President Trump on Wednesday predicted the U.S. Supreme Court may decide the outcome of November’s presidential election, highlighting the importance he’s put on the Senate quickly confirming his eventual nominee.

In order to prevent a four-four split on a potential election-related issue, Trump suggested during a roundtable event that lawmakers should take swift action on his candidate, who is expected to be announced on Saturday.

“I think this will end up in the Supreme Court,” Trump told reporters. “And I think it’s very important that we have nine justices.”

While the winner of a presidential election is generally called just hours after polls close, the coronavirus pandemic has shifted the landscape and is forcing millions of Americans to vote by mail, which means final results may not be known until days after the election. The president has voiced concerns about mail-in voting, which he has repeatedly claimed could lead to voter fraud.

Judge Amy Coney Barrett, who was appointed to the 7th U.S. Circuit Court of Appeals by Trump in 2017, is a likely frontrunner for the vacant seat.

House Republicans wrote a letter to the president on Wednesday, pushing him to nominate Barrett.

Another top contender is Barbara Lagoa, a Cuban-American who serves on the 11th U.S. Circuit Court of Appeals.

The president has said he would nominate a woman and is reportedly considering five people, all of whom he called as “brilliant” on Wednesday.

Trump has already appointed conservative justices Brett Kavanaugh and Neil Gorsuch during his term.

Ginsburg died Friday at the age of 87 from metastatic pancreatic cancer complications.

Ginsburg was appointed to the high court in 1993, after being nominated by former President Bill Clinton.

President Trump predicted on Wednesday that the Supreme Court will decide the outcome of the presidential election over mail-in ballots.

He said the Senate should confirm his nominee to replace the late Justice Ruth Bader Ginsburg to break any tie.

“I think this will end up in the Supreme Court and I think it’s very important to have nine justices,” Mr. Trump said at the White House.

The president said the Senate should move swiftly to confirm his nominee, to be announced on Saturday, to seat a ninth justice before the election on Nov. 3. He referred to what he calls the “scam” of Democrats promoting widespread mail-in ballots.

“I think it’s better if you go before the election because I think… this scam that the Democrats are pulling — it’s a scam — the scam will be before the United States Supreme Court,” the president said.

“And I think having a four-four situation is not a good situation. I don’t know that you get that, I think it should be eight-nothing or nine-nothing. [But] just in case it would be more political than it should be, I think it’s very important to have a ninth justice.”

The Trump campaign is challenging several states in court over their expanded mail-in ballot efforts. State officials say the move is necessary to allow more people to vote during the pandemic.

Republicans on Capitol Hill are on board with holding the confirmation hearing in mid-October and the confirmation vote before Election Day.

“It looks like we’d be voting on this before the election. I think that’s perfectly fine. I think if somehow we can’t hit those marks, we’re still going to vote on this,” said Sen. Roy Blunt, Missouri Republican.

Senate Minority Leader Chuck Schumer, though, accused the president and Senate Republicans of rushing to confirm the nominee before the election because of a case concerning the future of the Affordable Care Act, which is scheduled for oral arguments Nov. 10.

The New York Democrat said the president believes an appointee of his would strike the healthcare law down.

“Guess when that case is being heard by the Supreme Court, America? November 10th. A week after the election. Is that why Senate Republicans are in such a rush to get a new right-wing justice confirmed before the election? So that Supreme Court can do what they failed to do here in the Senate, repeal this healthcare law which protects so many Americans?” Mr. Schumer said.

Senate Judiciary Committee Chairman Lindsey Graham told “Hannity” Wednesday that he wants a key memo from the Russia investigation made public because it will likely indict the character of several individuals.

The memo in question, according to Graham, concerns a January 2017 FBI interview of a Russian “sub-source” who provided material for the now-infamous Steele dossier, which was compiled by former MI6 spy Christopher Steele prior of the 2016 election and detailed various salacious, unconfirmed allegations against Trump.

“The Russian was on Christopher Steele’s payroll, he wasn’t a contractor,” Graham said. “After you talk to the guy who put the memo together, and you got a 40-page document explaining why it’s not reliable, and do use it after that, you are really in trouble.”

