]]>President Trump recently ordered a 12,000-troop reduction in American military personnel stationed in Germany. That leaves about 24,000 American soldiers still in the country.
A little more than half of the troops being withdrawn will return home. The rest will be redeployed to other NATO member nations such as Belgium, Italy, and perhaps Baltic and Eastern European countries.
German Chancellor Angela Merkel is said to be furious. She claims the redeployments will “weaken the (NATO) alliance.” German commercial interests chimed in that the troop withdrawals will hurt their decades-old businesses serving U.S. bases.
Perhaps, but Merkel surely cannot be surprised. Six years ago, all NATO members pledged to spend 2 percent of their GDP on defense. Yet only eight of 29 so far have kept their word.
Germany spends only about 1.4 percent of its GDP on defense. As NATO’s largest, wealthiest and most powerful European member, it sets the example for the rest of alliance.
Merkel’s reneging on her 2014 pledge helps explain why less wealthy and influential NATO members also see no reason to meet their obligations.
Germany surely knows that 2020 marks the 75th anniversary of the end of the World War II, and the 29th year since the fall of the Berlin Wall — the symbolic end of the Cold War.
Will there be any point in the future when Europe is confident enough to be a full defense partner with the U.S. rather than an eight-decade client?
NATO, of course, still provides a common European defense, but only by habitually relying inordinately on U.S. military contributions. That dependence seems increasingly odd when the European Union has an aggregate GDP nearly as large as America’s.
More important, NATO’s frontline threats are now mostly concerned with rogue member Turkey, especially its bullying of Greece and its increasingly aggressive stance in the Middle East.

Russia always poses a threat to Europe. But the likely flashpoints are not on the German border, but more likely eastward in the Baltic states or on the Russian frontier with Poland.
Moreover, the Merkel government has concluded, over American objections, a huge natural gas deal with Russia that is currently under some U.S. sanctions and short of cash.
Russian energy exports to Germany are said to earn Russia $10 billion a year, with a likely doubling of that income once additional pipelines to Germany are completed.
Merkel likes to lecture the world on moral issues, but what is so noble about empowering Russian President Vladimir Putin, who recently reclaimed Crimea and seems now to be eyeing Belarus?
Like a modern-day Byzantine emperor Justinian, who recovered much of the lost Western Roman Empire, Putin seems to think he can reabsorb the lost Soviet republics.
In recent polling, Germans were more anti-American than any other nation in Europe. And while about 75 percent of Americans believe the U.S. still has a good relationship with Germany, only about a third of Germans feel that way about the U.S. Nearly half the German population in some polls want U.S. troops out.

Note that Germany piles up the largest annual trade surplus with the U.S. of any nation in Europe — roughly $55 billion to $70 billion in most years. The Trump administration says the surpluses have grown in large part due to asymmetry in tariffs and duties, with Germany the far more protectionist of the two partners.
With Germany now united, rich and often angry, and with the Soviet threat largely over, it’s Germany, not the U.S., that seems to have altered its view of this once-solid relationship.
Does Merkel really believe that if her nation cuts huge deals with NATO’s historically greatest threat, polls as the most anti-American country in Europe and still refuses to honor its promises to increase defense spending, Germany still deserves a large American commitment of 36,000 troops to anchor its defense?
There is one caveat that the Trump administration and other European countries might consider.
According to its founders, NATO was created for three reasons: to keep the always aggressive Russians “out” of Europe, to keep the often isolationist Americans “in” to help protect it, and to keep the supposedly restless Germans “down” in order to avoid a replay of their invasions that ignited both world wars.

In other words, the huge defense commitment to an often ungracious Germany over eight decades was not just envisioned to create a central base from which to protect Europe from ancient Russian ambitions, but also to remind Germany itself of its checkered past.
That third mission seems ossified and silly now. But it is not entirely forgotten, and it may explain why many in Europe — and some in Germany itself — are worried when any American soldiers leave Germany.

