The federal government is preparing to aggressively crack down on hospitals for not reporting complete COVID-19 data daily into a federal data system, according to internal documents obtained by NPR.

The draft guidance, expected to be sent to hospitals this week, also adds new reporting requirements, asking hospitals to provide daily information on influenza cases, along with COVID-19. It’s the latest twist in what hospitals describe as a maddening flurry of changing requirements, as they deal with the strain of caring for patients during a pandemic.

The reporting system drew national attention in July when the Department of Health and Human Services told hospitals to stop reporting information — such as the number of COVID-19 patients and the availability of intensive care beds — to the Centers for Disease Control and Prevention, and instead report it into a new system managed directly by HHS, the CDC’s parent agency. The switch raised concerns from politicians and public health experts about the sidelining of CDC, the nation’s public health agency, in the midst of a pandemic.

Hospitals have been waiting for the details on how the federal government would enforce the new data reporting process. Last month, the Centers for Medicare and Medicaid Services (also part of HHS) abruptly issued a rule indicating that failure to comply could cause hospitals to lose their federal Medicare funding.

Now, the agency appears to be preparing to follow through on that threat. A draft letter from CMS, obtained by NPR, requires hospitals to report data such as the number of COVID-19 patients and their inventory of the drug remdesivir “for all seven days, including weekends,” into the federal data collection system run by HHS. Failure to comply after multiple warnings “will result in a termination of the Medicare provider agreement.”

Threatening Medicare funding is “the nuclear option” for the federal health agency, says Dave Dillon of the Missouri Hospital Association. “If what [CMS is] proposing were to go into to effect and if, in fact, they were to do that kind of enforcement, that would shut down the health care system in the country.”

“The idea of threatening to terminate a hospital from Medicare for not submitting this data every single day seems just very disproportionate,” says Erin Fuse Brown, a health law professor at Georgia State University. “Terminating hospitals’ Medicare participation is like a death sentence, financially, for a hospital.”

The CMS rule enforcement is a blunt tool that could be intended to fulfill HHS’s determination to get each and every hospital to report. As part of the justification for the switch to the new system, then-HHS chief spokesperson Michael Caputo complained that CDC’s voluntary reporting system provided data from only 85% of hospitals. “[T]he President’s COVID response requires 100 percent to report,” he wrote in a statement to NPR in mid-July.

If the draft enforcement guidance went into effect today, around three-quarters of hospitals could be subject to receiving a warning. Just 24% of America’s hospitals met the HHS reporting requirements for the week of September 14, according to an internal CDC presentation given at a daily pandemic response meeting on September 23, obtained by NPR. No state was in full compliance.

The July change to data reporting created a large and costly administrative burden for hospitals, without providing funding to help them fulfill it. The new draft guidance would further expand the scope.

The data hospitals were asked to provide as of July is complicated and time-consuming to gather, says Carrie Kroll of the Texas Hospital Association. “This required multiple people in different parts of the hospital — we were talking about bedside nursing-type statistics in terms of COVID patients versus adult versus child. Then you’re talking about pharmaceuticals, so that’s going to come from the pharmacy.”

Hospitals have also been asked to provide information on supplies, such as how many single exam gloves they have in the building. According to the internal presentation, data on the supplies of ventilators, gloves and gowns, currently required to be reported three times a week, was frequently missing.

The pending update to the reporting guidelines will only require the supply data once a week. However, draft documents show the newest guidelines would add several questions about influenza patients, such as the number of patients admitted to the hospital with flu, the number of flu patients in ICU beds, and the number of patients confirmed to have both flu and COVID-19. This information may be required to be reported daily from late October, according to a draft document.

Carrie Williams, also of the Texas Hospital Association, was surprised that flu questions were potentially going to be added. “The constantly changing goalposts are going to be a real challenge for hospitals,” she says. “We want to be in compliance, we want to make sure that we’re providing the federal government with whatever they need for planning and resources. It’s just — another change is a challenge in the middle of a pandemic.”

Data scientists have raised concerns about the consequences of the new reporting requirements and the impending enforcement of them.

The added burden and stress could incentivize hospital staff to report inaccurate information, so as not to lose funding, says Lisa M. Lee, former chief science officer for public health surveillance at CDC, who now works at Virginia Tech.

