Local officials in New Jersey are criticizing the state’s turnpike authority for allegedly taking down American flags that were hung along overpasses in the wake of the attacks on Sept. 11 to honor veterans and those who died defending the country, according to authorities and reports.

Michael Slininger, president of the police union representing Robbinsville Township, near Trenton, said the group had just paid to replace the more than 12 flags that had been either “missing or tattered” from the overpasses along the New Jersey Turnpike and Interstate 195 – which they had done “to continue the tradition of honoring our veterans and those lost in service for our country.”

“American flags have been flown on overpasses throughout the state and throughout the nation since 9/11,” Slininger wrote Monday on a post to the Robbinsville Township Police Benevolent Association’s Facebook page. “Now, as we approach the anniversary of that horrific day, we are extremely disappointed to announce that the NJ Turnpike Authority saw fit to remove all flags on overpasses covering the N.J.T.P. last week, replacing them with signs citing … a code which is meant to apply to advertisement material or improper road signage.”

The New Jersey Turnpike Authority told News 12 New Jersey it’s had a “longstanding policy” that prohibited “the display of any flags, signs or banners by private parties on Turnpike Authority property.”

“While we appreciate the desire of some New Jersey residents to express their patriotism in these turbulent times by displaying flags on turnpike and parkway overpasses, Turnpike Authority regulations do not allow it,” the statement continued.

Slininger said the PBA had planned on maintaining the newly replaced flags, as it had done in the past, and that they were “firmly secured” and did not appear to provide any issues for traffic or passing motorists.

“We cannot understand why the N.J.T.P.A. has suddenly decided to abandon a tradition of patriotism and respect for our veterans. It is not known what happened to the brand new flags that we put up, but we truly hope they were respectfully disposed of, if not displayed elsewhere,” he said. “The placement of the flags was done in the same manner that has been done for nearly twenty years.”

The PBA has announced plans to rehang American flags on overpasses throughout Robbinsville on Sept. 11.

Meanwhile, the NJTA did not respond to Fox News’ request seeking comment regarding the reasoning behind the decision.

On Sunday, hundreds of people gathered in protest of the NJTA’s decision to remove the flags, News 12 reported.

Carmine Pannullo, a 9/11 first responder, told the news station he believed hanging or erecting the flags was the “least that we can do” to honor the lives lost during or as a result of the terror attack.

“It’s something that if you experience, you’ll never forget,” Pannullo told News 12. “So the mere thought of flags just being flown on a bridge, it’s kind of silly compared to all those lives lost on 9/11.”

American Airlines on Sunday announced that it will allow their flight attendants to wear “Black Lives Matter” pins on their uniform while on duty. In addition, the company is also working to design its own pin that will show its symbolic support of a diverse and inclusive work environment.

“Clearly we live in a time where it is so important to have a dialogue about this important issue of racism in our society and try to find common ground,” AA wrote in a company-wide announcement. “American is truly committed to having an inclusive culture that is welcoming to all and a reflection of our country and world.”

“This is why American is so committed to creating a more tolerant and diverse team,” AA said. “Through our partnership with American’s office of Diversity, Equity and Inclusion, we are continuing to work through an overall plan for addressing these issues in our workplace.”

AA said a symbolic way to show that support is a uniform pin, the design of which will be done by AA’s Black Professional Network.

But the announcement has prompted pushback from some of American’s staffers who have relatives who are police officers and view BLM as an anti-police movement.

“I take offense to this,” one flight attendant said to airline management in an email obtained by The New York Post. “Serious offense. My husband is a LEO (Law Enforcement Officer), as was my deceased father and as far as I’m concerned ALL LIVES MATTER.”

“I am completely disgusted at the fact that we can’t show support for our GOD, our COUNTRY, our LEOs but when it comes to BLM organization (which is controversial in itself), American Airlines says that’s obviously different,” she wrote. “How is that right? Well, I don’t feel included.”

Another flight attendant who spoke to Fox News said that if the BLM pins are allowed, then they will be wearing their Trump pin to show support for the commander-in-chief.

AA’s announcement comes less than a week after a Black woman from Minneapolis said she was provoked by a White passenger aboard a Delta Airlines flight over her BLM facemask. The flight attendants offered to move the disruptive passenger and upgraded the Black woman’s seat during her return flight.

