Dogged by investigations into campaign finance violations, first-term Republican Rep. Ross Spano of Florida was ousted Tuesday in a GOP House primary.

The embattled freshman lawmaker was narrowly edged out by Lakeland, Fla., commission member Scott Franklin in the state’s 15th Congressional District, which covers parts of Tampa’s northeastern suburbs. Spano becomes the eighth House incumbent to be defeated in this year’s congressional primaries. Five of the losing lawmakers are Republicans.

2020 PURGE: INCUMBENTS GETTING OUSTED IN PARTY PRIMARIES

The Associated Press called the race for Franklin at 9:35 p.m. ET.

Spano last year acknowledged that he had misreported as personal funds more than $100,000 in contributions to his successful 2018 congressional campaign. The misreporting of the donations was an “inadvertent and unintentional” mistake, he said, but a Justice Department investigation is ongoing.

Franklin was endorsed earlier this month by GOP Rep. Matt Gaetz of Florida, a strong ally of President Trump.

Franklin, a managing partner in an insurance company, will now be considered the front-runner to win the Republican leaning district in November’s general election.

National Republican Congressional Committee chair Tom Emmer offered “congratulations to Scott Franklin on his primary win tonight. Scott has fought for freedom as a member of the U.S. Navy and will continue that fight in the halls of Congress. Alan Cohn will support the Democrats’ extreme socialist agenda and will be soundly rejected by voters in November.”

In a House GOP primary in southeast Florida, Gaetz’s support of Laura Loomer may have helped the right-wing activist decisively win her race against five Republican rivals.

The 27-year-old Republican has sparked numerous controversies in recent years, including being expelled from Twitter and banned as “dangerous” from Facebook, in addition to being banned from from using Lyft and Uber for anti-Muslim comments.

The president congratulated Loomer on Twitter, saying, “Great going Laura.”

The GOP nominee will now face off in November in Florida’s 21st Congressional District against heavily favored Democratic Rep. Lois Frankel, who was unopposed in her 2018 re-election.

The district includes the president’s Mar-a-Lago resort, where Trump is registered to vote.

“I am embarrassed and humiliated by the conduct of some of the people on my team,” the Republican governor said.

Christie singled out one top aide: Bill Stepien. During the news conference, Christie announced that he was cutting ties with Stepien, citing concerns about a “lack of judgment” shown in comments the longtime GOP operative had made about the September 2013 lane closures on the George Washington Bridge and the plot’s intended target, the Democratic mayor of Fort Lee, N.J.

“I was disturbed by the tone and behavior and attitude of callous indifference that was displayed in the emails by my former campaign manager, Bill Stepien,” said Christie, who noted that he had taken immediate action to reduce Stepien’s influence in state politics. “And reading that, it made me lose my confidence in Bill’s judgment. And you cannot have someone at the top of your political operation who you do not have confidence in.”

But Stepien’s political career was far from over. Even though his name was reportedly mentioned almost 700 times during the Bridgegate trial, he was never criminally charged in the scandal and has denied allegations from others involved that he was aware of the plot. Instead, Stepien, described by the Record as “a world-class political operative,” has steadily climbed the ranks in President Trump’s orbit — taking another leap Wednesday when Trump announced that he will head the president’s reelection effort, replacing former campaign manager Brad Parscale.

“I am pleased to announce that Bill Stepien has been promoted to the role of Trump Campaign Manager,” Trump tweeted Wednesday night.

The shake-up, which leaves Parscale in a senior adviser role focusing on digital and data strategies, comes in the aftermath of a poorly attended rally in Tulsa last month and as recent polls show Trump trailing former vice president Joe Biden, the presumptive Democratic nominee. Before Wednesday, Stepien, who served as White House political director, had been deputy campaign manager under Parscale.

When reached for comment about Stepien, the Trump campaign referred to the president’s social media posts announcing the change.

Stepien became involved in New Jersey politics before he graduated from Rutgers University in 2000, starting as a volunteer for Republican Anthony Bucco’s successful 1997 state Senate campaign, the Record reported. According to the newspaper, Stepien rose quickly, earning praise from Republicans for his effectiveness in campaigns, despite being “abrasive, imperious and quick to act against party members he considered wayward.”

