]]>A man who admitted to fatally shooting an armed Black Lives Matter protester in Austin on Saturday night was taken into custody and then released pending further investigation, the Texas city’s police chief said.
Chief Brian Manley said detectives assigned to the homicide unit detained the man and interviewed him after he called 911 shortly after the shooting. The man said he had shot someone who approached his vehicle during the demonstration and pointed a weapon at him.
The victim of the shooting was Garrett Foster, 28, and he died of multiple gunshot wounds.
“We are heartbroken over the loss of Mr. Foster last night,” Manley said in a Zoom news conference Sunday night posted on Twitter. “It’s actively being investigated and ongoing in conjunction with the Travis County District Attorney’s Office.”

TEXAS MAN SAID TO BE ARMED IS SHOT, KILLED AFTER APPROACHING DRIVER AT AUSTIN PROTEST: WITNESSES
The chief said after the vehicle turned into a crowd of protesters and was honking its horn, witnesses observed Foster holding an AK-47-type assault rifle and approach the driver’s side window as some protesters pounded on the vehicle.
After the gunfire, another person with a gun opened fire on the vehicle as it sped away, Manley said.
He said that person was detained and released after being interviewed by homicide detectives.
The chief said the individual had a concealed carry license, as did the person who shot Foster.
Their guns and Foster’s weapon were seized as evidence, as well as the vehicle, he said.
Officers assigned to the protest responded after they heard the two volleys of gunfire, he said.
The shooting was caught on video and Manley made a public appeal for more video and photographs. The chief wouldn’t say why the vehicle turned into the protesters, saying it was part of the investigation.
Foster went to Saturday’s protest with his fiancée, Whitney Mitchell, a 28-year-old quadruple amputee who uses a wheelchair, the Dallas Morning News reported.
Her mother told the paper she worried about them attending the protests sparked by the death of George Floyd in police custody.
“I told her not to go. I was afraid something would happen,” Patricia Kirven said. “She said, ‘I don’t feel like I’m doing enough. I want to do more.‘”
“She physically is OK, but mentally she is not,” she said, according to the paper. “‘Inconsolable’ is the only word I can think of because she’ll talk for a bit and then break down.”
Foster’s mother told Fox 7 Austin her son’s death has completely destroyed the family.

Sheila Foster told the station her son was a former airman who bought the rifle recently to bring to the protests for safety.
“My son would never, ever point a gun at somebody and risk going to jail or getting shot because he wouldn’t want to leave the love of his life helpless like she is now,” she said.

]]>A Black Lives Matter protester, who was shot dead during in Texas by a driver who sped toward the crowd before opening fire Saturday night, was pushing his quadruple amputee fiancee in her wheelchair just moments before the shooting.
The victim has been identified as Garrett Foster, whose mother, Sheila, spoke to Good Morning America on Sunday.
Foster’s mother said her son had attended several peaceful protests with his fiancee Whitney Mitchell, who is a quadruple amputee. Sheila said Foster was pushing his fiancee right before he was fatally shot.
The shooting happened just before 10pm during a protest in Austin, police spokesperson Katrina Ratliff told reporters early Sunday.

During the demonstration, a vehicle had honked, turned down a road and then sped toward protesters, witness Michael Capochiano said.
The vehicle became surrounded by shouting protesters, and Foster approached the vehicle carrying his AK-47, Capochiano recalled.
The driver then stuck a gun out of the car window and fired several shots, hitting Foster, before speeding away, according to the witness.
But Foster’s mother said the man ‘got out of his car and started firing shots, and my son was shot three times’.
Foster was then rushed to a local hospital where he was pronounced dead.
Sheila told GMA that she wouldn’t be surprised if her son was carrying a gun because he was licensed to carry and probably ‘would’ve felt the need to protect himself’.
The open carrying of long guns is generally allowed in Texas.

Sheila also said that Foster and Mitchell had been together since they were 17 years old.
Before Foster was fatally shot, he was seen speaking to local media about why he was carrying his AK-47.
In the video, Foster is heard saying: ‘They don’t let us march in the streets anymore so gotta practice some of our rights.’
Ratliff said a suspect has been detained in connection to the shooting and is cooperating with police.
The Black Lives Matter demonstration was streamed live on Facebook and captured audio of a vehicle’s horn honking.
Footage posted during the Facebook Live showed the moment when several shots rang out as a group of about 100 people marched and chanted ‘fists up! Fight back!’
There were no other deaths or injuries reported. No other details from police or the EMS were immediately available.
Protesters took to streets across the United States overnight into early Sunday, sparking clashes with police, amid a wave of public anger over Donald Trump’s planned ‘surge’ of federal agents into large cities.