“I am afraid this will make the data much less accurate and reliable, and that is only going to hurt the American public,” Lee says.

Officials in Rochester, N.Y., spent months trying to suppress video footage of the police encounter that led to Mr. Prude’s death.

ROCHESTER, N.Y. — It was early June, days after the death of George Floyd, and cities around the country were erupting in protests against police brutality.

In Rochester, the streets were relatively calm, but behind closed doors, police and city officials were growing anxious. A Black man, Daniel Prude, had died of suffocation in March after police officers had placed his head in a hood and pinned him to the ground. The public had never been told about the death, but that would change if police body camera footage of the encounter got out.

“We certainly do not want people to misinterpret the officers’ actions and conflate this incident with any recent killings of unarmed Black men by law enforcement nationally,” a deputy Rochester police chief wrote in an email to his boss. “That would simply be a false narrative, and could create animosity and potentially violent blowback in this community as a result.”

His advice was clear: Don’t release the body camera footage to the Prude family’s lawyer. The police chief replied minutes later: “I totally agree.”

The June 4 exchange was contained in a mass of city documents released on Monday that show how prominent Rochester officials did everything in their power to keep the troubling videos of the incident out of public view, and to prevent damaging fallout from Mr. Prude’s death.

The dozens of emails, police reports and internal reviews reveal an array of delay tactics — from citing hospital privacy laws to blaming an overworked employee’s backlog in processing videos — used in that mission.

The documents show how the police attempted to frame the narrative in the earliest hours, playing up Mr. Prude’s potential for danger and glossing over the tactics of the officers who pinned him, naked and hooded, to the ground before he stopped breathing.

In a police report on the confrontation, marking a box for “victim type,” an officer on the scene listed Mr. Prude — who the police believed had broken a store window that night — simply as an “individual.” But another officer circled the word in red pen and scribbled a note.

“Make him a suspect,” it read.

Mr. Prude’s death has sparked daily protests in Rochester, as well as accusations of a cover-up from his family. Earlier this month, the city’s mayor, Lovely Warren, suspended seven officers involved in the encounter.

The documents were contained in a 323-page internal review of Mr. Prude’s death and the city’s actions in the ensuing months. She cited the report, which she released on Monday, in her decision to fire the police chief, La’Ron Singletary, two weeks before he was to step down.

Mr. Prude was found by the police around 3 a.m. on March 23, ranting naked in the street, telling at least one witness he had the coronavirus. Mr. Prude had just arrived at his brother’s home in Rochester, and was seemingly under the influence of PCP, his brother had told police.

Officers handcuffed him, but when Mr. Prude ignored orders to stop spitting, they placed a hood over his head. He became agitated, and three officers pinned him, one leaning heavily on Mr. Prude’s head. Mr. Prude’s pleas changed to garbling noises and he stopped breathing. He was removed from life support a week later.

In their incident reports, officers described the encounter with Mr. Prude as peaceful until he began spitting and demanding a gun. After officers restrained him, he “threw up and then became unresponsive,” a police lieutenant wrote in an email four hours later.

A preliminary review of the incident singled out Officer Mark Vaughn, who restrained Mr. Prude’s head “using a segmenting technique” until he “appears to ease pressure to the area.”

In fact, Officer Vaughn leaned heavily on Mr. Prude’s head in a push-up position that lasted at least 68 seconds, a New York Times analysis of the body camera footage showed. He relented after Mr. Prude appeared to have lost consciousness. Police officials would later say Mr. Prude suffered a drug overdose.

Mr. Prude’s brother, Joe Prude, and other family members had immediate doubts that he died of an overdose. They contacted a lawyer, Elliot Shields, who filed a legal notice April 3 compelling the city to preserve evidence from the encounter, a precursor to a wrongful-death lawsuit.

He also filed a demand under the state’s Freedom of Information Law that all documents and videos pertaining to Mr. Prude’s arrest be handed over.

On April 10, the county medical examiner released its autopsy findings, ruling Mr. Prude’s death a homicide from asphyxia, and noting the PCP in his system. Chief Singletary wrote a summary of the incident (“Officers did stabilize the individual on the ground”) for Justin Roj, the city’s communications director.