President Trump said Monday his administration is “unleashing America’s scientific genius” to land a coronavirus vaccine that could return life to normal months from now.

Mr. Trump hailed the launch of a massive human trial of a vaccine developed by Moderna, Inc., with the National Institutes of Health and efforts by Fujifilm Biotechnologies, a lab in North Carolina that is working on elements of a vaccine candidate from Novavax.

A vaccine is considered the most crucial weapon in the fight against the coronavirus, which has disrupted everyday life and economic activity since March.

Mr. Trump, who is eyeing a successful candidate by the end of the year, said the pharmaceutical industry is on pace to deliver a vaccine in “record time.”

“Nothing even close,” Mr. Trump said after a tour of the Fujifilm site in Morrisville, North Carolina. “We’ve shaved years off the time it takes to develop a vaccine.”

Mr. Trump spoke hours after the White House confirmed that National Security Adviser Robert O’Brien had tested positive for the coronavirus.

Mr. O’Brien, the highest-ranking member of the administration known to have tested positive, has “mild symptoms” and is working from a secure location off-site. The White House said there is no reason to believe the adviser exposed Mr. Trump or Vice President Mike Pence to the virus.

Elsewhere, at least 14 members of the Miami Marlins baseball team tested positive, forcing it to remain in Philadelphia and postpone its home opener against the Baltimore Orioles, while raising doubts about Major League’s Baseball’s relaunch. The Phillies postponed a home game against the New York Yankees because the Marlins just used the visitors’ clubhouse.

The Minnesota Vikings, meanwhile, announced that Eric Sugarman — the football team’s head athletic trainer and infection control officer — has tested positive along with members of his family. The team said Mr. Sugarman hadn’t been in recent contact with players and no additional cases have been detected.

The high-profile cases threatened to overshadow Mr. Trump’s trip to North Carolina — a state he won by nearly 4 points in 2016 — to highlight progress on a vaccine.

Battered by claims he fumbled the virus response, Mr. Trump rattled off his administration’s push to build ventilators and replenish the federal stockpile of personal protective equipment, while distributing point-of-care testing machines to nursing homes.

But a vaccine, he said, is the ultimate prize.

“We will defeat the virus, we will have it delivered in record time,” Mr. Trump said.

The president insisted his response has been adequate, complaining that “suppression polls” and “fake news” are making him look bad ahead of his November matchup with former Vice President Joseph R. Biden.

Mr. Pence, meanwhile, jetted to Miami to hold a roundtable on efforts to combat the coronavirus, which is battering Florida and other Sun Belt states, including Texas, Arizona and California.

The University of Miami is one of multiple sites where researchers will be administering a trial vaccine to up to 30,000 adults as part of the phase-3 human trial.

“It’s a historic day, a day when we begin in earnest to work on a vaccine,” Mr. Pence said before thanking trial volunteers. “All of us have a role to play.”

Mr. Trump often points to progress on a number of candidates from leading drugmakers, as states grapple in the meantime with rising infections, hospitalizations and deaths and reimpose a carousel of restrictions on gatherings and bars and restaurants. The administration is doling out billions to support the pharmaceutical endeavor, which would normally take several years.

Food and Drug Commissioner Stephen Hahn on Monday said despite the speed of the effort, regulators “will not cut corners to evaluate a vaccine.”

“We must maintain the confidence of the American people in the scientific process,” he said.

He said the Moderna trial will enroll participants from “from all walks of life and all groups, particularly those typically underrepresented in trials.”

Dr. Hahn expects additional vaccine candidates to enter phase-3 trials “within the next several weeks.”

The nation is experiencing plenty of woe during the wait, with daily coronavirus deaths exceeding 1,000 four times during the past week.

Deaths are considered a “lagging indicator,” so the tally of fatalities tends to surge a few weeks after spikes in reported infections.

Florida Gov. Ron DeSantis said there’s some good news, however: the surge in cases on the front end appeared to be easing.

“If you look at visits to the emergency room for COVID-like illness, they’re at the lowest levels that we’ve seen since the middle of June, here in the state of Florida,” said Mr. DeSantis, a Republican and close ally of the White House. “Admissions to hospitals for COVID patients is at its lowest that it’s been since June. If you look at our test positivity rate, that is slowly but definitely declining.”

