Left-wing protesters want Detroit Police Chief James Craig to join the ranks of law-enforcement leaders leaving the job in droves, but the no-nonsense chief says he’s not going anywhere.

“I am not going to allow criminals to attack our police officers, attack property, and I absolutely am not going to allow them to take over our city streets,” Chief Craig said Saturday on Fox Business. “We speak a very different language. They know it. And they want me to leave. The best way to respond to that is: I’m staying.”

About 40 progressive groups, including Detroit Will Breathe and the Metro Detroit Democratic Socialists of America, signed a letter earlier this month calling for the resignation of Chief Craig amid criticism of his officers for using tear gas, rubber bullets, batons and other crowd-control methods.

At least 20 U.S. police chiefs, including high-profile Black police chiefs in Seattle, Dallas and Rochester, New York, have stepped down since mass unrest broke out after the May 25 death of George Floyd in Minneapolis police custody.

Chief Craig, who is Black, said that the race of the department head doesn’t matter to protesters, who “want what they want, and if you’re opposing their agenda… then you’ve got to go.”

He credited his department’s response with keeping rioting to a minimum in Detroit.

“Here’s the fact: We’re now in excess of 100 days of managing protests. Of that, it’s been six instances where we’ve had to use force, and it’s always been in response to violence perpetrated by these criminals,” said Chief Craig.

He cited an Aug 3 protest at which 44 demonstrators were arrested, saying they resisted arrest despite receiving several warnings over the course of about an hour from officers.

“They resisted arrest. They resisted a lawful arrest and so we used that force that was necessary,” said Chief Craig, who has headed the department since 2013. “They would prefer that they just take over and do what they want to do; they do not represent Detroit, and that’s what makes this city so different.”

Among Chief Craig’s critics is Rep. Rashida Tlaib, Michigan Democrat, who shared the call for the chief’s resignation and tweeted, “Stop beating and assaulting protesters DPD [Detroit Police Department]!”

Chief Craig called her response “comical,” saying she has never tried to engage him in a conversation and that “she also has another agenda.”

In a Sept. 8 letter, Ms. Tlaib and three state and local lawmakers called for an investigation into the department’s “use of excessive physical force against protesters, legal observers and journalists,” such as a May 29 incident in which “Police cars drive fast toward protesters, then stop suddenly, causing fear.”

Unlike some of the police chiefs who have retired or resigned in recent months, Chief Craig has support at city hall. Detroit Mayor Mike Duggan said last week that “Chief Craig has the kind of job approval ratings politicians only wish for.”

“I think he is doing an outstanding job and we haven’t seen any looting or fires every other major city has seen,” Mr. Duggan told WDIV-TV last week.

In her letter, Ms. Tlaib also cited Chief Craig’s “dismissive attitude of the movement for racial justice,” while he said that his department is dedicated to protecting free speech.

Ms. Tlaib “would have me say, these are peaceful protesters, just support their right to free speech,” said Chief Craig. “We do support the right to free speech, which is evident by the number of days that these protests have been violence-free, but we’re not going to let you terrorize our community, period.”

Detroit Police Chief James Craig said Saturday that his department is in support of the government’s plan to send 42 federal agents to his city and is “excited” about their “continued relationship with” their federal law enforcement partners.

In an interview on “Fox & Friends Weekend,”  Craig said what’s “disturbing” is that their partnership is “not new.”

“Back in December of last year, I stood with Attorney General Barr, stood with the heads of all the DOJ operations, FBI, DEA,” he remembered. “And, we stood there as partners. And, we’re still partners. Nothing has changed.”

However, according to Craig, what has changed is a “renewed commitment to [enhancing]” their efforts to combat violent crime in their communities.

According to The Detroit Free Press, shootings in the city are up 53 percent and homicides are up 31 percent.

Announced last week, the deployment of these agents is in tandem with the government’s Operation Legend initiative — a program named for 4-year-old LeGend Taliferro, who was killed in his sleep in Kansas City, Mo., at the end of June.

Detroit is just one of many cities across the country which will see an increased presence of federal officers, though The Detroit Free Press reports some agents are already working gun investigations in the Motor City.

Democratic Mayor Mike Duggan has also welcomed the federal intervention but stressed the city did not request any federal law enforcement assistance with the ongoing Black Lives Matter protests, which have thus far remained mostly peaceful.

Craig told “Friends Weekend” host Griff Jenkins that no one was talking to Detroiters.

“You know, all this business about ‘defund the police’ — talk to the average Detroiter and see what they have to say. The protesters are saying something totally different,” he remarked. “And, this is not about, you know, addressing our by and large peaceful protest. We haven’t seen the kind of violence like you see in other cities.”

