A study has found that Republican governors waited longer than Democratic governors to issuing mask-wearing mandates as a preventive measure against COVID-19.

Preliminary research looks at the links between state governors’ political alignment and how long it took to mandate face masks in their respective states.

Christopher Adolph, of the University of Washington (UW) in Seattle, is the lead author of the new study, which is part of the UW COVID-19 State Policy Project. He states:

“Wearing masks in public places is one of the easiest ways to reduce transmission of the coronavirus, and clear, consistent mandates are one of the best tools we have to get everyone to wear masks regularly. Our team has been tracking mask mandates covering indoor public spaces, where the risk of transmission is highest, and we wanted to know whether adoption was really as partisan as it seemed, or if there were other explanations.”

UW researchers tracked the status of mask mandates in all 50 states, including the timing of their enactment.

When the authors examined the data on August 13, 25 states required people to wear masks in both indoor and outdoor public spaces. In contrast, 14 states did not have a statewide mask mandate. The remaining 11 states had more limited mandates.

The data showed that U.S. states with Republican governors delayed the issuing of mask mandates by an average of 29.9 days compared with states with Democratic governors.

The research paper is available on the preprint server medRxiv and has not yet undergone peer review. The study received funding from the Center for Statistics and the Social Sciences at UW, as well as the Benificus Foundation.

The new research follows an earlier study by Adolph’s team regarding the effect of partisanship on mandatory physical distancing rules.

As there is widespread agreement among medical experts that mask wearing helps prevent the spread of the SARS-CoV-2 virus that causes COVID-19, some countries have imposed nationwide mandatory mask wearing to help protect the health of their citizens. In the U.S., however, such decisions are left to individual states.

For the new study, Adolph and his colleagues analyzed several possible influences on the timing of mask-wearing orders. These included the number of COVID-19 cases and deaths in a state. The researchers also considered the average political affiliation of the state’s residents, as well as the party to which the state’s governor belongs.

Two other possible factors — the average education level of state residents and the percentage of people aged over 70 years — seemed to have no appreciable effect on mandates.

The team concluded that the governor’s partisan identification was the most significant driver for the timing of a state’s mask-wearing mandate.

The analysis revealed that Democratic governors were seven times more likely than their Republican counterparts to order mask wearing statewide. This was the case even when the governor identified with a different political party than the average state resident.

To a lesser degree, rising numbers of COVID-19 deaths also affected the decision to mandate masks.

States in which an increasing number of deaths occurred were, on average, 10.5 days faster at issuing mask-wearing orders than other states without such dramatic spikes in COVID-19 mortality.

However, given the novel coronavirus’s 2-week incubation period, COVID-19 deaths are a trailing indicator, reflecting the number of new infections several weeks earlier.

The researchers found that immediate indicators, such as daily tallies of new cases per million and positive diagnoses, had no measurable effect on the timing of mask mandates.

Adolph expresses some surprise that Republican governors have been so resistant to mask wearing. Medical experts are confident that it is a significant factor in risk mitigation, especially when people use it alongside other measures, such as good ventilation. Paying attention to a range of such factors seems to offer the surest means of getting the virus under control and resuming normal activities.

It is only when physical distancing is no longer required that a state’s residents and businesses can finally begin to recover.

Adolph implicates the White House in the divide between the actions of Democratic and Republican governors.

He says: “President Trump spent crucial months deriding masks and refusing to wear them in public. This deepened a partisan divide that few Republican governors have been willing to cross, even as their states’ cases shot up this summer.”

John Dennis, a longtime Republican challenger of House Speaker Nancy Pelosi in San Francisco, took to Twitter late Thursday to show just how deep the support for the liberal Democrat is in the district, even after she was caught using a shuttered salon in the city for a blowout.

“I live near the salon where Nancy Pelosi went for her mask-less wash and blow out,” Dennis wrote. “Right now people in my neighborhood are on Next Door vigorously defending….PELOSI. They’re mad at the owner of e Salon. Now do you understand why I’ve had some difficulty defeating her?”

Dennis lost to Pelosi during the general election for California’s 12th Congressional District in 2014 and 2012, never receiving more than 17 percent of the vote, according to Ballotpedia. During the district’s primary election in March this year, he received less than eight percent of the vote.