Several cities across America are bracing for more demonstrations and violent rioting this weekend after another night of lawlessness and unrest boiled over into the early hours of Sunday morning, as Antifa and militia groups prepare for further battle against police officers and counter protesters.

Tensions have been heightened at recent demonstrations against racial injustice since federal officials were sent to quell riots in Portland, Ore., that have continued for more than 50 straight days since the May 25 death of George Floyd while in police custody in Minneapolis.

AMERICAN MAYHEM: MORE RIOTING AND LAWLESSNESS IN CITIES ACROSS US

While opposing, heavily armed militia groups in Lousiville, Ky., avoided violence during demonstrations, riots were declared in Portland and Seattle, following a familiar pattern of peaceful protests devolving into destruction and attacks on police.

The chaos in Portland saw rioters break through a reinforced fence surrounding the Mark O. Hatfield U.S. Courthouse in the city’s downtown, police said. The courthouse has been a target for rioters, who have repeatedly vandalized and damaged the building over multiple nights. Federal officers have recently been assigned to the building.

The huge crowd outside the courthouse included the Wall of Moms and the Wall of Vets. Meanwhile, a Portland resident told Fox News last week that Antifa also has been present at the protests.

Gabriel Johnson, a 48-year-old Black man and retired Marine, said that after he went to protest outside the courthouse with his American flag in hand on July 19, he was called racial slurs and members of Antifa followed him home.

“These people have nothing to do with Black lives. Our Black community leaders need to stand up and lead because what’s happening is they’re letting a group of terrorists that don’t represent me use me, and that’s not right,” said Johnson.

People in the crowd Saturday night threw rocks, bottles, and unknown liquids over the fence, and were shining lasers and launching fireworks at the building, police said.

As officers tried to disperse the crowd, police said they were hit with bottles and paint balloons. People also shot mortar-style fireworks at officers from the ground and from parking garages.

Portland police said CS gas and other munitions were used to help disperse the crowd. However, many people wore gas masks and wielded makeshift shields, umbrellas, and leaf blowers to try and thwart police attempts to break up the groups.

The crowd dissipated just before 2:30 a.m., police said. Several arrests were made.

SEATTLE POLICE DECLARE RIOT AFTER PROTESTERS SET FIRE TO CONSTRUCTION SITE

In Seattle, thousands of protesters had initially gathered peacefully near downtown in a show of solidarity with fellow demonstrators in Portland. Those protests also turned violent leading into Saturday night.

Protesters broke through a fence where a youth detention facility was being built, with some people setting a fire and damaging a portable trailer, Seattle police said.

At least one rioter broke through a fence line at the police department’s East District precinct and threw an explosive device that left an 8-inch hole in the side of the building.

Rocks, bottles, fireworks, and mortars were thrown at officers as they attempted to clear the area, authorities said. Police deployed sponge rounds, OC spray, and blast balls.

At least 45 people were arrested for assaults on officers, obstruction, and failure to disperse, police said. Twenty-one officers were left with mostly minor injuries. One officer was treated at a hospital for a knee injury.

Antifa also has reportedly been present in Seattle, where members allegedly made a list of businesses to target and destroy, Canadian news outlet the Post-Millenial reported. The list reportedly included Whole Foods and Starbucks.

The reoccurring unrest in Portland and Seattle happened as protests and violence unfolded in other cities across the country.

LOUISVILLE PROTESTS DESCEND INTO CHAOS WHEN ARMED PROTESTER ACCIDENTALLY SHOOTS MEMBERS OF HIS GROUP, INJURING 3

Opposing armed militias marched during the day in Louisville, Ky., where Breonna Taylor was killed by police officers in her apartment. Hundreds of armed, predominantly Black, activists demanding justice were met with a counter-protest from a White militia group. The groups avoided violence as police looked on in full riot gear.

Earlier in the day, a protester accidentally shot three members of his own group at a park where Black activists had gathered, police said. The victims, all of whom were members of the “NFAC” militia group, were taken to a hospital with non-life-threatening injuries.

A protester in Austin, Texas, was fatally shot, while another protester in the Denver, Colo., suburb of Aurora was also shot. The Colorado shooting victim was taken to a hospital in stable condition, police said.

Protesters in Aurora also broke windows to the courthouse and a fire was started in an office, police said. An unlawful assembly was declared, and police ordered protesters to leave the area.

