighborhood that Sayre serves.
Respiratory samples were collected from about 30 people per hour, a rate that he expects will grow over the next week. The city’s largest demonstration was on Saturday, when thousands crowded between the Philadelphia Museum of Art and the Cathedral Basilica of SS. Peter and Paul.
On Monday, Gov. Tom Wolf’s administration turned what had been a request into an order, telling nursing homes to test all residents and staff at least once by July 24.
New data released Monday by the Pennsylvania Department of Health shows the outbreaks in nursing and personal care homes are well past their peak. These facilities have been hot spots because the virus spreads quickly among vulnerable residents living in close quarters and needing hands-on care. They have accounted for 20% of the nearly 80,000 people who have tested positive for the virus, but 69% of the state 5,953 deaths.
States such as Texas and Florida that reopened weeks ago are already seeing a surge in infections. But two new analyses, published on Monday in the journal Nature, conclude that the shutdowns around the world tamped down the pandemic dramatically.
About 285 million infections in China and 60 million in the United States were averted, according to an analysis led by researchers at the University of California, Berkeley. The other study, by Imperial College London epidemiologists, estimated 3.1 million lives were saved in 11 European countries.
Garden State officials on Monday reported 356 additional confirmed coronavirus cases and 40 deaths. For the fifth straight day, less than 2,000 people in the state were hospitalized with the virus.
Pennsylvania, meanwhile, reported 351 additional confirmed cases and 10 new deaths. Philadelphia reported 162 confirmed cases since Saturday and one additional death. Across the region, 629 people were hospitalized.
The city announced it will hold neighborhood day camps beginning July 6 on a modified weekday schedule for children ages 6 through 12. Campers will be encouraged to wear masks, while staff will be required to do so, and parents must submit children’s temperatures each day.
Also starting July 6, Philadelphia’s spraygrounds, as well as other spray features to cool off kids, will reopen on a rolling basis. In New Jersey, Gov. Phil Murphy said municipal and private-club swimming pools can reopen on June 22.

If you’re planning to head down to the Jersey Shore during this long holiday weekend, have fun — but remember, this will not be an ordinary Memorial Day weekend.
That’s the message Gov. Phil Murphy shared at his daily coronavirus press briefing on Friday, during which he reminded New Jersey residents that most beaches and boardwalks will be open this weekend, but health and safety guidelines must continue to be followed across the Jersey Shore.
“As we enter this weekend — yes please enjoy it, but don’t get complacent,” Murphy said. “Keep up with your social distancing and wear a face covering, please, if you’re going out — especially if you’re somewhere where social distances are hard to keep.”
“I hope it’s 85, sunny, and low humidity, but it’s going to be none of that this weekend,” Murphy said. “I’m not happy to say that by any means. I’d prefer it to be otherwise, but in this extraordinary moment it probably gives us — almost certainly gives us — an opportunity to creep into the summer a little more gradually.”
Despite these expectations, all local officials are required to enforce social distancing measures, implement capacity limitations, regularly sanitize facilities, and prohibit all contact sports and organized events at beaches across the state.
The exact rules will vary from place to place. Some will restrict boardwalk activity. Some will have public bathrooms open, some closed. Some will ban swimming. Some will limit surfing hours. Some will have lifeguards at a limited number of beaches.
Several Shore towns are enforcing even tighter regulations than those requested by state officials. For example, Sea Girt is electing to keep its boardwalk closed this weekend, and Spring Lake is asking its beachgoers to maintain a distance of 6 feet from each other and 12 feet from other groups while sunbathing.
Here is a breakdown of the others kinds of restrictions you can expect to see at the Jersey Shore this weekend. As you will see, the policies vary widely from town to town.
All beaches will be open for recreational activities, as well as for swimming and sunbathing. Families are permitted to congregate in groups of up to 10 people, and romantic partners are allowed to sit together as well.
All beachgoers are asked to wear masks.
Throughout the pre-season weekends, lifeguards will be on only four beaches: the ones at Roosevelt Boulevard and 16th, 26th and 38th streets.
The Cove Beach recreational area will remain closed to vehicular traffic until further notice. The promenade at the sea wall remains closed.
Running, walking, surfing, fishing, sunbathing, and sitting on the beach will all be permitted from sunrise to sunset.
Swimming, organized sports in which social distancing cannot be practiced, and group gatherings are prohibited.
Public restrooms, showers and water fountains remain closed until further notice.
The borough currently does not have beach tags for sale. It has said tags will be available after the beach season opens and once the beach is staffed on or about the third weekend in June.
Sunbathing will be permitted at all beaches beginning this Friday.
The Beach Patrol will be present, but only up to four beaches will be open for swimming both this weekend and the weekend of May 30, weather permitting.
Large gatherings are prohibited.
Beach tags are on sale at the Pavilion but are not required to be worn to enter the beach until June 6.
Beaches will open for sunbathing Saturday. The boardwalk will reopen Friday.
Swimming at guarded beaches will also be allowed on at the normal four pre-season beaches, including those on Headquarters Suffolk, Dorset, New Haven and Lafayette avenues. Swimming will expand to all guarded beaches as the season progresses.
Surfing and paddle boarding are also permitted, as are singles rowing and kayaking. Gathering in groups on the beach is not.
Ventnor officials are asking beachgoers to change and prepare for surfing off the beach and boardwalk until those areas are reopened.
Bicycle riding on the boardwalk is prohibited until Friday, May 29.
Beach badges will be required from Memorial Day through Labor Day.