Graham reminded Hannity that information in the dossier was used to help obtain a warrant against former Trump campaign adviser Carter Page under the Foreign Intelligence Surveillance Act in April and June of 2017.

“I want the memo out to the public so they can read it for themselves,” he said. “I think we’re days away from having it declassified, not weeks.

“Here’s my point: anybody that read that memo or was briefed about the memo and continued to use the dossier to get a warrant against Carter Page in April through June of 2017 — they are in big-time trouble.”

Former New Hampshire Gov. John Sununu told “America’s Newsroom” Tuesday that presumptive Democratic presidential nominee Joe Biden’s energy plan will not “play well” in Rust Belt states like Pennsylvania and Ohio.

A task force set up by Biden and Sen. Bernie Sanders, I-Vt., – who was Biden’s last remaining rival in the nomination battle – released a wide-ranging set of recommendations for the party’s convention platform last week.

The party’s climate change task force – co-chaired by progressive Rep. Alexandria Ocasio-Cortez of New York and former Secretary of State John Kerry – called for a faster timetable to achieve net-zero carbon emissions than Biden has previously advocated. The Ocasio-Cortez-championed Green New Deal to overhaul environmental policy was not included in the recommendations.

Sununu said that Biden is pushing his plan while “taking advantage” of the public’s attention being focused on the coronavirus pandemic.

“I suspect those aspects of energy industry destruction will fade as we get closer to the election,” he said, adding that he believes Trump’s poll numbers will improve as the summer progresses.

“The fact is that Biden is not going to convince America that he knows anything about the economy and as we get closer to the election, the bad mood, if you will, of folks being polled while the virus is here and unemployment is high is going to reflect badly on Trump,” Sununu said. “But, as you get closer to the election, people are going to start thinking long-term and when they start thinking long-term, the economy is the driving issue.”

A new United Nations report warns that more diseases that pass from animals to humans, such as COVID-19, are likely to emerge as habitats are ravaged by wildlife exploitation, unsustainable farming practices and climate change.

These pathogens, known as zoonotic diseases, also include Ebola, MERS, HIV/AIDS and West Nile virus. They have increasingly emerged because of stresses humans have placed on animal habitats, according to the U.N. Environment Program report Preventing the Next Pandemic: Zoonotic diseases and how to break the chain of transmission, released on Monday.

“We have intensified agriculture, expanded infrastructure and extracted resources at the expense of our wild spaces,” UNEP Executive Director Inger Andersen said. “The science is clear that if we keep exploiting wildlife and destroying our ecosystems, then we can expect to see a steady stream of these diseases jumping from animals to humans in the years ahead.”

Andersen said that investing in research of zoonotic diseases would allow the world to get “ahead of the game … preventing the type of global shutdown we’ve seen.”

The new report recommends that governments adopt a coordinated “One Health” approach pulling together public health, veterinary and environmental experts to combat these outbreaks of zoonotic diseases.

“People look back to the influenza pandemic of 1918–1919 and think that such disease outbreaks only happen once in a century,” said Maarten Kappelle, the head of scientific assessments at UNEP. “But that’s no longer true. If we don’t restore the balance between the natural world and the human one, these outbreaks will become increasingly prevalent.”

Global demand for animal meat has increased 260% in the past half century, exacerbating the problem, Andersen said.

Some animals, such as rodents, bats, carnivores and nonhuman primates, are most likely to harbor zoonotic diseases, with livestock acting as a bridge for transmission between the animal hosts and humans, according to the report.

Meanwhile, in some of the world’s poorest regions, endemic zoonotic diseases associated with livestock cause more than 2 million human deaths a year, the report says. However, Africa, which has successfully responded to a number of zoonotic epidemics, such as Ebola, could be a place to turn for solutions to controlling outbreaks of human-to-animal diseases in the future, it says.

“To prevent future outbreaks, countries need to conserve wild habitats, promote sustainable agriculture, strengthen food safety standards, monitor and regulate food markets, invest in technology to identify risks, and curb the illegal trade in wildlife,” U.N. Secretary-General António Guterres said.

The Congressional Budget Office is predicting the economy will come roaring out of the coronavirus recession with growth surging to 12.4% the rest of this year, before settling back into the longer-term trend of about half that.

