A Wisconsin sheriff reportedly said the downtown Madison area was not safe Wednesday after a turbulent few days that included violent protesters vandalizing buildings, toppling statues and attacking a state senator.

Dane County Sheriff David Mahoney said his agency stands ready to deploy additional resources to assist in handling any new protests. More than one hundred demonstrators gathered in Madison again on Wednesday night, according to Madison’s WMTV.

The recent violence prompted Gov. Tony Evers to activate the National Guard.

Both Evers and Mahoney have been criticized for their early responses to these protests. Mahoney defended his department’s response to the violent outbreak Tuesday and said that by the time his deputies assembled the violence had mostly ceased, WKOW reported. City officials said the earlier firebombing of the City County Building had disrupted a 911 response center, which temporarily prevented incoming 911 calls.

“That is not the behavior that advances reforms in our country,” Mahoney said. He said he supported most of the protesters’ message against police brutality but said violence could impact their efforts.

Mahoney called on activist groups Freedom Inc. and Urban Triage to publicly denounce Tuesday’s violence in the city.

The Communications Director for Urban Triage, April Kigeye, is attempting to arrange a meeting with the sheriff. She said the group didn’t take part in Tuesday’s events, WKOW reported.

Kigeye urged people “to show the same outrage and disapproval when Black and brown bodies are shot & killed, as when property such as statues are taken down.”

The unrest on Tuesday started after a black man was arrested at a restaurant after police said he brought a bat and a megaphone into the establishment, the Milwaukee Journal Sentinel reported.

Two statues toppled, including one of an abolitionist. Several windows smashed at the state Capitol. A state senator attacked by a group of demonstrators. A small fire set outside a local jail.

Those are some of the scenes that played out late Tuesday and early Wednesday in Wisconsin’s capital of Madison.

The arrest of a Black man earlier Tuesday sparked the unrest. He was taken into custody after bringing a megaphone and a baseball bat into a restaurant on the city’s Capitol Square.

The chaos that played out in Madison follows weeks of largely peaceful protests there and across the nation after last month’s death of George Floyd, a Black man who died after a white police officer knelt on his neck in Minneapolis.

Protesters continued to face off with police about a block from the Capitol early Wednesday, NPR member station Wisconsin Public Radio reported, adding that officers played a prerecorded message on a loop informing the crowd that it had gathered unlawfully.

The crowd, the station reported, responded to the message with chants.

The two statues that were removed from their pedestals have stood at the Capitol for decades.

One of the statues, of abolitionist Hans Christian Heg who died fighting for the Union during the Civil War, was dumped in a nearby lake. The other one, celebrating the state motto “Forward,” was moved into the middle of a street near the Capitol, as WPR noted.

During the melee, Tim Carpenter, a Democratic state senator, was assaulted after snapping a photo of the protests, according to the Milwaukee Journal Sentinel.

“I don’t know what happened … all I did was stop and take a picture … and the next thing I’m getting five-six punches, getting kicked in the head,” Carpenter told the newspaper.

Carpenter later took to social media to respond to a reporter who posted an image of what appeared to be him on the ground in foliage.

“Punched/kicked in head, neck, ribs,” Carpenter tweeted. “Maybe concussion, socked in left eye is little blurry, sore neck & ribs. 8-10 people attacked me. Innocent people are going to get killed. Capitol locked- stuck in office.Stop violence nowPlz!”

Attached to his tweet was an 11-second video in which two people with face coverings quickly approach him and grab at the phone. One person is heard yelling, “Delete it!” before the video shuts off.

Another reporter, Dylan Brogan, tweeted an image of Carpenter in what looks to be a heated discussion with protesters.

The demonstrations followed the arrest earlier Tuesday of a Black man, later identified as Devonere Johnson by the Journal Sentinel.

Video released by the Madison Police Department shows a Black man with a baseball bat and a bullhorn follow a white man into a bar near the statehouse. (Editor’s note: This video contains explicit language.)