He wrote in a Twitter post how local residents were using Next Door, a social networking service for neighborhoods, to defend Pelosi and excoriate Erica Kious, the owner of eSalonSF.

SALON OWNER DENIES PELOSI’S ‘SETUP’ CLAIMS, SAYS HOUSE SPEAKER ‘OWES THE ENTIRE COUNTRY AN APOLOGY’

One of the posts he cited, read, “Boycott eSalon on Union street. The owner Érica Kious went on fox entertainment channel and out and out lied. Totally set up the speaker! Pelosi stylist backs her up!”

Pelosi insisted that she was “set up” by Kious. Her critics called the video the height of hypocrisy due to her stance on mask-wearing and lockdowns.

In security footage obtained by Fox News, and timestamped Monday at 3:08 p.m. PT, Pelosi is seen walking through the salon with wet hair, and without a mask over her mouth or nose.

Kious spoke to Fox News’ Tucker Carlson hours after Pelosi addressed the backlash, claiming she had frequented the salon “over the years many times,” and demanding an apology from the owner “for setting me up.”

Meanwhile, the San Francisco cosmetologist who reportedly worked on Pelosi’s hair during the visit this week attempted Wednesday to distance himself from Kious. For then-Rep. Chris Collins, it was his big moment on the national stage — he got to officially nominate Donald Trump to be the Republican presidential candidate at the party’s 2016 convention.

Three years later, Collins would plead guilty to insider trading and lying to the FBI, and now faces a 26-month prison sentence.

It was a long fall for one of Mr. Trump’s prominent backers, but he was hardly the only one from that Cleveland stage who’s faced hard times since 2016.

Jeff Sessions, Joe Arpaio, Ryan Zinke and David Clarke have all had their political careers derailed. Actor Antonio Sabato Jr. says he can no longer get work in Hollywood.

Jerry Falwell Jr. was recently pushed into taking leave as president of Liberty University, the school founded by his father.

Michael Flynn made it just three weeks as White House national security adviser before getting dumped for lying to Vice President Mike Pence, and is now battling to recant his plea of guilty of lying to the FBI.

Chris W. Cox was ousted as the No. 2 staffer at the National Rifle Association, emblematic of the chaos that has ripped through the gun-rights group since the 2016 election.

“What revolutions all have in common is revolutionaries end up getting squashed,” said Michael McKenna, a former top legislative aide in the Trump White House who now writes a column for The Washington Times.

Call it the Trump convention curse.

A striking number of those who were willing to stand up and be counted backing the president in 2016 — at a time when many in the GOP and elsewhere shunned him — have struggled to thrive in the ongoing Trump insurgency.

“Trump always, because he himself was such an unusual outside-the-box candidate, attracted a lot of people who were just different, unconventional,” said David Greenberg, a political historian at Rutgers University. “It doesn’t surprise me that when you get into more eccentric types, you’re going to get people who engage in more eccentric or perhaps illegal behavior.”

The GOP’s 2020 convention kicks off Monday and, like the 2016 edition, it’s shaping up as an eclectic mix of personalities.

Sprinkled among the Trump family members and GOP politicians are people who became social-media sensations by clashing with cancel culture.

That includes Nick Sandmann, the student from Covington Catholic High School whose encounter with an American Indian man at the Lincoln Memorial became a Rorschach test for the Trump era, and the McCloskeys, a St. Louis couple who held off Black Lives Matter protesters with guns.

The Trump team said they hope to provide a contrast with the gripefest they said Democrats delivered at their convention last week.

“There’s going to be some breakout stars, some people that you would not expect to be supporters of the president, and it’s going to tell a very beautiful story,” Trump campaign advisor Jason Miller told NBC’s “Meet the Press” on Sunday.

Four years ago Mr. Trump did try to field a star-powered lineup, with a special emphasis on trying to get National Football League stars.

But attempts to get quarterback Tom Brady fell flat; former football coach Mike Ditka, though a Trump supporter, declined to speak; and Tim Tebow was on an early leaked list of name,s but quickly made clear he wasn’t going to be speaking.