Unemployment will peak at more than 14% but “fall quickly” as the economy rebounds later this year and into next year, the CBO said in its new update Thursday.

But it will still be at nearly 6% in 2024, and through the end of the decade will never reach the historically low levels of just a few months ago, CBO said.

In January, CBO had predicted unemployment would average 4.2% for the decade. Now it figures that average will be 6.1%.

Likewise annual Gross Domestic Product, the chief measure of the economy, will be 3.4% lower on average over the decade.

The projections assume that most social distancing requirements will fade — though new mandates coinciding with coronavirus flareups are also incorporated. That lessening of restrictions will unleash the economy.

“Real GDP and employment are projected to rebound quickly in response,” CBO said.

CBO analysts said low-income workers — and African Americans, Hispanics and women — have been hit particularly hard by the downturn, chiefly because they were more likely to hold jobs in the service sectors that were hardest-hit.

Those numbers have sparked new calls among Democrats for another round of coronavirus assistance from Congress, in addition to the $3 trillion already approved.

In particular, Democrats want to extend “supercharged” unemployment benefits beyond the end of July, which is when they’re slated to expire.

Those enhanced benefits add $600 a week to whatever out-of-work Americans are already collecting from state benefits. In some states it works out to an annualized figure of more than $60,000.

Republicans, though, say extending those benefits could delay the economic resurgence by enticing people to stay on unemployment rather than return to jobs. Analysts have calculated that most of those out of work are collecting more from the unemployment checks than they were getting paid by work before the pandemic.

CBO said Thursday there’s tremendous uncertainty surrounding economic projections.

The spread and mortality of the disease and chances for a vaccine are all still uncertain, and CBO said it’s also tough to predict exactly how businesses, consumers and government bodies will respond to the $3 trillion Congress has approved in coronavirus assistance.

Plus, CBO can’t be sure of the numbers it’s using.

“A further contributor to the overall uncertainty is that the speed and intensity of the recent downturn have greatly increased the difficulty of recording and compiling reliable economic data; CBO’s projections are based on data that may later be substantially revised,” the nonpartisan agency said.

WASHINGTON — The International Monetary Fund warned on Wednesday that the global economy faces an even deeper downturn than it previously projected as the coronavirus pandemic continues to sow uncertainty and businesses around the world struggle to operate amid the virus.

The forecast underscores the scale of the task that policymakers are facing as they try to dig out from what the I.M.F. has described as the most severe economic contraction since the Great Depression. Even as countries begin reopening their economies, it is increasingly evident that the recovery will be uneven and protracted as cases continue to surge and consumers remain wary of resuming normal activity.

More than 35,000 new coronavirus cases were identified across the United States on Tuesday, according to a New York Times database, the highest single-day total since late April and the third-highest total of any day of the pandemic. Other countries are also experiencing surges in new cases, complicating plans to reopen the global economy.

In an update to its World Economic Outlook, the I.M.F. said it expected the global economy to shrink 4.9 percent this year — a sharper contraction than the 3 percent it predicted in April.

The fund noted that, even as businesses began to reopen, voluntary social distancing and enhanced workplace safety standards were weighing on economic activity. Moreover, the “scarring” of the labor force from mass job cuts and business closures means that the world economy will recover much more slowly, with the I.M.F. projecting 5.4 percent global growth in 2021, far below its pre-pandemic projections.

Overall, the I.M.F. expects that the cumulative loss of total output for the global economy this year and next year will top $12 trillion.

“We are definitely not out of the woods,” said Gita Gopinath, director of the I.M.F.’s research department. “This is a crisis like no other and will have a recovery like no other.”

The I.M.F. forecast is more grim than global projections outlined earlier this month by the Organization for Economic Cooperation and Development. And its U.S. forecast for 2020 is also less optimistic than what the Congressional Budget Office and the Federal Reserve have projected.

The I.M.F. now projects that the U.S. economy will shrink 8 percent this year before expanding 4.5 percent next year.

The Fed in June projected a particularly sharp economic hit in 2020, with officials expecting output to contract by 6.5 percent at the end of this year compared to the final quarter of 2019, before rebounding by 5 percent in 2021. A May report from the C.B.O. forecast a 5.6 percent contraction in the United States this year.