That said, the Black Lives Matter movement is opposed to the federal intervention and has since called on Craig to resign.

The chief said he felt “fortunate” to have a mayor like Duggan who “understands violence” and wants to continue to drive the crime down.”

“He’s very active. We’re meeting again with our U.S. Attorney here in Michigan, Matthew Snyder, who has certainly been a great supporter of ours over the years in terms of reducing violence, eradicating gangs, and violent predators with guns,” he explained. “So, we’re in this lockstep.”

“So, what’s going on in these other cities is shameful. But, Detroiters [are enforcing] it,” Craig concluded.

A Detroit police officer accused of shooting journalists with rubber pellets at protests in May was charged Monday with multiple counts of felony assault. 

The Wayne County Prosecutor’s Office filed the charges against Daniel Debono, a 32-year-old corporal, according to a press release obtained by the Detroit Free Press and The Detroit News. If convicted, the officer could face up to four years in prison.

The alleged shooting occurred after midnight on May 31 as the three journalists were covering protests against police brutality and racial inequality in the city. Debono fired on the journalists after they identified themselves, asked permission to cross a street and began to cross, prosecutor Kym Worthy said. 

Nicole Hester, 30, Seth Herald, 28, and Matthew Hatcher, 29, were wearing press credentials, according to the prosecutor. All three were reportedly struck by rubber pellets. Herald’s wrist was injured, while Hatcher experienced bruising on his face, including his nose, and rib injuries. Hester was struck in the face, neck, arms and legs.

“The evidence shows that these three journalists were leaving the protest area and that there was almost no one else on the street where they were,” Worthy said in the release. “They were a threat to no one. There are simply no explicable reasons why the alleged actions of this officer were taken.”

Sgt. Nicole Kirkwood, a spokesperson for the Detroit Police Department, told The Hill in a statement that “as soon as” the department was aware of the incident, “an investigation was immediately launched and the Chief made a decision to suspend the officer.” 

The investigation was transferred to the prosecutor’s office for “review and charging recommendations.”

“It’s important to note that the actions of this officer does not reflect the vast majority of the men and women who have been working the protest for the last 8 weeks,” Kirkwood said. 

Debono had been suspended with pay while police investigated the incident, Detroit Police Chief James Craig said Monday, according to the Detroit Free Press. He said usually when charges were brought against an officer the suspension becomes unpaid.

Craig said the department has had discussions and training since the alleged shooting.

“You’ve got to remember, we have a youthful workforce, and I don’t know of a time in the recent past that we’ve had to deal with violent protesters,” he said, according to the Detroit Free Press. “So, by and large, this department performed in a spectacular manner.”

Protests broke out across the country after George Floyd died in Minneapolis police custody on Memorial Day. The demonstrators were mostly peaceful, with few turning to violence, as they called for police reform to prevent instances of brutality.

Within hours of Detroit police fatally shooting a man, the police department released a video of the incident that shows a male pulling a gun out of his pocket, pointing it at the head of a police officer and opening fire.

Three nearby officers quickly fired back. The man went down before a police officer secured him to the ground.  He was pronounced dead shortly after.

Mayhem quickly followed in the west-side neighborhood of San Juan near McNichols, with more than 100 protesters gathering in the streets, shouting at police in riot gear, throwing bottles and bricks, and demanding justice for what they believed was another case of police brutality against a Black man.

At 7:30 p.m., seven hours after the shooting, Detroit Police Chief James Craig released dashcam and bodycam video to  “set the record straight.”

Mayor Mike Duggan said the video did just that.

“Public confidence requires citizens to be able to judge for themselves the actions of our officers. The video is clear that the officer was suddenly and unexpectedly fired upon. I commend Chief Craig for moving so quickly to release the video publicly,” Duggan said.

The victim is Hakim Littleton, 20, of Detroit, who according to Craig and court records was out on probation stemming from a 2017 unarmed robbery and felony firearm conviction  Court records show he was initially charged with armed robbery, but cut a deal in the case and pleaded guilty to a lesser charge that got him three years probation. He was scheduled to be released from probation in 2021.

According to Craig, the shooting happened while officers from the 12th Precinct and a gang intelligence unit were investigating a July 5th shooting at a block party that left three people dead. On Friday, the officers had pulled into an area near San Juan and McNichols to arrest a suspect wanted on a separate felony drug warrant — and with alleged ties to the July 5  shooting — when they came upon a man with a gun.

According to dashcam and bodycam video released by police, here’s what happened:

The video opens with scout cars near a curb. An individual in a white T-shirt is on a sidewalk and puts his hands up. That’s Darnelle Sylvester, who was wanted on a felony drug warrant by the DEA, the Chief said. He shows no resistance as he is placed in handcuffs.

