The\u00a0mysterious,\u00a0unsolicited packages of seeds supposedly being sent from\u00a0China<\/a>\u00a0to homes across America\u00a0\u2013\u00a0prompting agriculture departments\u00a0in\u00a0at least 31\u00a0states to issue warnings\u00a0against planting them\u00a0\u2013 may be tied to\u00a0a fake product review scam, police and officials are saying.<\/p>\n

The\u00a0packages,\u00a0based on\u00a0photographs and statements from officials, appear to have been shipped by China’s\u00a0state-owned postal company and contain Chinese lettering on the exterior, advertising products ranging from jewelry to toys.<\/p>\n

But\u00a0what\u2019s actually inside are random plant seeds\u00a0and\u00a0states from coast to coast\u00a0have\u00a0been urging residents\u00a0to report the unexpected deliveries to\u00a0their local agriculture\u00a0departments\u00a0over concerns\u00a0that the seeds could be invasive\u00a0or\u00a0harmful\u00a0species.<\/p>\n

“We have done some researching and it does appear that these seeds are tied with an online scam called \u2018brushing\u2019,\u201d the\u00a0Whitehouse Police Department in Ohio<\/a>\u00a0\u2013\u00a0one of the states where the packages reportedly have been sent<\/a>\u00a0\u2013\u00a0posted on Facebook. \u201cA brushing scam is an exploit by a vendor used to bolster product ratings and increase visibility online by shipping an inexpensive product to an unwitting receiver and then submitting positive reviews on the receiver’s behalf under the guise of a verified owner.<\/p>\n

\u201cAlthough not directly dangerous, we would still prefer that people contact us to properly dispose of the seeds,\u201d the department added.<\/p>\n

North Carolina’s Department of Agriculture and Consumer Services<\/a> also said the deliveries are “likely the product of an international Internet scam.”<\/p>\n

It\u2019s not the first time this type of scam has surfaced. In 2018, a\u00a0Massachusetts couple who kept receiving mystery packages from Amazon<\/a>\u00a0containing items ranging from\u00a0USB-powered humidifiers to rechargeable dog collars feared they were being targeted.<\/p>\n

Here\u2019s how the scam works: a seller trying to boost the ratings of their own merchandise sets up a fake email account to create an Amazon profile, then purchases the items with a gift card and ships them to the address of a random person.<\/p>\n

Once the package is delivered, the owner of the Amazon account is then listed as a \u201cverified buyer\u201d of the product and can write a positive review of it that gets higher placement on product pages because of their status, James Thomson, a former business consultant for Amazon\u00a0told the Boston Globe at the time when asked about the couple\u2019s deliveries.<\/p>\n

However, the\u00a0deliveries of the plant seeds are\u00a0more widespread\u00a0and it’s not immediately clear\u00a0which e-commerce website the fake reviews may be appearing on, if this is the motive behind the packages.<\/p>\n

On Monday,\u00a0Virginia Department of Agriculture and Consumer Services spokesperson Michael Wallace told the New York Times that the agency has received\u00a0\u201cover 900 emails and several hundred telephone calls\u201d from people who claimed to have received the seeds.<\/p>\n

Officials in Florida<\/a>\u00a0say they have gotten 160 reports about the seeds.\u00a0And in Louisiana, Agriculture and Forestry Commissioner Mike Strain told the\u00a0New York Times<\/a>\u00a0that some of the\u00a0packages\u00a0sent to residents there appear to\u00a0contain seeds for\u00a0water lily plants.<\/p>\n

\u201cObviously they\u2019re not jewelry,\u201d\u00a0Lori Culley, a resident from Tooele, Utah,\u00a0said to\u00a0Fox13\u00a0after receiving\u00a0one of the packages<\/a>.<\/p>\n

\u201cAt this time, we are not sure what the seeds are and therefore are urging everyone to be exceedingly vigilant,\u201d\u00a0Georgia Agriculture Commissioner Gary Black<\/a>\u00a0also said in a statement. \u201cIf you have received one of these packages in the mail, please use extreme caution by not touching the contents and securing the package in a plastic bag.\u201d<\/p>\n<\/div>\n
