After confirming 12 additional deaths related to the coronavirus, Delaware announced on Tuesday the start of a statewide contact tracing program designed to limit the virus’s spread as the state gradually reopens businesses.<\/p>\n

Officials also confirmed 176 more cases in Delaware, raising the state’s tally to 6,741.<\/p>\n

Through the contact tracing program, Delaware will reach out to those\u00a0who test\u00a0positive and attempt to identify everyone who\u00a0came within 6 feet of them\u00a0for more than 10 minutes in the days prior.<\/p>\n

The program builds on the state’s expanded testing, announced late last week<\/a>, that will see up to 80,000 Delawareans tested every month. The goal is to continue protecting Delaware’s vulnerable populations by countering fewer social distancing restrictions with greater testing and tracing over the coming weeks, Gov. John Carney said at a press briefing Tuesday.<\/p>\n

“It’s really isolating the individuals who are COVID-19 positive and their contacts as opposed to isolating the whole community,” Carney said.<\/p>\n

It also comes as retailers start welcoming back\u00a0customers through\u00a0curbside pickup<\/a> and the Delaware beaches, most notably Rehoboth Beach,\u00a0prepare\u00a0to reopen<\/a>\u00a0reopen their beaches and boardwalks for exercise.<\/p>\n

The state will be hiring about 200 Delawareans to serve as contact tracers.\u00a0As the operation ramps\u00a0up, a process\u00a0Dr. Karyl Rattay of the Division of Public Health says\u00a0will take about a month,\u00a0100 members of the Delaware National Guard will start the program. They began training on Monday.<\/p>\n

Delawareans who have tested\u00a0positive for COVID-19 should receive a phone call from a case investigator asking for information on whom they came in contact with.<\/p>\n

Contact tracers will then reach out to each\u00a0known contact\u00a0to tell them to quarantine, help them make alternate quarantine arrangements\u00a0if\u00a0necessary, and arrange\u00a0testing\u00a0if recommended.<\/p>\n

NORC at the University of Chicago, a nonpartisan research institution, will build programs for Delaware and Maryland, allowing the states to share information.<\/p>\n

Carney said the program will cost “a lot,” but that the state doesn’t have an exact number currently. It will be paid for through the funding Delaware received from the federal government through the\u00a0coronavirus aid bill.<\/p>\n

In reopening guidance from the White House\u00a0and the\u00a0Centers for Disease Control and Prevention, expanded testing and contract tracing are listed as the primary keys, yet Delaware announced its program two months after its first known case.<\/p>\n

The program is one of the most complex Rattay said she’s seen in public health. She added that she thought it would take longer to come together.<\/p>\n

“We know we can’t stay at home forever,” Rattay\u00a0said. “We’ve never ramped up contact tracing like we are now.”<\/p>\n

The Division of Public Health had a small contact tracing team in early March working on the coronavirus, but the team was overwhelmed as Delaware quickly reached community spread.<\/p>\n

The state believes it’s past the stage of “putting out wildfires,” as Carney put it, and can now begin working to identify asymptomatic carriers in vulnerable groups like nursing homes and essential front-line workers.<\/p>\n

Almost half the state’s cases are in Sussex County where the rate of infection in Sussex County is more than triple that of New Castle County, the state’s most populous county.<\/p>\n

Sussex\u00a0has been plagued, in large part, by its chicken processing plants where workers operate in close quarters.\u00a0In Hispanic and Haitian immigrant communities, health care workers, advocates and elected officials say those residents can face additional challenges, including language barriers.<\/p>\n

“It’s going to be really important that [contact tracers] are from the communities in which they are working,” Rattay said.<\/p>\n

More than half of the 237 coronavirus-related deaths statewide\u00a0have involved residents of long-term care facilities. Most had underlying health conditions, which combined with their close living quarters, put them at great risk.<\/p>\n

Carney acknowledged Tuesday that the facilities won’t truly be safe until staff can be tested regularly.<\/p>\n

The 12 deaths announced Tuesday involved people with underlying health conditions, seven of whom lived in long-term care facilities. They ranged in age from 66 to 89.<\/p>\n

The numbers will likely increase, with Delaware set to hold four testing events over the next two weeks.<\/p>\n

To date, there have been 2,440 cases in New Castle County, 1,060 cases in Kent County and 3,205 cases in Sussex County.<\/p>\n

According to the state’s data, 276 people are hospitalized and 2,802 people who tested positive have recovered. The state has administered 33,291 tests.<\/p>\n

Applications for contact tracers and other associated positions will be posted at\u00a0de.gov\/coronavirus<\/a>\u00a0in the coming weeks.<\/p>\n