Nearby a man in an orange T-shirt, who police identified as Littleton, walks by, stops and pulls out a gun.

“Littleton said ‘you are not going to take my man,’; in other words take him into custody,” Craig said. 

The video shows Littleton raise the gun in his left hand, fire twice at a nearby officer, then start to run. He is pursued by that nearest officer, who does not return fire.

Three other officers at the scene fire at the suspect, who falls to the ground, and is quickly held there by an officer. As Littleton, 20, falls to the ground, Craig said, he fired two more shots.

Investigators found two shell casings where the suspect turned and fired twice, two more where he fell, the police said. 

Craig called the officer who pursued the man a hero, noting he didn’t have his gun out but gave chase anyway to stop the man and protect everyone else.

“It’s simply a miracle that he wasn’t struck in the head,” Craig said of the officer. “This officer was a hero, despite being fired upon, he clearly wanted to stop the suspect even while putting himself in direct harms way.”

Craig said he wanted to get the video out “as quickly as I could.”

 “It’s important to get the facts right,”  said Craig, who took issue with demonstrators who accused the police of killing a man without getting all the facts.

“It’s always tragic when a police officer has to use force,” Craig said. But, he stressed: “This knee-jerk reaction to not knowing facts is a problem … It’s to incite others.”

Craig said social media posters had dramatically misled the public, causing him to release the videos quickly to quell rumors. 

Within hours of the shooting,  Craig said, numerous protesters converged on the scene of Littleton’s shooting, “saying he was unarmed, saying he was executed, saying he was shot 16 times. That was all so untrue … I know we’re in a very difficult time, here and across the country ….

“We needed to get the facts out.”

Craig said that police explained to Littleton’s family what happened and that they accepted it. “They weren’t happy,” Craig said, “but they believed what we said, and I greatly appreciate that.” 

When asked what Littleton’s motive was for pulling a gun on police, Craig said:  “When Mr. Littleton was walking in the opposite direction, he heard that his friend was being detained, then he walked toward the officers. Some comments were made. He was angry about his friend being arrested, and that’s when he pulled out his weapon.”

Late Friday evening,  Wendell Anthony, president of the Detroit NAACP branch, called Littleton’s death “heartbreaking” and urged the community and law enforcement to find common ground. He said the case highlights the value of bodycams and dashcams in assessing police incidents and helping “dispel and explain situations that could possibly lead to deep division and even conflict.” 

“This is a very challenging time in the history of police and community relations throughout our nation,” Anthony said in a statement. “It must be noted that even in this situation, what could have been an over-reaction was toned down and peacefully concluded on both the part of the police and the community protesting what some thought was an injustice. This situation could have gotten well out of hand. A disaster was avoided.”

Shooting death of 20-year-old sparked community outcry

DETROIT – Detroit Police Chief James Craig spoke to Local 4 News Saturday morning about the shooting death of a 20-year-old man that sparked outcry and protests on the city’s west side.

The victim, 20-year-old Hakim Littleton, was shot and killed by police Friday afternoon. Large crowds filled the streets hours later demanding answers and protesting.

Speaking Saturday morning Craig addressed a question about why deadly force is such a commonly used tactic in policing?

“As you saw in the video, that our officers were fired on. The next suspect was within two to three feet, and he was pointing a gun at the officers head. This hero who then quickly responded to try to mitigate violence, he ran, didn’t even have a chance to take his weapon out and he was concerned about his safety, and the safety of his partners. And you ask me how we respond to a situation like that, that was quickly unfolding, unbelievable,” said Craig.

He added that those are the kind of conversations which can cause antagonism and incite riots.

“What do we say to that officer had he been shot, what do we say to the officer in Toledo, Ohio, who made the ultimate sacrifice going to a call,” said Craig.

During a press conference Friday night, Craig criticized false information put on social media about the shooting that he says incited violence.

There was a false report on social media that Littleton was shot up to 15 times.

Newly released body and dash-camera footage by Detroit police in a deadly officer-involved shooting shows the suspect fired at police first before officers fatally shot him.

The death of 20-year-old Hakeem Littleton on Fourth of July weekend sparked protests throughout the city, but Police Chief James Craig said the video puts rumors that Littleton was unarmed to bed.

Craig said at a news conference Friday that Littleton was no more than 3 feet away from officers when he suddenly pulled a semi-automatic pistol out of his pocket and began shooting at officers as they faced each other.

“It’s simply a miracle he wasn’t struck in the head,” Craig said about the officer, who was unharmed.

Officers were responding to a shooting at a block party during independence day festivities and arrested a separate man, Darnell Sylvester, who had an outstanding warrant against him for drug distribution.

