Presumptive Democratic presidential candidate Joe Biden issued a statement rowing back comments in an interview where he suggested that the African-American community is not diverse.

In remarks to NPR’s Lulu Garcia-Navarro on Thursday, he said: “Most people don’t know, unlike the African-American community with notable exceptions, the Latino community is an incredibly diverse community with incredibly different attitudes about different things.”

“You go to Florida, you find a very different attitude about immigration … than when you do when you’re in Arizona,” he continued. “So it’s very diverse community.”

The interview was also attended by representatives from the national associations of Black and Hispanic journalists, according to Yahoo News.

Later on Thursday Biden clarified his remarks on Twitter, saying he did not mean to suggest African-Americans were a monolith. He did not apologize outright for the remarks.

“Earlier today, I made some comments about diversity in the African American and Latino communities that I want to clarify,” he wrote. “In no way did I mean to suggest the African American community is a monolith — not by identity, not on issues, not at all.”

Symone Sanders, a senior adviser to the Biden campaign, also said he was only “referring to diversity of attitudes among Latinos,” according to ABC News.

Footage of Biden’s remarks have since been disseminated among Republican social media accounts, including the conservative Media Research Center and GOP War Room.

President Donald Trump also responded to Biden’s remarks, telling reporters on Thursday that Biden “totally disparaged and insulted the Black community, what he said is incredible, and I don’t know what’s going on with him.”

Biden had drawn criticism from Black voters in May after telling “The Breakfast Club” radio show: “If you have a problem figuring out whether you’re for me or Trump, then you ain’t Black.”

He later said he regretted the comments, adding: “I shouldn’t have been such a wise guy,” according to the BBC.

He is expected to formally accept his Democratic presidential nomination later this month. However, he will be doing so virtually from his home in Delaware rather than traveling to Milwaukee due to coronavirus concerns.

Trump is trailing Biden in several national polls, with some by double digits, according to CNN.

President Trump’s niece Mary L. Trump alleges in her new tell-all book that her uncle paid a friend to take a college admissions test more than 50 years ago so he could gain acceptance into the elite Wharton School at the University of Pennsylvania. However, a new video from the wife of the now-deceased friend tells a very different story.

“To hedge his bets he enlisted Joe Shapiro, a smart kid with a reputation for being a good test taker to take his SATs for him,” Mary Trump wrote in her book. “That was much easier to pull on in the days before photo IDS and computerized records. Donald, who never lacked for funds, paid his buddy well.”

But in her video message, Pam Shriver said her late husband met Trump after he was already enrolled at the University of Pennsylvania.

“My late husband Joe Shapiro passed away 21 years ago. He was a man of great integrity, honesty; he was a hard worker. He was literally the smartest person I ever met,” Shriver began. “He went to University of Pennsyvlania, member of the class of 1968. It was while he was at University of Pennsylvania where he met Donald Trump. They became friends; they loved the sport of golf. They shared the same hometown of New York City; they shared the same campus. They stayed in a little bit of touch through the years.”

She continued: “But obviously Joe’s not here to defend himself and say what happened, but I just want to recollect what he told me about where he met Mr. Trump. And I want to thank all of Joe’s close friends and his sister Beth for our talks in the past 24 hours about what an upstanding, outstanding man Joe Shapiro was.”

For its part, the White House said the “absurd SAT allegation is completely false” and denounced the book as full of “falsehoods.”

Mary Trump, 55, is the daughter of President Trump’s eldest brother, Fred Trump Jr., who suffered from alcoholism and died in 1981 at the age of 42. She has a doctorate in psychology.

In the 200-page missive that tells the story of family dysfunction and the rise of President Trump’s power, Mary Trump recalls the stress from her father’s death and resentment in the family of how her uncle capitalized on Fred Jr.’s struggles.

She reveals an alleged conversation in 2015 with her aunt, retired federal judge Maryanne Trump Barry, whom she claims griped about her brother.

“He’s using your father’s memory for political purposes,” Maryanne said, according to the book, “and that’s a sin, especially since Freddy should have been the star of the family.”

She claims the president’s sister doubted his election prospects and called him “a clown.”

Mary Trump says her uncle, whom she calls “Donald” throughout the book, was forced to become his own “cheerleader” at a young age because he needed his prominent real estate developer father, Fred Trump, to believe he was a better son than Fred Jr., known as Freddy.

“As Donald grew up, he was forced to become his own cheerleader, first, because he needed his father to believe he was a better and more confident son than Freddy was; then because Fred required it of him; and finally because he began to believe his own hype, even as he paradoxically suspected on a very deep level that nobody else did,” Mary Trump wrote.

The W.H.O. has resisted mounting evidence that viral particles floating indoors are infectious, some scientists say. The agency maintains the research is still inconclusive.

