The man told the agent he had a weapon and, while he approached, took off in a sprint and “in a drawing motion, withdrew an object from his clothing,” the statement read.

“The suspect then crouched into a shooter’s stance as if about to fire a weapon,” the statement read. At that point, the agent fired his weapon and struck the subject in the torso.

That intersection is right outside the White House grounds.

The Secret Service said in a tweet that a male subject and a USSS officer were both transported to a local hospital. “At no time during this incident was the White House complex breached or were any protectees in danger,” the agency said, adding the investigation is ongoing.

A law enforcement source told Fox News it appears the wounds to the suspect in the officer-involved shooting are not fatal.

In a brief joint press conference late Monday night with the Secret Service and MPD, officers stressed that the investigation was still in its early stages, and that city police would play a supporting role in that investigation.

“The Secret Service Office of Professional Responsibility will be conducting an internal review of the officer’s actions,” USSS Chief Tom Sullivan said. “The Metropolitan Police Department was contacted to conduct an investigation.”

MPD Assistant Chief Jeff Carroll added that “members of the MPD Criminal Investigation Division are assisting with the ongoing investigation of the incident occurred here at the White House.”

“Additionally, members of the Internal Affairs Division are assisting the Office of Professional Responsibility of the Uniform Division Secret Service that their investigation as well,” he said. “At this point, the Metropolitan Police Department is in a supporting role while the United States Secret Service.”

The shooting took place on Monday afternoon, several minutes after President Trump took the podium in the James S. Brady press briefing room at the White House. Someone who appeared to be a Secret Service agent told the president shots had been fired outside. The president then stopped and walked out of the room.

After returning to the podium, Trump said a shooting took place outside the premises of the White House near the fence. He said more information would be released later.

TRUMP EDICTS PUT PRESSURE ON PELOSI, NOT SENATE GOP

The president said he was not taken to the White House bunker, but was rather ushered to the Oval Office.

When a reporter asked the president, “Are you rattled by this at all, Mr. President?” Trump replied, “Do I seem rattled?”

The president went on to praise the Secret Service, telling reporters, “I have such confidence in these people,” adding, “they’re so good.”

Meanwhile, multiple sources told Fox News there is no believed threat to the Capitol after the White House incident.

Investigators released new evidence and surveillance photos Friday that places an attorney suspected of killing a lawyer in California at the time of the murder.

San Bernadino homicide detectives probing the death of lawyer Marc Angelucci received new information placing the now-deceased suspect, Roy Den Hollander in California on July 11 when the fatal shooting occurred.

Hollander immediately fled the area in his rental car and boarded a train at Union Station in Los Angeles and left California, police said.

The information emerged as authorities worked with the FBI in Newark to investigate a separate shooting at U.S. District Judge Esther Salas’ home on July 20, that killed her 20-year-old son and critically injured her husband.

Den Hollander, 72, was found dead from a self-inflicted gunshot wound in New York’s Sullivan County just a day after the shooting at the Salas’ residence.

Judge Salas presided over a gender-equity lawsuit that Den Hollander filed in 2015, where his client, a young woman from New Jersey, wanted to register for a potential military draft. He later withdrew as the lawyer in the case after being diagnosed with cancer.

Meanwhile, Angelucci, a men’s rights attorney, was victorious in a similar lawsuit filed in California.

Den Hollander and Angelucci were also both associated with the National Coalition for Men (NCFM).

Den Hollander described himself as an “anti-feminist” attorney who filed unsuccessful lawsuits challenging the constitutionality of “ladies night” promotions at bars and nightclubs, sued Columbia University for providing women’s studies classes, and sued news organizations over what he said was biased coverage.

In more than 2,000 pages of often misogynistic, racist writings posted online, Den Hollander had sharply criticized Salas and other female judges. He also wrote about wanting to use the rest of his time on earth to “even the score” with his perceived enemies, using “cowboy justice.”

Authorities say a package addressed to Salas along with a photograph of New York Chief Judge Janet DiFiore were among some of the objects found with Den Hollander’s body.

Both the Salas home and Angelucci were targeted by a gunman posing as a FedEx delivery driver, police said.

Newly released video footage from a Florida convenience store shows the suspects in the brutal “massacre” of three friends on a fishing trip as they followed one of the victims 10 minutes before the horrific incident.

The footage shows brothers Tony “TJ” Wiggins and William “Robert” Wiggins and Mary Whittemore, walking inside a Dollar General store in Frostproof, Fla. The raw footage also shows Robert Wiggins standing at the counter behind Damien Tillman. And later shows Robert Wiggins walking out of the store about 20 seconds after Tillman leaves.

Tillman was on his way to meet friends Brandon Rollins, 27, and Keven Springfield, 30, for nighttime catfishing.

THREE ARRESTED IN CONNECTION WITH TRIPLE MURDER OF FLORIDA FISHING BUDDIES

When the Wiggins brothers and Whittemore left, TJ Wiggins allegedly told his brother to turn onto a particular road, instead of going home.