Law enforcement officers in Richmond, Va., used chemical agents and flash bangs to disperse crowds after a dumpster was set on fire outside the Richmond Police Department headquarters, the Richmond Times-Dispatch reported.

Courthouses in two California cities were also targets for vandalism, which included graffiti and broken windows. A fire was set inside the Alameda County Courthouse in Oakland, while police in riot gear faced off against a crowd near Los Angeles’ City Hall, according to local reports.

Saturday was another night of rioting and lawlessness in a number of cities across the U.S.

The evening’s mayhem – which spilled over into Sunday morning in many instances – included damage to federal buildings and local police precincts and even included a fatal shooting in Austin, Texas.

Here’s a recap of some of the disturbing developments in a sampling of cities.

Portland, Ore.: Courthouse fence breached

A huge crowd that included the Wall of Moms and the Wall of Vets turned out for yet another day and night of rioting and lawlessness in Portland, Ore., a city that has seen more than 50 consecutive days of such behavior since the May 25 death of George Floyd in police custody in Minneapolis.

Early Sunday local time, rioters broke through a reinforced fence that surrounded the Mark O. Hatfield U.S. Courthouse in the downtown area, OregonLive.com reported.

Federal agents assigned to guard the building deployed tear gas and the Portland police declared the scene a riot around 1:15 a.m. local time, the report said.

Saturday night’s demonstration followed what the news outlet said was a familiar pattern: Hours of peaceful protests that eventually devolve into destruction and attacks against police.

Social media posts also showed a crowd outside a Marriott hotel that was said to be where federal officers deployed to the city were staying.

Seattle: Explosive blows hole in precinct wall

At one point during Saturday’s daylong protests in Seattle, rioters threw an explosive device that created an eight-inch hole in a wall of the police department’s East District, police Chief Carmen Best said, according to the Seattle Times.

“What we saw today was not peaceful,” Best said. “The rioters had no regard for the public’s safety, for officers’ safety or for the businesses and property that they destroyed.”

Police reported making 45 arrests near the East Precinct as of 10 p.m. local time. They said 21 officers were hit by bricks, rocks and explosives. Most of the injured officers were able to return to work, police said in a Twitter message.

Conditions in the area had been declared a riot at 4:30 p.m., after police officers were being assaulted and protesters failed to disperse, Q13 FOX of Seattle reported.

Police reported numerous fires and explosions.

Best said police planned to use no tear gas despite a federal judge’s decision late Friday blocking a city council ban on the equipment that was scheduled to take effect Sunday, the Seattle Times reported.

A Starbucks store was destroyed and other businesses were covered with graffiti, the outlet reported.

Austin, Texas: Fatal shooting

A fatal shooting occurred around 9:50 p.m. during a protest in the city, according to reports.

Police said a man carrying a weapon approached a vehicle – but a person inside the vehicle fatally shot the man, the Austin American Statesman reported.

Medics arriving at the scene assisted the victim but were unsuccessful, the newspaper reported.

Police were in contact with the shooter, who was cooperating with authorities, the report said.

One witness said the victim was well known to many protesters, and a group of people were seen grieving at the scene, the newspaper reported.

Aurora, Colo.: Vehicle drives through crowd; courthouse fire

A frightening moment happened along Interstate 225 when a vehicle drove through a crowd of marchers, The Guardian reported. At least one person was struck by the vehicle and was taken to a hospital.

Elsewhere in the city, demonstrators pushed down a fence, threw objects at police officers, broke windows and started a fire inside the city’s courthouse on Saturday night, Denver’s KCNC-TV reported.

The unrest was associated with the death of Elijah McClain, a Black man who died after an altercation with police nearly a year ago, the station reported.

Saturday’s fire was quickly extinguished.

Aurora police tweeted photos of smashed windows and damaged fencing at the courthouse.

Oakland, Calif.: Courthouse fire

Hundreds of protesters marched through downtown Oakland, smashing windows of the city’s police headquarters and setting a fire inside the Alameda County courthouse, according to reports.

Oakland police confirmed much of the violence via Twitter messages.

The crowd had broken through barricades set up outside the courthouse, San Francisco’s KPIX-TV reported.

