A UK government science adviser warned Sunday that ongoing lockdowns just “defer the problem” — and warned that a third wave of the coronavirus next year is “entirely possible.”

Mark Woolhouse, who sits on Britain’s Scientific Pandemic Influenza Group on Modelling (SPI-M), dismissed the UK’s latest lockdown as trying to “stick this out for another six months” in the vague hope a vaccine will become widely available.

“I have to say that most people I have talked to who are involved in vaccine development think that we may have a vaccine in six months, but it is doubtful that we will have been able to roll it out on a mass scale by that time,” he said on the BBC’s Andrew Marr show.

“So we are in a difficult situation for some months to come I am afraid,” he warned as a second wave devastates Europe.

Modeling suggests that a third wave is “entirely possible,” he warned.

“This is just another demo that lockdown doesn’t solve the problem, it defers it,” he said.

“That is why we need some kind of cavalry on the horizon or, alternatively, if we think that vaccine is not going to be available in six months, or 12 months or two years or whenever it may be, that we do need alternatives.”

Two new papers published in the journal Nature say that lockdowns put in place to slow the spread of the coronavirus were highly effective, prevented tens of millions of infections and saved millions of lives.

“Our estimates show that lockdowns had a really dramatic effect in reducing transmission,” says Samir Bhatt, a senior lecturer at the Imperial College London’s School of Public Health, who worked on one of the papers published in Nature.

Bhatt’s team analyzed infection and death rates in 11 European nations through May 4. They estimate that an additional 3.1 million people in those countries would have died if lockdowns had not been put in place.

“Without them we believe the toll would have been huge,” Bhatt says.

In addition to the paper from Bhatt and his colleagues, Nature also published a separate study from the Global Policy Lab at the University of California, Berkeley. That study analyzed lockdowns in China, South Korea, Iran, France, Italy and the United States.

It found that the lockdowns in those six countries averted 62 million confirmed cases.

For example, in the U.S. through the first week of April, there were officially just over 360,000 confirmed cases nationwide. Without lockdowns and other interventions, the researchers at Berkeley calculate that the U.S. would have had nearly 14 times as many by April 6: more than 5 million confirmed cases. To put this in perspective, the U.S. now, two months later, is hitting the 2 million mark.

Solomon Hsiang, director of the Global Policy Lab, says these unprecedented shelter-in-place orders came at an extreme economic cost. Yet when government officials were ordering them, it was unclear exactly how significant the social benefits would be.

“The value of these studies you’re seeing today is that they’re demonstrating what the benefits of this policy are,” Hsiang said in a press call discussing the studies. “They averted tens of millions of additional infections and millions of deaths.”

The two studies used different methods to calculate the number of cases averted by the lockdowns. Bhatt’s team looked at reported deaths to calculate community transmission that occurred weeks before and used the change in death numbers over time to track how much the lockdowns suppressed transmission. Hsiang’s group at Berkeley used economic models usually used to examine how specific policies impact economic growth. They looked at how daily transmission growth rates shifted as lockdowns went into effect. Despite their different approaches, both groups came up with similar findings.

Both sets of researchers also caution that as lockdowns start to ease around the world, public health officials still have very limited tools to combat the coronavirus.

Testing is more widely available. Social distancing has become standard at many shops. Most large gatherings at sporting events and concerts remain banned.

But the virus continues to circulate. The vast majority of people are still susceptible to COVID-19.

Maria Van Kerkhove, an epidemiologist with the World Health Organization, this week warned that the world shouldn’t ease up in its efforts against this pandemic.

“I know many of us would like this to be over and I know many situations are seeing positive signs. But it is far from over,” she said. “We need everyone to focus on the job at hand, which is stopping this pandemic, suppressing transmission and saving lives. There’s a lot more work to do. Let’s celebrate the successes but let’s remain focused on the remaining work that needs to be done because unfortunately this is far from over.”

Bhatt also warns that as places come out of lockdown, transmission could rapidly flare back up again without some measures in place to check it.

“We are not saying that, you know, the country needs to stay locked down forever. But it’s a cost/benefit situation,” Bhatt says. “The longer you stay in lockdown, the less infections you have. People aren’t moving around. When you release lockdown and you go for milder interventions, economic stability can return to some degree, but you then have the rise of infections that is possible. What we are saying is that some degree of intervention [against the virus] needs to be in place.”