Ms. Gopinath said in a news briefing that the world was facing the worst downturn since the Great Depression. However, she said that the depth and duration of the economic collapse were not expected to be as severe, given the strength of the economy going into the crisis and the relative stability of the financial system.

The path of the recovery remains difficult to track, she added, noting that much will depend on the development of a vaccine or cure for the coronavirus pandemic or whether future waves create the need for additional lockdowns.

The pandemic has not spared advanced or developing economies. Economies in the eurozone are projected to shrink 10.2 percent this year and expand 6 percent next year. In China, where the virus originated and which imposed draconian containment measures, the economy is expected to expand 1 percent this year and 8.2 percent in 2021.

While most economists and central banks are forecasting a painful path ahead, the Trump administration continues to suggest a more bullish outlook for the U.S. economy.

Larry Kudlow, the director of the National Economic Council, said Tuesday that he expected a V-shaped recovery, meaning a sharp, steady economic uptick on the heels of recession. And Treasury Secretary Steven Mnuchin said that he could foresee the recession being over in the United States by the end of the year.

“I think you’re going to see a spectacular rebound off the bottom in the third quarter,” Mr. Mnuchin said a virtual conference sponsored by Bloomberg on Tuesday.

Still, protracted economic pain could increase pressure on the Trump administration and U.S. lawmakers to move forward with another round of stimulus measures. House Democrats want a $3 trillion economic support package, but Republicans are increasingly wary of the long term impact of such spending on the deficit. Mr. Mnuchin said this week that future measures should be more targeted to help industries that have been hit hardest by the pandemic. President Trump has suggested he would be open to another round of stimulus checks, which could land in peoples’ bank accounts just ahead of the November election.

The drug appears to reduce inflammation caused by the immune system, protecting the tissues. In the study, dexamethasone reduced deaths of patients on ventilators by one-third, and deaths of patients on oxygen by one-fifth.

      The coronavirus emergency relief package gives many American workers paid leave if they need to take time off because of the virus. It gives qualified workers two weeks of paid sick leave if they are ill, quarantined or seeking diagnosis or preventive care for coronavirus, or if they are caring for sick family members. It gives 12 weeks of paid leave to people caring for children whose schools are closed or whose child care provider is unavailable because of the coronavirus. It is the first time the United States has had widespread federally mandated paid leave, and includes people who don’t typically get such benefits, like part-time and gig economy workers. But the measure excludes at least half of private-sector workers, including those at the country’s largest employers, and gives small employers significant leeway to deny leave.

    • Does asymptomatic transmission of Covid-19 happen?

      So far, the evidence seems to show it does. A widely cited paper published in April suggests that people are most infectious about two days before the onset of coronavirus symptoms and estimated that 44 percent of new infections were a result of transmission from people who were not yet showing symptoms. Recently, a top expert at the World Health Organization stated that transmission of the coronavirus by people who did not have symptoms was “very rare,” but she later walked back that statement.

      Touching contaminated objects and then infecting ourselves with the germs is not typically how the virus spreads. But it can happen. A number of studies of flu, rhinovirus, coronavirus and other microbes have shown that respiratory illnesses, including the new coronavirus, can spread by touching contaminated surfaces, particularly in places like day care centers, offices and hospitals. But a long chain of events has to happen for the disease to spread that way. The best way to protect yourself from coronavirus — whether it’s surface transmission or close human contact — is still social distancing, washing your hands, not touching your face and wearing masks.

      A study by European scientists is the first to document a strong statistical link between genetic variations and Covid-19, the illness caused by the coronavirus. Having Type A blood was linked to a 50 percent increase in the likelihood that a patient would need to get oxygen or to go on a ventilator, according to the new study.

    • How many people have lost their jobs due to coronavirus in the U.S.?

      The unemployment rate fell to 13.3 percent in May, the Labor Department said on June 5, an unexpected improvement in the nation’s job market as hiring rebounded faster than economists expected. Economists had forecast the unemployment rate to increase to as much as 20 percent, after it hit 14.7 percent in April, which was the highest since the government began keeping official statistics after World War II. But the unemployment rate dipped instead, with employers adding 2.5 million jobs, after more than 20 million jobs were lost in April.