The Black man said, “You’re a racist,” and later asked, “Why are you a racist?”

He turned to the person filming the encounter to talk about how Jesus is not a man who had “blond hair, blue eyes and pink lips.” He later exited the restaurant but continued to address the mostly white patrons outside. What he said outside is unintelligible.

“Officers attempted to place him under arrest for his actions inside the restaurant,” Madison police officers wrote in a report, according to the Journal Sentinel.

According to The Associated Press, “as many as five officers can be seen taking the man to the sidewalk and carrying him to a police squad car after he initially resisted arrest.”

The Journal Sentinel added that protesters demanding the man’s release rallied near the Dane County jail and set a small fire there.

A 24-year-old real estate investor won the Republican nomination on Tuesday to fill a western North Carolina congressional seat vacated by Mark Meadows, the White House chief of staff, unexpectedly defeating the former congressman’s handpicked successor who had been endorsed by President Trump.

Madison Cawthorn was on track on Tuesday night to defeat Lynda Bennett with nearly two-thirds of the vote, according to The Associated Press. The surprise victory — and the overwhelming margin — was remarkable given Ms. Bennett’s two-to-one fund-raising advantage and the vocal support of Mr. Meadows and Mr. Trump for her candidacy.

Though Republicans are likely to hold onto the seat in November in the solidly conservative district, the result was a stinging loss for both men. Mr. Meadows and his wife had a personal relationship with Ms. Bennett, 62, before she ran to succeed him. Mr. Trump had recorded a robocall for Ms. Bennett’s campaign, and her loss ended his streak of undefeated Republican primary endorsements, a point of pride he often boasts about.

Mr. Cawthorn will turn 25 before November’s elections, making him just old enough to be eligible to be a member of the House. If he wins, he would be the youngest lawmaker in the modern history of Congress and one of the youngest ever elected. The precise ages of several members of the House and Senate serving around the nation’s founding are unknown.

In a statement after his victory, Mr. Cawthorn made a direct appeal to Mr. Trump and his supporters who backed Ms. Bennett.

“I want to make something clear: I support our great president,” he said. “I do not believe this election has been a referendum on the president’s influence. The people of western North Carolina are wise and discerning. You observed both candidates and simply made the choice you believed is best for our district.”

Mr. Cawthorn campaigned as the embodiment of a new generation of politicians on the right who are ready to go toe-to-toe with young officials ascending on the progressive left, like Representative Alexandria Ocasio-Cortez of New York.

“While the far left is lighting our cities on fire, we are lifting the light of liberty,” he said in his statement.

Mr. Cawthorn finished behind Ms. Bennett in a 12-person primary in March, but no candidate won enough votes to avoid a runoff. In the weeks since, he has run as Ms. Bennett’s conservative equal, emphasizing his support for gun rights and his opposition to abortion and “socialized medicine.” He tried to turn Ms. Bennett’s high-profile endorsements against her, arguing she would arrive in Washington already beholden to interests beyond her constituents.

Some Republicans in the district were bitter that Mr. Meadows announced he would not seek re-election just before the December filing deadline and speculated that he had timed the move to give Ms. Bennett an edge in the race.

Mr. Cawthorn has no government experience. He was nominated by Mr. Meadows in 2014 to attend the United States Naval Academy, but a severe car crash left him paralyzed from the waist down and reliant on a wheelchair. He featured the story prominently in his campaign. A photograph on his campaign website showed Mr. Cawthorn dressed in hunting gear while in his wheelchair, with a rifle slung over his shoulder.

Democrats have nominated Morris Davis, an Air Force veteran who goes by Moe and who was the chief prosecutor at Guantánamo Bay, Cuba. The district, which encompasses the state’s far-western counties in the Smoky Mountains, is considered safe Republican territory, even after North Carolina was forced to redraw its congressional map for this fall’s elections.

