A retired Wisconsin Air National Guard colonel is clarifying controversial comments she made about slain Fort Hood soldier Vanessa Guillen, saying she didn’t mean to imply that sexual harassment is the “price of admission” for women in the military.

Betsy Schoeller, who is also a senior lecturer at the University of Wisconsin-Milwaukee, issued a statement Sunday offering her condolences to Guillen’s relatives and “all victims” sexual assault and harassment.

But Schoeller insisted she didn’t “mean to imply” she believed that sexual harassment comes with the territory for women in the military and “if you’re going to cry like a snowflake about it, you’re gonna pay the price” – as she posted days earlier on a private Facebook page for veterans.

“I did not mean to imply that this is how I feel,” Schoeller said Sunday. “I was giving voice to the messaging that women hear in the culture of sexual harassment: The message we received from the culture is not only will you suffer from sexual harassment, if you squawk about it, you will suffer even more.”

A petition calling for Schoeller to be fired from her job at the university’s School of Information Studies has eclipsed more than 131,000 signatures as of early Monday.

University officials, meanwhile, denounced her remarks in a statement Saturday but said it could not regulate the private speech of its employees. She has worked as the school for 23 years, the Milwaukee Journal-Sentinel reported.

Schoeller, who retired as a colonel from the Wisconsin National Guard in 2017, told the newspaper she was sexually harassed while serving in the military. Schoeller thought her remarks about Guillen on Facebook were private, she said.

“When you look at my comment, I was not talking about one person specifically,” Schoeller said. “I was only voicing that message that we get as women. Being called names. Being called ‘sissy’ and any derogatory term you can think of.”

Schoeller said she hopes her statement issued Sunday clarifies her original post, which she insists was “misinterpreted.”

“I hope this message provides the context that was missing from my original Facebook posting,” the statement read. “Individuals cannot change the system alone. We need to stand together to be strong and to focus our energies on making sure that what happened to SPC Vanessa Guillen doesn’t happen to anyone else ever again.”

Human remains found in a shallow grave in Texas last week have been identified as Guillen, an attorney for her family said Sunday.

Guillen, 20, was last seen on April 22 at Fort Hood, where she was based. Federal and military investigators believe she was killed and dismembered by fellow soldier Aaron David Robinson, 20, who took his own life last week as police tried to contact him.

Prior to her disappearance, Guillen’s relatives said she told them she was being sexually harassed by one of her sergeants at Fort Hood, the Journal-Sentinel reported. But Army investigations have said there’s no evidence to back up those allegations.

Homeland Security is setting up a new task force to prepare to surge personnel to locations where riots threaten statues, monuments or other historic landmarks on federal property, the department announced Wednesday.

Acting Secretary Chad F. Wolf said they’re getting in place ahead of the Independence Day holiday, and will be ready to assist other agencies. He said the task force is a response to President Trump’s executive order last week.

“DHS is answering the president’s call to use our law enforcement personnel across the country to protect our historic landmarks,” Mr. Wolf said in a statement. “We won’t stand idly by while violent anarchists and rioters seek not only to vandalize and destroy the symbols of our nation, but to disrupt law and order and sow chaos in our communities.”

Homeland Security’s combined agencies make up the country’s largest policing force, with the Secret Service, Customs and Border Protection, Immigration and Customs Enforcement and the Federal Protective Service all staffed with trained law enforcement officers and agents.

Some of those were used during the riots in Washington, D.C., last month. And CBP flew a Predator drone over protests and riots in Minnesota to keep tabs on the situation there.

Both of those deployments have sparked criticism from Democrats on Capitol Hill, who have demanded to know why federal forces were tasked with responding to local unrest.

Attorney General William P. Barr on Friday directed the formation of a task force that will be dedicated to countering “anti-government extremists,” escalating federal law enforcement’s response to the violence that has sometimes marked nationwide protests against police brutality and racism, according to a memo obtained by The Washington Post.

In the memo, Barr wrote that amid peaceful demonstrations, anti-government extremists had “engaged in indefensible acts of violence designed to undermine public order.”

“Among other lawless conduct, these extremists have violently attacked police officers and other government officials, destroyed public and private property, and threatened innocent people,” Barr wrote in a directive to all the Justice Department’s law enforcement components and U.S. attorneys. “Although these extremists profess a variety of ideologies, they are united in their opposition to the core constitutional values of a democratic society governed by law. . . . Some pretend to profess a message of freedom and progress, but they are in fact forces of anarchy, destruction, and coercion.”

Barr’s memo said that, in the past month, the Justice Department had disrupted extremists “of all persuasions,” and he singled out two: “those who support the ‘Boogaloo,’ ” a radical right-wing group whose adherents openly anticipate civil war, and “those who self identify as Antifa,” a far-left-leaning ideology that encompasses communists, socialists and anarchists.

“Some of these violent extremists, moreover, may be fortified by foreign entities seeking to sow chaos and disorder in our country,” Barr wrote, though he offered no specifics.

