]]>SAN FRANCISCO (CBS SF) — A rare August severe storm system rolled through the San Francisco Bay Area early Sunday, packing a combination of dry lightning and high winds that triggered wildfires throughout the region.
The National Weather Service on Sunday extended a red flag fire warning for the entire Bay Area until 11 a.m. Monday morning.
“Any lightning strikes will likely lead to new fire starts given the current heat wave,” forecasters warned. “A secondary pulse of moisture and instability arrives later Sunday into early Monday.”
Strong storm cells continued to roll into the San Francisco Bay at 9 a.m. and were lined up off the San Mateo coast.

High winds downed PG&E lines, triggering power outages from neighborhoods in San Rafael all the way into western Marin County. Utility officials said there were thousands of others throughout the Bay Area.
The major outages included 15,000 customers in Sonoma County, 8,000 in Marin County, 6,000 in the San Lorenzo/Hayward area and 4,000 in South Bay, along with a large number of smaller outages around the region.
In Santa Clara County, fire officials said downed power lines sparked a fire in an unincorporated area on Brush Road near state Highway 17 that started just before 3 a.m. and forced the evacuation of 20 residents. It was contained by 6 a.m. after burning a little more than an acre.

Bay Area firefighters were busy as the storm moved through. Calfire tweeted that its crews on the San Francisco Peninsula had responded to 11 fires since 1:00 a.m. — 7 in Santa Cruz County and 4 in San Mateo County.
“Most presumed to have started from lightning strikes,” Calfire officials tweeted. “Forward progress has been stopped on most of these fires. We’re working to get more resources, stretched thin due to heavy fire activity.”
PG&E webcams captured images of a rather large wildfire in the Santa Cruz Mountains at around 5:30 a.m. Additional strike teams were rushed to the area by 6 a.m. with high winds spreading the fire and threatening structures. Air support was requested to begin at daylight.

Marin County Fire reported at 4:15 a.m. that its crews were “responding to numerous lightning strikes in the area of King Mountain and San Geronimo and throughout the county. No current evacuation orders or warnings in place.”
Fire crews were able to quickly contained a vegetation fire burning on the ridges on the Zig Zag Trail. Smoke was also seen from a small fire on Mt. Tam.

Calfire sent crews to a lightning cause fire in the area of 20730 Brush Road in Redwood Estates Area that initially threatened homes and forced some evacuations before forward progress was halted around 4 a.m. Another wildfire erupted near Highway 1 north of Davenport and had grown to 3 acres.
Crews were also dispatched to battle a growing vegetation fire in the area of 5201 Arroyo Road in Livermore.

By 6:35 a.m, Calfire reported that firefighters had aggressively attacked the 2-alarm Arroyo fire, a blaze fueled an Eucalyptus grove, and had held it at 50 acres and with 50% containment.
Meanwhile, the Sonoma County Sheriff’s Department alerted that “law enforcement and fire personnel are receiving multiple calls for service involving downed trees and powerlines. A few spot fires within the county have also been reported.”

In Contra Costa County, there were several fires in the area of Morgan Territory and Marsh Creek roads near Mt. Diablo State Park. Officials said the fires were putting out a lot of smoke, but not threatening structures. Units from Cal Fire, the Contra Costa County Fire Protection District and San Ramon Valley Fire Protection District were among those who responded.
By 10 a.m. the fires had grown to a total of 100 acres with zero containment.

In the South Bay near Salinas, firefighters were battling a growing 20-acre blaze in Pine Canyon.

The smoke-filled Bay Area skies also led to an air quality advisory being issued through Monday.
“Numerous lightning strikes overnight have sparked wildfires across the region,” air quality officials said Sunday. “Air quality may deteriorate in areas near or downwind of the fires…If the smell of smoke is present, it is important that Bay Area residents protect their health by avoiding exposure.”
The intensity of the storm system triggered an early morning severe thunderstorm warning for the entire San Francisco Bay Area. The warning for Contra Costa, Alameda, Napa, San Francisco and Santa Clara counties was extended until 8 a.m. and even after it expired the lightning and thunder continued.
The weather service also issued a special marine warning for the waters of San Francisco, San Pablo, Suisun Bays and the west Delta.

The National Weather Service said wind gusts generated by the fast-moving system were being clocked as high as 66 mph. NWS Forecasters reported gusts of 66 mph on Atlas Peak, 65 mph at Hawkeye, 48 mph at St. St Helena, 45 mph on Mt. Tam and 42 mph on Mt Diablo.
“The cluster of severe thunderstorms are generating extremely strong erratic wind gusts which can cause downed trees, power lines, and other structural damage as well as difficulty driving,” NWS forecasters tweeted.

The storm came as the region has been locked into a sweltering heat wave. Record temperatures again fell across the region on Saturday and the early morning rains would only provide a brief respite. Forecasters predicted another four days of temperatures in the triple digits in the inland areas.

