County, where the sands have been off-limits from Malibu to Long Beach.<\/p>\n<p>Despite a <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-04-27\/gavin-newsom-reopening-california-beachgoers-stay-home-order\">scolding from the governor<\/a> chagrined by  news photos that seemed to show unsafe clusters of beachgoers the weekend before, many of who had driven in from L.A., Newport Beach leaders voted 5-2 to keep the beach open. \u201cWe can truly trust the vast majority of people to do the right thing,\u201d said Mayor Will O\u2019Neill.<\/p>\n<p>Then Gov. Gavin Newsom, a Democrat, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-04-30\/california-beaches-orange-county-close-coronavirus-gavin-newsom\">ordered beaches closed <\/a>in Newport Beach and the rest of Orange County. It has unleashed a torrent of criticism from elected officials, in a county that is no longer a conservative bastion but still tilts heavily Republican along the affluent coastal cities.<\/p>\n<p>\u201cWithout speaking to a single local official in Newport Beach, Governor Newsom has put politics over data, and substituted his will for our judgment from 428 miles away in Sacramento,\u201d O\u2019Neill <a href=\"https:\/\/twitter.com\/ONeill4Newport\/status\/1255961876418031617\" target=\"_blank\" rel=\"noopener noreferrer\">tweeted Thursday<\/a>.<\/p>\n<p>Said Sheriff Don Barnes: \u201cThe governor\u2019s decision to single out Orange County by closing our beaches is wrong and fails to recognize the sacrifices made by our 3 million residents.\u201d <\/p>\n<p>Supervisor Don Wagner said  news photos had given a misleading impression of densely packed weekend visitors to Newport Beach who, in reality, mostly adhered to social-distancing rules.<\/p>\n<p>\u201cThe telephoto lens distorted what was going on at the beach,\u201d Wagner said. \u201cIt is not wise to make policy from Sacramento based on a couple of photographs out of a local paper.\u201d<\/p>\n<p>In Huntington Beach, the city north of Newport Beach, protesters gathered Friday to denounce the governor\u2019s action, and the city has announced it will sue the state to keep its beaches open. <\/p>\n<p>The anger over the Sacramento-mandated beach closures comes amid growing unrest in a county known for years as a bastion of \u201ccowboy capitalism,\u201d a political philosophy emphasizing free markets, low taxes and an aversion to big government.<\/p>\n<p>\u201cThere\u2019s always been an Orange County-Sacramento friction,\u201d said Fred Smoller, an associate professor of political science at Chapman University. \u201cParticularly in the wealthier cities, they just don\u2019t want liberals or a Democratic legislature telling them what to do.\u201d<\/p>\n<p>Coupled with that is a resentment of perceived \u201cnanny state\u201d overreach, the idea that \u201cwe\u2019re gonna do what\u2019s best for you, whether it\u2019s telling you not to wear helmets or smoke cigarettes,\u201d Smoller said.<\/p>\n<p>Beach city residents are aware, and like to point out, that they live in a travel-poster landscape where others journey many miles just to visit. And for many in Orange County, Smoller added, it \u201cis definitely seen as a reward for hard work and a life of sacrifice and accomplishment.\u201d<b> <\/b><\/p>\n<p>Orange County was the <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1995-01-10-me-18394-story.html\">birthplace of Richard Nixon<\/a> and a stronghold of the John Birch Society. Schaben \/ Los Angeles Times)<\/p>\n<\/p><\/div>\n<\/figure>\n<\/div>\n<p>In recent years the <a href=\"https:\/\/www.latimes.com\/politics\/la-me-orange-county-politics-20181105-story.html\">political makeup of Orange County<\/a> has shifted, with slightly more registered Democrats than Republicans, but coastal cities like Newport Beach, Huntington Beach and San Clemente remain red.<\/p>\n<p>Smoller said elected officials like Wagner, O\u2019Neill and Board Supervisor Michelle Steel, who have denounced the governor\u2019s beach closure, speak for \u201cthe old Orange County of rugged individualism and making your own way,\u201d and added: \u201cI think they speak for a fraction of Orange County that is diminishing in size.\u201d<\/p>\n<p>Orange County officials can (and do) point to <a href=\"https:\/\/www.latimes.com\/projects\/california-coronavirus-cases-tracking-outbreak\/#nt=00000171-32cf-df28-a17d-76effe2a0002-liK0promoLarge-7030col2-main\" target=\"_blank\" rel=\"noopener noreferrer\">relatively low per-capita infection rates <\/a>to suggest that they know what they\u2019re doing, amid a health crises that has prompted unprecedented government intervention worldwide.<\/p>\n<p>Orange County, by Friday\u2019s count, had 2,393 coronavirus cases, with 45 deaths, in a population of about 3 million. The death rate per 100,000 is 1.4.<\/p>\n<p>By contrast, Los Angeles County had 23,233 cases, with 1,119 deaths, in a population of 10 million. The death rate per 100,000 is 11.1. Adjacent Riverside County, with a smaller population than Orange, had more than three times as many COVID-19 deaths.<\/p>\n<p>In Newport Beach, which has about  seven miles of beach, city officials said they received more than 1,000 emails on the question of beach access, with the majority in favor of keeping the beach open.