]]>A host of countries around the world that were hailed for their responses to the coronavirus are now dealing with new outbreaks of COVID-19, calling into question their early successes and moves to reopen their economies.
Vietnam and Australia, which were praised for taking severe early steps to block the virus’ spread, are dealing with notable new outbreaks. In Europe, Spain and other EU countries that outpaced the U.S. in flattening the curve of COVID-19 cases this summer are facing pressure to clamp down again as they tentatively reopen public life.
“Contagion has fallen, but the numbers show that the virus continues to circulate, giving rise to outbreaks at local level, which have been identified and contained,” Italian Prime Minister Giuseppe Conte told lawmakers in Rome on Tuesday as he announced that the country’s COVID-19 state of emergency would be extended into October.
“The international situation remains worrying, and what is happening in countries close to us obliges us to be watchful,” Mr. Conte said.
Japanese health officials are pressing Prime Minister Shinzo Abe to consider reinstating tougher measures as the country experiences its worst infection rates since mid-April. They say it is far too early to declare victory.
“If the situation changes, the government may change its approach, and it’s vital to explain to the public the rationale behind any twists in its response to the pandemic,” Shigeru Omi, who heads a government subcommittee on COVID-19 measures, told the NHK network.
Over 16.5 million people around the world have tested positive for COVID-19, according to the Johns Hopkins University tracker. Of those, 655,300 have died as of Tuesday evening and 9.6 million have recovered.
The U.S. leads the case number statistics by a wide margin, having reported over 4.3 million cases and 148,298 deaths. These numbers are nearly double those in Brazil, which has reported the second-highest number of cases at 2.4 million.
Critics of the Trump administration’s response to the coronavirus outbreak have repeatedly pointed to other governments that apparently proved far more effective in keeping infection rates and death totals low.
But the persistence of the virus and the rising fear of complacency in some capitals are forcing another look at the supposed success stories.
European outbreaks
Despite an extended travel ban on the U.S. and other COVID-19 hot spots, European countries such as Spain, Germany, Belgium and the United Kingdom are reporting new increases in cases. They began to tentatively reopen their economies and cities weeks ago after claiming to have a hold on the outbreaks.
Germany’s foreign ministry issued a notice Tuesday cautioning against travel to three regions in Spain because of “renewed high levels of infections and local lockdowns.”
Spain emerged as an early epicenter of COVID-19. It has reported 278,782 confirmed cases, 28,434 deaths and 150,376 recoveries. In June, it ended a state of emergency that had been declared because of the pandemic.
About the same time, Germany lifted its travel warning for the popular tourist destination after showing a decline in infections, but Spain has reported a spike in infection rates in the northern regions of Catalonia, Aragon and Navarre.
Catalonia’s government rejected Germany’s advisory and said it is “responsible” and “working to protect the life and health of people who live here or are visiting us.” Aragon’s regional office called the recommendation “discriminatory.”
Germany is facing its own struggles to contain a recent surge in new cases.
The country received international praise for its quick response to the health crisis and the relatively low death toll for its large population. However, Germany has reported over 3,600 coronavirus infections in the past week.
The head of Germany’s public health system said Tuesday that he is “very concerned” about the rising statistics.
“The rise has to do with the fact that we have become negligent,” Lothar Wieler, head of Germany’s Robert Koch Institute for infectious diseases, told reporters.
“The new developments in Germany make me very worried,” he said. He urged people to abide by social distancing rules.
Summer travelers quickly took advantage of Europe’s reopening of borders, a move experts fear will cause a second wave of COVID-19.
“It is irrelevant if you are on holiday or at home,” Mr. Wieler said. “The holiday is as much a part of the precautions against the spread of COVID-19 as your work and home life. The setting is irrelevant.”
Asia on edge
In Asia, several countries that appeared to have a handle on the virus are returning to a state of lockdown after new cases spiked.
Vietnamese authorities this week rushed to evacuate 80,000 people, mostly local tourists, from its popular tourist destination of Da Nang after three residents tested positive for COVID-19.
The latest outbreak marks the first time in 100 days that Vietnam has recorded its first locally transmitted COVID-19 case.
Vietnam has also been hailed for implementing an aggressive strategy, including early testing and quarantining for travelers, to curb the virus’ spread. The country sealed off most of its borders to foreign travelers in March and still does not allow most international visitors.
Life has begun to return to normal in China, where the outbreak began late last year, but authorities have declared a “wartime” state in the northwestern region of Xinjiang and a lockdown after 47 new cases were found in one week in Urumqi. Before the current outbreak, the city had not reported any COVID-19 cases in almost five months, health authorities said.
Australian officials are fighting a particularly virulent wave of infections in Melbourne and have issued orders for a second lockdown after a new outbreak in its suburban regions.
Countries whose leaders decided to fight the pandemic their own way or denied that the coronavirus represented a threat are also being forced to recalculate.
North Korea, whose claims that it did not have a single COVID-19 case were widely disbelieved by epidemiologists, has just acknowledged its first case. The regime in Pyongyang blamed the transmission on a defector who had been in South Korea but returned home.
North Korean leader Kim Jong-un convened an emergency meeting of government experts over the weekend. Outside experts warned that a major outbreak could easily overwhelm the North’s bare-bones health care system.
Alexander Lukashenko, the authoritarian leader of Belarus, has likewise resisted the need for a strict response and has suggested that drinking vodka, using a sauna and playing ice hockey can curb the outbreak.
But Mr. Lukashenko’s suggestions appear to have failed him as he acknowledged Tuesday that he had been infected with the coronavirus and has since recovered.
“Today you are meeting a man who managed to survive the coronavirus on his feet,” he said. “This is what doctors concluded yesterday. Asymptomatic,” he said.
He added that 97% of the Belarusian population carries the virus asymptomatically, though he didn’t provide a source for the statistic.
As countries struggle to end COVID-19 outbreaks within their borders, the World Health Organization warned Tuesday that it was no time for any nation — regardless of the severity of their outbreaks — to be complacent.
“It’s going to go up and down a bit,” WHO spokeswoman Margaret Harris told reporters.
“What we all need to get our heads around is this is a new virus and … this one is behaving differently,” she said. “The best thing is to flatten it and turn it into just something lapping at your feet.”