Omaha: ‘Potential of getting violent’ prompts arrests

Between 75 and 80 protesters were taken into custody after police declared an unlawful assembly, the Omaha World Herald reported.

The crowd started blocking traffic around 9:15 p.m. and police were seeing Facebook posts suggesting that damage was being planned for the downtown area.

“It leaned toward the potential of getting violent,” Omaha Police Capt. Mark Matuza told the newspaper.

The crowd was protesting the May 30 shooting death of James Scurlock, 22, for which Douglas County Attorney Don Kleine declined to file charges, the Times Herald reported – but Kleine agreed two days later to let a grand jury review the case.

Scurlock was allegedly fatally shot by bar owner Jake Gardner amid a protest in Omaha’s Old Market area, according to the newspaper.

Los Angeles: Damage to courthouse, City Hall clash

Rioting in the nation’s second-largest city on Saturday night included broken windows and graffiti at a federal courthouse in the downtown area and police in riot gear facing off against a crowd near City Hall, the Los Angeles Times reported.

Earlier, demonstrators marched along a stretch of Highway 101.

Sgt. Anthony Costello of the Los Angeles Police Department confirmed that some arrests were made, including for vandalism, but was uncertain how many rioters had been apprehended.

The American Academy of Pediatrics on Friday flipped its position on reopening schools in the fall, distancing itself from the Trump administration, which cited the organization’s initial stance in order to bolster its push to reopen all K-12 brick and mortar schools.

“Returning to school is important for the healthy development and well-being of children, but we must pursue re-opening in a way that is safe for all students, teachers and staff,” the AAP said in a statement. “Science should drive decision-making on safely reopening schools.”

The AAP added that public health agencies “must make recommendations based on evidence, not politics” and said “schools in areas with high levels of COVID-19 community spread should not be compelled to reopen against the judgment of local experts.

“We should leave it to health experts to tell us when the time is best to open up school buildings, and listen to educators and administrators to shape how we do it,” the AAP said.

President Trump issued a call this week for all of America’s schools to reopen full time and suggested Democrats want to keep them closed ahead of the November election to hurt his re-election chances.

He also threatened to cut off federal funding to schools — a power he does not have.

The AAP has a reputation of being conservative and cautious, but raised eyebrows in late June when it advocated sending students back to school in the fall.

At the time, the Centers for Disease Control and Prevention had advised that remote learning would be the safest option for school children.

AAP President Dr. Sally Goza took part in a White House event earlier this week on reopening schools.

The Trump administration has repeatedly pointed to guidance from Goza and the APP as one of its deciding factors pushing for reopening the nation’s schools.

“We are very much going to put pressure on governors and everybody else to open the schools, to get them open,” Trump said. “It’s very important for our country, it’s very important for the well being of the student and the parents.”

Joe Biden lambasted US President Donald Trump, arguing he failed to deliver on his economic promises

Democratic presidential contender Joe Biden has laid out his rescue plan for the coronavirus-crippled US economy, while berating President Donald Trump as incompetent.

Mr Biden said his $700bn (£560bn) plan would be the biggest investment in the US economy since World War Two.

The “Build Back Better” agenda, he said, would spur a manufacturing and technology jobs boom.

The Trump campaign responded that the plan would inflict “catastrophe”.

Mr Biden is all but guaranteed to face off with Mr Trump in this November’s presidential election.

Speaking at a metalworks firm near his childhood hometown of Scranton, Pennsylvania, on Thursday, Mr Biden said the president’s failures had “come with a terrible human cost and a deep economic toll”.

“Time and again, working families are paying the price for this administration’s incompetence,” Mr Biden said.

November’s election is expected to be dominated by the coronavirus pandemic and its economic fallout, which has pushed tens of millions of Americans into unemployment. More than 130,000 people have died with the virus.

Many voters are concerned by the Trump administration’s handling of the pandemic. His divisive approach to the country’s recent wave of anti-racism protests has also come under sharp scrutiny.

Opinion polls show Mr Biden with an almost double-digit lead over Mr Trump.

Analysts have urged caution in over-interpreting the polls, but Mr Biden’s lead is far greater than that of Mr Trump’s 2016 opponent Hillary Clinton at the same point in the campaign.

What else did Mr Biden say in his speech?

The former vice-president, who served under Barack Obama, struck an optimistic tone as he presented an economic programme, which he said would create at least five million jobs in manufacturing and innovation.