    • What are the symptoms of coronavirus?

      Common symptoms include fever, a dry cough, fatigue and difficulty breathing or shortness of breath. Some of these symptoms overlap with those of the flu, making detection difficult, but runny noses and stuffy sinuses are less common. The C.D.C. has also added chills, muscle pain, sore throat, headache and a new loss of the sense of taste or smell as symptoms to look out for. Most people fall ill five to seven days after exposure, but symptoms may appear in as few as two days or as many as 14 days.

    • How can I protect myself while flying?

      If air travel is unavoidable, there are some steps you can take to protect yourself. Most important: Wash your hands often, and stop touching your face. If possible, choose a window seat. A study from Emory University found that during flu season, the safest place to sit on a plane is by a window, as people sitting in window seats had less contact with potentially sick people. Disinfect hard surfaces. When you get to your seat and your hands are clean, use disinfecting wipes to clean the hard surfaces at your seat like the head and arm rest, the seatbelt buckle, the remote, screen, seat back pocket and the tray table. If the seat is hard and nonporous or leather or pleather, you can wipe that down, too. (Using wipes on upholstered seats could lead to a wet seat and spreading of germs rather than killing them.)

    • What should I do if I feel sick?

      If you’ve been exposed to the coronavirus or think you have, and have a fever or symptoms like a cough or difficulty breathing, call a doctor. They should give you advice on whether you should be tested, how to get tested, and how to seek medical treatment without potentially infecting or exposing others.


The I.M.F. cautioned that its forecast was more uncertain than usual because the trajectory of the pandemic remained hard to predict. It praised robust fiscal and monetary policy responses around the globe for helping to contain the economic fallout, but warned that mounting debt could constrain additional support as governments began to worry about ballooning deficits.

The I.M.F report notes that, even in countries where infection rates are declining, major obstacles to a resumption of normal activity persist. Travel and mobility remain depressed, and the virus has dealt a blow to consumption and business investment.

“In most recessions, consumers dig into their savings or rely on social safety nets and family support to smooth spending, and consumption is affected relatively less than investment,” the I.M.F. said. “But this time, consumption and services output have also dropped markedly.”

The pandemic has also curtailed the flow of global trade, which the fund estimated had contracted 3.5 percent in the first quarter from a year earlier.

That is in line with an estimate by the World Trade Organization, which said Tuesday that global trade had fallen sharply in the first half of the year. On the brighter side, that trajectory did not seem quite as bad as the group had previously projected.

Trade in goods shrank 3 percent year on year in the first quarter, while initial estimates indicate that it fell 18.5 percent in the second quarter, the steepest decline on record. But those declines could have been much worse, the organization said. Trade needs to grow only modestly for the rest of the year to meet the organization’s more optimistic outlook of a 13 percent contraction in 2020, versus a more pessimistic potential decline of 32 percent.

Roberto Azevêdo, the director general of the World Trade Organization, called the development a “silver lining” but said governments needed to be on guard and continue to stimulate the economy.

“This is genuinely positive news, but we cannot afford to be complacent,” he said.

Fox News medical contributor Dr. Marc Siegel told “Tucker Carlson Tonight” Wednesday that “lockdowns don’t work” once a virus becomes widespread as the debate over when and how to continue reopening the country rages on.

“Lockdowns don’t work if there is already a lot of virus in the area, in the community, in the state, the country,” Siegel said.

The NYU Langone internist referenced what he called a “shocking” JPMorgan study released Wednesday indicating that states and countries where lockdowns were implemented have had a higher rate of COVID-19 cases than locations that remained open throughout the pandemic.

“South Dakota, which was never locked down, has had almost no cases over the last several days,” Siegel noted.

“In Hong Kong … they have a very ineffective government. You know why they have been able to do so well with only four deaths from COVID-19?” Siegel said, “Because the people behaved. They knew how to do social distancing. It wasn’t locking down. Locking down definitely doesn’t make the problem better … if there is already a lot of virus.”

Siegel urged state leaders to ease restrictions as soon as possible, citing concerns of an uptick in “deaths of despair.”