]]>The Trump administration’s struggles to get control of violent nationwide protests has sparked comment and criticism from even some of America’s staunchest allies, potentially driving a wedge between the U.S. and its partners as demonstrations spread around the globe and the U.S. seems paralyzed by an onset of crises.
A week after George Floyd died during a confrontation with Minnesota police, the racially charged firestorm has taken hold in all corners of the world.
America’s main adversaries seem to be taking delight in the unrest. China and Iran are openly mocking the U.S. and claiming that the nation’s deep-rooted racism and ineffective political system have led to an inevitable reckoning.
Even more striking has been the criticism from friends and traditional allies. Officials in Britain and Germany took subtle swipes at American leaders Monday, and leading newspapers in Australia declared that the U.S. is “tearing itself apart” and that the American political system has failed spectacularly.
Top British officials publicly called on the U.S. to cease all harassment of journalists trying to cover the growing protests. British photographer Adam Gray reportedly was arrested in New York City on Sunday while covering the demonstrations.
“The reporter’s arrest and incident are very concerning. Journalists around the world must be free to do their job and hold power to account without fear of arrest or violence,” a spokesman for British Prime Minister Boris Johnson told Business Insider. “It’s the consistent position of the U.K. that journalists must be able to do their jobs without fear of arrest or violence.”
In Germany, top officials seemed to mock President Trump’s plan to declare the group Antifa as a terrorist organization. The far-left group, which considers itself “anti-fascist,” has been responsible for some of the violence across major U.S. cities in recent days, the president has said.
Germany’s center-left Social Democratic Party, a junior partner in Chancellor Angela Merkel’s governing coalition, described itself on Twitter as “157 (years old) and Antifa. Naturally.” The tweet refers to the country’s strong stand against all fascist and neo-Nazi elements in the post-World War II era.
The European Union issued a statement with language aimed at Washington that is more typically reserved for autocratic nations in the developing world.
The EU said it hoped “all the issues” related to the protests in the U.S. “will be settled swiftly and in full respect for the rule of law and human rights.”
Overseas press coverage, even in friendly capitals, has been particularly harsh.
Sydney Morning Herald political editor Peter Hartcher argued in a Monday column that the U.S. is forfeiting the moral high ground to China and other competitors because it has failed to address festering problems.
“The U.S. is tearing itself apart,” he wrote. “America’s problems are not intrinsic to liberal democracy. They are American failures. … The U.S. today is in such a poor state because its biggest problems never get solved — they just accumulate.”
Amid such criticism, the U.S. is racing to head off other potential headaches around the world, some self-inflicted. In Zimbabwe, government officials summoned the U.S. ambassador Monday to explain comments from White House National Security Adviser Robert O’Brien a day earlier. Mr. O’Brien told ABC News on Sunday that Zimbabwe is one of several nations using social media to stoke discord in the U.S.
Officials in Zimbabwe rejected the allegation.
“We prefer having friends and allies to having unhelpful adversity with any other nation, including the USA,” said Nick Mangwana, a spokesman for the Zimbabwean government.
Meanwhile, large-scale protests in support of Mr. Floyd have erupted across Europe and even as far as New Zealand. Major demonstrations haven’t broken out in Africa, but U.S. embassies on the continent seem to be taking proactive approaches to tamp down brewing anger.
