President Donald Trump fired State Department Inspector General Steve Linick on Friday, continuing a pattern of ousting independent watchdogs that has alarmed government ethics experts and top Democrats.<\/p>\n

Linick\u2019s firing is of particular concern to both groups \u2014 Democrats have described the inspector general\u2019s removal as an apparent attempt to retaliate against Linick for reportedly<\/a> opening an investigation into Secretary of State Mike Pompeo.<\/p>\n

A Democratic congressional aide told Vox\u2019s Alex Ward<\/a> Linick was looking into the potential \u201cmisuse of a political appointee\u201d by Pompeo, including having that appointee carry out \u201cpersonal tasks\u201d for the secretary of state and his wife.<\/p>\n

And CNN reports<\/a> that a State Department official \u201cconfirmed that Pompeo made the recommendation that Linick be removed, but the official did not know the reasons why.\u201d<\/p>\n

\u201cThe President\u2019s late-night, weekend firing of the State Department Inspector General has accelerated his dangerous pattern of retaliation against the patriotic public servants charged with conducting oversight on behalf of the American people,\u201d House Speaker Nancy Pelosi said in a statement<\/a>. \u201cInspector General Linick was punished for honorably performing his duty to protect the Constitution and our national security, as required by the law and by his oath.\u201d<\/p>\n

Rep. Eliot Engel (D-NY), chair of the House Foreign Affairs Committee, also criticized the president in unusually harsh terms<\/a>.<\/p>\n

\u201cThis firing is the outrageous act of a President trying to protect one of his most loyal supporters, the Secretary of State, from accountability,\u201d he said in a statement<\/a>. \u201cI have learned that the Office of the Inspector General had opened an investigation into Secretary Pompeo. Mr. Linick\u2019s firing amid such a probe strongly suggests that this is an unlawful act of retaliation.\u201d<\/p>\n

Trump did not specify why he believes Linick needs to be removed in a letter he sent<\/a> to Pelosi and other leaders, informing them of his intent to remove Linick from his post in 30 days (the amount of advanced notice that must be given to lawmakers for personnel changes like this). Instead, the president wrote he \u201cno longer\u201d has the \u201cfullest confidence\u201d in the inspector general. <\/p>\n

While Democrats appear to believe an inquiry into Pompeo may be behind this loss of confidence, it\u2019s also possible that Trump plans to release Linick due to his small role in 2019\u2019s impeachment proceedings. While he did not testify, Linick did hand over documents to Congress that had been given to the State Department by Rudy Giuliani, the president\u2019s personal lawyer. A number of officials involved in those proceedings were removed from their posts, including Michael Atkinson<\/a>, the former inspector general of the intelligence community; Gordon Sondland<\/a>, the former US ambassador to the EU; and Ukraine expert Lt. Col. Alexander Vindman<\/a>.<\/p>\n

Linick, who was appointed to his role as the watchdog of the State Department by President Barack Obama in 2013, will be replaced by Stephen Akard. A former Foreign Service officer who leads the State Department\u2019s Office of Foreign Missions, Akard previously served as chief of staff for the Indiana Economic Development Corporation under then-Gov. Mike Pence. <\/p>\n

In general, the job of an inspector general is a nonpartisan one \u2014 they are tasked with auditing and investigating government agencies to evaluate efficiency and detect fraud, waste, abuse, and mismanagement \u2014 but Trump\u2019s critics fear he has removed Linick for purely political reasons. <\/p>\n

And Democrats have signaled plans to investigate Linick\u2019s dismissal before his tenure ends in June. Saturday, Engel and the top Democrat on the Senate Foreign Relations committee, Sen. Bob Menendez, sent the White House a letter<\/a> promising to \u201clook deeply into\u201d the inspector general\u2019s removal. To facilitate this inquiry, the lawmakers requested the Trump administration to preserve all records related to Linick\u2019s removal \u2014 and to send those documents to Congress by May 22.<\/p>\n

Trump is developing a habit of firing watchdogs<\/h3>\n

Trump\u2019s firing of Linick is only the latest incident of the president removing inspectors general whom he sees as disloyal or a potential obstacle to his political agenda. <\/p>\n

At the beginning of May, Trump moved to replace Christi Grimm<\/a>, the principal deputy inspector general at the Department of Health and Human Services, weeks after she put out a report that pointed out shortages of testing supplies at hospitals as the coronavirus pandemic was spreading across the US.<\/p>\n

As Vox\u2019s Alex Ward explained<\/a> after the announcement, Trump\u2019s anger at Grimm for embarrassing him by publishing a report on the facts of the situation was easy to discern:<\/p>\n

Trump was asked about this report during an April 6 press conference<\/a> with the government\u2019s coronavirus task force. He fumed at the conclusions.<\/p>\n

\u201cIt\u2019s just wrong. Did I hear the word \u2018inspector general\u2019? Really? It\u2019s wrong. And they\u2019ll talk to you about it. It\u2019s wrong,\u201d he asserted. And then he wanted to know exactly who wrote the report. \u201cWhere did he come from \u2014 the inspector general? What\u2019s his name? … No, what\u2019s his name? What\u2019s his name? … If you find me his name, I\u2019d appreciate it.\u201d<\/p>\n

When it became clear to him that Grimm served in the Obama administration, he derided the report as \u201ca typical fake-news deal<\/a>.\u201d But, Grimm is a career official who\u2019s been in government since the Clinton administration and has worked for two Democrats and two Republicans, including Trump. She took over her current role as acting inspector general after the last person in that position left.<\/p>\n<\/blockquote>\n

Trump\u2019s move to replace Grimm came after firing two other<\/em> inspector generals the previous month.<\/p>\n

In April he fired Intelligence Community Inspector General Michael Atkinson<\/a>, who forwarded the Ukraine whistleblower\u2019s report to Congress and triggered Trump\u2019s impeachment. Then, just days later, Trump ousted Glenn Fine<\/a>, the acting inspector general for the Defense Department, from his job overseeing coronavirus relief spending.<\/p>\n

Government ethics experts have consistently sounded the alarms over Trump\u2019s firing spree and have described it as an authoritarian governance strategy.<\/p>\n

\u201cThe assault on the [inspector generals] is late-stage corruption, and Trump\u2019s kicking down one of the last bulwarks that stand between us and the burgeoning corruption-driven authoritarianism,\u201d tweeted<\/a> Walter Shaub, the former White House ethics chief who resigned in 2017, in response to Linick\u2019s ouster, adding that Trump\u2019s moves are signs of a \u201ccollapsing republic.\u201d<\/p>\n