Beginning Friday, the Avalon Boardwalk will reopen. On the beaches, passive recreation including beach chairs, blankets and sunbathing are permissible and lifeguards will be on duty for the summer.
Families who come to the beach are required to remain at least 6 feet apart from other blankets and chairs.
Lifeguards will be on duty beginning Friday, but no beach tags will be required on the beaches until Friday, July 3.
The Ocean City Beach Patrol will begin guarding the following beaches on Memorial Day weekend to ensure that social distancing guidelines are being followed: St. Charles Place and Brighton places as well as 8th, 9th, 10th, 11th, 12th, 26th, 34th and 58th streets.
Groups of 10 or more are prohibited. Tents and canopies will not be permitted on the beaches between 1st and 10th streets. On all other beaches, they will be limited in size to 8 feet wide by 6 feet deep by 6 feet tall, and they must be placed at the back of the beaches within 10 feet of the seaward side of the dunes.
Hand sanitization stations have been installed at regular intervals along the boardwalk, which is open for walking, running, bicycling and for access to takeout food. Public restrooms on the boardwalk are open and being sanitized throughout the day.
The public has regular access to the beaches but must maintain a social distance of at least 6 feet from others at all times while on the beach and promenade — with the exception of their immediate family and household members.
Beach tags are required beginning Memorial Day weekend.
Residents are allowed to sit and sunbathe. Swimming will also be permitted when lifeguards are on duty, beginning Saturday.
Beach visitors must remain at least 6 feet apart, excluding family members, caretakers, household members or romantic partners. Groups at the beaches should be limited to 10 or fewer people.
All beaches in Wildwood Crest are free and do not require beach tags.

The beach and boardwalk remain open, though individuals must adhere to social distancing guidelines, according to Paul McDonnell, beach manager of the Allenhurst Beach Club.
Members and guests of the Allenhurst Beach Club will gain admittance to their beaches. Other Allenhurst beaches are open to the public.

Swimming and sunbathing are both allowed, and lifeguards will be on duty. If the beaches become too crowded, capacity limitations will be put into place.