“We are deeply troubled by the death of Mr. George Floyd in Minneapolis,” the U.S. Embassy in Nairobi, Kenya, said in a Twitter message over the weekend. “The U.S. Department of Justice is conducting a full criminal investigation as a top priority. Law enforcement officials must be held accountable in every country.”
Taking advantage
For America’s chief adversaries, the increasingly violent protests have offered a golden opportunity to twist a knife into the U.S. at its most vulnerable moment.
No country has been more overt in its attacks than China, which seems to view the volatile situation as a chance to exact payback after the White House pinned much of the blame on Beijing for the global COVID-19 pandemic and has launched a global campaign criticizing Beijing’s crackdown on pro-democracy movements in Hong Kong.
State-sponsored media outlets in China have piled on in recent days and alleged that Mr. Floyd’s death and the subsequent chaos should prove that Washington is wrong to view Beijing as the enemy and should instead look within.
“In pursuing an all-embracing vilification of China, the White House and its supporters are deceiving the public as to not only what America’s true problems are, but what they always have been — that is that the United States is a deeply unequal and divided country with staggering levels of wealth inequality, structural racism and underwhelming poverty unprecedented within the developed world,” reads a piece published Monday by the China Global Television Network. “The violent unrest stemming from Floyd’s killing is a marked demonstration of these issues, illustrating the frustration and despair felt by many in the country.”
Top administration officials sought to keep the focus on China’s human rights abuses, including its harsh crackdowns in Hong Kong.
“These are the kinds of actions that authoritarian regimes take, and they have a real impact not only on the Chinese people there in China and Hong Kongers in Hong Kong, but a real impact on people all around the world,” Secretary of State Mike Pompeo said on a podcast hosted by the American Enterprise Institute. “And the United States has a responsibility and the capability to push back against that, ensure that the American people are properly served by a foreign policy that recognizes the threats that emanate from China today.”
Chinese officials have also gleefully pointed to what they say are contradictions in Washington’s lectures on tolerating protests in Hong Kong while trying to control unruly crowds in the U.S.
On Chinese social media sites, the phrase “Bunker Boy” was trending. It was a mocking reference to Mr. Trump’s refusal to meet with demonstrators outside the White House after the administration urged Chinese President Xi Jinping to talk personally with Hong Kong’s protesters.
Mr. Pompeo has had to directly confront other American adversaries seeking to capitalize on the problems gripping the U.S.
Iranian Foreign Minister Javad Zarif, a frequent thorn in the side of the administration who routinely blasts Mr. Pompeo and Mr. Trump on social media, took to Twitter over the weekend to accuse the U.S. of oppressing minorities.
“Some don’t think #BlackLivesMatter,” he tweeted. “To those of us who do: it is long overdue for the entire world to wage war against racism. Time for a #WorldAgainstRacism.”
U.S. leaders also have targeted Russia for promoting violence and unrest. Former White House National Security Adviser Susan E. Rice said Sunday that foreign actors are pushing violence and that the incendiary rhetoric across social media is “right out of the Russian playbook.”
The accusations led to a harsh response from Moscow. Officials echoed their Chinese and Iranian counterparts in claiming the U.S. is ignoring its own problems.
“The United States has certainly accumulated systemic human rights problems: race, ethnic and religious discrimination, police brutality, bias of justice, crowded prisons, and uncontrolled use of firearms and self-defense weapons by individuals, to name a few,” the Russian Foreign Ministry said in a statement.
“We are urging the U.S. authorities to take effective measures to improve the current state of affairs” and honor international commitments.