Over the years, Stepien has worked on campaigns for a host of prominent Republicans. He was New Hampshire political director for President George W. Bush’s 2004 reelection bid. Several years later, he was part of former New York mayor Rudolph W. Giuliani’s presidential campaign before becoming national field director for the GOP nominee, Sen. John McCain (Ariz.), in 2008.

“He came into our campaign in the summer of 2008 when we were at a low point and in a matter of weeks helped turn it around,” Steve Schmidt, who directed McCain’s presidential campaign, told the Record in 2014. “He knows his craft. He has common sense, and he gets things done.”

In 2009, Stepien was tapped by Christie to run his bid for governor. The successful campaign signaled the beginning of a close relationship between the two men, with Stepien becoming Christie’s deputy chief of staff. As Politico reported in 2017, Stepien’s role had him “involved in the most minute details, from which senators and representatives to call in what order, to whipping votes, to the exact wording of a letter going to an advocacy group.”

“Unlike many in the governor’s orbit, Stepien had Christie’s trust,” according to Politico.

Then, in August 2013, as Stepien was busy handling Christie’s reelection campaign, Bridget Kelly, who at the time was a member of the governor’s senior staff, fired off a short email that would change everything: “Time for some traffic problems in Fort Lee,” she wrote.

Kelly’s email was sent to David Wildstein, one of two Christie appointees at the Port Authority, who replied minutes later, “Got it.”

The messages, which were first made public by NorthJersey.com and the Record in January 2014, would play a critical role in exposing the revenge plot targeting Fort Lee Mayor Mark Sokolich (D). The scheme involved closing two of three access lanes from Fort Lee to the George Washington Bridge, the nation’s busiest, to create a bottleneck in the city as an alleged attempt to punish Sokolich for not endorsing Christie’s reelection. Beginning on Sept. 9, 2013, the lane closures sparked a days-long traffic jam, causing headaches for police and emergency vehicles and leaving commuters trapped in their cars for hours.

One day after the emails became public in 2014, Christie announced that in addition to severing ties with his longtime aide, he had also fired Kelly, who was later revealed to have been in a relationship with Stepien. While Christie did not directly accuse Stepien of being involved in the scandal, he voiced harsh disapproval for the contents of the emails between his former top aide and Wildstein. In one message exchange dated Sept. 18, 2013, for instance, Wildstein sent Stepien a Wall Street Journal article that raised questions about the traffic jam.

“It’s fine,” Stepien responded, before calling Sokolich an “idiot.”

Christie told reporters at the January 2014 news conference that he had instructed Stepien not to run for state party chairman and told him to end his contract with the Republican Governors Association, which Christie headed at the time.

“If I cannot trust someone’s judgment, I cannot ask others to do so, and I would not place him at the head of my political operation because of the lack of judgment that was shown in the emails that were revealed yesterday,” Christie said.

Still, Stepien emerged from the fallout of Bridgegate, which included a long criminal trial, largely unscathed. He was not charged even though Wildstein, who pleaded guilty to masterminding the plot, testified that Stepien knew of the lane closures ahead of time. Prosecutors also suggested that Stepien had played a part in creating a culture in Christie’s office that led to the incident, NJ.com reported.

Stepien’s attorney, Kevin Marino, has denied the allegations.

“Bill Stepien was not involved in the origination, the planning, the execution, the concealment of the lane closures,” Marino said in a 2014 statement. “And Mr. Stepien never lied to anyone about anything.”

Following his ouster from Christie’s team, Stepien was noticed by Jared Kushner, Trump’s son-in-law and a New Jersey native, Politico reported. Kushner brought Stepien into the 2016 Trump campaign, where he quickly impressed influential figures such as Stephen K. Bannon, according to Politico.

Meanwhile, Christie’s approval ratings plummeted and his 2016 presidential campaign fizzled out, and Wildstein, Kelly and former Port Authority deputy executive director William E. Baroni Jr. were all convicted. In May, the Supreme Court unanimously overturned Kelly and Baroni’s convictions, ruling that the pair had abused their power, but that their actions fell short of a federal crime. Last month, a federal judge also vacated the conviction of Wildstein, NJ.com reported.