“You know what locking down does? Locking down destroys our health care system to the point where we have more heart attacks [in patients] that are not going to the hospital now,” he said. “More strokes that are not going to the hospital now. More cancer that is not being screened. People say they are afraid to go to the emergency room right now. “

On Tuesday, more than 600 doctors signed on to a letter calling on President Trump to end the so-called “national shutdown,” calling stay-at-home orders keeping businesses closed and kids home from school a “mass casualty incident” with “exponentially growing health consequences.”

“Suicide, drug abuse, alcoholism,” Siegel said, “there are going to be more deaths of despair than from the virus itself.”

Former Whitewater independent counsel Kenneth Starr told “Bill Hemmer Reports” Wednesday that he believes the investigation by Connecticut U.S. Attorney John Durham into the origins of the Russia investigation will likely result in indictments of bureau officials as new information emerges.

“Based on what I know, which is obviously less than John Durham will know and probably does know right now, there will probably be indictments,” Starr told host Bill Hemmer.

“I’m going to go ahead and get out and say that. I don’t think any really truly major figures or household names [will be indicted],” he clarified, “but there was so much wrongdoing in the FBI at the fairly senior leadership [level] that I have a very strong sense … indictments are issued.”

FLYYN BOMBSHELL PUTS RENEWED ATTENTION ON DURHAM PROBE

Starr was responding to newly declassified details of a Jan. 20, 2017 email written by Obama national security adviser Susan Rice in which Rice revealed details of a discussion 15 days earlier between the former president and then-FBI director James Comey about the investigation into Flynn, Rice’s deignated sucessor.

In the email, Rice writes that Comey suggested to Obama that the National Security Council (NSC) might not want to pass “sensitive information related to Russia” to Flynn.

Starr said Rice’s memorialization of the meeting two weeks after it took place might have been part of an effort to “completely exculpate” Obama, and called the missive proof that Comey was not “doing his job.”

“He is not serving the country very well,” Starr said of Comey, suggesting he suffered from a “delusion of collusion.”

“There is really no ground for Comey to be holding back. That was his job to brief the incoming administration, especially the president-elect,” Starr explained. “He was not doing his job.”

EXCLUSIVE — Senate Majority Leader Mitch McConnell, R-Ky., told “Special Report with Bret Baier” Thursday that another coronavirus stimulus bill is likely, but dismissed House Democrats’ latest $3 trillion proposal as “unsalvageable.”

“The president and Senate Republicans are going to be in the same place. We will let you know when we think the time is right to begin to move again,” McConnell said. “I think there’s a high likelihood we’ll do another bill.”

HOUSE DEMS UNVEIL CORONAVIRUS BILL ESTIMATED TO COST $3T, IN LARGEST STIMULUS PACKAGE YET

House Speaker Nancy Pelosi acknowledged Thursday that the so-called HEROES Act faces long odds of becoming law, but suggested the massive bill could be a starting point for negotiations with the White House and Senate.

“We’re putting our offer on the table, we’re open to negotiation,” Pelosi said. The House is set to vote on the measure Friday.

When Baier asked McConnell why he would not treat the Democratic proposal as a starting point for negotiation, the Kentuckian described it as a “liberal wish list” and “a parade of absurdities that can hardly be taken seriously.”

Earlier in the interview, the Majority Leader emphasized that any futher coronavirus aid bill would have to include liability protection for businesses and other organizations that resume operations amid the pandemic.

“Our red line is going to be liability protections for those who are brave enough to begin to open up the economy again in the wake of the trial lawyers who are descending already on hospitals and doctors and businesses as of about a week and a half ago,” McConnell said.

“And people have to be brave enough to begin to engage in economic activity,” he added. “How about the presidents of universities? Are they willing to open up for the fall or are we going to have another period of time where not only K through 12 students, but potentially college students are still at home? All of those questions need to be answered by the fall.”

McConnell also admitted Thursday that he had misspoke earlier this week when he claimed that the Obama administration “did not leave to this administration any kind of game plan for something like this.”

“I was wrong, they did leave behind a plan. So I clearly made a mistake in that regard,” McConnell said. “As to whether or not the plan was followed, who’s the critic and all the rest, I don’t have any observation about that because I don’t know enough about the details of that, Bret, to comment on it in any detail.”