North Carolina Republicans moved quickly to rally around Mr. Cawthorn on Tuesday night. Michael Whatley, the chairman of the North Carolina Republican Party, said he was “completely confident” that Mr. Cawthorn would win in November.

“He will be a great fighter for Smoky Mountain families, and always put America first,” Mr. Whatley said.

Madison Cawthorn, a 24-year-old motivational speaker who won a GOP congressional primary runoff in North Carolina on Tuesday, said Wednesday he got a congratulatory call from President Trump even though Mr. Trump had endorsed his opponent.

“It was an honor getting a call from Air Force One,” Mr. Cawthorn said on MSNBC’s “Morning Joe.”

“He was talking about how amazing a victory it was — he defined it as beautiful,” he said. “The president recognized that we ran a campaign that was very difficult to beat.”

With 100% of precincts reporting, Mr. Cawthorn had a 66% to 34% lead over Lynda Bennett, who was favored by both Mr. Trump and White House Chief of Staff Mark Meadows.

Mr. Meadows vacated the seat to take his current job.

Mr. Cawthorn had said on Tuesday evening that he didn’t see the race as a referendum on Mr. Trump and that he supports the president.

“The people of western North Carolina are wise and discerning. You observed both candidates and simply made the choice you believed is best for our district,” he said.

Mr. Cawthorn, who turns 25 in August, will likely be the next member of Congress to represent the Republican-leaning 11th Congressional District, which touches the western border of the state.

Mr. Cawthorn, the head of a real estate investment company, was partially paralyzed in a 2014 car crash.

If elected, he would be the youngest member of Congress, edging out 30-year-old Rep. Alexandria Ocasio-Cortez, New York Democrat.

RALEIGH, N.C. — A 24-year-old real estate investment CEO won Tuesday’s Republican primary runoff for a western North Carolina congressional seat over President Donald Trump’s endorsed candidate for the nomination.

Madison Cawthorn defeated Lynda Bennett to complete an upset for the GOP nomination in the 11th Congressional District. Bennett had received the president’s backing on Twitter and the earlier endorsement of Trump Chief of Staff Mark Meadows, who until recently had held the seat.

Cawthorn called for the runoff after he finished second to Bennett in a 12-candidate primary in early March. Bennett had failed to get more than 30% of the vote need to win outright. The scheduled May runoff was delayed due to the COVID-19 pandemic.

Cawthorn, who would reach the constitutionally-mandated age of 25 to serve in the House in August, was paralyzed from the abdomen down after a 2014 car accident. He’ll face Democrat Moe Davis, a former military prosecutor, and other party nominees in November. The district is still considered Republican-leaning despite recent boundary changes following litigation.

Cawthorn won despite Bennett’s big endorsements – Sen. Ted Cruz also among them – and outside support from the political arms of the House Freedom Caucus that Meadows once led.

Cawthorn, who also described himself as a strong Trump supporter, attempted to reframe Bennett’s endorsements, saying he wouldn’t be beholden to anyone in Washington if he reached Congress. But his campaign also got help from a super PAC that backs candidates allied with Sen. Rand Paul.

Meadows announced late during December’s candidate filing period he wouldn’t seek reelection, and endorsed Bennett, a Haywood County real estate company owner and friend of Meadows’ wife.

With voters worried about the pandemic’s spread, mail-in absentee ballots were popular in the 17 mountain counties within the 11th District leading up to the runoff. Early in-person voting sites were open and election day precincts in several of the district’s 17 counties were consolidated mostly to address social distancing challenges. Poll workers wore face masks and provided voters single-use pens and cotton swabs to mark ballots.

How much public opinion in Wisconsin and elsewhere shifts toward reopening businesses, churches and schools most likely has far more to do with the rate of new coronavirus cases than it does frustration with the lockdowns. Wisconsin’s state health department announced 304 new positive tests on Friday, the most since the pandemic began.

Those who protested on Friday said the broader set of facts mattered less than their personal experiences.