The researchers from both papers say that people need to understand how much of an impact the lockdown measures have been having. Hsiang at Berkeley says that as difficult as this year has been, things would have been much worse if millions of people around the globe hadn’t stayed home.

“Without these policies deployed,” Hsiang says. “We would have lived through a very different April and May.” A period so bad, he says, “that we believe it’s probably almost unimaginable.”

Shutdown orders to close nonessential businesses and keep most people at home over the last two months helped the U.S. avoid nearly 5 million confirmed coronavirus cases, according to a new study published Monday.

The study, which was conducted by researchers at the University of California at Berkeley, examined how 1,717 public policy interventions, from stay-at-home orders to travel bans, affected the spread of the virus in six countries: the U.S., China, South Korea, Italy, France and Iran. 

The study found that those countries managed to avoid 62 million confirmed cases of Covid-19, including 4.8 million in the U.S., by implementing so-called lockdown or stay-at-home orders. Because many infections are not formally diagnosed, the researchers estimated that restrictions actually prevented as many as 530 million infections in those countries — 60 million in the U.S. alone.

“Our results suggest that ongoing anti-contagion policies have already substantially reduced the number of COVID-19 infections observed in the world today,” the researchers wrote. 

When it comes to such policies, timing is key, the researchers wrote, adding that “seemingly small delays in policy deployment likely produced dramatically different health outcomes.”

In the U.S., San Francisco Bay area officials were the first to issue a “shelter in place” order on March 16 that affected nearly 7 million residents. Three days later, California Gov. Gavin Newsom became the first governor to issue a state-wide stay-at-home order. In the days that followed, the majority of states across the country followed suit.

In lieu of pharmaceutical preventatives or treatments for Covid-19, population-based, non-medical alternatives like stay-at-home orders have been key to the U.S. and global response to the pandemic. 

In New York, which rapidly became the initial epicenter of the U.S. outbreak, Gov. Andrew Cuomo did not issue a stay-at-home order until March 20, when daily confirmed cases across the state were already rising by nearly 3,000 per day. 

With the U.S. unemployment at record highs and daily new confirmed cases across the country plateauing, every state has begun to ease restrictions and reopen. New York City, once the hardest hit part of the country by the coronavirus, shifted into its first phase of reopening on Monday, putting more than 200,000 New Yorkers back to work.

President Donald Trump on Friday publicly questioned governors who still have restrictions and forced business closures in place. He said that early in the outbreak, he supported such restrictions, describing it as the “the hardest decision of my life.”

“Look at what’s going on in Florida, it’s incredible,” Trump said at a news briefing to discuss better-than-expected May jobs numbers. “If you look at so many different places that have opened up … the ones that are most energetic about opening they are doing tremendous business and this is what these numbers are all about.”

Without the restrictive policies, the Berkeley researchers estimated that the early infection rates of Covid-19 would have  grown at an average of 43% per day across the six countries. That means the number of infected people would double roughly every two days.

“During the early stages of an epidemic, a large proportion of the population remains susceptible to the virus, and if the spread of the virus is left uninhibited by policy or behavioral change, exponential growth continues until the fraction of the susceptible population declines meaningfully,” the researchers wrote. 

Such restrictive policies were made with limited information as the new virus, which emerged just over six months ago in Wuhan, China, crept across the world to the U.S., the researchers wrote. They said they conducted the study in hopes of making clear the health benefits of such policies for countries that have yet to face a large outbreak.

“Societies around the world are weighing whether the health benefits of anti-contagion policies are worth their social and economic costs,” the researchers wrote.

Further research should examine the impact of such policies on hospitalizations and deaths rather than just confirmed cases, the researchers said.

The overwhelming majority of states have given businesses the green light to start reopening in hopes of containing the damage, with some going as far as allowing retail stores, restaurants and hairdressers to start serving customers again in limited capacities.

But other holdouts such as New York and Washington – despite revealing phased plans to do so – remain for the most part locked down indefinitely.

In Pennsylvania, Gov. Tom Wolf announced Friday that 13 western counties, including the Pittsburgh metropolitan area, would be permitted to gradually reopen next week, joining 24 counties across the northern part of the state. The only western county held back, Beaver County, is home to a severe nursing home outbreak where dozens have died and a congressman is calling for an investigation.

Beaver County officials blasted Wolf’s decision at a news conference Friday, saying the entire county shouldn’t be forced to stay shut down because of the problems at a single facility. The Beaver County district attorney, meanwhile, said he doesn’t want local police enforcing the business shutdown, nor would he prosecute violators.