A key theme of his plan, Mr Biden said, was to “Buy American”. He proposed a $400bn increase in government spending on US-made products, in addition to spending $300bn on the research and development of new technologies, including electric vehicles and 5G networks.

“When the federal government spends taxpayers’ money, we should use it to buy American products and support American jobs,” he said

Pennsylvania is a battleground state seen as critical to the outcome of the election. Mr Trump won it in 2016 by a thin margin.

The “Buy American” tagline has drawn comparisons to President’s Trump’s “American First” agenda.

But Mr Biden said Mr Trump had failed to “bring back jobs and manufacturing” and, during the pandemic, had protected wealthy “cronies and pals” instead of working-class families.

“The truth is throughout this crisis, Donald Trump has been almost singularly focused on the stock market, the Dow and NASDAQ. Not you. Not your families,” Mr Biden said.

The Trump campaign took a dim view of Mr Biden’s economic proposals.

“Mr Biden’s wilful attack on our jobs, our families, and the American way of life will reverse all the gains we’ve made together and plunge us into economic catastrophe,” spokesman Hogan Gidley said.

Where are we in the election race?

Mr Biden, 77, officially secured the Democratic presidential nomination in June. He had been the effective nominee since left-wing Bernie Sanders withdrew from the race in April.

It is Mr Biden’s third bid for the presidency, after failed runs in 1988 and 2008.

Mr Obama endorsed Mr Biden in April, saying in a video that his former vice-president had “all the qualities we need in a president right now”.

A former US Senator from Delaware, Mr Biden is yet to choose his running mate – the person who would become vice-president should he be elected. Kamala Harris, a Democratic senator from California, is considered the front-runner.

Both the Democratic and Republican party conventions are scheduled for August. At those events, delegates will formally choose each party’s nominees for president and vice-president in the 2020 election, due to take place on 3 November.

Joseph R. Biden Jr. laid out a populist economic vision to revive and reinvest in American manufacturing on Thursday, calling for major new spending and stricter new rules to “Buy American” as part of an effort to more aggressively challenge President Trump on two of his signature issues: the economy and nationalism.

In a speech in the battleground state of Pennsylvania, Mr. Biden lacerated Mr. Trump for a bungled response to the coronavirus pandemic that has deepened the economic crisis and a misplaced focus on the stock market, while framing his own economic agenda around a new campaign tagline, “Build Back Better.”

Mr. Biden said his plans would leverage trade, tax and investment policy to spur domestic innovation, reduce the reliance on foreign manufacturing and create five million additional American manufacturing and innovation jobs.

“I do not buy for one second that the vitality of American manufacturing is a thing of the past,” Mr. Biden said, speaking at a metalworks factory in Dunmore not far from his childhood home of Scranton, a place where Mr. Biden often returns rhetorically to emphasize his blue-collar roots.

“When the federal government spends taxpayers’ money, we should use it to buy American products and support American jobs,” he added.

On the same day, Vice President Mike Pence embarked on a Trump campaign bus tour across Pennsylvania, a sign of the state’s significance in the Electoral College calculations of both campaigns.

Mr. Biden’s campaign is riding high in the polls but his advisers, as well as Republican strategists, still see the economy as perhaps his area of greatest vulnerability against Mr. Trump. The president’s campaign — and the president himself when on message — has tried to argue that he oversaw a booming economy until the coronavirus pandemic brought about an “artificial” slowdown.

House Republican leaders recently briefed their members on polling showing Mr. Trump’s enduring advantage on the economy, and a recent New York Times/Siena College poll showed the economy as perhaps a lone bright spot for the president, even as he trailed by 14 percentage points over all.

“The one issue that Trump really has going for him is who’s better to handle the economy,” said Stephen Moore, a member of Mr. Trump’s economic recovery task force, who added that Mr. Biden’s agenda, which includes rolling back some of the Trump administration’s corporate tax cuts, would damage the economy.

In some ways, Mr. Biden was seizing the “Buy American” message from Mr. Trump himself, who campaigned on an “America First” agenda in 2016 and wrote on Twitter on his Inauguration Day that “Buy American” was one of “two simple rules” that would guide his administration. (The other was “hire American.”)

