The campaigns of President Trump<\/a> and presumed Democratic rival former Vice President Joseph Biden have turned down offers for counterintelligence briefings on threats to the coming election, according to a senior U.S. intelligence official.<\/p>\n

The briefings were offered in the past several weeks and rejected, said the official, who spoke on condition of anonymity.<\/p>\n

\u201cYou have the Trump<\/a> campaign and the Biden campaign not agreeing on much, but one thing they did agree on is they don\u2019t want the FBI<\/a> briefing them,\u201d the official said.<\/p>\n

Such briefings in the past were carried out by the FBI<\/a>, which is charge of domestic counterintelligence.<\/p>\n

However, the Office of the Director of National Intelligence announced earlier this month that it had shifted control of the briefings from the FBI<\/a> to the larger U.S. intelligence community.<\/p>\n

Threat briefings on election security are now organized by Bill Evanina, an Obama administration holdover and director of the National Counterintelligence and Security Center, part of the ODNI.<\/p>\n

\u201cU.S. elections are the foundation of our nation\u2019s democracy,\u201d Mr. Evanina, who began his career as an FBI<\/a> agent, said in an ODNI statement. \u201cWe are committed to supporting this administration\u2019s whole-of-government effort to secure the 2020 election.\u201d<\/p>\n

Mr. Evanina has come under fire from critics who say that, as the senior U.S. counterintelligence official during the 2016 election, he took no action to counter Russian election interference.<\/p>\n

A Biden campaign spokesman declined to comment on the decision not to accept a briefing.<\/p>\n

Trump<\/a> campaign spokesman Tim Murtaugh would not say if the campaign turned down the security briefing. \u201cWe take security seriously and never comment on our precautions,\u201d he said.<\/p>\n

The intelligence official suggested one reason for reluctance by the Biden campaign might be concerns those conducting the briefings could seek information about Mr. Biden\u2019s son, Hunter Biden, and his business dealings in Ukraine when his father was vice president.<\/p>\n

\u201cThey\u2019re nervous,\u201d the official said.<\/p>\n

Hunter Biden has come under criticism for taking lucrative positions in Ukrainian and Chinese companies while his father was vice president, and a Senate panel last week voted to subpoena the Democratic public relations firm which worked for a Ukrainian company on whose board the younger Mr. Biden sat.<\/p>\n

President Trump<\/a> has urged a wider investigation of the Bidens\u2019 business dealings.<\/p>\n

The intelligence official said the campaigns should accept the briefings.<\/p>\n

\u201cWe need the campaigns to understand the threats, from China, from Russia, from Cuba, from all over,\u201d the official said.<\/p>\n

In October, Republican Senate Finance Committee Chairman Charles E. Grassley of Iowa and Sen. Ron Johnson, the Wisconsin Republican who chairs the Senate Homeland Security Committee, wrote to FBI<\/a> Director Christopher Wray seeking the Bureau\u2019s plans on counterspy briefings for presidential candidates and senior campaign officials. The FBI<\/a> in 2016 provided defensive counterintelligence briefings to then-candidate Trump<\/a> and former Secretary of State Hillary Clinton, as well as to both vice presidential candidate.<\/p>\n

However, the FBI<\/a> in 2016 chose not inform the Trump<\/a> campaign that the Bureau was already investigating allegations of Russian collusion with the campaign.<\/p>\n

An FBI<\/a> inspector general report from December stated that then-FBI Counterintelligence Division Assistant Director Bill Priestap considered a security briefing for the campaign on the probe, but \u201cultimately decided that providing such briefings created the risk of compromising the secret counterintelligence investigation.\u201d<\/p>\n

Then-Deputy FBI<\/a> Director Andrew McCabe told the IG that he did not consider informing the Trump<\/a> campaign of its concerns about Russian collusion and instead favored opening the counterspy probe instead.<\/p>\n

Fired FBI<\/a> agent Peter Strzok, in text messages made public by investigators, also suggested that the FBI<\/a> was using intelligence briefings with the Trump transition team after the November 2016 election to gather intelligence for their investigation into Russian collusion.<\/p>\n

The FBI<\/a> did not open a similar counterintelligence investigation in 2013 after learning that China\u2019s intelligence service was attempting to recruit a Chinese-American driver for Sen. Dianne Feinstein. Instead, the FBI<\/a> notified Mrs. Feinstein of the security threat and she then dismissed the employee.<\/p>\n

The IG report said that there was no FBI<\/a> policy on political campaign security briefings. Mr. Grassley and Mr. Johnson said the FBI<\/a> that the bureau appeared to follow a different procedure for defensive security briefings by not notifying the Trump<\/a> campaign of the Russian collusion probe.<\/p>\n

\u201cThe Department of Homeland Security has made clear that \u201c[a] secure and resilient electoral process is a vital national interest,\u2019\u201d they stated. \u201cAn essential part of that process is ensuring that all candidates for office are treated fairly and are fully and equally prepared to address any potential security and counterintelligence concerns.\u201d<\/p>\n

The lack of uniform briefing policies \u201cundermines that process by risking the appearance of bias or, at worst, causing actual prejudice to a candidate for office,\u201d they wrote.<\/p>\n

FBI<\/a> Director Christopher Wray told Congress in February that the United States \u201cfaces a continuing threat, both traditional and asymmetric, from hostile foreign intelligence agencies.\u201d<\/p>\n

Foreign government influence operations also are targeting the democratic system, he said.<\/p>\n

Mr. Wray noted that \u201cinfluence operations may include targeting U.S. officials and other U.S. persons through traditional intelligence tradecraft; criminal efforts to suppress voting and provide illegal campaign financing; concealing efforts to influence U.S. government activities, cyberattacks against election infrastructure, along with computer intrusions targeting government officials and others.\u201d<\/p>\n

\u201cThis is not just an election-cycle threat,\u201d Mr. Wray said. \u201cOur adversaries are continuously trying to undermine our country, whether it is election season or not.\u201d<\/p>\n