On Wednesday, Trump appeared confident that Stepien and Parscale in their new roles would help him secure a victory in November.

“Both were heavily involved in our historic 2016 win, and I look forward to having a big and very important second win together,” Trump tweeted.

Berman told lawmakers he had consulted with private attorneys and was prepared to contest his removal until Barr had agreed to elevate Berman’s deputy, Audrey Strauss, rather than insert an attorney from outside the office to replace him.

The events have raised alarms on Capitol Hill that Trump was seeking to assert control over the office of a prosecutor handling cases connected to Trump himself and his close associates. Berman’s testimony to the House Judiciary Committee could reveal more details about the work he’s been pursuing, though he emphasized that he is constrained in what he can say due to the office’s ongoing work.

Rep. Jerry Nadler (D-N.Y.), chairman of the Judiciary Committee, suggested Berman’s description of Barr’s conduct could amount to criminal activity.

“What we don’t know yet is if the attorney general’s conduct is criminal. But that kind of quid pro quo is awfully close to bribery,” Nadler said after exiting the interview with Berman.

Nadler said Berman would not discuss specific cases his office was leading but said his removal would inevitably lead to “delay and disruption” in the office’s work.

Berman described in great detail his interactions with Barr, noting that they met at 12:10 p.m. on June 18 in the Pierre Hotel in New York City. “There were sandwiches on the table, but nobody ate,” Berman recalled.

“The Attorney General began the meeting by saying that he wanted to make a change in the Southern District of New York,” Berman continued, adding, “I asked the Attorney General why I was being asked to resign prior to a nominee being confirmed. He said it was because the Administration wanted to get [SEC Chairman] Jay Clayton into that position.”

Clayton, who hasn’t served as a prosecutor, sidestepped lawmakers’ questions last week about why he sought to lead the Manhattan-based federal prosecutor’s office during a subcommittee of the House Financial Services Committee hearing. And Berman said Barr never explained why he wanted Berman to resign before a permanent, Senate-confirmed successor was ready to lead the office.

Berman was initially tapped by Trump to lead the Southern District of New York prosecutor’s office in January 2018, but as the temporary appointment neared its expiration, the federal district court employed a seldom-used law to permanently appoint Berman to the post until a successor was confirmed by the Senate.

Barr is slated to testify to the Judiciary Committee on July 28, the culmination of a 14-month effort to bring the attorney general before the Democrat-controlled panel. The Justice Department did not immediately respond to a request for comment on Berman’s testimony.

Berman said he consistently pushed back on Barr’s suggestion that he accept another position in government.

“The Attorney General pressed me to take the Civil Division position, saying that the role would be a good resume builder. He said that I should want to create a book of business once I returned to the private sector, which that role would help achieve,” Berman said. “He also stated that I would just have to sit there for five months and see who won the election before deciding what came next for me.”

“I told the Attorney General that there were important investigations in the Office that I wanted to see through to completion,” he continued. “I also said that I wanted to help lead the Office through the COVID crisis and get the Office back to normal functioning.”

Former Southern District of New York U.S. Attorney Geoffrey Berman will testify next week before the House Judiciary committee in a closed door hearing – just weeks after President Trump fired him.

Berman will appear before the Democrat-led House committee next Thursday, Fox News is told.

Attorney General William Barr informed Berman late last month that he was fired from his post as U.S. attorney for the Southern District of New York.

At the time, Barr said he asked Trump to fire Berman after the Manhattan federal prosecutor said Friday he planned to stay on the job against the Trump Administration’s wishes.

“Unfortunately, with your statement of last night, you have chosen public spectacle over public service,” Barr said in the letter. “Because you have declared that you have no intention of resigning, I have asked the President to remove you as of today, and he has done so.”

Barr said Deputy U.S. Attorney Audrey Strauss was appointed to take over until a permanent successor is in place.

Berman’s appearance next week will be the latest event in a highly publicized feud between the former U.S. attorney and the Trump administration.