Barr has previously warned of a “witch’s brew” of extremist groups taking advantage of the protests to incite mayhem, and he has singled out in particular antifa, which President Trump also has sought to blame for violence at demonstrations. That has drawn some criticism, because of more than 120 people the department has charged federally with protest related crimes, none has been alleged to have ties to an organized antifa group, according to public summaries of the cases.

The vast majority of those charged seem to be individual actors intent on sowing chaos. And they represent a minuscule fraction of the thousands who have peacefully protested police violence and racism throughout the country.

According to Barr’s memo, the task force will be led by Craig Carpenito, the U.S. attorney for New Jersey, and Erin Nealy Cox, the U.S. attorney for the Northern District of Texas, and it will include representatives from the FBI and federal prosecutor shops across the country. Barr wrote that it would develop information about “extremist individuals, networks, and movements” and share that data with local law enforcement. The group will also provide training and resources to local authorities to help prosecute anti-government extremists, Barr wrote.

“The ultimate goal of the task force will be not only to enable prosecutions of extremists who engage in violence, but to understand these groups well enough that we can stop such violence before it occurs and ultimately eliminate it as a threat to public safety and the rule of law,” Barr wrote.

Adhering to a radical ideology, right or left, is not a crime, and the task force might face legal limitations in what it can investigate.

In an interview with NPR on Thursday, Barr said the Justice Department has “approximately 300 investigations” nationwide, some involving people who identify as “antifa.” Asked why the department had not made any such public allegations in court, Barr said that in early proceedings, the department doesn’t charge people with being members of antifa, but rather, for crimes such as throwing a molotov cocktail or possessing a gun.

“But we are building. We are obtaining information and intelligence about the operations of these people,” he said.

The Anti-Defamation League has tracked dozens of instances of what it calls a “small but vocal array” of right-wing extremists appearing at protests. In New Mexico earlier this month, an armed militia group showed up at a demonstration to tear down a monument to Spanish conquistador Juan de Oñate, a 16th-century despot who massacred indigenous people. After the group clashed with those wanting the statue to come down, a man was shot — though members of the group have said they did not know the shooter or the victim.

Trump has recently taken aim at those seeking to topple monuments, particularly after demonstrators tried to bring down a bronze statue of President Andrew Jackson in a park next to the White House on Monday. The attempt was thwarted by police, but the next morning, Trump vowed severe punishment for those seeking to vandalize monuments, tweeting that he had “authorized the Federal Government to arrest anyone who vandalizes or destroys any monument, statue or other such Federal property in the U.S. with up to 10 years in prison, per the Veteran’s Memorial Preservation Act, or such other laws that may be pertinent…..”

Officials said at a news conference that Carrillo, who is also charged in the murder of a Santa Cruz County Sheriff’s sergeant, thought it would be easier to target law enforcement and get away during demonstrations over police violence.

With the coronavirus siphoning as much as $9 billion in tax revenue from New York City, Mayor Bill de Blasio said on Wednesday morning that the city might have to lay off or furlough 22,000 municipal workers this fall.

“We are running out of options here,” the mayor said. “That is the blunt truth.”

Mr. de Blasio described the layoffs and furloughs as a potentially necessary move in light of substantial budgetary shortfalls brought about by the pandemic’s steep reduction in business activity.

As the pandemic has continued to paralyze New York’s economy, the administration’s estimates of its own budget shortfalls have continued to rise, forcing the city to plan for spending cuts in numerous areas. The mayor said the administration was now looking for another $1 billion in savings.

Mr. de Blasio said he was talking with municipal labor unions in the hope of finding savings that would forestall layoffs from a city work force that numbered 326,000 by the end of 2019, according to the Citizens Budget Commission.

He has also sought authority from Albany to take on debt for operating costs, though state legislators have seemed reluctant to grant him that authority.

On Monday, the mayor suggested that it would be foolish to hold out for further relief from Washington lawmakers.

“For weeks and weeks, we all had the hope that there would be a federal stimulus plan by now,” Mr. de Blasio said. “It’s quite clear that’s not happening.”

The Air Force became the first U.S. military branch to select a woman to serve as the highest-ranking noncommissioned officer in the military on Friday.

Chief Master Sgt. JoAnne Bass, the current command chief for Second Air Force, will become the 19th chief master sergeant of the Air Force and will succeed Chief Master Sergeant of the Air Force Kaleth Wright, who is expected to retire Aug. 14.

“I’m honored and humbled to be selected as the 19th chief master sergeant of the Air Force and follow in the footsteps of some of the best leaders our Air Force has ever known,” Bass said in a news release. “The history of the moment isn’t lost on me; I’m just ready to get after it. And I’m extremely grateful for and proud of my family and friends who helped me along the way.”

The incoming Air Force Chief of Staff, Gen. Charles “CQ” Brown, said Bass was selected because of her skills, temperament, experience and a leadership style similar to his own.

“I could not be more excited to work side-by-side with Chief Bass,” Brown said. “She has unique skills that will help us both lead the Total Force and live up to the high expectations of our Airmen.