“The mayor has been in the loop,” the chief wrote then.

Mayor Warren has said she was not told of the struggle with officers that preceded Mr. Prude’s cardiac arrest — only that he had suffered a drug overdose.

By April 21, the state attorney general’s office had informed local officials that it was opening an investigation into the death.

Days later, the Rochester police concluded its own investigation: “The officers’ actions and conduct displayed when dealing with Prude appear to be appropriate and consistent with their training,” an internal report stated.

In late May, Mr. Shields, the Prudes’ lawyer, began following up on his open records request, saying the deadline to hand over the materials had lapsed.

But officials in Rochester were increasingly reluctant to turn them over. Mr. Floyd died on Memorial Day, and scenes of unrest were spreading across the country.

Mark Simmons, the deputy chief, shared his concern about “blowback” from the public. He was not alone.

“I am very concerned about releasing this prematurely in light of what is going on in Rochester and around the country,” Police Lt. Michael E. Perkowski wrote in an email to Stephanie A. Prince, a city lawyer. “I may be overthinking, but would think the chief’s office and the mayor’s office would want a heads-up before this goes out.”

The officials who wanted to keep the videos away from the public appeared to find a convenient, if unlikely, means to do so: the attorney general’s inquiry. Mr. Simmons, Ms. Prince and others repeatedly suggested that the city not turn over records to Mr. Prude’s family because the case was under investigation, a blanket exception to the open records laws.

Mr. Simmons raised the possibility in his email to the chief, to deny the records request “based on the fact that the case is still active, as it is currently being investigated for possible criminal charges to be brought forth by the A.G.’s office.”

Ms. Prince raised a similar strategy: The city could stall the general release of videos by allowing a lawyer for the Prude family to view them in a meeting with the attorney general’s office, but not be permitted to keep his own copies. She told others in an email June 4 that this idea came from Jennifer Sommers, a state assistant attorney general.

“What her office typically does and what she’s suggested for this matter,” Ms. Prince wrote, is to invite a lawyer for the Prude family to view the case file in person, “provided he agrees to sign an agreement that he cannot scan/copy/otherwise attempt to reproduce the information. This way, the A.G. is making the file available to the family’s attorney, but we are not releasing anything to the public.”

She repeated the idea the following day: “This way, the city is not releasing anything pertaining to the case for at least a month (more like 2), and it will not be publicly available.”

The attorney general’s office has denied playing any role in releasing the videos. “The Prude family and the greater Rochester community deserve answers, and we will continue to work around the clock to provide them,” the state attorney general, Letitia James, said in a statement.

A meeting with the lawyer took place in June, and another, with Mr. Shields and members of the Prude family, took place in July. But Mr. Shields was unrelenting in his demands to obtain the videos. The city pushed back, citing the sensitivity of the images of Mr. Prude’s naked body, his privacy as a patient who received medical attention and, in late July, the “enormous backlog of work” for the lone employee who reviews body camera videos for release.

Copies of the videos were finally released to Mr. Shields on Aug. 12, more than four months after he requested them. The videos were mailed via the U.S. Postal Service.

He released them to the public on Sept. 2. The response was just as the officials had feared, filling blocks of downtown Rochester with protesters every night since.

Mr. Simmons, the deputy chief who urged the videos not be released, was demoted to a lieutenant last week. The demotion did not last long: On Monday, he was named acting police chief.

A California wildfire which has so far destroyed 7,050 acres of land 40 miles northeast of Palm Springs was started by gender reveal party, it has emerged – leaving the family that hosted the party at risk of prison time and multi-million dollar fines. 

Amid a record-breaking heatwave, the California Department of Forestry and Fire Protection said on Sunday night that a smoke-generating pyrotechnic device caused the fire.

The devices are sometimes used to release blue or pink smoke to announce the gender of an expected baby.  

The fire started on Saturday at 10:23am, they said, and 527 people from 10 fire crews are currently trying to halt the fire’s progress.

It spread from the El Dorado Ranch Park north, onto the Yucaipa Ridge. The ridge separates Mountain Home Village and Forest Falls from the City of Yucaipa.

