As states are rolling back lockdowns, cases of the coronavirus are still rising in America.

Experts have suggested one reason for the surges could be the lifting of stay-at-home orders and other restrictions put in place during the spring to stem the virus’s spread.

These places post the greatest risks for contracting coronavirus, according to a survey of four public health experts by MLive in Michigan. They ranked the locations on a scale of 1 to 10, with 10 being the riskiest.

There Are Now 114 Places to Get Your Hair Cut in Humboldt, But Safety and Precaution are More Important Than Ever, Says Joint Information Center

From the Humboldt County Joint Information Center:

A total of 114 hair salons and barber shops have been certified by
the Humboldt County Emergency Operations Center (EOC) and have been
cleared to reopen today.

County residents are
encouraged to call ahead of time before visiting any recently
reopened business to find out about alterations to services, such as
hours of operation and any safety measures that may be in place.
Please note some businesses are choosing not to resume in-person
services at this time.

Humboldt County
Health Officer Dr. Teresa Frankovich continues to monitor local
COVID-19 test results and epidemiologic data to determine the timing
of further reopening of industry sectors. “Right now, our
conditions are favorable,” Dr. Frankovich said. “Public Health
will pay close attention to the progression of the virus in our
county to set the pace going forward.”

Based on local
COVID-19 conditions, the Health Officer is expected to clear three
additional sectors in the following order:

  • Campgrounds,
    RV parks
    and Outdoor Recreation
    Reopening date likely to be announced mid-week. State and county
    campgrounds may choose not to open immediately.

  • Hotels
    and lodging for leisure travel/tourism
    – no sooner than
    June 12, possibly later

  • Gyms
    – no sooner than June 12, possibly later.

“As more
businesses are opening and we start to see some seasonal recreational
activities resume, it may be tempting to pay less attention to
physical distancing and requirements to wear facial coverings,” Dr.
Frankovich said. “I can’t stress enough that this virus is still
circulating in Humboldt County, and as residents are more active
outside their homes and more travelers arrive here, these safety
measures become more, not less important. This is how we will be able
to keep moving forward while protecting each other.”

The following
sectors, businesses, establishments or activities are not
permitted
at this time to operate by the State of
California, and a timeline for reopening has not yet been set:

    services such as nail salons, tattoo parlors, body waxing

  • Indoor
    playgrounds such as bounce centers, ball pits and laser tag

  • Movie theaters
    and live theater

  • Saunas and
    steam rooms

Twitter added a warning label early Friday to a tweet from President Trump implying that protesters in Minneapolis could be shot, in a move likely to escalate tensions between Mr. Trump and his favorite social media megaphone.

The company said Mr. Trump’s post violated its rules against glorifying violence, and it prevented users from viewing the tweet without reading a brief notice, the first time it has restricted one of the president’s messages in this way. Twitter also blocked users from liking or replying to Mr. Trump’s post, though they were still allowed to retweet it if they added a comment of their own.

But Twitter did not take the tweet down, saying it was in the public’s interest that the message remain accessible.

In the tweet, posted early Friday morning, Mr. Trump called the protesters “thugs” and said he had told Minnesota’s governor that the military was “with him all the way.”

“Any difficulty and we will assume control but, when the looting starts, the shooting starts,” the president wrote. “Thank you!”

Twitter said it had decided to restrict the tweet “based on the historical context of the last line, its connection to violence, and the risk it could inspire similar actions today.”

The company’s decision comes a day after Mr. Trump signed an executive order that seeks to limit the legal protections shielding social media companies from liability for the content posted on their platforms. The president had fulminated over Twitter’s decision earlier this week to add fact-checking labels for the first time to two of his tweets. In response, he accused Twitter of stifling speech and said that he would end the interference.

Hours after the warning label was added to Mr. Trump’s Friday tweet, he posted another that accused Twitter of targeting “Republicans, Conservatives & the President of the United States.” He also urged Congress to revoke “Section 230,” part of a 1996 law that laid out rules for online media, though if lawmakers did so, it could push social media companies to police content even more closely.

Mr. Trump’s tweet about the Minneapolis protests echoed a comment by Walter E. Headley, the Miami police chief who attracted national attention in the late 1960s for using shotguns, dogs and a heavy-handed “stop-and-frisk” policy to fight crime in the city’s black neighborhoods.

Mr. Headley announced a “get tough” campaign in a December 1967 news conference that prompted anger among black leaders, The New York Times reported at the time.

“We haven’t had any serious problems with civil uprising and looting,” he said, “because I’ve let the word filter down that when the looting starts, the shooting starts.”

“We don’t mind being accused of police brutality,” Mr. Headley also said at that news conference. “They haven’t seen anything yet.”