Mr. Biden has long cast himself as a champion of the American worker, particularly as vice president, when he led the Obama administration’s Middle Class Task Force and oversaw implementation of the 2009 economic stimulus bill. But he has faced criticism from Mr. Trump and from progressive former rivals like Senator Bernie Sanders over his support for the North American Free Trade Agreement in the 1990s and other trade deals that followed.

On Thursday, the Trump campaign announced a new television ad attacking Mr. Biden’s record as “dangerous and foolish,” highlighting Mr. Biden’s vote for NAFTA in 1993 and his past support for trade relations with China and for the Trans-Pacific Partnership.

The Pennsylvania speech was the first of several steps Mr. Biden is taking in the coming weeks to detail an expanded economic agenda, beyond what he proposed in the primaries. On Thursday, Mr. Biden specifically proposed a $300 billion increase in government spending on research and development of technologies like electric vehicles and 5G cellular networks, as well as an additional $400 billion in federal procurement spending on products that are manufactured in the United States.

Mr. Biden described it as a level of investment “not seen since the Great Depression and World War II” and emphasized that a top priority was to expand prosperity to all corners of the country, both racial and geographic.

“This money will be used purposefully to ensure all of America is in on the deal, including communities that historically have been left out: Black, brown and Native American entrepreneurs, cities and towns everywhere,” he said.

Mr. Biden’s campaign is rallying top surrogates in key battleground states to amplify his economic themes on Friday: Senator Amy Klobuchar of Minnesota will hold a round-table discussion aimed at Arizona voters, Senators Tammy Duckworth and Tammy Baldwin will do one for Wisconsin, Gov. Gretchen Whitmer of Michigan will headline one for her state, and Senator Sherrod Brown of Ohio will hold one for his state.

The former vice president’s campaign aides cheered on Twitter that the three leading cable news networks — CNN, Fox News and MSNBC — carried Mr. Biden’s speech live, even as his remarks were briefly interrupted by an audible downpour at the plant.

As Mr. Trump has increasingly focused his campaign on stoking white resentment and fears, Mr. Biden and his campaign have stressed their efforts to create “an economy for every American,” as Mr. Biden said on Thursday.

“Donald Trump may believe that pitting Americans against Americans may benefit him. I don’t,” he said. Later in his speech, he invoked Mr. Trump’s recent comments defending the Confederate flag and accused the president of being “determined to drive us apart.”

While Mr. Biden has said in speeches since he began his campaign more than a year ago that Wall Street is not the true economic engine of America, he sharpened his populist tone on Thursday, declaring it “way past time to put an end to shareholder capitalism.”

He lashed Mr. Trump, in particular, for his focus on the stock market as a metric of success as tens of millions of Americans have been driven to file jobless claims during the pandemic. “Throughout this crisis, Donald Trump has been almost singularly focused on the stock market, the Dow, Nasdaq,” Mr. Biden said. “Not you. Not your families.”

Neil Newhouse, a veteran Republican pollster, called the economy a critical issue for Mr. Biden’s campaign to try to neutralize, especially if voters are focused on it this fall.

“It is probably the No. 1 issue for the Trump campaign,” Mr. Newhouse said. “The president’s job approval ratings have consistently been higher on the economy than any other measures.” In fact, he added, the president’s positive ratings on the economy have helped “hold up a lot of his other measures.”

Mr. Biden is planning four economic rollouts ahead of the Democratic National Convention in August, with Thursday’s speech the first in the series. The next three, according to campaign aides, will be on modern infrastructure and clean energy, then building “a 21st-century caregiving and education work force” followed by a plan “to advance racial equity in America.”

Thus far, Mr. Biden has proposed to offset the entirety of his spending plans with nearly $4 trillion in tax increases, largely by reversing some of Mr. Trump’s signature tax cuts for high earners and otherwise raising taxes on the wealthy and corporations. Aides said he would do the same to pay for his procurement and research plans announced on Thursday.

But campaign aides also said that Mr. Biden would propose additional deficit spending next year to help the economy recover from the recession caused by the pandemic, building on the more than $3 trillion in new borrowing that Congress and Mr. Trump have already approved amid the crisis.

During the primaries, Mr. Biden had proposed the smallest amount of new federal spending among the major Democratic contenders, and his plan, despite its new spending, remains far less expensive and expansive than those proposed by his former rivals, like Mr. Sanders of Vermont and Senator Elizabeth Warren of Massachusetts.