Bennet Milloy, spokesman for the department, told DailyMail.com that the people hosting the party were still on the scene when the firefighters arrived.

‘We know how it started because they were still there,’ he said. ‘That, and the fact that there were surveillance cameras in the park.’

Milloy said that it was a relatively small family gathering, and that the relatives had gathered for a photo opportunity.

He did not know if they were local people, but he said they were potentially both civilly and criminally responsible for the fire – facing jail time and a massive fine. The family could be held responsible for the entire cost of putting the fire out, amounting to many millions of dollars, he said.

The civil costs were deemed ‘suppression costs’ – the charges associated with hundreds of fire fighters, engines, helicopters and planes.

The criminal charges could fall under ‘a variety of charges’, he said – which would be more severe if homes were destroyed. The family could be hit with violations of public resources codes and even arson, under California’s penal code section 452. Arson convictions can result in a sentence of up to nine years.

Asked if the family realized the seriousness of their predicament, he said: ‘They understood the seriousness of the fire.’

Milloy continued: ‘They genuinely believed it was an accident. 

‘But I think now they understand the gravity of the situation.’

He did not have their names, but said they would be released if charges were pressed.

No injuries have been reported. An outbuilding was destroyed on Saturday, Desert Sun reported, but no other damage was reported as of Sunday afternoon.

The paper said about 30 homes were threatened by the fire. 

Evacuation orders are in place for the communities of Oak Glen, Yucaipa Ridge, Mountain Home Village and Forest Falls.

An Evacuation Warning is now in effect for the Yucaipa bench area, the fire service said.

Residents are being told that they may evacuate to Yucaipa Community Center as a temporary evacuation facility.

Fire fighters are using 60 fire engines and four helicopters to douse the blaze with water.

‘CAL FIRE reminds the public that with the dry conditions and critical fire weather, it doesn’t take much to start a wildfire,’ the press release stated. 

‘Those responsible for starting fires due to negligence or illegal activity can be held financially responsible and criminally responsible.’

Governor Gavin Newsom has declared a state of emergency as a series of wildfires ravage his state

Gavin Newsom, the governor of California, on Sunday declared a state of emergency in five counties, including San Bernardino County due to the El Dorado Fire which continues to be ‘extremely active’ due to dry vegetation, steep terrain and sweltering hot weather across the region.  

Officials are asking that residents heed evacuation warnings and travelers stay clear of the fire area.

‘We need to keep the firefighters we do have focused on firefighting and not on managing people,’ fire officials said in a joint press release issued on Sunday. 

The El Dorado Fire is currently burning two miles from where the Apple Fire destroyed 33,000 acres last month.

Fire officials said that it could be helpful, because the El Dorado Fire could enter the ‘burn scar’ and peter out.

The Apple Fire, which had been 95 per cent contained for weeks, was ignited on July 31 by a diesel-fueled vehicle ’emitting burning carbon from the exhaust system,’ investigators said.

Area temperatures are expected to surpass 110 degrees near Yucaipa as Southern California is engulfed in a heatwave.

On Saturday, temperatures peaked at 122 degrees in Palm Springs and similar conditions were expected on Sunday, according to the National Weather Service.

The fire service said that 527 people were working to stop the fire, which has benefited from tinder-dry conditions

Across the whole of California, firefighters are currently battling 23 wildfires, which have so far destroyed 1.6 million acres. 

Almost 15,000 firefighters were working to douse the flames, and battling against record temperatures in the state.

Fire fighters fear the situation will only get worse.

‘The National Weather Service has issued multiple Fire Weather Watches and Red Flag Warnings for this weekend and into next week due to potential critical fire weather including strong gusty wind and low humidity,’ the fire service said in a statement. 

They said that a Red Flag Warning is in effect across much of the Inland Empire down through San Diego through Sunday. 

A Red Flag Warning also went into effect on Sunday evening across the mountains of Santa Barbara to Los Angeles County. 

A Red Flag Warning has been issued for Modoc County starting Monday. 

A Fire Weather Watch across much of Northern California including the Bay Area, and the Eastern Sierra to the Mojave Desert will start on Monday.

Records for temperatures were broken across the state, with Paso Robles having the hottest day in the city’s history, as the mercury hit 112 degrees on Saturday.