Twitter has for years faced criticism over Mr. Trump’s posts on the platform, which he has used to issue threats, bully critics and spread falsehoods. The company has said repeatedly that the president did not violate its terms of service, however much he appeared to skirt the line.

The company has also said that blocking world leaders from the service or removing their tweets would hinder public debate around their words and actions. Twitter did announce last year, however, that it would in certain cases place warning labels on posts from political figures that broke its rules, the feature it used with Mr. Trump’s tweet about Minneapolis.

Twitter’s attitude appeared to shift this week after Mr. Trump posted about Lori Klausutis, a woman who died in 2001 from complications of an undiagnosed heart condition while working for Joe Scarborough, a Florida congressman at the time. The president has long feuded with Mr. Scarborough, now a host for MSNBC, and in recent days, Mr. Trump had posted conspiracy theories about Ms. Klausutis’s death, suggesting that Mr. Scarborough was involved.

Her widower wrote a letter to Twitter’s chief executive, Jack Dorsey, asking to have the false tweets removed. “I’m asking you to intervene in this instance because the president of the United States has taken something that does not belong to him — the memory of my dead wife — and perverted it for perceived political gain,” Timothy Klausutis wrote.

Twitter did not honor the request. Instead, it placed links and warning labels on other tweets Tuesday in which Mr. Trump said mail-in ballots would cause the November presidential election to be “rigged.” That led him to sign the executive order, which he framed as an effort to fight social platforms’ biases.

Facebook appears to be trying to forestall such criticism. Mark Zuckerberg, the company’s chief executive, told Fox News this week that he was uncomfortable with Facebook’s being “the arbiter of truth of everything that people say online.”

Mr. Trump’s message implying that the Minneapolis protesters could be shot was also posted on his official Facebook page, where it appears without any warning labels.

Frederike Kaltheuner, a tech policy fellow at the Mozilla Foundation, said that Twitter’s confrontation with Mr. Trump raised questions about how the platform would treat other world leaders. In March, the company deleted posts by the presidents of Brazil and Venezuela that contained unproven information about Covid-19 treatments.

“I doubt that Twitter has the resources to consistently apply rules to all heads of states that use their platform in all sorts of languages,” Ms. Kaltheuner said. “From all we know about the many inconsistent ways in which other policies are being enforced, my guess is that places that rarely make U.S. news will likely be overlooked.”

In Mr. Trump’s tweets about Minneapolis on Friday, he also criticized Mayor Jacob Frey’s response.

“I can’t stand back & watch this happen to a great American City,” the president wrote. Mr. Trump said Mr. Frey, a Democrat, must “get his act together and bring the City under control, or I will send in the National Guard & get the job done right.”

It was unclear if the president intended to send additional troops after Gov. Tim Walz activated the Minnesota National Guard to help restore order in the Twin Cities. Protests have raged there over the death on Monday of George Floyd, a black man who had been pinned down by a white police officer who pressed his knee on Mr. Floyd’s neck.

Mr. Trump had previously described the video of Mr. Floyd’s death as a “very shocking sight” and “a very very sad event,” saying he had asked the F.B.I.’s investigation to be expedited.

Mr. Frey did not know about Mr. Trump’s tweets until a reporter read them aloud during a news conference early on Friday. The mayor shook his head and then gave a fiery retort, slamming a podium for emphasis.

“Weakness is refusing to take responsibility for your own actions,” he said. “Weakness is pointing your finger at somebody else during a time of crisis.”

“Donald Trump knows nothing about the strength of Minneapolis,” he continued. “We are strong as hell. Is this a difficult time period? Yes. But you better be damn sure that we’re going to get through this.”

Presumptive Democratic presidential nominee Joe Biden on Monday laid a wreath at a veterans park near his Delaware home, the first time in more than two months he has left his neighborhood.

The former vice president, who has opted to campaign remotely from his house in Wilmington amid the coronavirus pandemic, made the unannounced visit to the Veterans Memorial Park in nearby New Castle with his wife, Jill Biden.

The two wore black masks as they took part in a brief wreath-laying ceremony there.

Biden kept his mask on during an exchange with reporters in which he was asked whether he had a message for the country on Memorial Day.

“Never forget the sacrifices that these men and women made. Never, ever, forget,” Biden said.

Aside from some neighborhood walks and bike rides, Biden and his wife have followed state health officials’ guidance to stay home since mid-March. They have relied on cameras set up around their house to appear in live-streamed campaign events, remote TV interviews and prerecorded videos.

The visit to the veterans memorial came as Biden’s November opponent, President Trump, made televised visits to Arlington National Cemetery and the Fort McHenry National Monument in Baltimore. Later, Trump retweeted Fox News analyst Brit Hume, who mocked Biden’s masked appearance: “This might help explain why Trump doesn’t like to wear a mask in public. Biden today,” Hume wrote.

