]]>Massachusetts now has the lowest COVID-19 transmission rate of any state in the country, according to a website that has been compiling state data and tracking transmission trends.
The current Rt for the coronavirus in Massachusetts — a measure of a virus’s average transmission rate at a given point in time — is estimated at 0.67, according to the website Rt.live, comfortably below the 1.0 threshold that signifies rapid spread.
The Rt value is essentially the number of people that one infected person transmits the virus to.
“The way you really get in trouble with this virus is the reproduction rate — you know, how fast does one person become two, become four, becomes eight, becomes 16, becomes 32 and the like,” Governor Charlie Baker said last week.
The District of Columbia has the second-lowest transmission rate, 0.69 according to the site. In New England, Vermont is the only state with an Rt value above 1, estimated to be 1.03 as of Monday. New Hampshire’s rate is estimated at 0.93, Maine’s at 0.86, Rhode Island’s at 0.78, and Connecticut’s at 0.72.
The highest Rt value in the country belongs to Hawaii, at 1.57.
Overall, there are 31 states with an Rt value at or above 1.

Governor Andrew Cuomo said in a press conference on Friday that New York now has the lowest rate of coronavirus transmission out of every state in the country, as many other states that have begun reopening now see a dramatic spike in new cases.
“We’re at a pivotal point with the coronavirus,” Cuomo said.

New York’s number of coronavirus hospitalizations, intubations and new cases continued to decline on Friday, Cuomo said, which continues to be really good news.
Another 42 New Yorkers died from the virus on Thursday—up from 36 a day earlier, but significantly down from the state’s peak of nearly 800 deaths per day in mid-April.
“It took us a long time to bring that number down,” Cuomo said. “The numbers are at such a low level that I don’t know if they’ll drop much more.”
Cuomo also warned that the United States is now at a “pivotal point” with regards to the battle against coronavirus: “You see states all across the nation where the infection rate is going up dramatically.”
“You have states that reopened and are now scaling back their reopening—that’s how bad the spikes are,” he said, adding that today alone, 23 states saw a rise in cases and 15 of them reported record high numbers.
In New York, “we are the exact opposite,” Cuomo said. “Since we’ve reopened, the number [of infections] has continued to go down.”

In response to widespread U.S. civil unrest over the death of George Floyd, New York state’s legislature quickly passed the “most aggressive reforms” in the nation, Cuomo said on Friday. Those include greater transparency of police disciplinary records, banning police chokeholds and using the attorney general as a special prosecutor. The governor also announced a new executive order that will require local governments and police agencies to develop a plan that reinvents and modernizes police strategy. The agencies will have to formulate a plan to address use of force by police officers, among other issues, which must then be enacted into local law by April 1, otherwise they will risk losing state funding.

On Thursday, Cuomo said that five central and upstate regions in New York could begin a phase three reopening on Friday. Phase three allows restaurants and other businesses to reopen for indoor dining. Three regions remain in phase two reopening, including Western New York, the Capital region, Long Island and the mid-Hudson region. New York City, which Cuomo has said will be more complicated to reopen, is still in phase one.

]]>Gov Andrew Cuomo shared an outline on Sunday that details how businesses could possibly reopen in New York as the state sees 367 deaths in a day, the lowest single-day toll since March 31.
‘The descent continues,’ Cuomo said during his press conference. ‘We are now back to where we were on March 31.’
Cuomo said that 1,087 more people had been hospitalized for the virus the previous day. The state has more than 288,045 cases and 5,902 of those are new cases. New York has recorded 16,966 deaths.
‘That would normally be terrible news,’ he said of the hospitalizations. ‘It’s only not terrible news compared to where we were.’
Cuomo said that he agrees with the guidelines from the Centers for Disease Control and Prevention (CDC) that suggest the hospitalization rate must be in decline for 14 days before reopening is considered.
The governor announced that the reopening process would then consist of two phases. Phase one will focus on ‘low-risk’ construction and manufacturing companies getting back to work.

There were 367 deaths for April 25, the governor said. The death toll in New York has hit 16,966
Phase two will focus on more essential businesses that are also considered low risk. These businesses will be required to give the governor’s office ideas about what precautions they are going to take in the workplace.
‘They have to give us a plan before they can reopen,’ Cuomo said. ‘We need them to be creative and think outside the box.’
Officials will be monitoring the number of hospitalizations, antibody tests and positive diagnostic tests between both phases.
Cuomo warned that there will need to be two weeks between the phases so ‘we can monitor what we just did’ otherwise ‘we could lose’ all of the work done ‘if we’re not careful’.
Rate of Transmission in New York for COVID-19
The COVID-19 rate of transmission (Rt) in New York state is now about 0.8.
That means 10 positive people infect about 8 others.
New York state must keep the Rt below 1 in order to keep slowing the spread.
If that number climbs higher than 1, the state will be right back where it started and likely see an increase in cases and deaths.
‘There’s no return to yesterday in life. It’s about moving forward,’ Cuomo said.
During the press conference, the governor acknowledged that the situation would be different for downstate New York and that it’s more likely that upstate New York will be the first to reopen.
New York City alone has more than 11,000 deaths and 155,000 confirmed cases.
Cuomo said downstate will ‘need multi-state and regional coordination’ because New York City is so close to New Jersey.
Mayor Bill de Blasio said Sunday that he hopes to have a roadmap by June 1 on how to rebuild the city after the coronavirus threat subsides.
The mayor said at a news conference that city leaders he’s invited to help plan the city’s recovery should give him the roadmap by then. He said a full rebuild will take about 20 months.
He also said the latest statistics on people being treated for COVID-19 continued to be stable or decline.
The number of people in the city’s hospital intensive care units had dropped from 785 to 768.