The Woodland Hills neighborhood of Los Angeles also had its hottest day ever, with temperatures reaching 117 degrees.

The wildfire warning for the Santa Barbara area was upgraded to a red flag.

On Saturday night the National Weather Service warned southern Californians that the conditions were likely to continue.

‘Expect a similar hot day tomorrow, with inland temperatures peaking between 110-120 degrees, hottest likely in the valleys,’ they tweeted. 

‘There will be some cooling on Monday, but still well above normal for inland areas. Best cooling across the coast. Stay hydrated and cool!’ 

Beaches across the state were packed with people on Saturday, soaking up the sun on the last official weekend of summer.

In Los Angeles, Santa Monica beach was crowded with families and friends seeking an escape from the heat.

New FBI documents from former special counsel Robert Mueller’s Russia investigation revealed details of the circumstances surrounding President Trump’s firing of FBI Director James Comey.

The documents, released in response to a Freedom of Information Act lawsuit from BuzzFeed News and CNN, include redacted copies of “302” records, which detail interviews conducted by federal investigators. Among them was an interview with an unidentified supervisory special agent who recalled the events of May 9, 2017.

The agent recalled that at approximately 4:51 p.m. the White House asked for Comey’s email address. Events moved swiftly from that point on.

“Upon being asked whether the Director’s unclassifed or classified email was needed, the White House representative advised [redacted] ‘it doesn’t matter, just give us his email address.'”

In response, Comey’s unclassified, secret and top-secret addresses were sent over, the agent said.

Roughly four minutes later, the White House called the FBI to notify them that White House representative Keith Schiller was at FBI headquarters to deliver a letter, the document says. After a failed attempt to reach Comey’s chief of staff James Rybicki, Schiller was finally met at the FBI’s visitor center at 5:38 p.m. by someone whose name remains redacted. Schiller produced the letter and was then taken to Comey’s executive suite.

Comey was not in Washington, D.C., at the time, so Schiller left the letter with someone in the office, the agent recalled.

By then, news of Comey’s firing had already gotten out. After Schiller left, the agent said, someone commented that the person who received the letter “may have just handled history.”

WASHINGTON — In one of the most revealing 24 hours of the general election and the sprint to Election Day, one presidential nominee condemned violence and destruction from all sides of the political spectrum.

“Violence will not bring change, only destruction. It’s wrong in every way. It divides instead of unites,” Joe Biden said Monday in Pittsburgh.

The other presidential nominee seemed to defend violence from the right.

“That was an interesting situation you saw the same tape as I saw, and he was trying to get away from them I guess it looks like,” President Trump said of 17-year-old Kyle Rittenhouse, who has been charged with murder for killing two men. “And he fell, and then they very violently attacked him … He probably would have been killed but it’s under, it’s under investigation.”

One nominee has spoken with the family of Jacob Blake, the Kenosha, Wis., man shot in the back by police.

The other one hasn’t. “They wanted me to speak but they wanted to have lawyers involved and I thought that was inappropriate so I didn’t do that,” Trump said.

One nominee has demanded better policing practices. “The violence we’ve seen again and again and again of unwarranted police shootings and excessive force,” Biden said.

The other compared Blake’s shooting to a golfer missing a putt. “They can do 10,000 great acts, which is what they do, and one bad apple or a joker — a choker — choker. Shooting the guy in the back many times … There’s a whole big thing there, but they choke just like in a golf tournament, they miss a 3-foot …”

And one presidential candidate decided to stay away from Kenosha — at least for the time being.

The other is headed there today, despite the city’s mayor and state’s governor asking him not to come.

The NBC/WSJ poll on crime and race

With his comments yesterday and his visit today, Trump wants to make the issue of urban unrest and violence a key part of the final nine weeks of the presidential contest.

But from our own polling, this issue is — at best — break-even for Trump.

And at worst, it’s another liability for him.

According to our August NBC News/WSJ poll (conducted before the violence in Kenosha), Trump held a 4-point advantage over Biden when it comes to which candidate better handles crime, with 43 percent picking Trump and 39 percent Biden.

But on uniting the country, Biden’s edge over Trump was 23 points, 49 percent to 26 percent.