The number of coronavirus cases is once again on the rise in Germany just days after the country began easing additional lockdown measures, according to Saturday’s report from the country’s public health agency.
German police, meanwhile, said more than 130 people were detained when protests turned violent in Berlin and other cities on Saturday. Thousands took to the streets across the country to demand the lockdown, which has been in place since mid-March, be lifted even quicker.
The Robert Koch Institute (RKI), Germany’s federal disease control and prevention agency, said in its daily bulletin Saturday that the country’s reproduction (R) rate, which measures the number of people each confirmed COVID-19 patient now infects, has risen to 1.1, Reuters reported. Once the figure exceeds 1, that means the number of cases nationwide is on the rise.

In its report on Sunday, RKI recorded 667 new coronavirus cases, which brought the nationwide tally of confirmed infections to 169,218. At least 26 new deaths were recorded, making a total of 7,395 coronavirus fatalities nationwide.
Despite its large caseload, Germany has kept the death toll far lower than in other European nations stricken with the virus in part due to widespread, early testing, lockdown measures and its well-funded and operated health care system, according to Reuters.
After meetings with leaders from Germany’s 16 states, Chancellor Angela Merkel announced Wednesday the country would begin easing its lockdown restrictions, allowing shops to reopen and school children to gradually return to classrooms. Germany’s football league system, Bundesliga, was cleared to restart as early as May 16.
Merkel added she would launch an “emergency brake” to require local officials to reinstate lockdown measures should infections rise above a threshold of 50 per 100,000 people, the BBC reported.
Karl Lauterbach, a Social Democrat lawmaker and professor of epidemiology in Germany, took to Twitter on Saturday to lament that large crowds observed in his home city of Cologne could contribute to infections picking up again in the country, Reuters reported.
“It has to be expected that the R rate will go over 1 and we will return to exponential growth,” Lauterbach tweeted. “The loosening measures were far too poorly prepared.”
More than 3,000 protesters – flouting social distancing measures – gathered peacefully in Munich on Saturday accusing the government and medical professional of inciting panic and prolonging the lockdown to infringe on their rights, German broadcaster Deutsche Welle reported.
At least 131 people were arrested after two separate protests in Berlin were broken up by police after some demonstrators began throwing bottles at officers, Euro News reported.
Police said another 23-year-old man was arrested in the western city of Dortmund after allegedly attacking a TV crew. Protesters in Cologne allegedly were encouraging those entering newly reopened shops to remove their face mask, according to authorities.
Meanwhile, Germany’s interior minister is making an exception for cross-border entry to allow children who live outside Germany to enter the country for a Mother’s Day visit.

The country’s pandemic restrictions currently forbid entry into the country except for “compelling reasons” such as work. This would have prevented families that live across the border from visiting Sunday on Mother’s Day.
But Interior Minister Horst Seehofer approved a decision by border police to include filial visits on Mother’s Day to the list. Like cross-border commuters, they will also be exempt from the rule that requires people entering Germany to quarantine for two weeks.

Germany and the UK are advancing with plans for medical trials using human volunteers in the race for a vaccine against COVID-19, according to reports.
The Paul Ehrlich Institute in Germany on Wednesday green-lighted the trials for a vaccine established by regional company BioNTech and US pharma giant Pfizer, according to Agence France-Presse.
” The Paul-Ehrlich-Institute … has actually authorized the first medical trial of a vaccine against COVID-19 in Germany,” PEI, the federal institute for vaccines, stated in a statement.
Tests of the vaccine prospect– called BNT162– also are planned in the US, once regulative approval for testing on people is secured in the country, according to Reuters.
The trials will consist of “200 healthy volunteers aged between 18 and 55 years” who will be vaccinated with versions of the RNA vaccine. A second phase could consist of volunteers from high-risk groups.
Neither PEI nor the developers defined when the trial will begin, though Biontech said in a declaration that it would be “soon” and “ahead of our expectations.”
The trial is only the 4th worldwide of a preventive representative targeting the coronavirus, which has so far killed more than 177,000 people and contaminated about 2.5 million, according to figures from Johns Hopkins University.
In the UK, meanwhile, scientists will quickly start recruiting volunteers for medical trials on a 2nd vaccine that are set to begin in June with Imperial College London, according to the Sun.