Mr. Biden has sought to straddle the line on economic policy and elsewhere between his moderate political instincts and a progressive wing of the party that lined up in the primaries behind candidates like Mr. Sanders and Ms. Warren who promised sweeping and systemic change.

“After today,” Mr. Moore, the Trump adviser, said of Mr. Biden, “I don’t think anybody’s going to call him a moderate.”

More new Biden plans could be coming. A Biden-Sanders “unity task force” published 110 pages of platform recommendations on Wednesday, with economic proposals that included a New Deal-style federal jobs program to use government money to put Americans to work on infrastructure and other projects. The task force also called for a so-called baby bonds plan that would seek to reduce wealth disparities between Black and white Americans by giving every child in the country a government-funded savings account.

Advisers said Mr. Biden would place racial disparities at the forefront of his evolving platform recommendations, amid a recession that has disproportionately hurt Black workers.

“Race is not an issue in this,” Darrick Hamilton, an Ohio State University economist who served on the unity task force, said of developing a comprehensive economic agenda, “but a pillar in this.”

This Fourth of July, amid the coronavirus pandemic and nationwide Black Lives Matter protests, American patriotism has fallen to its lowest point in nearly 20 years. According to a new poll, less than half of Americans are “extremely proud” to be American. 

According to Gallup, pride in the U.S. is the lowest it’s been since the analytics company first measured it in 2001. The survey shows 70% of U.S. adults are proud to be Americans in the new poll, but just 45% said they are extremely proud. 

While most people still say they are proud to be Americans, this marks the second straight year that the number of extremely proud Americans fell below the majority level. Results held relatively steady for years — between 81% and 92% — before sharply falling in 2017 to 75% during President Trump’s first year in office.

Democrats’ pride consistently measures far lower than that of Republicans, Gallup reports. 

Just 22% of Democrats say they are extremely proud to be an American — a 10-point decrease from 2019 and half of what it was before Mr. Trump was elected. However, 76% of Republicans and 41% of Independents say they are extremely proud. 

Men expressed their pride in higher percentages than women, at 48% compared to 43%. The most patriotic Americans are people 65 years and older, at 63%, while only 33% of people ages 18-29 reported feeling moderately proud to be American. 

In terms of the eight aspects of the U.S. government that Gallup polls on, Americans are most proud of the U.S.’ scientific achievements — followed by the military, culture and arts, economics, sporting achievements and diversity in race, ethnicity and religion. 

Americans said they are least proud of the country’s political system and health and welfare system.

“Record-low American patriotism is the latest casualty of the sharply polarized political climate in the U.S. today,” Gallup said. “While neither party group feels proud of the U.S. political system, politics may be affecting Democrats’ overall sense of pride in their country more than that of Republicans.”

“Mount Rushmore is a symbol of white supremacy, of structural racism that’s still alive and well in society today,” Nick Tilsen, a member of the Oglala Lakota tribe and the president of NDN Collective, a local activist organization, told The Associated Press. “It’s an injustice to actively steal Indigenous people’s land then carve the white faces of the conquerors who committed genocide.”

Trump is set to visit the monument, carved into South Dakota’s Black Hills, for a Fourth of July celebration that will feature the first fireworks at the location in decades. It comes, however, during a period of fierce debate over statues and monuments that represent oppression or atrocities for some.

Mount Rushmore historian and writer Tom Griffith noted that its sculptor, Gutzon Borglum, was also a member of the Ku Klux Klan, which experienced a renaissance in the 1920s after the release of the pro-Klan historical epic film “Birth of a Nation.”

Native American activists have for years protested at the site for both what they view as the desecration of the Black Hills and the U.S. government’s forcible seizure of the land despite treaties protecting it. Members of United Native Americans, a group affiliated with the American Indian Movement (AIM), scaled and occupied the monument in the 1970s.

Quanah Brightman, the current leader of United Native Americans, told the AP the civil rights movement in the 1960s helped inspire the AIM a decade later and said he hoped the Black Lives Matter movement could inspire a similar resurgence among his community.

“What people find here is the story of America — it’s multidimensional, it’s complex,” Griffith told the AP. “It’s important to understand it was people just trying to do right as best they knew it then.”