]]>Senate Majority Leader Mitch McConnell announced Thursday his chamber would be skipping the regularly scheduled August recess amid COVID-19 relief negotiations.
The Kentucky Republican accused Democrats of stonewalling a deal on the fifth round of coronavirus relief for the American people.
He noted the Paycheck Protection Program is set to expire August 8, and the GOP proposal would have poured more money into the rescue funds for businesses in need.
House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer have been meeting with Treasury Secretary Steven Mnuchin and White House Chief of Staff Mark Meadows since last week but they have not reached a compromise.
The GOP proposal sits around $1 trillion and is aimed at fundIng the reopening of schools, jobs and providing legal protections for medical workers, educators and businesses.
Democrats, meanwhile, say $1 trillion isn’t enough and have proposed a more than $3 trillion dollar package. They also want money to go towards preparing for more mail in voting and social distancing at the polls for the election this November.

‘Horrendous time’
“This is a horrendous time to have a lapse in benefits,” said Wendy Edelberg, senior fellow at the Brookings Institution. “I expect households are living week to week, financially speaking.
“I’m far more worried what Congress ends up passing will be a lot less supportive than what was initially in the CARES Act,” added Edelberg, a former chief economist at the Congressional Budget Office and senior economist on the Council of Economic Advisers under Presidents Obama and George W. Bush.
Taken in sum, next month could be “ugly” for millions of families, said Heidi Shierholz, director of policy at the Economic Policy Institute.
Living standards could drop precipitously, poverty may increase, and rent and mortgage payments could be a struggle, potentially leading to evictions and foreclosures for those outside the scope of any moratoriums, she said.
That’s especially true since many families don’t have a financial cushion to rely on in times of financial hardship. Those hit hardest by the recession are disproportionately lower earners.
“It is going to mean a big increase in suffering for many families,” said Shierholz, a former chief economist at the Department of Labor during the Obama administration. “There will be no way to fill in those [income] gaps.
“Some will be able to get jobs, but we know millions will be unable to get one no matter what they do because the jobs aren’t there,” she added.
Lawmakers appear poised to pass another round of financial relief, but its timing and scope remain unclear.
The Senate will start discussing the measure next week, according to a spokesman for majority leader Mitch McConnell, R-Ky. Lawmakers come back from a two-week recess on Monday.
The legislation will likely be finalized within three weeks, McConnell said this week. But much of the current aid may have lapsed by then.
And McConnell has hinted that the next round will be much smaller in scope than the $2.2 trillion CARES Act.
The CARES Act upped jobless benefits by $600 a week, authorized one-time stimulus payments for millions of households ($1,200 for individuals, $2,400 for married couples and an extra $500 per eligible child) and made forgivable loans to 5 million small businesses to help prop up payrolls.
Unemployment benefits
The $600 weekly unemployment subsidy is scheduled to end after July 31. (It will effectively lapse by July 26 in all states, due to the schedule they use to pay benefits.)
Around 32 million Americans are currently collecting unemployment benefits — about five times the peak during the Great Recession.
Doing away with the benefit entirely would cut their weekly benefits by about 60%, to a national average of roughly $380 a week, according to Labor Department data. Some states pay much less. Mississippi, for example, pays up to $235 a week.
Republicans, who believe the current policy offers a disincentive to return to work, have discussed reducing the amount of weekly aid or replacing it with a cash bonus for people who find new jobs.
Even if the $600-a-week aid is reduced instead of eliminated, there would likely be a delay of several weeks in getting that money out to Americans if Congress doesn’t act before the $600 lapses, said Michele Evermore, senior policy analyst at the National Employment Law Project, who cited programming challenges with government computer systems.
Stimulus checks
Further, stimulus checks could take weeks or months to reach families, if the last round is any guide.
The first wave of stimulus payments hit Americans’ bank accounts in mid-April, about three weeks after the CARES Act became law. Those paid via paper check or other means like debit card received their payments weeks or even months later.
The time frame would likely be similar this time around, said Betsey Stevenson, a professor of public policy and economics at the University of Michigan.
While the White House has offered support for another round of stimulus checks, McConnell wants them to be narrower in scope, going to individuals making less than $40,000 a year.
The new threshold — which was previously $75,000, and phased out for individuals making up to $99,000 — would dramatically reduce the number of Americans eligible for the checks.
The Democrat-led House of Representatives in May passed a $3 trillion measure, the HEROES Act, that would extend enhanced unemployment benefits and offer larger potential stimulus checks to households, among other things.
The scope of any forthcoming relief will be much more significant for Americans than the speed of the aid, said Stevenson, a former chief economist at the Department of Labor.
“The bigger concern isn’t a two-week lag, if that’s what it takes,” she said. “It’s, what is [the relief] that they actually pass, and is that enough?”
Paycheck Protection Program
Meanwhile, an improvement in the unemployment rate could stall or reverse in coming weeks given recent developments, economists said, meaning more people would be relying on jobless benefits.
Spiking coronavirus infections have led officials in states like California, Nevada and Texas to close some businesses for a second time.
Also, around 84% of small businesses that received a Paycheck Protection Program loan will exhaust their funding by the first week of August, according to a Goldman Sachs survey.