De Blasio said the city can’t begin reopening until decreases continue for 10 to 14 days. He said such a fall would signal it was time for the first steps in opening up.
‘The health indicators have to give us the all clear,’ de Blasio said. ‘We restart when we have evidence. There´s no on-off switch here. It’s a series of careful, smart moves.’
Cuomo said Saturday that New York has started to test health care workers for coronavirus antibodies and will do the same next week with transit and law enforcement workers as the state eases away from the worst days of the pandemic.
Doctors, nurses and other employees at four New York City hospitals that have handled high volumes of coronavirus patients will be the first tested under the new program, Cuomo said.
Antibody testing is a way of determining if a person has been infected by the coronavirus even if they hadn’t shown symptoms.
After weeks of reserving conventional coronavirus testing to people with symptoms to conserve supplies, the state is expanding eligibility to include first responders, health care workers and a long list of essential employees, such as bus drivers, dry cleaners, undertakers and grocery store workers.
Mayor Bill de Blasio said Sunday that there will be multiple advisory councils divided up by industry and sector to help get the city back on track. He hopes to have a roadmap by June 1 on how to rebuild the city after the coronavirus threat subsides
‘Why? Because these people have been carrying the load and they have been subjected to the public all during this crisis, and because they’re public facing,’ Cuomo said. ‘These are the people you interact with.’
Cuomo said he is signing an executive order to allow pharmacies to serve as collection points for testing samples.
A recent study in New York City revealed that more than 20 per cent of New York City residents tested positive for coronavirus antibodies
If accurate, that means that as many as 1.7 million people have been infected in the city – and that the mortality rate is between 0.6 and 0.8 per cent, far greater than the 0.1 per cent mortality rate of the flu.
The study took samples from 3,000 randomly selected people across the state who were chosen at grocery stores and had their blood taken via a finger-prick test that the state’s health department made.
It remains unknown how accurate it is. While private companies have given exact percentages for how accurate their own tests are, when questioned about their test, the NY health department, said only that theirs was ‘very accurate’.
Statewide, the virus prevalence was 13.9 per cent but it was far higher in New York City, where 21.2 per cent tested positive.

]]>Monday marked the lowest number of coronavirus-related fatalities in the U.S. in two weeks, just days after the number of deaths had spiked to 4,591 in a single day. According to Johns Hopkins University, the U.S. lost 1,433 people to coronavirus on April 20, adding to the overall death toll of 42,364.
According to the data, nearly 93 percent of all U.S. deaths from the pandemic have occurred in the past three weeks, 44 percent of which have occurred over the last seven days. But after several sharp spikes last week, the number seems to be slowing, with the data reflecting an average of 600 less deaths than previous days.
CORONAVIRUS IN THE US: STATE-BY-STATE BREAKDOWN
The news comes as several states begin cautiously plotting out plans to slowly reopen businesses as early as the end of this week. Georgia, which as of Tuesday had 19,398 cases and at least 774 deaths, will reopen gyms, hair salons and other businesses beginning on Friday.
Gov. Brian Kemp, who earlier this month ordered Georgia’s schools to remain closed for the rest of the 2019-20 school year, said Monday that his state would expand COVID-19 testing and that hospitals were in a position to resume elective surgeries after securing necessary protective personal equipment.

“Given the favorable data, enhanced testing, and approval of our healthcare professionals, we will allow gyms, fitness centers, bowling alleys, body art studios, barbers, cosmetologists, hair designers, nail care artists, estheticians, their respective schools and massage therapists to reopen their doors this Friday,” Kemp said.
Meanwhile, South Carolina, which has at least 4,439 COVID-19 cases and 124 deaths, said businesses previously deemed nonessential could begin reopening to customers as early as 5 p.m. on Monday, but would need to adhere to social distancing guidelines. Gov. Henry McMaster also “restored public beach access for locals.”
There was no decision on whether the state would be reopening schools.
Experts have cautioned about re-opening the country too early without widespread testing availability, over fears that doing so would create another spike in the number of cases and further increase the death toll. Data compiled by the CDC indicates that, since the start of April, up to 140,000 COVID-19 tests per day have been conducted in the U.S., but several experts caution that number is far too low, and it’s targeted at the wrong patient populations.

“The United States isn’t performing anywhere near enough tests. Worse still, we are testing the wrong people. To safely reopen closed businesses and revive American social life, we need to perform many more tests—and focus them on the people most likely to spread COVID-19, not sick patients,” oncologist Ezekiel Emanuel and Nobel Laureate economist Paul Romer, wrote in DefenseOne.
Others have called for widespread coronavirus antibody testing to determine who can safely return to work, which have begun to roll out in some areas of the country. In one study conducted in Santa Clara County, researchers found that the true number of coronavirus infections may be 85 times higher than what’s been recorded. The Stanford-University-led researchers said their findings could help better determine the virus’ true fatality rate.
Another antibody study in Los Angeles found that 4.1 percent of the county’s adult population had been exposed to the virus. Based on the county’s population, that means that between 221,000 and 442,000 adults in the area have previously been infected, the study estimated.

“We haven’t known the true extent of COVID-19 infections in our community because we have only tested people with symptoms, and the availability of tests has been limited,” said lead investigator Neeraj Sood, professor of public policy at the USC Price School for Public Policy. “The estimates also suggest that we might have to recalibrate disease prediction models and rethink public health strategies.”
The U.S. still leads the world in both COVID-19 cases and fatalities. Italy has the second-highest number of fatalities, at 24,114, while China, where the outbreak began, has not updated its count since Friday.