“She is a proven leader who has performed with distinction at every step of her accomplished career,” he added. “I have no doubt that Chief Bass will provide wise counsel as we pursue and implement initiatives to develop and empower airmen at all levels.

Bass was the “consensus choice” out of more than a dozen candidates, the Air Force said. She will advise Brown and Air Force Secretary Barbara Barrett on the best use of the service’s 410,000 enlisted members and on issues regarding welfare, readiness and morale.

Both she and Brown will focus on the Air Force’s shift away from fighting terrorism to threats posed by China, Russia and other adversaries, the Air Force said. Both grew up in Army families.

Brown will become the military branch’s 22nd chief of staff in August, succeeding Gen. David Goldfein. He will be the first African-American serve as chief of staff for any U.S. military branch.

Bass acknowledged the strong “chemistry” between her and Brown, a standard set by Wright and Goldfein, she said.

“CMSAF Wright and Team 18 have set a pretty high bar, but I know that Team 19 will rise to the occasion. … My job will be to help set the stage for individual and team development, so our brothers and sisters are healthy, engaged and ready for the fight!” Bass said.

Bass enlisted in the Air Force in 1993 and served as an operations system management journeyman at the former Pope Air Force Base in North Carolina, the Air Force Times reported. She deployed in support of operations Southern Watch, Enduring Freedom and Iraqi Freedom, according to the outlet.

Since July 2018, Bass has served as the command chief for the Second Air Force at Keesler Air Force Base in Mississippi. The Second Air Force is responsible for providing training to 36,000 trainees annually and supports 13,000 enlisted, officers, civilians and contractors.

She was named Senior Noncommissioned Officer of the Year in 2011 while stationed at Ramstein Air Base in Germany.

The Air Force sergeant accused of ambushing and killing a California deputy is now also charged in connection with an Oakland drive-by shooting that left a federal officer dead and another injured at their post outside a courthouse last month.

Deputies from the Santa Cruz County Sheriff’s Office arrived at 120 Waldeberg Road in Ben Lomond, Calif., on June 6 while investigating the Oakland attack, which killed Federal Protective Service Officer David Patrick Underwood on May 29, according to the Justice Department (DOJ).

When the three deputies got there, Steven Carrillo, 32, allegedly opened fire – striking two of them, including Sgt. Damon Gutzwiller, who died as a result, the sheriff’s office said.

With Carrillo allegedly still armed and firing back at police, California Highway Patrol officers arrived and returned fire, wounding him in the hip, local authorities said. He is accused of carjacking a vehicle and fleeing – but officers captured him anyway.

Combined with the complaint against his alleged 30-year-old accomplice, Robert Justus Jr., the DOJ documents outlined how investigatgors linked an active-duty Air Force sergeant to the deadly ambushes.

There was a trail of social media posts, an attempt to alter the getaway vehicle’s appearance, and purported ties to extremist ideology.

Investigators said they traced Carrillo’s cellphone pings from Travis Air Force Base in the early evening to I-580 near the Oakland Zoo after the shooting. During a roughly two-hour window around the time of the attack, his phone was either turned off or on airplane mode, investigators said.

During that span, surveillance video recorded outside the Oakland courthouse shows a white van pulled up to a guard post outside — then someone opened the sliding side door and started shooting. According to the complaint, as the van sped away, Justus told the FBI that Carrillo asked “Did you see how they f—— fell?”

About a week later, investigators learned of a white van found abandoned in Ben Lomond. The witness who reported it told them there were firearms, ammunition and bomb-making equipment inside, according to the complaint. The vehicle identification number linked it to M.L. Carrillo of 120 Waldeberg Road, where Steven Carrillo allegedly ambushed the deputies.

Justus told the FBI that he’d met Carrillo on Facebook and agreed to meet on May 29, when Carrillo gave him a ride to Oakland during protests over the death of George Floyd, who died in police custody on May 25 in Minneapolis.

Justus said Carrillo picked him up in a white van at a San Leandro train station, according to an account of the interview included in the criminal complaint. They removed the license plates, and Carrillo allegedly offered Justus body armor and a firearm, which Justus said he declined. Justus got into the driver’s seat and drove into Oakland, according to authorities.

Although was seen stopping the vehicle, getting out and walking around on foot in downtown Oakland, Justus told the FBI that he did not want to take part in the shooting and that he was trapped in the van with Carrillo, according to the complaint.

The complaint alleges that Justus had plenty of opportunities to abandon or thwart the plan – including just walking away or reporting Carrillo to a nearby law enforcement officer.

By the time Justus came forward to the FBI, on June 11, Sgt. Gutzwiller had been killed in the line of duty and Carrillo was already in custody.

In addition to a slew of state-level charges in connections with the Ben Lomond shooting, Carrillo now faces federal counts of murder and attempted murder. He could face the death penalty if convicted on the most serious charge, according to the DOJ.

Justus faces charges of aiding and abetting murder and aiding and abetting attempted murder.