“Our business owners and residents cannot become prisoners in our own county,” said Daniel Camp III, chairman of the Beaver County Board of Commissioners, calling Wolf’s decision to keep Beaver locked down “unwarranted and irrational.”

Wolf accused Beaver County officials of “jeopardizing lives” and said local officials’ anger at him is misdirected.

“I understand the frustration. But again the frustration has to be directed at the real enemy here. It’s the virus. It’s not the regulation,” he said.

“As we look at what we need to do to responsibly reopen the state, we can’t help but note that yesterday, May 6 — so this is now over two months since our first case — 325 people walked through or were taken through the doors of hospitals,” New Jersey Gov. Phil Murphy said Thursday as protesters amassed once again at its statehouse in Trenton, reportedly chanting “open New Jersey now” and “freedom over fear!”

New Jersey – another one of the holdouts – reopened its parks and golf courses last week. Murphy around that time told “Fox & Friends” that the rest of his state’s reopening can begin to be phased in “as soon as we can responsibly get the health challenges under control” — which he thinks could be in a matter of weeks, not months. But as of Friday, that exact date remains unclear.

In Maryland, protests broke out over the weekend with some people calling on Gov. Larry Hogan to lift the state’s stay-at-home order and closures, which as of this Friday remain in effect for many industries and businesses across the state with no clear end date in sight. Hogan told Fox News on Sunday that while he was sympathetic, the number of confirmed cases in Maryland is continuing to rise.

“We’re hoping to get our numbers to plateau so we can get things open as quickly as possible because we have too many people not working and too many businesses that are suffering,” he said.

And in New York — which has suffered the most coronavirus deaths of any state in the nation–Gov. Andrew Cuomo outlined a set of criteria this week that each region must meet before phase one of its opening plan can begin. The soonest any region could start reopening is May 15, as the state’s stay-at home orders expire on that date. Yet some regions are being held up solely because they lack the testing levels Cuomo is seeking, leaving residents guessing how long it will take to meet that threshold.

“I get the emotion — everybody would like to see everything reopen tomorrow. Me, first and foremost. Everyone. On every level – personally, economically,” Cuomo said during his daily press briefing Friday. “But… we are now in control and we have the virus on the run because we have been smart and because we have been disciplined.”

The debate on America reopening its economy hit a flashpoint on April 30, as dozens of protesters — some of whom were carrying rifles – gathered inside Michigan’s Capitol building to voice their opposition to Gov. Gretchen Whitmer’s stay-at-home order.

As of this week, the tensions there remain, as one Michigan state lawmaker was spotted heading into work while being flanked by armed escorts.

CORONAVIRUS IN THE US: STATE-BY-STATE BREAKDOWN 

Elsewhere, incidents have broken out over the use of face masks during the pandemic.

In Oklahoma, the city of Stillwater lifted a coronavirus mask requirement last week following reports of physical confrontations — and a threat of violence involving a gun — at reopened stores and restaurants. In Alabama, an off-duty police officer recently was captured on video appearing to body-slam a shopper at a Walmart store after she allegedly refused to wear a face mask and became disorderly, authorities said.

And on the Internet, debates have been raging over which Americans are following their states’ safety guidelines and which aren’t, sometimes pitting neighbors against each other.

Yet as states begin to pull back the restrictions on their economies, experts like Dr. Anthony Fauci, who is the head of the National Institute of Allergy and Infectious Diseases (NIAID) and a member of the Coronavirus Task Force – are urging them to take caution.

“You can’t just leap over things and get into a situation where you’re really tempting a rebound,” he told NBC’s “Today” show in a recent interview. “That’s the thing I get concerned about. I hope they don’t do that.

“When you pull back, there will be cases,” he added.

PARIS (AP) — Coronavirus lockdown is proving a particularly tough ordeal for children with disabilities and their families.

Special schools and support programs have been shut down. After weeks of lockdown, a 14-year-old French boy with autism took a pickax to the wall of his house with the hope that he could finally go out.

He’s one of France’s 350,000 school students with disabilities.

France’s particularly tough lockdown measures were a shock to many children with special needs, cut off from their friends and teachers, deprived of their reassuring routine.

Similar dramas are playing out in families around the world, as parents work extra-hard to allay their children’s fears.