Barr and the White House announced in June that Trump will nominate Jay Clayton, the current chairman of the Securities and Exchange Commission (SEC), to replace Berman. But Berman, whose office has been a thorn in Trump’s side, said he learned of his “departure” from Barr’s press release and had no intention of leaving the job.

Barr initially said the U.S. attorney in New Jersey, Craig Carpenito, would take over on an acting basis beginning July 3 until Jay Clayton’s SEC confirmation. But Barr switched gears afterwards by announcing Strauss would manage the SDNY in the interim.

Democrats accused the Trump administration of trying to shut down Berman, who is leading investigations into the president’s allies.

“The president has doubled down on his fixer’s obstruction of investigations into him and his allies,” said Rep. Val Demings, D-Fla., a contender to be Joe Biden’s vice-presidential pick. “It is clear that nothing will restrain his corruption. No one is above the law. The American people will have their say.”

House Judiciary Committee Chairman Jerry Nadler, D-N.Y., who helped prosecute the Trump impeachment case before the Senate, announced his committee will launch an investigation into Berman’s ouster, saying it “smacks of corruption and incompetence.”

The Southern District has prosecuted a number of Trump associates, including the president’s former personal lawyer and fixer Michael Cohen, who served a prison sentence for lying to Congress and campaign finance crimes. The office has also been investigating Trump lawyer Rudy Giuliani’s business dealings, including whether he failed to register as a foreign agent, people familiar with the probe told The Associated Press.

Berman has also overseen the prosecution of two Florida businessmen, Lev Parnas and Igor Fruman, who were associates of Giuliani and tied to the Ukraine impeachment investigation. The men were charged in October with federal campaign finance violations, including hiding the origin of a $325,000 donation to a group supporting Trump’s reelection.

Former Trump national security adviser John Bolton said that Trump sought to interfere in a Southern District investigation into the Turkish Halkbank in an effort to cut deals with Turkish President Recep Tayyip Erdoğan.

The interview with Geoffrey S. Berman, the former top federal prosecutor in Manhattan, is part of Democrats’ inquiry into potential Justice Department politicization.

WASHINGTON — Geoffrey S. Berman, the former top federal prosecutor in Manhattan who was abruptly dismissed last month, has agreed to testify in a closed-door hearing before lawmakers next week as part of an inquiry into potential politicization at the Justice Department, according to a House Judiciary Committee notice reviewed by The New York Times.

Mr. Berman, who was fired after a brief but highly public standoff over his status with Attorney General William P. Barr, will meet privately on July 9 with members of the committee to discuss the circumstances surrounding his surprise ouster, according to two people familiar with the terms of his testimony.

Mr. Berman’s planned testimony comes amid a shake-up at the federal prosecutor’s office in Brooklyn. Richard P. Donoghue, the office’s top prosecutor, will come to Washington to serve as the No. 2 official in the office of the deputy attorney general, Jeffrey A. Rosen, a key department post. Mr. Donoghue is seen within the department as a close ally of Mr. Barr.

The position is currently held by Seth DuCharme, who plans to return to the Brooklyn prosecutor’s office, where he was previously the head of the criminal division. He is being considered to run the office, according to two people familiar with the deliberations.

The moves, coming weeks after Mr. Berman’s firing, are likely to stir speculation that they are politically motivated. But President Trump has yet to nominate a successor to Mr. Donoghue, who expects his top deputy, Mark Lesko, to serve as the acting U.S. attorney immediately after his departure. Mr. Trump could install Mr. DuCharme to run the office under the Vacancies Reform Act.

Under Mr. Berman, the Manhattan federal prosecutor’s office pursued cases that touched on Mr. Trump’s inner circle, exposing misdeeds by his former personal lawyer Michael D. Cohen.

From nearly the moment that Mr. Barr took office last year, he clashed with Mr. Berman about politically sensitive investigations, including the decision to charge Mr. Cohen with campaign finance offenses and how prosecutors in Manhattan should investigate Halkbank, a Turkish state-owned bank that they indicted last year, according to multiple people familiar with those investigations who were not authorized to publicly discuss the deliberations.