And on race relations, Biden’s lead over Trump is 24 points, 53 percent to 29 percent.

So despite the conventional wisdom, it’s not clear at all this issue is a winner for Trump.

2020 Vision: Mass(achusetts) Appeal

It’s Primary Day in Massachusetts, where Democrats are having two very different primaries.

The Massachusetts Senate primary features incumbent Sen. Ed Markey — one of the longest-serving members of Congress (first joining the House in 1973) — and the scion of the Kennedy family in Joe Kennedy III.

From the start, Kennedy cast himself as part of the next generation of progressive voices, an implicit dig at Markey despite little real policy differences. And in the early months of the campaign, Kennedy seemed to have the edge in polling.

But Markey closed the gap in recent months with a hard embrace of his progressive chops, some strong debate moments, viral videos, and a boost from progressives like Alexandria Ocasio-Cortez and affiliated groups that are rallying around their ally and promoting his work on issues like the Green New Deal.

Now, all of the recent public polling shows Markey with the edge.

In Massachusetts’ competitive House primary, Rep. Richard Neal, D-Mass. — chair of the powerful House Ways and Means Committee — is getting a primary challenge from the left in Holyoke Mayor Alex Morse.

Earlier this month, students at UMass-Amherst accused Morse of inappropriate relationships with college students, but later came evidence that the charges might have been manufactured up by Neal supporters, though the Neal campaign has denied any involvement.

Neal has the endorsements from Pelosi, as well as Republican Gov. Charlie Baker.

Today’s Ad Watch attempts to answer a question we’ve raised for weeks — why is the Trump campaign not running TV ads in Michigan or Pennsylvania?

Team Trump announced a new buy on Monday in Wisconsin, North Carolina, Florida, Georgia and Minnesota, once again skipping over two of the Rust Belt states that were key to Trump’s victory in 2016.

The campaign hasn’t spent a dime on the airwaves in either state in more than a month, per Advertising Analytics. And on Monday, Trump campaign manager Bill Stepien let us know why — he told reporters on a conference call that if Trump can hold all the states he won in 2016, then he only needs to win one of Michigan, Pennsylvania and Wisconsin to win re-election.

That’s true: Flipping Michigan and Pennsylvania blue gives Trump exactly 270 electoral votes. But especially considering the thin margins Trump won by in those states in 2016, that strategy is quite a needle to thread.

McGahn McGone

The Trump administration scored a win against Congress on Monday when a federal appeals court ruled that the House Judiciary Committee had no authority to sue former White House Counsel Don McGahn for refusing to testify. You can read more from NBC’s Pete Williams here.

House Judiciary Democrats had said they wanted McGahn to testify about President Trump’s actions mentioned in Robert Mueller’s report. McGahn didn’t respond to voluntary requests for documents and then the committee issued a subpoena. However, the appeals court said Congress has never given committees the type of power to file lawsuits like these.

“We note that this decision does not preclude Congress (or one of its chambers) from ever enforcing a subpoena in federal court,” the ruling said. “It simply precludes it from doing so without first enacting a statute authorizing such a suit.”

President Trump plans to hold a news conference Sunday evening regarding a potential major therapeutic “breakthrough” for treating the coronavirus.

The president will announce the development at 6 p.m., accompanied by Health and Human Services Secretary Alex Azar and Dr. Stephen Hahn, head of the Food and Drug Administration, White House press secretary Kayleigh McEnany posted on Twitter late Saturday.

Earlier in the day, the president suggested someone at the FDA was purposefully trying to delay clinical trials for therapeutics and vaccines for political purposes.

“Obviously, they are hoping to delay the answer until after November 3rd,” Trump tweeted, referring to Election Day. “Must focus on speed, and saving lives!”

TRUMP ACCUSES ‘DEEP STATE’ FDA OF THWARTING EFFORTS FRO COROANVIRUS TREATMENTS UNTIL AFTER ELECTION 

The president didn’t expand on the accusation or provide any evidence.

House Speaker Nancy Pelosi quickly rebuked the president’s accusation as “dangerous.”