One Orthodox Jewish rabbi slated to give an invocation also withdrew, saying his appearance had become a political dividing line.

Mr. Trump ended up with an eclectic set of speakers, including figures from the 2012 terrorist attack in Benghazi; pro golfers; and actors like Scott Baio and Mr. Sabato.

Mr. Sabato told Variety earlier this year that he can no longer get a job, despite three decades of acting experience, because of his speaking role.

“It’s been terrible. It’s mind-blowing. It’s a disgrace. It’s tough, because if you’re in that environment in Hollywood and you have something to say that they don’t like, they’re going to let you know,” he told the publication.

He made an ill-fated run for Congress in 2018 and has since had to work construction jobs to pay the bills.

Mr. Zinke, at the time a congressman from Montana and a former Navy SEAL, was a key voice for Mr. Trump at the 2016 convention, and would be rewarded by being tapped to be the president’s Interior secretary.

Two years later, and facing a series of investigations, he called it quits.

“I’m trying to put D.C. behind me. I don’t miss it,” he told a Montana gathering earlier this year.

Mr. McKenna said it’s always been a struggle for this president to find people skilled enough to serve in government while also disaffected enough to want to shake it up in the way Mr. Trump does.

“What you wind up getting is people [whose] ability to maneuver around the institution is not as good as it should be, or people whose commitment to the disruption is not sufficiently firm,” Mr. McKenna said.

Mr. Sessions seemed like a man who could straddle that line, with decades of D.C. experience but also a commitment to the same policies Mr. Trump championed on immigration. He was so taken with Mr. Trump that he was the first senator to endorse the maverick businessman candidate in 2016.

Mr. Trump rewarded him by nominating him to be attorney general. But after two years of very public sniping, Mr. Sessions was out. He then tried to regain his Senate seat in Alabama this year, but the president helped sink him by opposing him in the GOP primary.

Historians struggled to draw parallels to the Trump convention curse.

“I can’t think of another situation remotely like this in history,” Mr. Greenberg said. “What seems different about Trump in 2016 was how many mainstream Republicans either refused to endorse him or, at a minimum, avoided the convention. So to fill the time they had people like Clarke and Scott Baio. The eccentric roster probably had something to do with their later sordid fates.”

Stan Haynes, who has written two books on political conventions, said there have been scandal-plagued administrations, but in the 19th century — which is the focus of his books — conventions were chiefly internal party affairs.

Prospective nominees didn’t even attend — “it was viewed as unseemly,” Mr. Haynes said — and speakers were senators, congressmen and governors.

Trump backers bristle at the sense his list of advisers is more tainted than other presidents.

In particular, they point to Flynn, a former Army lieutenant general who clashed with former President Barack Obama and then joined the Trump team during the campaign.

Mr. Trump made him national security adviser, but he lasted just three weeks at the White House before stepping down, admitting he’d lied to the vice president about having spoken with the Russian ambassador during the presidential transition.

Special counsel Robert Mueller later brought charges against Flynn, accusing him of also lying to the FBI. Flynn would plead guilty but has tried to withdraw the plea, and the Justice Department has sought to drop the case. A federal judge is battling to block those moves.

Trump backers say Flynn was railroaded — and call it an example of the unfair treatment this president’s team has faced.

To be sure, most of the 2016 speakers remain enthusiastic backers of Mr. Trump. Mr. Sabato, for example, peppers his social media with praise for the president.

Even Mr. Sessions, who saw Mr. Trump torpedo his political comeback, said on the campaign trail he still backed the president.

Perhaps the most curious speaker in 2016 was Andy Wist, owner of Standard Waterproofing, a business he said he started at 21 in his mother’s backyard in Brooklyn, and grew to 140 employees.

He said Mr. Trump would build the kind of economy where companies like his could flourish.

Mr. Wist didn’t respond to an inquiry last week from The Times.

But the convention curse doesn’t appear to have struck him. A couple months after his speech, Mr. Wist added a news agency photo of himself speaking at the convention, in blue suit and red power tie, to his company website. It’s remained there since.

