]]>ICE deportation officers made a summertime surge into communities to illegal immigrants, netting more than 2,000 people they said were responsible for victimizing more than 1,900 people in their communities.
Agency officials said Tuesday they specifically targeted migrants accused or convicted of crimes with victims, and 85% of the arrests had convictions or criminal charges pending.
The operation comes as ICE is under fire from Democratic critics and immigrant rights advocates who say the agency is too aggressive in pursuing its mission, and is scaring immigrant communities.
But agency leaders said the arrests show they are going after bad actors who are victimizing those same immigrant communities, taking their tormenters off the streets.
“We are talking crimes like murder, sexual assault, domestic violence, hit and run, kidnapping, identity theft — you get the point. These are crimes that have victims associated with them,” said Henry Lucero, executive associate director of Enforcement and Removal Operations at U.S. Immigration and Customs Enforcement.
He said they started out looking for migrants with domestic violence charges on their records amid coronavirus shutdown orders, figuring they were a particular danger. But after they started the operation they expanded it to other crimes with victims.
One person nabbed in the operation was Edwin Nahun Mendoza-Santos, a 38-year-old Honduran arrested by ICE officers in Alexandria, Virginia. He was wanted by Stafford County on a warrant for sexual battery of a child less than 13 years of age.
ICE said of those arrested, they had 388 assault convictions and 386 additional assault charges still pending; 291 domestic violence convictions and 216 pending domestic violence charges; and 71 sexual offense convictions against minors, and 40 more pending charges.
ICE dramatically curtailed its community arrests when the pandemic began, seeking to lower the population of its detention centers and to limit engagements to prevent spread of COVID-19.
But beginning in mid-July the agency began the targeted operation.
Mr. Lucero said there were other arrests during the time period from July 13 to Aug. 20 that weren’t part of this operation. The overall number of arrests was lower than in non-pandemic times, he said.
Making arrests during coronavirus does brings new challenges, Mr. Lucero said.
ICE officers show up with N95 masks, goggles, face shields and gloves — and provide protective equipment to those they arrest, too.
Mr. Lucero said the operation spanned the country, though he said the highest number of arrests came in the Los Angeles area.
Just as the operation was concluding last month, the Los Angeles sheriff announced a new policy refusing all cooperation in turning over people in his jails to ICE. He said illegal immigrants feared coming forward to report crimes because they feared being deported.
Mr. Lucero bristled at that claim on Tuesday, saying ICE takes “a victim-centered approach,” protecting them. He said there are even legal visas, with a pathway to citizenship, available for some illegal immigrant victims.
“The result of this operation has made many victims feel more safe now that these perpetrators are not going back to their communities,” he said.

The United States reported a daily record in new coronavirus cases on Friday, with roughly 55,000 people confirmed to have been infected with the virus ahead of the July 4 holiday weekend, according to a Johns Hopkins University coronavirus tracker.
More than a dozen states, including Florida, California, Texas and Arizona, broke single-day records in new coronavirus cases this week. Those four states accounted for just under half of all new coronavirus cases reported Thursday, but most states are seeing infections climb.
The U.S. leads the world in confirmed infections and deaths, exceeding 50,000 new cases for the first time on Wednesday. Nearly 130,000 people have died in the U.S. since its first confirmed coronavirus case in January, and nearly 2.8 million people have been infected.
Health experts worry the traditional July 4 barbecues and fireworks displays will cause infections to further spike. Many states have halted plans to reopen restaurants and other businesses this week. Some states, including Texas and California, reimposed restrictions that had already been rolled back, shuttering bars and limiting seating in restaurants that had just reopened after months-long closures.
Texas Gov. Greg Abbott on Thursday issued a state-wide executive order requiring masks to be worn in public spaces after long resisting the measure.
Despite the coronavirus surge, President Donald Trump’s outlook on the pandemic appears to remain rosy. Just a day after assuring Americans the White House is getting the pandemic “under control,” the president touched down in South Dakota to give a speech at a July 4 event at Mount Rushmore, which expected to draw roughly 7,500 people. South Dakota Gov. Kristi Noem said event attendees would not be required to wear masks or socially distance.
Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said earlier this week he would “not be surprised” if the U.S. began to see 100,000 new cases per day if current trends continue.

President Donald Trump hopes to acknowledge a nationwide uproar over police brutality while preventing rifts with police and other law enforcement groups integral to his political future.
With an executive order set to be unveiled at a White House event on Tuesday, the president is expected to lay out the case for the creation of a national database of police misconduct, so officers with a history of overly aggressive behavior cannot simply move to another department or state to escape scrutiny, according to a senior administration official. The order will also urge social workers and mental health professionals to work more closely alongside frontline officers. Finally, it will offer guidelines for new training and credentialing for police officers on de-escalating tense situations, and the best times to use force, according to the senior administration official, who said the goal of the order was not to demonize police officers.
The White House’s latest move, following weeks of protests in communities across the nation, has been crafted in close consultation with police officers, mayors, conservative African Americans, faith-based leaders and the families of victims, according to people familiar with the planning. Maintaining the political support of police — and appearing like a law-and-order president — has been a leading imperative for Trump’s top aides and political advisers as some liberal activists push to defund police departments and divert money to community programs.
In an unrelated White House event on Monday, Trump said the overall goal for the executive order is the desire to maintain “law and order” as well as “justice” and “safety.” “I think this will be very comprehensive,” Trump added, even as the exact details of the order were still being worked out.
Trump aides and allies view policing as an area where Republicans can draw sharp contrasts with Democrats ahead of the general election. Part of that contrast is acknowledging the killing of George Floyd and several other innocent African Americans at the hands of what the White House views as rogue police officers. The approach is built on recommending tweaks to policing while leaving wholesale changes to mayors and other local government officials.
“The reality is you have to respect our federalist system,” said Ken Blackwell, the former mayor of Cincinnati, former Ohio secretary of state and a longtime conservative leader and Trump supporter. “Safe streets cannot be guaranteed from the Oval Office or the governor’s mansion. That is local leadership.”
The executive order will not allot any additional money for new training or the national database, but a senior administration official said police departments that undertake such credentialing will receive priority for federal grants. Additional money for training or police programs will have to come from legislation from Congress, another senior administration official said. Senate lawmakers may not proceed until sometime next month.
“The President is committed to making sure law enforcement has the resources and the respect they deserve to be able to do their job,” counselor to the president Kellyanne Conway said Monday on Fox News. “Somebody like the murderous cop in Minneapolis against George Floyd, he had more than a dozen complaints against him. The union is protecting him, he’s eligible for a pension. It’s all kind of things that can be done so we can ensure people are doing their job.”
Top White House aides including senior adviser Jared Kushner, Ja’Ron Smith, chief of staff Mark Meadows and the acting director of the Domestic Policy Council Brooke Rollins spent the last week developing the executive order, along with Republican Sen. Tim Scott of South Carolina.
They hoped to introduce policies that Democrats can also support, while leaving any major details for police reform to future legislation, said two people familiar with the internal discussions.
“We are looking forward to tomorrow and for the president to have the opportunity to have a discussion where he has both police officers and police officer representatives in the room with families of people who were killed by police officers to have the discussion that the country needs to have so that we can turn the anger in this country right now into action,” said a senior administration official.