Biden and his campaign have sought to draw a contrast with Trump, who has balked at wearing a mask in public. “Presidents lead by example, and wearing a mask helps protect others,” said Biden campaign spokesman TJ Ducklo. “Donald Trump should try it, because his failure to act early on producing [personal protective equipment], on ramping up testing, and implementing a coherent national response to this crisis has cost thousands of Americans their lives.”

Biden’s campaign has not made public a timeline for resuming traditional events, saying it will follow scientists’ advice. When asked by reporters in recent weeks, Biden and his aides have argued that he is campaigning no less aggressively, even though he has opted not to travel.

Biden was asked Monday about leaving his house after two months.

“It feels good to be out of my house,” he said.

Some Democrats have privately grown anxious about his physical absence from the campaign trail, even as many public opinion polls show him leading Trump nationally and in several swing states. Trump has resumed some official travel under narrow circumstances and has indicated he wants to resume holding giant rallies, but none has been scheduled. Federal health officials have asked Americans not to take part in mass gatherings.

It is also unclear whether Democrats will gather in person for their national convention in Milwaukee in August. They pushed back initial plans to hold it in July, but uncertainty about the future of the pandemic has led them to consider contingency plans.

Biden has converted his basement into a television studio and more recently has appeared from different locations in the house after cameras were added, according to his digital director, Rob Flaherty. His remote campaign has not always gone smoothly. A virtual event designed to reach Florida voters earlier this month was plagued by technical glitches.

Monday’s appearance was Biden’s first in public since he started receiving Secret Service protection in mid-March.

Areas in the United States that do not adhere to any social distancing policies face 35 times more cases of the novel coronavirus, according to a study published Thursday in a peer-reviewed health-care journal.

The study, published in the journal Health Affairs, looked at the policies mandating social distancing, and found that the longer a measure was in effect the slower the daily growth rate of covid-19, the virus’s disease. Researchers from the University of Kentucky, University of Louisville and Georgia State University looked at confirmed coronavirus cases in the United States between March 1 and April 27, totaling about 1 million reported instances at the time, illustrating “the potential danger of exponential spread in the absence of interventions.”

For social distancing policies that lasted at least 16 to 20 days, the daily rate of infection dropped by more than 9 percentage points, according to the study. Policies lasting 15 days and less also saw declines in the daily infection rate, researchers found. Such social distancing measures, mandated by 95 percent of the country, include shelter-in-place orders, school closures, bans on large events and the closure of gyms, bars and restaurants.

Places with no social distancing orders were at substantially higher risk for infection.

“Holding the amount of voluntary social distancing constant, these results imply 10 times greater spread by April 27 without [shelter-in-place orders] … and more than 35 times greater spread without any of the four measures,” the researchers wrote in “Strong Social Distancing Measures in the United States Reduced the COVID-19 Growth Rate.”

The findings come as more states start the process of reopening, easing restrictions and social distancing guidelines. While social distancing has kept more Americans healthy, some states are already weeks into lifting restrictions.

Even as leading health experts say the “consequences could be really serious” if states move too quickly to reopen, anti-lockdown protesters have swarmed streets and state capitols in recent weeks. In Wisconsin, hours after the state Supreme Court threw out the state’s stay-at-home order on Wednesday, residents flooded the bars and flouted social distancing, The Washington Post’s Meagan Flynn reported.

On Thursday, the Centers for Disease Control and Prevention issued a set of minimal recommendations to help guide schools, businesses and other facilities into the next phase of the coronavirus pandemic. There are now more than 1.4 million confirmed coronavirus cases in the United States and at least 85,000 deaths.

The researchers wrote that the study did not look at actual social distancing but at whether the presence of government restrictions encouraging social distancing reduced spread when compared to simply “providing information and recommendations.”

Charles Courtemanche, an associate professor of economics at the University of Kentucky, and four co-authors noted the limitations of the study. The researchers pointed to how the number of coronavirus cases are “known to understate the true prevalence of the disease, as they do not include asymptomatic carriers, those who are not ill enough to seek medical care, and those who are unable to obtain a test due to supply constraints.”

They expressed hope that the research will provide lawmakers a resource on the benefits of social distancing as states decide how they reopen their respective economies.

“Further research is needed as gradual, untested steps toward reopening are taken across the country,” the researchers concluded.

To help prevent the spread of coronavirus while in public, face masks and cloth coverings have increasingly become part of our daily attire. The Centers for Disease Control and Prevention recommends wearing a face covering when you’re in crowded public places and now New York, Maryland and parts of California will make or have already made them mandatory to wear or carry in places where social distancing isn’t possible, like the supermarket.