The 2020 Republican National Convention starts its celebratory programming Monday as Republicans officially renominate President Trump and will get four nights to provide a counterpunch to Democrats’ convention from the previous week, rally their base and try to get swing voters to side with them in November.

The party conventions, held every four years, have had their plans blown up by the coronavirus pandemic and have had to adjust how they’ll take care of business. The GOP convention will still have a footprint in Charlotte, N.C., where a large celebration was initially planned — six delegates from each state are set to travel to the city to take care of the party’s official business. But due to the coronavirus and restrictions put in place by the state, it won’t be the normal descent of tens of thousands of supporters and activists that injects millions of dollars into the local economy.

Here’s what you need to know about the 2020 Republican National Convention as it’s being held in the age of the coronavirus.

RNC INVITES MAJORITY OF HOUSE, SENATE REPUBLICANS TO TRUMP CONVENTION SPEECH

Where the action will take place

The official party business, including the official nominating of Trump to represent the party on the presidential ballot, will take place in Charlotte. Just six delegates from each state will attend, including two from each state who will set on the all-important Committee on Credentials, which officially seats the party’s delegates.

There will also be various training sessions and meetings for party leaders, and a possible visit from Trump, who will be in North Carolina on other business Monday.

A top Trump campaign official told Fox News that “we’re having calls about that today” when asked on Friday about a potential Trump appearance in Charlotte on Monday.

The business in Charlotte will take place at the Charlotte Convention Center. Attendees were provided with self-swab coronavirus tests before going to the convention and are being tested again with a nasal swab test when they arrive. Masks are mandatory, and social-distancing protocols, including chairs being placed 6 feet apart from each other, will be observed. In addition, the RNC will give each convention attendee badges to assist with contact tracing.

The agenda for the Charlotte convention, obtained by Fox News, indicates a strict stance on potential coronavirus spread.

TRUMP TO DELIVER CONVENTION ACCEPTANCE SPEECH FROM WHITE HOUSE

“Please note that seating will be limited at all sessions due to COVID-19 restrictions. Once a session’s seats have been filled no further entry is permitted. Additional chairs will not be added to a session,” it reads. “Please also note that there will be health screening required for entry throughout the duration of the program.”

The main programming of the convention — which election-wise is perhaps the most important element as it’s to fire up the base and attract swing voters — will be centered on the Andrew W. Mellon Auditorium in Washington, D.C., according to the Trump campaign.

There will also be speakers beamed in from Fort McHenry and locations around the U.S., as well as Trump’s acceptance address from the White House.

When it’s taking place

The broadcast of the convention, according to Axios, will be from 8:30 p.m. to 11 p.m., with the more high-profile speakers appearing later in the broadcast and a “nightly surprise” at 10 p.m. from Monday through Thursday.

As for the business in Charlotte, delegates began arriving on Thursday and business started Friday with the meeting of the RNC Standing Committee on Contests. There will also be a reception to honor outgoing RNC members Friday evening.

Saturday the RNC Standing Budget Committee will hold a meeting at 9 a.m. and the RNC Executive Budget Committee Meeting will happen at 9:30. The RNC Standing Committee of Rules, RNC Standing Committee on Resolutions and state party chairs will also meet Saturday. The RNC General Session will take place at 1 p.m. Saturday, and there will be a reception for incoming RNC members at 6:30 p.m.

On Sunday, there will be two training sessions, and the Committee on Credentials will meet at 1:30 p.m. to resolve any disputes on the seating of delegates. There will also be a reception to honor the Committee on Arrangements members who helped organize the convention.

On Monday, the official meeting at which the party will nominate Trump to be its presidential candidate will begin at 9 a.m. and is scheduled to end at 1 p.m.

What’s the theme?

As Democrats did at their convention, Republicans will have a theme for each night, as well as an overall theme for the week. The overall theme will be “Honoring the Great American Story.”

Monday – “Land of Promise”

Tuesday – “Land of Opportunity”

Wednesday – “Land of Heroes”

Thursday – “Land of Greatness”

Who are the speakers?

The party is likely to announce far more speakers than are already public, and most of the speakers it has announced do not have a set day on which they will speak. But the Trump campaign has shared that first lady Melania Trump will speak Tuesday, Vice President Mike Pence will speak Wednesday and President Trump will speak Thursday.