“The FDA has a responsibility to approve drugs, judging on their safety and their efficacy, not by a declaration from the White House about speed and politicizing the FDA,” Pelosi said in a news conference on Capitol Hill, according to The Hill.

“This was a very dangerous statement on the part of the president. Even for him, it went beyond the pale in terms of how he would jeopardize the health and well-being of the American people.”

Scientists around the world are racing to create a safe and effective vaccine for the virus in what is usually a years-long process.

Trump said earlier this month while balancing “speed and safety” Americans could have a vaccine “maybe far in advance of the end of the year.”

Dr. Anthony Fauci, the nation’s top infectious disease expert, has said he’s “cautiously optimistic” a vaccine could be available by the end of this year or early next year but it likely wouldn’t be widely available until later next year at the earliest. Even with a vaccine, it’s unlikely it will be close to 100% effective, he has said.

As patients recover from the virus, some have reported lingering symptoms like fever, shortness of breath and chronic fatigue. One young patient who had improved after three weeks of rest saw symptoms return sporadically over the past five months.

The head of the World Health Organization, Tedros Adhanom Ghebreyesus, said it’s possible the virus could be over within two years.

“We hope to finish this pandemic (in) less than two years, especially if we can pool our efforts,” he said Friday.

The virus has killed more than 174,000 people in the U.S., according to the Centers for Disease Control and Prevention.

MILWAUKEE — Democrats will meet for just two hours each night of their national convention next month in Milwaukee, according to preliminary schedule for the event that has been scaled down due to the coronavirus pandemic.

Joe Biden is expected to accept the party’s presidential nomination on the final night of the convention, which runs Aug. 17-20, the schedule released late Wednesday said. Biden’s vice presidential pick will be nominated Aug. 19 and is scheduled to address the mainly virtual gathering.

The pandemic has delegates casting ballots remotely, beginning next week. A safety plan announced Monday says everyone attending will have to wear a face mask, consent to daily testing for COVID-19, fill out questionnaires and maintain a physical distance from others.

“We are looking forward to a historic convention anchored in Milwaukee, and through the leadership of the permanent officers who will help oversee this convention Democrats will come together to continue the work to elect Joe Biden as the next President of the United States,” DNC Chair Tom Perez said in a statement.

Typically, the party holds meetings during the day with delegates gathering for several hours each night to listen to speeches. This time, plans call for Democrats to meet from 8 to 10 p.m. Central Time each night.

The convention will be led by honorary chairwoman House Speaker Nancy Pelosi of California and honorary chairman U.S. Senate Minority Leader Chuck Schumer of New York.

Mayor Bill de Blasio was personally involved in a deal with Orthodox Jewish leaders to delay a long-awaited report on shoddy yeshivas in exchange for an extension of mayoral control of city schools, emails obtained by The Post show.

Internal emails among de Blasio and his top aides at City Hall and the Department of Education reveal that the mayor made key phone calls to the powerful religious leaders to clinch the support of two state lawmakers voting on his power to run the nation’s largest school system.

“These internal communications reveal what we suspected all along: Mayor de Blasio abused his power by interfering with the yeshiva investigation,” said Naftuli Moster, founder and executive director of Young Advocates for Fair Education (YAFFED). The group filed complaints against 39 Brooklyn yeshivas in July 2015 for allegedly shortchanging children on secular subjects such as math, English, science and history.

The DOE launched an investigation of the yeshivas, but as it dragged on, critics charged City Hall was delaying the probe to curry favor with the Orthodox Jewish voting bloc.

Even an investigation of the mayor’s suspected interference was stalled, whistle-blowers told The Post. In response to that complaint, the Department of Investigation and the Special Commissioner of Investigation for city schools finally issued a report last December confirming “political horsetrading” on the mayoral control issue.

The report did not air the emails, however, saying “the evidence uncovered” did not show the mayor had “personally authorized” a plan to delay the yeshiva report, but was “aware that the offer to delay had been made.”

The newly unearthed emails reveal that de Blasio was far more involved in efforts to stall and shape the yeshiva findings than the DOI/SCI investigation claimed, the Post found.

In an email on June 29, 2017, de Blasio’s chief of staff, Emma Wolfe, instructed the mayor to call Rabbi Chaim Dovid Zwiebel, executive vice-president of Agudath Israel of America, a politically powerful Orthodox group, and Leon Goldenberg, a longtime friend and major donor.