The end of Mr. Berman’s tenure appeared to be hastened after Jay Clayton, the chairman of the Securities and Exchange Commission, told Mr. Trump and Mr. Barr weeks ago that he would be interested in running the Southern District. Mr. Barr decided to install a lawyer with whom he had a better working relationship, the attorney general said in an interview with NPR.

But Mr. Berman refused to resign, and Mr. Barr issued a news release late on a Friday night last month declaring that Mr. Berman intended to leave. That notice prompted Mr. Berman to publicly say that he had no intention of leaving.

In the end, because of legal issues surrounding Mr. Berman’s appointment, Mr. Barr was forced to ask Mr. Trump to fire him. He also backed away from his plan for temporary succession and installed Mr. Berman’s deputy, Audrey Strauss, to run the office for now.

Mr. Berman’s dismissal also came at a time when Mr. Trump had been pushing out other administration officials with a degree of independence, including inspectors general who are tasked with rooting out agency fraud and abuse.

On Thursday, Mr. Donoghue, the U.S. attorney in the Eastern District of New York, notified his office that he would be stepping down to become an official with the Justice Department in Washington, according to people familiar with the matter.

The post he will assume — principal associate deputy attorney general, working under Mr. Rosen — is considered extremely influential, as Mr. Rosen’s office oversees the nation’s federal prosecutors’ offices. A previous official in the role, Edward O’Callaghan, was best known for overseeing the day-to-day of the Russia investigation.

The job is particularly critical under Mr. Rosen, who has never been a prosecutor.

Mr. DuCharme, who is Mr. Rosen’s current top deputy, will return to the Brooklyn office, where he had worked for his entire career as a prosecutor before he came to Washington last year to advise Mr. Barr on criminal and national security matters.

Mr. Berman will testify just a week after two Justice Department lawyers told the House Judiciary Committee that political appointees in the prosecutor’s office in Washington and in the antitrust division had intervened in investigations to advance the personal interests of Mr. Trump and Mr. Barr.

Aaron S.J. Zelinsky, a prosecutor who worked on the investigation into Roger J. Stone Jr., Mr. Trump’s longtime friend, told the committee that senior officials in the Washington U.S. attorney’s office demanded a more lenient prison sentence for Mr. Stone “because of politics.”

He named several career lawyers who told him that the lenient sentence would be done essentially to appease Mr. Trump, and that the office’s top political appointee feared the president.

A Justice Department spokeswoman has said that Mr. Zelinsky’s testimony was based on hearsay, and that he had no conversations with the political appointees whose intentions he described.

John W. Elias, a senior career official in the antitrust division, said that Mr. Barr sought to use an antitrust investigation to harass cannabis companies because he personally disliked the industry. He also said that to please Mr. Trump, the division opened an investigation into automakers who had decided to make cars that emitted fewer pollutants.

Leaders in the antitrust division denied those accusations in an internal memo circulated to the division.

Their testimony and Mr. Berman’s interview are part of the House Judiciary Committee’s scrutiny of whether Mr. Barr has politicized the Justice Department and wielded its power to protect and support the interests of Mr. Trump.

Mr. Barr will appear before the panel on July 28.

The lawmakers said Steve Linick, the State Department’s inspector general, had opened an investigation into Secretary of State Mike Pompeo’s conduct.

WASHINGTON — Secretary of State Mike Pompeo urged President Trump to fire the official responsible for fighting waste and fraud in his department, a White House official said Saturday, a recommendation certain to come under scrutiny after congressional Democrats opened an investigation into what they said “may be an act of illegal retaliation.”

Mr. Trump told Speaker Nancy Pelosi late Friday night that he was ousting Steve A. Linick, who led the office of the inspector general at the State Department, and replacing him with an ambassador with close ties to Vice President Mike Pence.

Representative Eliot L. Engel, Democrat of New York and the chairman of the House Committee on Foreign Affairs, immediately called the decision to remove Mr. Linick an “outrageous act” meant to protect Mr. Pompeo from accountability.

By Saturday, Mr. Engel and Senator Bob Menendez of New Jersey, the top Democrat on the Senate Foreign Relations Committee, had opened an investigation into Mr. Linick’s removal, citing a pattern of “politically motivated firing of inspectors general.”