Other speakers: Sen. Tim Scott, R-S.C.; former U.N. Amb. Nikki Haley; Sen. Joni Ernst, R-Iowa; Gov. Kristi Noem, R-S.D.; Lt. Gov.  Jeanette Núñez, R-Fla.; Tanya Weinreis, a Montana small business owner; Sean Parnell, GOP House candidate challenging Pennsylvania Rep. Conor Lamb; Alice Johnson, a woman whose prison sentence was commuted by Trump; Carl and Marsha Mueller, the parents of a humanitarian aid worker who was killed by ISIS; Nick Sandmann, the Kentucky high school student who sued several media organizations for misleadingly portraying a confrontation he was involved in at the 2019 March for Life; Mark and Patricia McCloskey, homeowners who aimed guns at protesters who allegedly broke down a gate to their private community and trespassed; Abby Johnson, former Planned Parenthood employee who is now a pro-life activist

When is the nomination acceptance speech?

President Trump will be speaking Thursday night from the White House in front of an audience. The RNC, Fox News learned this week, invited the majority of House and Senate Republicans to attend the event.

The RNC also applied this week for a permit for fireworks over the Washington Monument for next Thursday — a display that will likely line up with the end of Trump’s speech.

What’s happening with the party platform?

Unlike Democrats, Republicans are leaving their platform untouched from 2016.

The party’s current platform – which was adopted at the convention in Cleveland, Ohio, four years ago – contains outdated references such as condemnations of the “current” president, who at the time was President Barack Obama. The platform also includes language opposing same-sex marriage and is supportive of gay conversion therapy. On the other hand, it does not include references to newer issues like the movement to defund police supported by many on the left and vehemently opposed by most Republicans.

Lawmakers still squabbling over the next round of stimulus

Rep. Jody Hice, R-Ga., says there’s a lot of negotiations that are underway with both the House and the Senate and adds that ‘everything is on the table,’ including enhanced unemployment, as they hope this next round of stimulus will help the economy continue to recover.

Two Senate Republicans are pushing to provide coronavirus stimulus checks to nearly 2 million Americans who were excluded from the first round of $1,200 payments.

Sens. Marco Rubio, R-Fla., and Thom Tillis, R-N.C., have renewed an earlier push to ensure that American citizens who are married to foreign nationals without Social Security numbers receive the same $1,200 cash check that tens of millions of Americans received earlier this year as part of the federal government’s massive pandemic response.

MCCONNELL PREPARES TO UNVEIL GOP’S $1T CORONAVIRUS STIMULUS FRAMEWORK

Roughly 1.7 million Americans who jointly file taxes with a spouse who does not have a Social Security number were barred from receiving the federal money — reportedly at the direction of the White House, according to The Hill.

“No American should be denied a federal stimulus check because they are married to a foreign national who is not a U.S. citizen,” Rubio said in a statement. “Amid a global pandemic, we must ensure Americans are receiving the funds appropriated by the federal government to keep families afloat during this national crisis.”

PELOSI DRAWS LINE IN STIMULUS TALKS, SAYS HOUSE WON’T ACCEPT SHORT-TERM EXTENSION OF UNEMPLOYMENT BENEFITS

The proposal, the American Citizen Coronavirus Relief Act, would amend the CARES Act to no longer require a Social Security number for spouses filing taxes jointly but would maintain the SSN requirement for stimulus check eligibility. This would essentially allow a U.S. citizen to “to receive the same EIP as a single tax filer,” according to a summary of the plan.

Rubio is now fighting to include the measure in the upcoming Republican coronavirus relief package, which could be unveiled as early as Monday. The framework is expected to send a fresh round of $1,200 stimulus check to some Americans. The payments will be tapered for individuals who earn more than $75,000 and phased out entirely for individuals who earn more than $99,000.

A spokesperson for Rubio told FOX Business the senator remains committed to seeing his bill make its way to Trump’s desk.

