But, the presumptive Democratic presidential nominee still lags slightly behind the GOP incumbent on the economy, according to another poll. The two proposals, which together call for nearly\u00a0$3 trillion in government spending,\u00a0are part of his wider economic recovery plan and would\u00a0deliver millions of new union jobs, said Biden.<\/p>\n<p>\u201cThese funds will provide reliable, predictable demand for products made by American workers and supply chains like this one right here for the American interest,\u201d Biden said after rolling out his \u201cBuy American\u201d campaign at McGregor Industries in Dunmore\u00a0last week.<\/p>\n<p>Biden\u2019s plan has garnered mixed reactions in the state\u2019s Wyoming Valley. The area, which includes industrial municipalities like Dunmore, Scranton, Wilkes-Barre\u00a0and Pittston, is notable for its swing voters.<\/p>\n<p>Luzerne County, where Wilkes-Barre sits as county seat, voted for Trump in 2016 after he campaigned to bring back coal and manufacturing jobs. It had gone to former President Barack Obama in back-to-back elections. He hasn\u2019t lived here in over 70 years,\u201d said Chris Chermak, who serves as the Republican County Commissioner in neighboring Lackawanna County.<\/p>\n<p>\u201cAnd as far as economic recovery, he was our vice president for eight years, and this region really didn\u2019t see any help at all,\u201d he added.<\/p>\n<p>Northeastern Pennsylvania, known for its abundance of coal, has struggled for decades, spurred by the decline of coal.<\/p>\n<p>\u201cWe always tend to lag little bit behind the state of Pennsylvania in terms of employment, unemployment,\u201d said Satyajit Ghosh, economics professor at the University of Scranton.<\/p>\n<p>But, Ghosh said the region did see some improvements as it restructured its economy and increased its reliance on the service and retail sectors. In fact, data from the state\u2019s Department of Labor and Industry show that until the coronavirus hit, the unemployment rate in Luzerne and Lackawanna counties had been dropping steadily for nearly a decade. Now, the most recent figures from May show that at 14 to 16 percent, both counties have among the highest unemployment rates in the state.<\/p>\n<div source=\"Fox News\">\n<div><picture><source media=\"(max-width: 767px)\" ><source media=\"(min-width: 767px)\" ><img decoding=\"async\" alt=\"Biden's economic proposals on manufacturing and climate change set the stage for an election-year showdown over the economy.\u00a0\" src=\"https:\/\/a57.foxnews.com\/stage-static.foxnews.com\/stage.foxnews.com\/content\/uploads\/2020\/07\/640\/320\/Screen-Shot-2020-07-15-at-11.12.39-PM.png?ve=1&#038;tl=1\"><\/img><\/source><\/source><\/picture><\/div>\n<p>\n      Biden&#8217;s economic proposals on manufacturing and climate change set the stage for an election-year showdown over the economy.\u00a0\n      <\/p>\n<\/div>\n<p><strong><a href=\"https:\/\/www.foxnews.com\/politics\/biden-2-trillion-boost-clean-energy-rebuild-infrastructure\" target=\"_blank\" rel=\"noopener noreferrer\">BIDEN UNVEILS $2 TRILLION PLAN TO BOOST CLEAN ENERGY, REBUILD INFRASTRUCTURE\u00a0<\/a><\/strong><\/p>\n<p>\u201cRight now, we&#8217;re looking at a very transitional time in our country overall,\u201d said Ed, a local who declined to give his last name.<\/p>\n<p>Ed, a registered Republican\u00a0who voted for Trump in 2016, said he\u2019s disillusioned with the president.<\/p>\n<p>&#8220;I don&#8217;t believe that the president has done a bad thing, you know, internationally, but maybe domestically things are a little bit weak,&#8221; said Ed.<\/p>\n<p>At the same time, he\u2019s not sold on Biden.