Wolfe told the mayor it was “urgent” that he tell the two Jewish leaders to call State Sen. Simcha Felder (D-Borough Park), and then-Senate Majority Leader John Flanagan (R-Long Island)  to “tell them to approve Mayoral control,” the email shows. At the time, Felder and Flanagan were blocking passage of the measure.

In her email, Wolfe told the mayor to warn of “consequences” if the school system reverted to being run by a multi-member Board of Education, reminding them, “I started $200 million in contracts for Pre-K in yeshivas and (Jewish) day schools,” in addition to giving yeshivas millions for busing and security.

“I will make these calls immediately,” de Blasio replied to Wolfe via his email address: bccd@cityhall.nyc.gov.

But the mayor, who is “B” in the emails, added, “I’m flying too blind here.” He asked for more information on the yeshiva issue “and what Simcha is asking for.”

Minutes later,  Karin Goldmark — then a City Hall senior education policy advisor, now a DOE deputy under Chancellor Richard Carranza — told de Blasio the city had promised the Orthodox leaders a delay in releasing a report on the 39 errant yeshivas, despite publicly promising to put it out earlier.

“We said we would not issue a report this summer (though we previously said we would),” Goldmark told de Blasio in the smoking-gun email.

The delay gave Felder more time to push an amendment to exempt yeshivas from a 1929 law requiring private schools to provide a “substantially equivalent” education to that of public schools. A watered-down version of Felder’s proposal ultimately was tucked into a budget bill in 2018.

In the same June 29 email, Goldmark also emphasized that the city would go easy on the yeshivas.

“We have made clear that when we do issue a report it will be gentle and will cite progress (assuming progress continues). We have not said that we won’t make findings, but we have gently hinted at that,” she wrote, adding “we have said we care more about high standards than about minutes on subjects.”

“Very helpful, Karin. Calling him now,” de Blasio replied at 9:11 am. referring to Zweibel or Goldenberg.

That day, state lawmakers gave final approval to a two-year extension of mayoral control.

The report by the DOI and SCI did not name Felder, Flanagan or the various aides who helped de Blasio get the Orthodox community’s blessing.

Besides Wolfe and Goldmark, the aides included Simcha Eichenstein, whom de Blasio hired in 2015 to oversee issues affecting the Orthodox community. Eichenstein is now a state assemblyman representing Borough Park and Midwood.

Other aides in the emails: Avi Fink, deputy director for intergovernmental affairs; Howard Friedman, DOE general counsel;  and Ursulina Ramirez, chief of staff to then-schools Chancellor Carmen Fariña, now Carranza’s chief operating officer.

Moster called the emails damning.

“While the mayor and DOE were saying ‘We’re taking this very seriously,’  they were worrying about upsetting powerful ultra-Orthodox leaders,” Moster said.

“The efforts to weaken and delay the scope and findings of the investigation make it clear that  de Blasio threw tens of thousands of New York City’s yeshiva students under the bus.”

The DOE finally released a damning report on the yeshivas last December — nearly 4-1/2 years after the probe began — which found only two of 28 schools investigated provided adequate secular education to students. But the DOE did not publicly release the findings on individual schools, saying some were improving.

Zwiebel told The Post last week he recalled discussions in June 2017 about mayoral control.

“Certainly there was never any suggestion that ‘you give me support on this issue, and I’ll take care of you in this investigation.’ Whoever reached out to me was smart enough not to suggest a quid pro quo, because that would not be appropriate.” 

Goldenberg, who called de Blasio  “a friend of the entire Orthodox community,” also denied any deal.

There was never any mention that ‘you help with mayoral control, we’ll help you with yeshivas.’ If he said that to me, I would have a serious problem.” 

Sen. Flanagan’s office did not return a message. Sen. Felder said in a statement, “The only thing I demanded was that they place an armed guard in front of every NYC public school and I’m proud of it.”

De Blasio spokeswoman Freddi Goldstein said, “The DOI reviewed the emails and made public their findings. They very clearly did not substantiate authorization on the part of the mayor.”

She would not say who authorized the discussions.