<\/p>\n<p>In arguing to keep the beach open, O\u2019Neill, the mayor, pointed to the harmful effects of social isolation, including obesity, anxiety, depression and cognitive decline, and said the crisis had caused \u201can incredible spike\u201d in <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-04-05\/coronavirus-crisis-suicide-hotline-mental-health-counselor\">calls to suicide hotlines<\/a>.<\/p>\n<p>He said Hoag Hospital, which has a campus in Newport Beach and another in Irvine, had not seen more than 25 coronavirus cases between its Newport Beach and Irvine campuses at any one time. He said that once the brakes were put on international travel to the United States, the virus\u2019 spread seems to have been curtailed in Newport, which sees a substantial number of visitors from abroad.<\/p>\n<p>Newport Beach councilman Jeff Herdman was one of two votes to keep the city\u2019s beaches closed. He said that while the majority of the emails were in favor of open beaches, many seemed to be \u201cfrom kids who were out of school and want to go surfing.\u201d<\/p>\n<p>\u201cUsually in situations like this you don\u2019t hear from people who want the beaches closed, because they just assume their city council will do the right thing in terms of protecting them,\u201d Herdman said. \u201cAnd what happened instead was that ideology entered into the decision-making process.\u201d<\/p>\n<p>The other vote to close the Newport beachfront was Joy Brenner, who represents the Corona del Mar segment of the city and describes herself as a moderate conservative. Brenner said the city council was \u201cplaying politics in a pandemic,\u201d and that many Newport Beach voters, though conservative Republicans, support the governor\u2019s stance. \u201cThey say, \u2018I don\u2019t like Newsom but he\u2019s doing a good job,\u2019\u201d she said. <\/p>\n<p>Brenner said that many Newport Beach residents who are sheltering in place \u201care dramatically impacted by the people who are parking in front of their homes and unloading their cars and hanging out on the sidewalk and walking down the sidewalk to get to the beach, so they don\u2019t feel lie they can leave their home.\u201d<\/p>\n<p>She added: \u201cI hate the idea that Newport Beach is portrayed as this elitist community that doesn\u2019t want visitors. [Residents] are friendly people. They know when they live on the beachfront they will have visitors. But this is a different situation, and they\u2019re afraid.\u201d<\/p>\n<p>She said she worried about the danger to lifeguards. \u201cThere\u2019s no social distancing when you\u2019re doing a lifeguard rescue,\u201d Brenner said. \u201cWe\u2019re putting our lifeguards in danger. The trash cans are just overflowing, so we\u2019re putting our trash-collection personnel in danger. So we\u2019re creating another biohazard.\u201d<\/p>\n<p>State Sen. John Moorlach (R-Costa Mesa), whose district includes Newport Beach and Huntington Beach, said: \u201cYou\u2019ve got to trust the citizenry.\u201d Asked why Orange County has relatively low coronavirus numbers compared to L.A., Moorlach noted that Los Angeles has more public transportation.<\/p>\n<p>\u201cL.A. and New York, they\u2019re dense, they have public transit. That might be one of the major factors,\u201d Moorlach said. \u201cIn Orange County we chose to build lanes, not trains.\u201d<\/p>\n<p>Moorlach said he has advocated for balance and a more open economy. \u201cTreat us like you trust us,\u201d he said. \u201cWe\u2019ll follow proper protocols, but let us work.\u201d<\/p>\n<p>\u201cIf you are vulnerable, then you ought to stay in place,\u201d Moorlach added. \u201cIf not, you ought to understand you\u2019re taking a calculated risk. I take a risk every time I drive, but I\u2019m fully cognizant of it. So I put on my seat belt.\u201d <\/p>\n<p>Fueling some of the discontent in Orange County: inconsistent policies among the beach cities. The northernmost beach city is Seal Beach, a small city with a population of 24,000, which has kept its one mile of beachfront closed during the pandemic. Just to the south, however, Huntington Beach had been open until the governor closed it.<\/p>\n<p>\u201cPeople say, \u2018Huntington Beach has decided to have the beach open, well, why can\u2019t we?\u2019\u201d said Seal Beach mayor pro tem Joe Kalmick said. \u201cNo matter how reasonable you try to make your answer, they don\u2019t want to hear that.\u201d <\/p>\n<p>He said that in comparison to their Los Angeles counterparts, Orange County political leaders have not issued firm directives. \u201cThey have not come out with decisions \u2014 you will open or you will close,\u201d Kalmick said. \u201cIt\u2019s, \u2018We will let the cities decide,\u2019 and that leaves the door open.\u201d<br \/><\/br><\/p>\n<\/div>\n<\/div><\/div>\n<p><a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-02\/politics-covid-pandemic-orange-county\" class=\"button purchase\" rel=\"nofollow noopener noreferrer\" target=\"_blank\">Read More<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>When he called last week for the local beachfront to remain open amid the coronavirus crisis, the Newport Beach mayor argued that his city\u2019s infection rate was lower than any of its beach-city counterparts in L.A.