Overall beach capacity will be controlled by limiting the number of beach passes sold. Individual areas of the beach will be monitored daily and access points may be closed to ensure proper social distancing.
Asbury Park Convention Hall will remain closed until further notice, but restrooms will be accessible to the public from the beach side entrance.
The beach and boardwalk are open with social distancing guidelines in place.
The Belmar Social Distancing Task Force and Belmar Police Department are actively surveying the beach, boardwalk and beach badge sales to ensure that individuals are practicing social distancing.
No dogs are allowed on the beach or boardwalk, while bicycling, rollerblading and skateboarding are all prohibited.
Beach badges will be required seven days a week until Labor Day.
The sale of seasonal badges will be temporarily suspended beginning at 5 p.m. on Friday in response to the crowds of people purchasing them in recent days.
The sale will resume on Tuesday at the Taylor Pavilion.
Beginning Saturday, the beach will be staffed and open to season and daily badge holders. On Tuesday, the beach will be staffed on a daily basis by lifeguards, and swimming will be permitted.
Members of the public are required to practice social distancing and stay 6 feet apart whenever practicable, excluding immediate family members, caretakers, household members or romantic partners.
Showers and restrooms will be in use with a proactive cleaning process in place, but water fountains, picnic areas, playgrounds and pavilions will remain unavailable.

Restroom facilities at Ocean, Brielle and Main will be open, with new procedures for regular cleaning.
To avoid overcrowding, beach access will be controlled by limiting the number of daily and seasonal beach badges sold to beachgoers. When shoreline maximum capacity is reached, the beach will be closed to additional visitors.
All beach staff will be required to wear masks. Lifeguard stands have been donated by the Ocean Grove Beach Foundation to ensure that only one lifeguard will be sitting in one bench at a time.
Boardwalk benches have been taped off to prevent large gatherings, and larger public bathroom buildings are closed. Singular-occupancy portable toilets will be available for use.
Swimming at Sandy Hook will be “at your own risk,” according to the National Park Service, as lifeguards will not be on duty during the holiday weekend. Swimmers will not be subject to summonses for going in the water, the department said.
There is a $15 charge per day for beach parking from Memorial Day weekend through Labor Day. Parking Lot A North Beach/K Lot parking areas have been closed.
Sea Bright public beaches will be fully staffed beginning at 9 a.m. Saturday.
The municipal parking lot is open for parking, but capacity will be reduced when necessary to limit the number of patrons with access to the beach.
Each beach day, overall capacity will be monitored regularly by beach staff designated solely for this purpose.
The walkway on top of the sea wall will be closed, although the stairs on the sea wall will be open for east-west crossings to gain access to the beach.
The public restrooms will be open, with up to three patrons at one time allowed to enter. These patrons are encouraged to wear face coverings. The showers and foot wash stations will not be available.
Beginning May 23, beaches will be open every weekend at all access points. Residents will be allowed to lounge but must maintain a distance of at least 6 feet between all people and at least 12 feet between their towel/chairs and those of other beachgoers. Large groups and gatherings are prohibited.
Masks must be worn when entering with the beach staff, on access walks from the street to the beach, and when going to the restrooms, snack bars and pavilion locker areas.
No badges will be sold at the beachfront; all beachgoers must have purchased their badges in advance. The number of seasonal and daily badges will be limited and sales will close once the limit has been reached.
The boardwalk will remain closed, except at designated access points to the beach: Pitney, Lorraine, Tule, Washington, Sussex, Salem, Union and Brown Avenue walkways.
Bathrooms will be open with new cleaning protocols and social distancing guidelines enforced, although showers and water fountains will remain unavailable. Residents and visitors must wear masks when utilizing the bathrooms, snack bars and beach access points and when interacting with beach staff, lifeguards or police officers.
Food is temporarily allowed on the beach due to the boardwalk’s closure.
Beginning June 15, the beach will be open and staffed daily.