“You’re being told to sit down and shut up because your opinion does not matter and you have to listen to professionals,” Madison Elmer, one of the event’s organizers, told the crowd at the beginning of the event. “You know what, you shouldn’t ever stop questioning the professionals.”

The gathering revealed the lack of organization among the forces aligned against Wisconsin’s stay-at-home orders.

Several speakers bemoaned the police for refusing to allow portable toilets to be set up on the Capitol grounds, a casualty of Governor Evers’s rejecting organizers’ application for a rally permit. Men in Hawaiian shirts toting guns walked through the crowd serving as ad hoc security. And there was little recognition that the number of coronavirus cases in the state is increasing by the day.

Still, few in the crowd wore the protective face coverings public health officials have advised people to use outdoors during the coronavirus pandemic. People stood shoulder-to-shoulder on the grounds of the Capitol, with hundreds more circling downtown Madison streets in their cars. The police stayed at least six feet from protesters, but did not enforce social distancing rules.

A parade of speakers lamented that local stores and restaurants were closed by the state’s order, but retailers like Walmart were considered essential and remain open.

Both the audience and the speakers presented a cavalcade of grievances. One woman in the crowd shouted, “Open up the playgrounds, my kids want to play,” which brought cheers.

“Staying indoors and worrying about the epidemic is more dangerous than going outside,” said Dr. Timothy W. Allen, a family physician from Cudahy, a Milwaukee suburb. “According to the evidence, you’re more likely to die by staying at home. You need to look at all lives, not just Covid lives.”

Don Pridemore, a former state legislator who is running for a seat in the State Senate and attended the rally, circulated petitions Friday to begin a campaign to recall Mr. Evers, who was elected to a four-year term in 2018. Mr. Pridemore, 73, who lost a 2013 election to Mr. Evers to become the state’s superintendent of public instruction, said he did not feel it was necessary to wear a protective mask or gloves.

“I was in Vietnam,” he said. “There were way more bugs there.”

Earlier, at least 20 vehicles had gathered in the parking lot in Delafield, about an hour outside of Madison. Drivers mounted American flags, yellow “Don’t Tread on Me” Gadsden flags, which are a Tea Party emblem, and signs protesting the stay-at-home order.

“We want Governor Evers to open up all businesses in the state immediately before everybody goes out of business,” said Bob Tarantino, a real estate agent who helped organize the caravan.

The protests came nearly three weeks after Wisconsin held the nation’s first in-person election as the country was wracked with the coronavirus. Since the April 7 contest, at least 19 people who voted in person or served as poll workers have tested positive for the virus.

Wisconsin’s leading legislative Republicans, including Robin Vos, the Assembly speaker, have sued the governor to try to overturn the extension of the stay-at-home order. Mr. Vos encouraged people to gather in Madison on Friday but declined to say if he would attend or if he believed it was safe to do so.

President Trump has encouraged uprisings against stay-at-home orders issued by Democratic governors in several states, though he has not spoken out against the Wisconsin order.

Lawmakers were not permitted to speak at the rally, organizers said.

“Trump, Robin Vos and Wisconsin Republicans bear personal responsibility for the protests taking place today and the infections that will spread because of them,” Ben Wikler, the chairman of the Democratic Party of Wisconsin, said Friday. “They believe they can benefit politically,” he said, if they try to ignore “the dangerous science of coronavirus and its spread.”

    • When will this end?

      This is a difficult question, because a lot depends on how well the virus is contained. A better question might be: “How will we know when to reopen the country?” In an American Enterprise Institute report, Scott Gottlieb, Caitlin Rivers, Mark B. McClellan, Lauren Silvis and Crystal Watson staked out four goal posts for recovery: Hospitals in the state must be able to safely treat all patients requiring hospitalization, without resorting to crisis standards of care; the state needs to be able to at least test everyone who has symptoms; the state is able to conduct monitoring of confirmed cases and contacts; and there must be a sustained reduction in cases for at least 14 days.