Why? To help slow the spread of the virus. With the shortage of N95 and surgical face masks, cloth coverings are the next best option. Note that wearing a nonmedical face mask doesn’t exempt you from physical and social distancing — you still need to behave as though you’re not wearing one. And also be aware that nonmedical masks may not prevent you from acquiring COVID-19, which is why other precautions are so important.

What to look for in a nonmedical face mask you buy

When shopping for masks, look for one that’s made from cotton and has a filter pouch — a thicker material or designs with more layers might trap larger particles you accidentally eject through talking, coughing or sneezing. 

The mask you buy needs to be wide enough to cover your nose and chin, and should be snug enough not to create gaps. A tight fit will help keep out large particles that travel through the air, like from sneezes. For example, medical-grade masks comes in sizes.

Remember to wash the mask before putting it on. You might want to buy multiple masks so that you always have a clean one on hand — you’ll need to wash it whenever you get home after going out in public

Threadless

Threadless masks consist of three-ply polyester with a built-in wire that forms to your nose. The company is donating 100% of the net proceeds to MedShare.

Caraa

Caraa, a New York City-based sports bag company, has started an initiative called Caraa Cares that’s making face masks from its leftover materials from the production line. The masks come in a pack of five for $25 and will begin shipping out in May.

If you’re able to safely buy a homemade face mask from someone local, then Facebook Marketplace is a good place to find them. Make sure to follow your local guidelines about physical distancing when buying anything. 

This includes standing at least 6 feet apart, so make arrangements to pick up the item from their porch or ask if the buyer can ship the item to help avoid contact. Wear gloves when collecting the mask and wash it immediately. 

Also, if possible, use a mobile payment service to buy the products instead of exchanging cash, which could harbor germs or bring you into close contact with the seller. Some sellers offer a buy button so that you can pay online.

Shopping an Etsy store is another option if you’re looking to buy multiple face masks with different prints. It’s important to note that they do sell out quickly, so if you spot one you like, it might be best to buy it then.

Some sellers carry sizes for adults and kids, so make sure to check the size before buying the mask to make sure you’re getting one that fits.

SwaddleDesigns

A baby blanket company in Seattle, SwaddleDesigns recently converted its factory to start making face masks. The masks are designed by a nurse and have two layers of cotton flannel fabric.

If you want a mask that’s fun to wear and gives people joy when they see it, then try one from Arm The Animals. You can get a mask with a tiger face, a cat or dog face or other options. The company donates a mask to California hospitals, medical facilities and emergency workers each time one is purchased.

Amazon Handmade now has many more options at the time of writing, so it’s a good source for finding face masks. You’ll need to read the description to make sure you’re getting the mask you want, for example, if you’re looking for a thicker mask.

Many of these sellers are at capacity and working on orders that will take weeks to fulfill, so it’s possible that it could take up to a month to receive your shipment.

Snaptotes

Snaptotes provides fabric face masks with three layers of protection. The masks include a filter pocket and five replacement HEPA filters.

The American Blanket Company is selling fleece face masks, which are thicker than a standard face mask. The company is donating face masks to first responders and healthcare workers with every purchase. You can get a five-pack for $39.

Sun Lovin Roots

Sun Lovin Roots is an athleisure line that has started making face coverings. For every three masks that are sold, one will be donated to a person in need. Plus 10% of all sales are going to the organization Direct Relief.

Custom Ink is a printing company that creates customized gear for businesses and groups. Now, the company is using its resources to make protective cloth face masks. You can order a family pack of 12 for $30.

The printing company notes that these masks are for personal use and shouldn’t be worn in a surgical or clinical setting where the infection risk is high. 

Vida

Vida, an apparel and accessories company, has started making face masks. The masks are made of two layers of cotton and have adjustable straps and a metal nosepiece for a snug fit. Each mask has a multilayer PM2.5 filter, which the company notes needs to be replaced every seven days. Vida is donating 10% of profits to the SF-Marin Food Bank and Food Bank NYC.

Thompson Tee makes antisweat t-shirts, but now the company is shifting its focus to making cotton face masks to reach its goal of donating 15,000 masks to hospitals in need. Each mask costs $6 each, and for every three masks sold, the company is donating one.

MaskClub

MaskClub is a new company that’s donating medical-grade masks to the First Responders Children’s Foundation for every mask sold. It offers designs such as Batman, Adventure Time and Betty Boop that it hopes will make kids more comfortable wearing them.

And also be aware that nonmedical masks may not prevent you from acquiring COVID-19, which is why other precautions are so important.

What to look for in a nonmedical face mask you buy

When shopping for masks, look for one that’s made from cotton and has a filter pouch — a thicker material or designs with more layers might trap larger particles you accidentally eject through talking, coughing or sneezing.