US BUDGET DEFICIT HIT RECORD-SHATTERING $864B IN JUNE

In a recent letter to Republican leadership, the American Business Immigration Coalition said Rubio’s bill would provide stimulus checks to 291,000 citizens in Texas, 81,000 in Florida, 31,000 in North Carolina and 16,000 in Wisconsin, as well as tens of thousands in other states.

Florida, Wisconsin and North Carolina are all battleground states, some of which President Trump narrowly won during the 2016 election against Hillary Clinton. An aggregate of national polls by RealClearPolitics shows presumptive Democratic nominee Joe Biden leading in all three against Trump.

“It is no wonder President Donald Trump is unpopular with roughly 75 percent of Latino voters nationally,” Al Cardenas, the co-chair of the ABIC, wrote in a recent op-ed for the Tampa Bay Times. “GOP colleagues in Congress rarely fare any better. If Republicans want to have any chance at improving their dismal polling numbers among Latinos, they must fix this gross attack on U.S. citizens who had the bad luck to fall in love with or be parented by a non-citizen.”

WASHINGTON — The Republican silence on what’s happening in Portland is jarring: If you’ve followed American politics over the last 10 years, you might be surprised that Republicans are more outraged at Liz Cheney than they are federal armed agents that just tear-gassed a city’s mayor.

What happened to “Don’t tread on me”?

What happened to states’ rights?

What happened to freedom of speech and assembly?

It’s easy to understand in our current politics why elected Republicans aren’t speaking out against the Department of Homeland Security forces in liberal, urban Portland. (Sen. Rand Paul is one exception.)

But if you lived through the Obama Era, this Republican silence is jarring.

And the next time they’re out of power from the White House, it will only undercut future efforts by them to decry federal overreach.

America’s partisan divide over race stands out in NBC News/WSJ poll

The nation’s two political parties couldn’t be more divided over the issue of race after George Floyd’s death and the protests that followed it, according to the NBC News/Wall Street Journal poll numbers we released earlier this week.

One party believes that discrimination of Blacks and Latinos exists (between 80 and 90 percent of Democrats say this); the other party doesn’t (just 15 to 26 percent of Republicans).

One party believes that America is a racist society (82 percent of Democrats); the other party doesn’t (30 percent of Republicans).

One party believes President Trump has made it more acceptable for people to be racist (79 percent of Dems); the other party doesn’t (18 percent of GOPers).

One party has a positive view of Black Lives Matter (83 percent of Dems); the other party doesn’t (11 percent of GOPers).

And one party’s members want to remove Confederate monuments either by being destroyed or put in a museum (81 percent of Dems); the other party doesn’t (16 percent of Republicans).

2020 Vision: Obama, Biden discuss health care

In the latest release of the Biden campaign’s conversation between Barack Obama and Joe Biden, the two men discuss health care and Biden’s son, Beau, per NBC’s Mike Memoli and Marianna Sotomayor.

Biden: “I remember when Beau was toward the end, and the only person I told the detail all the time as you, because you had a right to know exactly what my, and he only had months left to go. And I used to sit there and watch him in the bed and in pain and dying and glioblastoma, I thought to myself, what would happen if his insurance company was able to come in, which they could have done before we passed Obamacare and said, you have outrun your insurance. Where Senate Republicans agree and disagree on the relief bill

Senate Republicans announced Wednesday night that they “reached a fundamental agreement” with the White House on the next phase of coronavirus relief, per NBC’s Hill team.

While the particulars of the bill remain fluid, Republicans still are not totally in sync on it, and Democrats haven’t begun to weigh in.

Here’s what our Hill team can report will be in the proposal:

  • $25 billion for testing total ($9 billion from earlier packages plus $16 billion in this package).
  • $70 billion for K-12 schools: Half of that will go to all schools on a per capita basis, and the other half will go to costs for schools that have re-opened.
  • $30 billion for colleges/universities which is not tied to reopening.
  • $5 billion for governors to use at their own discretion.

And what are we waiting to know?

  • There is an agreement to provide more direct stimulus payments to Americans, but what that amount looks like and what income levels that will cover is still not public.
  • There is no agreement on additional unemployment insurance benefits at this point.
  • Whether or not a payroll tax cut will be in this bill.