Police were not investigating Littleton and were not planning on arresting him for anything but Craig said Littleton, who was standing next to Sylvester during the arrest, said “you are not going to take my man, in other words, take him into custody,” before he began firing at police.

Littleton fired two shots before three officers returned fire with four shots. Littleton continued shooting even as he fell to the ground, firing two more shots that missed police.

“He was using a .25 caliber blue steel automatic pistol. This comes from body cameras as well as an in dash camera from one of our scouts,” Craig said. “There were eight shots fired in five seconds. Four fired by three officers, one officer fired two shots, and then four shots fired by the suspect.

“As Littleton raised the gun in his left hand he was aiming at the head of the officer,” Craig added.

Detroit Mayor Mike Duggan bolstered the police’s account of the events and commended the chief for releasing the video swiftly, as protesters called to “Defund the police” in the city.

“The video is clear that the officer was suddenly and unexpectedly fired upon,” Duggan said on Twitter.

“Public confidence requires citizens to be able to judge for themselves the actions of our officers. I commend Chief Craig for moving so quickly to release the video publicly,” he added.

The incident occurred during a deadly holiday weekend in the city, where a string of shootings took place, and dozens more occurred across the country.

The increase in gun violence ratcheted up already heightened tensions across the country as protesters decried police brutality and racial injustice stemming from the death of George Floyd in Minneapolis in May.

Protesters outraged by Littleton’s death got “very violent,” Craig said, throwing bottles, rocks and even a water cooler at officers from the Detroit Police Department’s 12th precinct. Officers deployed tear gas to break up the crowd and made several arrested.

“This officer is a hero even though he did not have his gun out. He put his own life in jeopardy when he was being fired upon,” Craig said of the shooting incident.

LANSING, Mich. – The Detroit Region is now considered “medium-high risk” as the number of new coronavirus (COVID-19) cases continues to increase throughout the state.

“The Detroit Region has increased to the medium-high risk level based on case rate and percent positivity increases over three weeks,” the state says on its MI Safe Start map.

The seven-day rolling average of cases in the Detroit Region has risen to 22 per million population, which warrants medium-high risk. The 3% positive test rate is not yet at the medium-high risk level.

While the Lansing Region’s case rates have decreased in the last week, it’s still considered high risk. The Grand Rapids Region has also been upgraded to high risk due to three weeks of increased cases.

The Kalamazoo and Jackson regions are at the medium risk level, though data suggests they could be upgraded soon, according to the state.

Case rates and positive tests have declined in the Saginaw Region over the past week, but it’s still considered medium risk.

The Traverse City Region and Upper Peninsula have seen increased case and positive test rates, so both are now considered medium risk.

Before Wednesday’s update, the Lansing Region was considered high risk, the Grand Rapids Region was considered medium-high risk, the Detroit, Kalamazoo, Jackson and Saginaw regions were considered medium risk and the Upper Peninsula and Traverse City Region were considered low risk.

Michigan Democratic Congresswoman Rashida Tlaib’s claim that Detroit Police Department officers abused peaceful protesters is “totally inaccurate,” Detroit Police Chief James Craig remarked Tuesday.

In an interview on “Fox News @ Night” with host Shannon Bream, Craig explained that there was “something very different” going on Sunday evening, when police squad cars were seen on a now viral video running over protesters that had surrounded them.

“To suggest that this protest was peaceful all night certainly is totally inaccurate,” he asserted.

On Monday, Tlaib reacted to the clip on Twitter. “This is outrageous,” she wrote. “Our city fought hard to have an elected commission to oversee abuse and misconduct by police.”

“Detroit Board of Police Commissioners: I hope you understand the gravity of this, especially if not fully investigated, documented and addressed,” she added.

According to Craig, while the “vast majority [of about] 300 or so protesters” were peaceful, there were 20 to 30 “agitators embedded” in the group, and “that’s when things went bad.”

“I know that the congresswoman is making claims that they were peacefully marching when we intersected and intentionally hit peaceful protesters. [That is] not the case,” the chief added.

“They [surrounded] the vehicle, they began to pelt the vehicle –­ not just one of our police cruisers but two of them –­ and in one instance the rear window of one of our SUVs was broken out. And, the information I got from the officer in that vehicle was that he thought he was being shot at.”

Craig told Bream that in reviewing videos of the incident, the “vast majority” of the city’s community supports his department.

“Twenty to 30 were very agitated, escalated to anger, and then violence. They jumped on the hood. They began to pelt the car. The officers feared for their safety. And they had to do only one thing: they needed to get out of harm’s way and they did that,” he stated.

“I would have preferred that the congresswoman at least took a moment to find out what was going on,” Craig concluded. “We recognize the investigation — we’re very early in the investigation, but we’re talking about violent protesters.”