Brick Beach 1 and Windward Beach Park will be open to swimming beginning Friday, May 23. All beaches will be open daily beginning June 15 and will be subject to new safety measures put in place.
The number of daily beach badges sold will be limited to prevent crowding.
Beachgoers will be required to adhere to social distancing guidelines.
Beachgoers may access the beach for exercising, fishing, sunbathing and surfing as long as they continue to practice social distancing.
The boardwalk will be reopen Friday for walking and exercising, but bicycles are prohibited. Individuals using the boardwalk are asked to keep as far right as possible to increase distance while passing others and continually keep 6 feet of separation from non-family members.
Badges will not be required until June 20, when lifeguards will be on duty at the beaches. Badge limitation may be imposed if conditions at the beachfront become unsafe.
Badge checkers and lifeguards will be staffed beginning June 20. Until then, beachgoers must practice social distancing and are asked to wear a mask upon entering the beach.
At present day, the borough does not intend to restrict the number of badges being sold, but if this must occur, daily badges, rather than seasonal ones, will be limited.
Walkways will be closed once capacity limits are reached, and beachgoers will be instructed to move north or south on the beach to enter at the next available walkway.
At Maryland Avenue Beach, badges will be required on Memorial Day weekend and weekends only throughout early June. Starting June 20, badges will be required at all times.
The beach will be held to a maximum capacity limit. When the daily capacity is reached, no more patrons will be allowed.
No groups of 10 people or more will be allowed onto the beach. Beachgoers must maintain a minimum of 6 feet of distance from others at all times.
Swimming will be permitted only when badge checkers and lifeguards are present.
Beginning Saturday, beach badges will be required for entry to the beach and boat ramp passes will be needed for the 14th Avenue boat ramp on weekends through June 30, at which point the beach will be open daily.
Badges sales will be monitored and limited if necessary.
Gatherings of 10 or more people are prohibited from the beach and boardwalk.
Ortley Beach will be manned by lifeguards on Memorial Day weekend and every weekend thereafter until June 20, at which point it will be staffed daily.

“SOCIAL DISTANCE TODAY — START SPREADING THE NEWS” is the message Jersey Shore-bound masses will see on flashing billboards as they ford freeways that are expected to be packed. Once they reach their desired destinations, there will be more reminders that life on the shore is still a long way from normal.
No arcades. No rides. No concerts or special events. Closed playgrounds. Capacity limits on beaches. Long lines to use the few public bathrooms that will be open. Just takeout at most bars and restaurants. And drones flying overhead to help authorities monitor it all.
Police and other security will be out on the sand making sure people keep 6 feet apart, and lifeguards will blow the whistle on anyone who does not follow the new rules.
In some towns, like normally bustling Belmar, “ambassadors” like Katrina Clapsis will gently remind people starving for companionship after weeks in quarantine to continue giving each other at least 6 feet of space.
Will it work? “Time will tell,” Clapsis told NBC News’ Ron Allen.
The restrictive Memorial Day beach reopening on the Jersey Shore is also happening from coastal New England down below the Mason-Dixon Line on swaths of sand belonging to some of the states hit hardest by the pandemic.

New York City beaches, however, remain closed. And many Long Island towns are limiting beach access to locals.
But the farther south you go, the fewer the restrictions in states like Georgia, South Carolina and Mississippi, which reopened their beaches earlier. Other states like Florida largely left it up to local counties to decide whether to reopen and how. Most will be open Memorial Day.

Clearwater Beach, for example, got unwanted headlines in March when images of revelers frolicking during the pandemic were broadcast nationally — and after Gov. Ron DeSantis initially balked at banishing the throng from the beach.

This is also where the beach ambassador program — similar to the one Belmar, New Jersey, is using — was pioneered, Clearwater city spokeswoman Joelle Wiley said.
“We are supposed to keep it on for weekends through Labor Day,” Wiley said. “It is civilian employees helping visitors with non-police matters and giving updates on how to pay for parking remote, how to use the countywide dashboard to monitor beach and parking lot capacity and to direct them to the temporary hand washing stations we have installed.”
On the West Coast, many beaches in Washington state and Oregon remain closed for Memorial Day, while some farther south in California will be open but with restrictions.
Along the Great Lakes, most beaches in Michigan will be open. But the famed Oak Street Beach in Chicago, where swimmers can bathe with the city skyline as backdrop, is closed through May 31.