In letters to the White House, the State Department and Mr. Linick, the two Democrats wrote that they believed Mr. Linick had opened an investigation into wrongdoing by Mr. Pompeo and that Mr. Pompeo had responded by recommending that Mr. Linick be fired. The lawmakers did not provide any more details, but a Democratic aide said that Mr. Linick had been looking into whether Mr. Pompeo improperly used a political appointee at the State Department to perform personal tasks for him and his wife.

A White House official, speaking on the condition on anonymity, confirmed on Saturday that Mr. Pompeo had recommended Mr. Linick’s removal and said that Mr. Trump had agreed. A spokeswoman for Mr. Pompeo did not immediately respond to an email seeking comment.

“Such an action, transparently designed to protect Secretary Pompeo from personal accountability, would undermine the foundation of our democratic institutions and may be an illegal act of retaliation,” the lawmakers wrote.

Since starting his current job in April 2018, Mr. Pompeo has come under growing public scrutiny for what critics say is his use of the State Department’s resources for personal endeavors. Mr. Menendez has called for Mr. Pompeo to explain how he can justify frequent trips to Kansas, his adopted home state, using State Department funds and aircraft. He has brought his wife, Susan Pompeo, on many trips abroad, telling others she is a “force multiplier” for him. And CNN reported last year that congressional officials were looking at potential misuse of diplomatic security personnel for personal errands. That did not result in the opening of a formal inquiry.

In their letters, Mr. Engel and Mr. Menendez requested that the administration turn over records and information related to the firing of Mr. Linick as well as “records of all I.G. investigations involving the Office of the Secretary that were open, pending, or incomplete at the time of Mr. Linick’s firing.”

Senator Mitt Romney of Utah, one of the few congressional Republicans who have been publicly critical of the president, denounced Mr. Linick’s dismissal Saturday evening.

“The firings of multiple Inspectors General is unprecedented; doing so without good cause chills the independence essential to their purpose,” Mr. Romney said on Twitter. “It is a threat to accountable democracy and a fissure in the constitutional balance of power.”

Few Republicans have commented on the move. Senator Charles E. Grassley of Iowa, who in the past has made a point of defending inspectors general, said in a statement that “a general lack of confidence simply is not sufficient detail to satisfy Congress.”

Mr. Trump’s decision to remove Mr. Linick is the latest in a series of ousters aimed at inspectors general who the president and his allies believe are opposed to his agenda, upending the traditional independence of the internal watchdog agencies.

On May 1, even as the coronavirus pandemic continued to ravage the country, Mr. Trump moved to oust Christi A. Grimm, the principal deputy inspector general for the Department of Health and Human Services, whose office had issued a report revealing the dire state of the nation’s response to the pathogen. He has also taken steps to remove two other inspectors general.

A month earlier, the president ousted Michael K. Atkinson, the inspector general for the intelligence community, who had infuriated the president by insisting on telling lawmakers about a whistle-blower complaint that ultimately prompted impeachment proceedings.

The president also took steps to remove Glenn A. Fine, who has been the acting inspector general for the Defense Department since before Mr. Trump took office, so that he could not be installed as the leader of an oversight panel intended to keep tabs on how the Trump administration spends trillions of dollars in pandemic relief approved by Congress.

In his letter informing Ms. Pelosi about Mr. Linick’s removal, which was obtained by The New York Times, Mr. Trump wrote that “it is vital that I have the fullest confidence in the appointees serving as Inspectors General.”

“That is no longer the case with regard to this Inspector General,” the president added.

Under law, the administration must notify Congress 30 days before formally terminating an inspector general. Mr. Linick is expected to leave his post after that period.

Mr. Linick was spotlighted during the impeachment inquiry when he requested an urgent meeting with congressional staff members to give them copies of documents related to the State Department and Ukraine, signaling that the documents could be relevant to the House inquiry into whether President Trump pressured Ukraine to investigate former Vice President Joseph R. Biden Jr. and his son Hunter Biden. The documents — a record of contacts between Rudolph W. Giuliani, the president’s personal lawyer, and Ukrainian prosecutors, as well as accounts of Ukrainian law enforcement proceedings — turned out to be largely inconsequential.