The coronavirus is finding new victims worldwide, in bars and restaurants, offices, markets and casinos, giving rise to frightening clusters of infection that increasingly confirm what many scientists have been saying for months: The virus lingers in the air indoors, infecting those nearby.

If airborne transmission is a significant factor in the pandemic, especially in crowded spaces with poor ventilation, the consequences for containment will be significant. Masks may be needed indoors, even in socially distant settings. Health care workers may need N95 masks that filter out even the smallest respiratory droplets as they care for coronavirus patients.

Ventilation systems in schools, nursing homes, residences and businesses may need to minimize recirculating air and add powerful new filters. Ultraviolet lights may be needed to kill viral particles floating in tiny droplets indoors.

The World Health Organization has long held that the coronavirus is spread primarily by large respiratory droplets that, once expelled by infected people in coughs and sneezes, fall quickly to the floor.

But in an open letter to the W.H.O., 239 scientists in 32 countries have outlined the evidence showing that smaller particles can infect people, and are calling for the agency to revise its recommendations. The researchers plan to publish their letter in a scientific journal next week.

Even in its latest update on the coronavirus, released June 29, the W.H.O. said airborne transmission of the virus is possible only after medical procedures that produce aerosols, or droplets smaller than 5 microns. (A micron is equal to one millionth of a meter.)

Proper ventilation and N95 masks are of concern only in those circumstances, according to the W.H.O. Instead, its infection control guidance, before and during this pandemic, has heavily promoted the importance of handwashing as a primary prevention strategy, even though there is limited evidence for transmission of the virus from surfaces. (The Centers for Disease Control and Prevention now says surfaces are likely to play only a minor role.)

Dr. Benedetta Allegranzi, the W.H.O.’s technical lead on infection control, said the evidence for the virus spreading by air was unconvincing.

“Especially in the last couple of months, we have been stating several times that we consider airborne transmission as possible but certainly not supported by solid or even clear evidence,” she said. “There is a strong debate on this.”

But interviews with nearly 20 scientists — including a dozen W.H.O. consultants and several members of the committee that crafted the guidance — and internal emails paint a picture of an organization that, despite good intentions, is out of step with science.

Whether carried aloft by large droplets that zoom through the air after a sneeze, or by much smaller exhaled droplets that may glide the length of a room, these experts said, the coronavirus is borne through air and can infect people when inhaled.

Most of these experts sympathized with the W.H.O.’s growing portfolio and shrinking budget, and noted the tricky political relationships it has to manage, especially with the United States and China. They praised W.H.O. staff for holding daily briefings and tirelessly answering questions about the pandemic.

But the infection prevention and control committee in particular, experts said, is bound by a rigid and overly medicalized view of scientific evidence, is slow and risk-averse in updating its guidance and allows a few conservative voices to shout down dissent.

“They’ll die defending their view,” said one longstanding W.H.O. consultant, who did not wish to be identified because of her continuing work for the organization. Even its staunchest supporters said the committee should diversify its expertise and relax its criteria for proof, especially in a fast-moving outbreak.

“I do get frustrated about the issues of airflow and sizing of particles, absolutely,” said Mary-Louise McLaws, a committee member and epidemiologist at the University of New South Wales in Sydney.

“If we started revisiting airflow, we would have to be prepared to change a lot of what we do,” she said. “I think it’s a good idea, a very good idea, but it will cause an enormous shudder through the infection control society.”

In early April, a group of 36 experts on air quality and aerosols urged the W.H.O. to consider the growing evidence on airborne transmission of the coronavirus. The agency responded promptly, calling Lidia Morawska, the group’s leader and a longtime W.H.O. consultant, to arrange a meeting.

But the discussion was dominated by a few experts who are staunch supporters of handwashing and felt it must be emphasized over aerosols, according to some participants, and the committee’s advice remained unchanged.

Dr. Morawska and others pointed to several incidents that indicate airborne transmission of the virus, particularly in poorly ventilated and crowded indoor spaces. They said the W.H.O. was making an artificial distinction between tiny aerosols and larger droplets, even though infected people produce both.

“We’ve known since 1946 that coughing and talking generate aerosols,” said Linsey Marr, an expert in airborne transmission of viruses at Virginia Tech.

Scientists have not been able to grow the coronavirus from aerosols in the lab. But that doesn’t mean aerosols are not infective, Dr. Marr said: Most of the samples in those experiments have come from hospital rooms with good air flow that would dilute viral levels.

In most buildings, she said, “the air-exchange rate is usually much lower, allowing virus to accumulate in the air and pose a greater risk.”

The W.H.O. also is relying on a dated definition of airborne transmission, Dr. Marr said. The agency believes an airborne pathogen, like the measles virus, has to be highly infectious and to travel long distances.

