Here\u2019s a fact-check.<\/p>\n<p>What Was Said<\/p>\n<p><em>\u201cPresident Obama and Vice President Biden never even tried to fix this during their eight-year period. The reason they didn\u2019t try is because they had no idea how to do it. And it is a complex situation.\u201d<\/em><\/p>\n<p><strong>False.<\/strong> The Obama administration tried to address police misconduct in numerous ways, and some of those efforts have been reversed or limited by the Trump administration.<\/p>\n<p>\u201cThe assertion that the Trump administration has done more than the Obama administration is ridiculous,\u201d said Barry Friedman, a law professor and director of the Policing Project at New York University School of Law. \u201cThe Obama administration has taken a number of critical steps in police reform.\u201d<\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>After a white police officer fatally shot Michael Brown, a black teenager, in 2014 in Ferguson, Mo., Mr. Obama <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2014\/12\/18\/fact-sheet-task-force-21st-century-policing\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">convened a policing task force<\/a> that produced what Mr. Friedman called \u201cone of the most far-reaching examinations since the 1960s\u201d and <a href=\"https:\/\/cops.usdoj.gov\/pdf\/taskforce\/taskforce_finalreport.pdf\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">a long list of recommendations<\/a>.<\/p>\n<p>The Trump campaign called the task force \u201ca clear failure\u201d and noted that very few police departments <a href=\"https:\/\/web.archive.org\/web\/20170117053334\/https:\/\/cops.usdoj.gov\/policingtaskforce\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">had signed on to join<\/a> its reform initiative.<\/p>\n<p>Most of the changes that Mr. Trump\u2019s executive order outlines \u2014 except the provision that offers more resources for social workers and other mental health professionals \u2014 are \u201cnot that dramatically different\u201d from the Obama task force\u2019s recommendations, said Alex S. Vitale, who wrote the book <a href=\"https:\/\/www.versobooks.com\/books\/2426-the-end-of-policing\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">\u201cThe End of Policing<\/a>\u201d and who has argued that the recommendations of the previous administration <a href=\"https:\/\/www.thenation.com\/article\/archive\/obamas-police-reforms-ignore-most-important-cause-police-misconduct\/\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">did not sufficiently<\/a> address the root causes of police misconduct.<\/p>\n<p>\u201cThe language that Trump used during his announcement sounded exactly like the language in the Obama report,\u201d Mr. Vitale said.<\/p>\n<p>In 2015, Mr. Obama issued <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2015-01-22\/pdf\/2015-01255.pdf\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">an executive order<\/a> that placed limits on the Pentagon\u2019s so-called 1033 program, which has sent excess military equipment to the police since the 1990s. It prohibited local police departments from obtaining track armored vehicles, weaponized aircraft grenade launchers and bayonets, at the recommendation of the task force.<\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>Months after Mr. Trump took office, he <a href=\"https:\/\/www.nytimes.com\/2017\/08\/28\/us\/politics\/trump-police-military-surplus-equipment.html\" title=\"\">rescinded those restrictions<\/a> \u2014 keeping <a href=\"https:\/\/fop.net\/CmsDocument\/Doc\/2016PresidentialQuestionnaire.pdf#page=12\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">a promise he made<\/a> to the Fraternal Order of Police, the country\u2019s largest police union, during the 2016 election.<\/p>\n<p>\u201cHe and his staff are very familiar with our efforts because the F.O.P. lobbied them to limit the work we were doing,\u201d said Roy L. Austin Jr., who was deputy assistant attorney general for the Justice Department\u2019s Civil Rights Division during the Obama administration. \u201cThe task force could not have produced a more powerful document in changing policing around the country. Immediately upon President Trump taking office, he made it clear he was eliminating those reforms.\u201d<\/p>\n<p>The Justice Department under Mr. Obama also opened 25 investigations into whether police departments were engaging in a \u201cpattern or practice\u201d of misconduct (<a href=\"https:\/\/www.nytimes.com\/2017\/04\/09\/us\/first-consent-decree-police-abuse-pittsburgh.html\" title=\"\">an authority granted to the attorney general by the 1994 crime bill<\/a>). It <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-releases-report-civil-rights-division-s-pattern-and-practice-police-reform\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">enforced 14 consent decrees<\/a>, which are court-approved agreements to overhaul police departments, including in Ferguson.<\/p>\n<p>In comparison, the Justice Department under Mr. Trump has been <a href=\"https:\/\/www.nytimes.com\/2020\/05\/29\/us\/politics\/justice-department-civil-rights-george-floyd.html\" title=\"\">far less active<\/a>. So far, it has opened <a href=\"https:\/\/www.masslive.com\/news\/2018\/04\/us_department_of_justice_to_in.html\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">one investigation<\/a> and <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-reaches-agreements-ville-platte-police-department-and-evangeline-parish\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">signed two agreements<\/a>, which were based on an investigation opened in 2015, while Mr. Obama was president. (<a href=\"https:\/\/crim.sas.upenn.edu\/fact-check\/does-legal-regulation-police-impact-crime\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">Whether<\/a> consent decrees <a href=\"https:\/\/blogs.lse.ac.uk\/usappblog\/2020\/03\/18\/consent-decrees-can-reduce-the-number-of-police-related-killings-but-only-when-used-alongside-court-appointed-monitoring\/\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">are effective<\/a> is another matter.)<\/p>\n<p>Sixteen law enforcement agencies also participated in the Justice Department\u2019s <a href=\"https:\/\/web.archive.org\/web\/20170126120728\/https:\/\/ric-zai-inc.com\/Publications\/cops-w0835-pub.pdf\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">collaborative reform initiative<\/a>, a voluntary program started under Mr. Obama. The program assessed a police department\u2019s practices and made recommendations for change.<\/p>\n<p>In 2017, the Justice Department significantly scaled back the program <a href=\"https:\/\/www.nytimes.com\/2017\/11\/21\/us\/trump-justice-department-police.html\" title=\"\">over the objections of some Republican lawmakers.<\/a><\/p>\n<p>Echoing the frustrations of many activists, Mr. Vitale said that the previous administration\u2019s overhaul efforts had not produced significant results, but he added: \u201cI don\u2019t think Trump has done more. I just don\u2019t think it\u2019s that different.\u201d<\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>Mr. Obama <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2016\/07\/07\/statement-president\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">himself in 2016<\/a> acknowledged that \u201cchange has been too slow and we have to have a greater sense of urgency about this.\u201d<\/p>\n<p><em>Curious about the accuracy of a claim?