Two other investigations spearheaded by Mr. Linick’s office created friction among senior political appointees at the State Department. The office said in November that it had found that appointees at the agency, when it was led by Rex W. Tillerson, had retaliated against a career civil servant, Sahar Nowrouzzadeh, because of her Iranian-American ethnicity and a perception that she held political views different from those of top Trump officials. Brian H. Hook, then the head of the office of policy planning, where Ms. Nowrouzzadeh worked, was scrutinized in that inquiry. Mr. Hook is now the special representative for Iran and works closely with Mr. Pompeo.

Mr. Linick’s office also found in August that two political appointees in the Bureau of International Organization Affairs had harassed career employees based on claims that the employees were “disloyal” based on their perceived political views.

His ouster came hours after the Democratic-led House had passed a $3 trillion coronavirus relief measure that included a provision designed to provide additional legal protections for inspectors general. The overall proposal has no chance of becoming law, with near-unanimous Republican opposition.

Rick Bright, former director of the Biomedical Advanced Research and Development Authority (BARDA), went before Congress Thursday warning that the coronavirus pandemic will only get worse without a proper plan, blaming the Trump administration for not taking his warnings seriously.

Bright, who has a Ph.D. in immunology, previously filed a whistleblower complaint claiming that he was involuntarily removed from BARDA and reassigned to a post with the National Institutes of Health after he refused to go along with messages from the administration that promoted chloroquine, a malaria drug that had not been proven to be effective on COVID-19.

“Our population is being paralyzed by fear stemming from a lack of a coordinated response and a dearth of accurate, clear communication about the path forward,” Bright told lawmakers, before offering a grim prediction for what could happen if proper steps are not taken now.

“Without better planning, 2020 could be the darkest winter in modern history,” Bright warned. In his prepared written statement, he said the coronavirus pandemic “has the potential to eclipse the devastation wrought by the 1918 influenza which globally claimed over 50 million lives,” referring not just to illnesses, but the economic and societal impacts as well.

President Trump said in a Thursday morning tweet that he does not know Bright but believes he “is a disgruntled employee” who “should no longer be working for our government[.]”

Bright’s testimony follows this week’s warning by Dr. Anthony Fauci, the government’s top infectious disease expert, that a rushed re-opening of stores and lifting stay-at-home restrictions could “turn back the clock,” seeding more suffering and death and complicating efforts to get the economy rolling again.

Bright — the former director of the Biomedical Advanced Research and Development Authority – criticized HHS leadership for their response to the pandemic and claimed that he was relegated to a lower position because he disagreed with the Trump administration’s push to tout “drugs, vaccines and other technologies that lack scientific merit.”

“I believe this transfer was in response to my insistence that the government invest funding allocated to BARDA [the Biomedical Advanced Research and Development Authority] by Congress to address the COVID-19 pandemic into safe and scientifically vetted solutions, and not in drugs, vaccines and other technologies that lack scientific merit,” Bright said in his written testimony.

He added: “HHS leadership was dismissive about my dire predictions about what I assumed would be a broader outbreak and the pressing need to act, and were therefore unwilling to act with the urgency that the situation required.”

BARDA, which Bright had until recently been the head of, is the HHS office responsible for procurement and development of countermeasures to everything from pandemic influenzas and emerging diseases to bioterrorism.

In his whistleblower complaint, Bright says he was demoted because he would not permit the widespread use of hydroxychloroquine, a malaria drug that the president touted as being effective in treating patients with COVID-19.

An analysis of the use of the drug last month to treat COVID-19 patients in U.S. veterans hospitals found no benefit to using the drug and that there were more deaths among those given hydroxychloroquine versus standard care.

The nationwide study was not a rigorous experiment. But with 368 patients, it’s the largest look so far at hydroxychloroquine with or without the antibiotic azithromycin for COVID-19.

Bright’s comments sharply contrast those of the president, who has said that any reoccurrence of the contagion in the fall or winter of 2020 will be the “embers” that can easily be contained. Other government public health officials, however, have warned that strict cautions will still need to be taken throughout the summer and fall to prevent a second wave of infections.