    • How can I help?

      The Times Neediest Cases Fund has started a special campaign to help those who have been affected, which accepts donations here. Charity Navigator, which evaluates charities using a numbers-based system, has a running list of nonprofits working in communities affected by the outbreak. You can give blood through the American Red Cross, and World Central Kitchen has stepped in to distribute meals in major cities. More than 30,000 coronavirus-related GoFundMe fund-raisers have started in the past few weeks. (The sheer number of fund-raisers means more of them are likely to fail to meet their goal, though.)

    • What should I do if I feel sick?

      If you’ve been exposed to the coronavirus or think you have, and have a fever or symptoms like a cough or difficulty breathing, call a doctor. They should give you advice on whether you should be tested, how to get tested, and how to seek medical treatment without potentially infecting or exposing others.

    • Should I wear a mask?

      The C.D.C. has recommended that all Americans wear cloth masks if they go out in public. This is a shift in federal guidance reflecting new concerns that the coronavirus is being spread by infected people who have no symptoms. Until now, the C.D.C., like the W.H.O., has advised that ordinary people don’t need to wear masks unless they are sick and coughing. Part of the reason was to preserve medical-grade masks for health care workers who desperately need them at a time when they are in continuously short supply. Masks don’t replace hand washing and social distancing.

    • How do I get tested?

      If you’re sick and you think you’ve been exposed to the new coronavirus, the C.D.C. recommends that you call your healthcare provider and explain your symptoms and fears. They will decide if you need to be tested. Keep in mind that there’s a chance — because of a lack of testing kits or because you’re asymptomatic, for instance — you won’t be able to get tested.

    • How does coronavirus spread?

      It seems to spread very easily from person to person, especially in homes, hospitals and other confined spaces. The pathogen can be carried on tiny respiratory droplets that fall as they are coughed or sneezed out. It may also be transmitted when we touch a contaminated surface and then touch our face.

    • Is there a vaccine yet?

      No. Clinical trials are underway in the United States, China and Europe. But American officials and pharmaceutical executives have said that a vaccine remains at least 12 to 18 months away.

    • What makes this outbreak so different?

      Unlike the flu, there is no known treatment or vaccine, and little is known about this particular virus so far. It seems to be more lethal than the flu, but the numbers are still uncertain. And it hits the elderly and those with underlying conditions — not just those with respiratory diseases — particularly hard.

    • What if somebody in my family gets sick?

      If the family member doesn’t need hospitalization and can be cared for at home, you should help him or her with basic needs and monitor the symptoms, while also keeping as much distance as possible, according to guidelines issued by the C.D.C. If there’s space, the sick family member should stay in a separate room and use a separate bathroom. If masks are available, both the sick person and the caregiver should wear them when the caregiver enters the room. Make sure not to share any dishes or other household items and to regularly clean surfaces like counters, doorknobs, toilets and tables. Don’t forget to wash your hands frequently.

    • Should I stock up on groceries?

      Plan two weeks of meals if possible. But people should not hoard food or supplies. Despite the empty shelves, the supply chain remains strong. And remember to wipe the handle of the grocery cart with a disinfecting wipe and wash your hands as soon as you get home.

    • Can I go to the park?

      Yes, but make sure you keep six feet of distance between you and people who don’t live in your home. Even if you just hang out in a park, rather than go for a jog or a walk, getting some fresh air, and hopefully sunshine, is a good idea.

    • Should I pull my money from the markets?

      That’s not a good idea. Even if you’re retired, having a balanced portfolio of stocks and bonds so that your money keeps up with inflation, or even grows, makes sense. But retirees may want to think about having enough cash set aside for a year’s worth of living expenses and big payments needed over the next five years.

    • What should I do with my 401(k)?

      Watching your balance go up and down can be scary. You may be wondering if you should decrease your contributions — don’t! If your employer matches any part of your contributions, make sure you’re at least saving as much as you can to get that “free money.”