People generally “think and talk about airborne transmission profoundly stupidly,” said Bill Hanage, an epidemiologist at the Harvard T.H. Chan School of Public Health.

“We have this notion that airborne transmission means droplets hanging in the air capable of infecting you many hours later, drifting down streets, through letter boxes and finding their way into homes everywhere,” Dr. Hanage said.

Experts all agree that the coronavirus does not behave that way. Dr. Marr and others said the coronavirus seemed to be most infectious when people were in prolonged contact at close range, especially indoors, and even more so in superspreader events — exactly what scientists would expect from aerosol transmission.

The W.H.O. has found itself at odds with groups of scientists more than once during this pandemic.

The agency lagged behind most of its member nations in endorsing face coverings for the public. While other organizations, including the C.D.C., have long since acknowledged the importance of transmission by people without symptoms, the W.H.O. still maintains that asymptomatic transmission is rare.

“At the country level, a lot of W.H.O. technical staff are scratching their heads,” said a consultant at a regional office in Southeast Asia, who did not wish to be identified because he was worried about losing his contract. “This is not giving us credibility.”

The consultant recalled that the W.H.O. staff members in his country were the only ones to go without masks after the government there endorsed them.

Many experts said the W.H.O. should embrace what some called a “precautionary principle” and others called “needs and values” — the idea that even without definitive evidence, the agency should assume the worst of the virus, apply common sense and recommend the best protection possible.

“There is no incontrovertible proof that SARS-CoV-2 travels or is transmitted significantly by aerosols, but there is absolutely no evidence that it’s not,” said Dr. Trish Greenhalgh, a primary care doctor at the University of Oxford in Britain.

“So at the moment we have to make a decision in the face of uncertainty, and my goodness, it’s going to be a disastrous decision if we get it wrong,” she said. “So why not just mask up for a few weeks, just in case?”

After all, the W.H.O. seems willing to accept without much evidence the idea that the virus may be transmitted from surfaces, she and other researchers noted, even as other health agencies have stepped back emphasizing this route.

“I agree that fomite transmission is not directly demonstrated for this virus,” Dr. Allegranzi, the W.H.O.’s technical lead on infection control, said, referring to objects that may be infectious. “But it is well known that other coronaviruses and respiratory viruses are transmitted, and demonstrated to be transmitted, by contact with fomite.”

The agency also must consider the needs of all its member nations, including those with limited resources, and make sure its recommendations are tempered by “availability, feasibility, compliance, resource implications,” she said.

Aerosols may play some limited role in spreading the virus, said Dr. Paul Hunter, a member of the infection prevention committee and professor of medicine at the University of East Anglia in Britain.

But if the W.H.O. were to push for rigorous control measures in the absence of proof, hospitals in low- and middle-income countries may be forced to divert scarce resources from other crucial programs.

“That’s the balance that an organization like the W.H.O. has to achieve,” he said. “It’s the easiest thing in the world to say, ‘We’ve got to follow the precautionary principle,’ and ignore the opportunity costs of that.”

In interviews, other scientists criticized this view as paternalistic. “‘We’re not going to say what we really think, because we think you can’t deal with it?’ I don’t think that’s right,” said Don Milton, an aerosol expert at the University of Maryland.

Even cloth masks, if worn by everyone, can significantly reduce transmission, and the W.H.O. should say so clearly, he added.

Several experts criticized the W.H.O.’s messaging throughout the pandemic, saying the staff seems to prize scientific perspective over clarity.

“What you say is designed to help people understand the nature of a public health problem,” said Dr. William Aldis, a longtime W.H.O. collaborator based in Thailand. “That’s different than just scientifically describing a disease or a virus.”

The W.H.O. tends to describe “an absence of evidence as evidence of absence,” Dr. Aldis added. In April, for example, the W.H.O. said, “There is currently no evidence that people who have recovered from Covid-19 and have antibodies are protected from a second infection.”

The statement was intended to indicate uncertainty, but the phrasing stoked unease among the public and earned rebukes from several experts and journalists. The W.H.O. later walked back its comments.

In a less public instance, the W.H.O. said there was “no evidence to suggest” that people with H.I.V. were at increased risk from the coronavirus. After Joseph Amon, a longtime W.H.O. associate and director of global health at Drexel University in Philadelphia, pointed out that the phrasing was misleading, the W.H.O. changed it to say the level of risk was “unknown.”

But W.H.O. staff and some members said the critics did not give its committees enough credit.

“Those that may have been frustrated may not be cognizant of how W.H.O. expert committees work, and they work slowly and deliberately,” Dr. McLaws said.

Dr. Soumya Swaminathan, the W.H.O.’s chief scientist, said agency staff members were trying to evaluate new scientific evidence as fast as possible, but without sacrificing the quality of their review. She added that the agency will try to broaden the committees’ expertise and communications to make sure everyone is heard.