He also conceded that with New York City beaches closed, there could be increased competition for scarce sand space in Jersey.
“A trip to the beach is a treasured pastime for New Jerseyans on Memorial Day weekend, just as it is for residents in our neighboring states,” Murphy said. “By aligning our social distancing policies for beaches, we can bring some semblance of a ‘new normal’ to our region ahead of the first weekend of the summer season.”
But reaching the “new normal” might be difficult.

Last Saturday in Belmar, dozens of people lined up before dawn on the boardwalk to buy seasonal beach passes after Murphy signaled that the towns could reopen the beaches for Memorial Day.
“It just opened the floodgates for everyone to come down and buy seasonal badges,” Belmar Mayor Mark Walsifer told NJ Advance Media. “It’s not that we’re selling more than last year. It just happened all at one time.”
While most people tried to social distance, the jam-up of the boardwalk made avoiding contact with passersby difficult.
“It created a little problem for us,” Walsifer said — so much so that badge sales in Belmar have been suspended until Tuesday.
Belmar officials have also removed all the benches from the boardwalk to keep people from congregating and all the bike racks to make more room for pedestrians. But there were still lots of people out and about, ignoring Murphy’s request to wear masks.
Stewart Farrell, director of Stockton University’s Coastal Research Center in South Jersey, said Murphy and the governors of the other New England and Mid-Atlantic states appear to be working in tandem and not taking their cues from governors like DeSantis or Brian Kemp in Georgia, who reopened their beaches earlier.
“I think they are all talking to each other and certainly not following the lead of Gov. Kemp or the governor of Florida, who seem to be coasting across the lake oblivious to the thunderclaps around them,” Farrell said.
The Jersey Shore towns also appear to have decided on a similar “plan of attack.” That includes limiting the number of beach tags sold and “spreading the lifeguards out so each has a fiefdom to watch over rather than being bunched up together in a tower,” Farrell said.
Some towns have hired what Farrell called “insta-cops” who will be equipped with badges and radios to reinforce social distancing rules by “eliciting cooperation” from beachgoers.
“If they don’t cooperate, they will radio the real police for help,” Farrell said. “They’re going to let family groups sit together. And there’s already some social distancing going on. Nobody sits armpit to elbow unless it’s really packed on the beach. And they’re already making sure that happens by limiting the sale of beach tags.”
Similar restrictions on summer fun will be in place up and down the Eastern Seaboard as residents seek relief from weeks of quarantine by hitting the sand and surf.
In Maryland, Gov. Larry Hogan left it up to the beach towns to decide when to reopen, and tourist mecca Ocean City did so on May 10. But Hogan warned strict social distancing is mandatory.
The same goes for the Delaware beaches, all of which will be open starting Saturday. But there’s a catch: Delaware’s mandatory 14-day quarantine for out-of-state visitors and its ban on short-term rentals remains in effect through May 31. So no beach for you unless you’re a local or have already been in the state for two weeks.
The Maryland, Delaware and South Jersey beaches are favorite destinations for many Pennsylvanians. That state’s governor, Tom Wolf, made it clear during a video news conference this week that he won’t be hitting the sand anytime soon.
“I wouldn’t go to the beach,” Wolf said. “There are people there who aren’t wearing masks, and you’re putting yourself at risk. I wouldn’t do that, I haven’t done that, and I’m not sure why the governors of Maryland and New Jersey have opened their beaches, but they have.”
In Virginia, Gov. Ralph Northam gave beach towns the OK to reopen but warned he would reconsider “if people swarm the beaches.”