The demonstrations against racism and police brutality – ignited two months ago by the death in Minneapolis of unarmed African-American George Floyd – come as Trump faces an increasingly tough battle for re-election, and is campaigning on a ‘law and order’ platform.
He has met stiff resistance from big city mayors, like Lori Lightfoot of Chicago, many of them Democrats who accuse Trump of magnifying the problem for political gain.
Though Lightfoot has accepted federal help from the Trump administration she told CNN’s State of the Union on Sunday: ‘I’ve said it before and I’ll say it again, no troops, no agents that are coming in outside of our knowledge, notification, and control that are violating people’s constitutional rights. That’s the framework.’
‘We can’t just allow anyone to come into Chicago, play police in our streets and neighborhoods when they don’t know the first thing about our city. That’s a recipe for disaster,’ she added.
‘That’s what you’re seeing playing out in Portland on a nightly basis, we don’t need that here. That’s not a value add, it doesn’t help enhance our public safety.’
Protesters marched in Austin, Texas, as well as Louisville, Kentucky; New York; Omaha, Nebraska; California’s Oakland and Los Angeles, and Richmond in Virginia.

A search is now on for the shooter, whom witnesses believed open fire to stop the Jeep.
The driver and passenger from the Jeep were detained after police later located and towed away the vehicle.
In Seattle, police arrested 45 people during a night of violent protests in which demonstrators set fire to trailers by a construction site for a youth detention facility.
Protesters slashed car tires and smashed trailer windows, prompting police to declare a riot and clear the streets with pepper spray and flash-bang grenades.
Police Chief Carmen Best implored people to ‘come in peace to the city,’ and castigated the demonstrators.
‘The rioters had no regard for the community’s safety, for officers’ safety or for the businesses and property that they destroyed,’ local media quoted her as saying.

Portland police declared the area a riot, ordering protesters to leave, before they were joined by federal officers to clear the area.
Portland police earlier confirmed a man was stabbed, with the suspect ‘held down by protesters’ before he was detained by officers and charged with assault, according to a statement.
The victim was transported to hospital with a serious injury.
The inspector general of the US Justice Department on Thursday opened an official investigation into the federal crackdown, but an Oregon federal judge on Friday rejected a legal bid by the state to stop agents from detaining protesters.
Trump last week announced a ‘surge’ of federal agents to crime hotspots including Chicago, following an increase in violence in the nation’s third-largest city.
Federal authorities said agents deployed there would partner with local law enforcement, not serve as riot-control forces as seen in Portland.

]]>Austin’s senior public health official says large scale events are unlikely to take place in the Texan city before the end of the year, casting further doubt on Formula 1’s United States Grand Prix.
Austin is now operating to Stage 3 of its reopening plan after an initial lockdown, which allows groups of up to 10 “low risk” people to gather. That status process would need to move to Stage 1 before major events are even considered to be safe to run.
At the moment the Circuit of the Americas remains closed, although it hosted a charity event earlier this month, when members of the public were allowed to pay to drive a lap of the circuit.
Currently, the United States GP remains part of the reshuffled 2020 F1 calendar having originally been scheduled for 25th October, with the championship aiming to start the season with two races in Austria behind closed doors.
Dr Mark Escott, the interim medical director and the health authority for Austin Public Health, stressed that allowing large gatherings is not a priority over the coming months.
“The large events are the first thing that we turned off and are going to be the last thing we’re going to turn back on because of that risk of exposing lots of people to one another, particularly individuals of the same household,” he told the Austin-Statesman.
“We are working on a plan to help forecast what we think is going to be reasonable, but looking through the end of December, we don’t have any indications at this stage that we would be able to mitigate risk enough to have large events, particularly ones [with] over 2,500 [people].”
However, Escott said an improvement in COVID-19 case numbers might change the situation.
“I think that’s incentive for us to work hard at that social distancing, work hard at ensuring that people who are sick stay home and if they’re staying home, they’re directed to testing, so that we can get a handle on this.
“We really all as a community have to be focused on the goal of ensuring, number one, that things stay open and, number two, that we get ourselves in a situation which will allow us to open the window even more in the future, particularly in the fall.”
Aside from the health regulations, COTA remains in a difficult situation because its race hosting fee is underwritten by the Texas State Major Events Trust Fund programme, on the basis that race visitors bring money to the city and pay local taxes.
It means even if a race held behind closed doors is allowed by the local authorities, it would almost certainly not be eligible for the state funding due to no spectators being able to attend the race.
F1 is understood to be keen to still receive hosting fees from flyaway races, in order to mitigate the transport costs involved, while making more favourable arrangements with European promoters.
COTA boss Bobby Epstein would not elaborate on the current prospects for the race.
“I really can’t comment,” he told Autosport. “But right now, the law prohibits gatherings of any significant size, and our business is not allowed to open.”
So far F1 has seen its races in Australia, Monaco and France cancelled for 2020.

Travis County Judge Sarah Eckhardt said authorities will release more details about the strategy next week.
AUSTIN, Texas– Regional authorities in Austin are starting to talk about how the city will get back to normal– how it was prior to COVID-19– however said locals need to prepare for it to take weeks or longer.
They also said they are not yet prepared to give specific details for how the procedure to begin reopening will be put in place.
Travis County Judge Sarah Eckhardt said on Friday officials are putting together a local strategy that will involve a task force with members of the community and the Austin Chamber of Commerce.
She said authorities will release more information about that strategy next week.