“We take it seriously when journalists or scientists or anyone challenges us and say we can do better than this,” she said. “We definitely want to do better.”

Calling the controversy “a misunderstanding,” Van Kerkhove said that during the news conference Monday, she was trying to respond to a journalist’s question when she said asymptomatic transmission was “very rare.”

“I wasn’t stating a policy of WHO or anything like that,” she said. “We do know that some people who are asymptomatic, or some people who do not have symptoms, can transmit the virus on.”

It was not the “intent of WHO to say there is a new or different policy,” said Mike Ryan, head of emergency programs for the WHO.

“There is still too much unknown about this virus and still too much unknown about its transmission dynamics.”

Ryan also said, however, that people appear to be at their most contagious when symptoms are at their worst.

“Now as we look at COVID-19, we have an infectious pathogen that is present in the upper airway for which the viral loads are peaking at the time you are just beginning to get sick,” he said.

The different definitions of what it means to be asymptomatic complicate matters, the Washington Post noted.

Some infected people never show symptoms, and experts would consider those to be actual asymptomatic cases.

But others only show symptoms later on and could be spreading the virus before those symptoms manifest — and they would be considered “presymptomatic” cases, the paper reported.

“It’s a mess. I don’t know why they would say asymptomatic transmission is very rare when the truth is we simply don’t know how frequent it is,” Eric Topol, a professor of molecular medicine at Scripps Research, told the paper.

“And it doesn’t change the facts we do know, which is that this virus is very transmissible and is very hard to combat.”

Keith Neal, a professor of the epidemiology of infectious diseases at Britain’s University of Nottingham, told Canada’s Global News that the question of how large a role asymptomatic transmission plays in new infections was unclear.

But what is known is that people with symptoms are responsible for most of the spread of the disease.

“This reinforces the importance of any person who has any of the symptoms of COVID-19 arranges a test … as soon as possible and isolating until they get their test result,” he said.

In the US, there have been more than 2 million cases of coronavirus and more than 113,000 deaths to date.

President Trump stoked a flurry of reaction Monday after revealing to reporters that he has been taking hydroxychloroquine, a controversial malaria drug, to stave off the novel coronavirus, with many experts urging Americans to consult with doctors before taking such a step.

Trump said he has been taking hydroxychloroquine and a zinc supplement daily “for about a week and a half now.”

Trump has spent weeks pushing the drug as a potential cure for COVID-19, despite there being no consensus on its effectiveness or safety. Dr. Sean Conley, the president’s physician, announced in a statement Monday night, “After numerous discussions he and I had about regarding the evidence for and against the use of hydroxychloroquine, we concluded the potential benefit from treatment outweighed the relative risks.”

Still, many doctors urged Americans that their best sources for medical information are medical experts, not the president.

“You have to have a discussion with your doctor to decide if it is best for you,” Dr. Janette Nesheiwat, a Fox News medical contributor, warned. “It is not going to be good for everyone but it may be beneficial and potentially life-saving for others.”

Dr. William Schaffner, an infectious diseases specialist at the Vanderbilt Medical Center, went a step further. “I certainly would not recommend that people in the U.S. ask their physicians to prescribe hydroxychloroquine for the prevention of Covid,” Schaffner told The Wall Street Journal. “Its use is entirely speculative.”

Former Planned Parenthood President Dr. Leana Wen said there was “NO evidence for hydrochloroquine being effective in treatment of #covid19 or prophylaxis to prevent the disease.”

She continued, “This medication has serious side effects. I am very concerned about @realDonaldTrump continuing to model behavior that could harm many Americans.”

Dr. Rob Davidson, the executive director of the Committee to Protect Medicare, advised his followers to ignore the president.

“There is no evidence of benefit and there is evidence of harm,” Davidson tweeted. “Trump is responsible for the deaths of tens of thousands. Let’s not add to that number.”

Trump said his doctor did not recommend the drug to him, but he requested it from the White House physician.

“I started taking it, because I think it’s good,” Trump said. “I’ve heard a lot of good stories.”

Rep. Ted Lieu, D-Calif., tweeted that repeated studies have shown hydroxychloroquine doesn’t work for COVID-19 patients.

Others cast doubt on whether Trump was telling the truth.

“If Trump has really been taking hydroxychloroquine for the past ‘week-and-a-half’ as he just blurted [out] at a press conference, do we really think he would have been able to keep his mouth shut about it?” tweeted Glenn Kirschner, a legal analyst for NBC and MSNBC.

Following the president’s comments, Fox News’ Neil Cavuto told his viewers, “If you are in a risky population here, and you are taking this as a preventative treatment to ward off the virus, or in a worse-case scenario you are dealing with the virus and you are in this vulnerable population, it will kill you. I cannot stress this enough. This will kill you.”