“Two trucks, occupied by the three victims, passed Robert on that road, at which time TJ told Robert to make a U-turn and follow the trucks,” the police said.

Robert Wiggins followed the trucks to Lake Streety Road in Frostproof. The younger Wiggings brother and Whittemore stayed in the truck, while TJ Wiggins allegedly jumped out and confronted Springfield, accusing him of stealing his truck. Then he started to punch Springfield.

Springfield’s friends Rollins and Tillman got out of their truck to help their friend and that’s when TJ Wiggins really started to raise havoc.

Robert Wiggins told authorities he watched his older brother shoot Tillman, Rollins and Springfield. TJ Wiggins then asked Robert Wiggins to help put Tillman into the back of one of the trucks.

Following the grisly killings, the Wiggins brothers and Whittemore drove to McDonald’s, where they ordered 10 double cheeseburgers and two McChicken sandwiches, authorities said.

The next morning, police said, Robert Wiggins drove his truck to a Lake Wales car wash to clean off the clay stuck to it from the scene of the killings.

When police finally tracked down the trio at a local trailer park they were “living off the grid,” Polk County Sheriff Grady Judd said. “No running water, no electricity, just some generators.”

The circumstances surrounding the incident have rocked the tiny town.

Tony Wiggins, for example, has 230 felony criminal charges against him in his arrest history.

Judd called the elder Wiggins “pure evil in the flesh” and said his criminal history dates back to when he was 12 years old.

“He’s a thug, he’s a criminal,” Judd said, adding Wiggins has been charged with three counts of first-degree murder, tampering with evidence, possession of a firearm by a convicted felon and possession of ammunition by a convicted felon.

His brother has been charged with tampering with evidence and accessory. Whittemore has been charged with accessory after the fact of capital felony.

Judd later told Fox News’ Trace Gallagher he had no explanation for why Wiggins had been out on the streets with so many criminal charges against him.

“He has — you look at Florida statute… he’s done it all,” Judd said. “He recently broke someone’s arm.”

An effort to pass a significant surveillance reform package collapsed Wednesday evening, falling victim to presidential tweets, opposition from the Justlice Department and the fracturing of a fragile coalition among liberals, moderates and conservatives.

House Democratic leaders decided to abandon a scheduled vote a few hours after President Trump issued a veto threat on Twitter. They have not determined when — or if — the legislation might be revived, according to two Democratic aides.

The pulling of the bill to reauthorize a series of national security powers under the Foreign Intelligence Surveillance Act came a day after the president tweeted his disfavor, ostensibly on grounds that it fails to address what he calls “the greatest political, criminal, and subversive scandal in USA history.”

While he has never explicitly spelled out what he means, Trump has blasted the FBI for its flawed surveillance of a former campaign aide, Carter Page, and accused the government without evidence of spying on Trump Tower during the campaign.

None of the now-expired authorities the bill sought to revive were at issue in Page’s surveillance, which the Justice Department inspector general roundly criticized in a December report as having been conducted on the basis of applications riddled with errors and omissions.

But that did not stop the president from urging “all Republican House Members [to] vote NO on FISA.” On Wednesday evening before the vote, he tweeted a threat: “If the FISA Bill is passed tonight on the House floor, I will quickly VETO it.”

The underlying law, the USA Freedom Act, expired on March 15, a few days after the House voted to reauthorize it. The Senate amended the House version earlier this month to bolster civil liberties protections, teeing the bill up for House action.

On Wednesday, GOP leadership directed all members to vote “no.” That included Minority Leader Kevin McCarthy (R-Calif.), who earlier supported the bill.

The Justice Department issued a statement decrying the Senate-passed legislation as watered down. Assistant Attorney General Stephen E. Boyd said it “would unacceptably impair our ability to pursue terrorists and spies.”

Others, including progressive Democrats such as Rules Committee Chairman Jim McGovern (D-Mass.), said the bill lacked sufficient civil liberties protections.

“We cannot in good conscience vote for legislation that violates Americans’ fundamental right to privacy,” said Rep. Pramila Jayapal (D-Wash.) and Rep. Mark Pocan (D-Wis.), co-chairs of the Congressional Progressive Caucus.

It is unclear whether or when Congress will try again to reauthorize USA Freedom, which in turn amends FISA — the law that governs how and when the FBI can conduct surveillance or obtain records in national security and counterterrorism cases. GOP leaders have suggested such an effort will have to wait for the completion of an investigation by U.S. Attorney John Durham into the origins of the Russia inquiry that began in 2016 into whether Trump campaign members or associates coordinated with Moscow.

Investigations that began before USA Freedom lapsed on March 15 can continue to make use of the “business records” or “Section 215” provision of FISA, which enables the FBI to collect any “tangible things” — books, documents, records — when relevant to a national security investigation. But agents opening new cases will have to use other tools to get such material, or go without.

The same holds true for a second provision that allows agents to obtain “roving” wiretaps to follow terrorism suspects who quickly switch phones and email accounts. A third permits agents to surveil individuals who may be planning a terrorist attack but are not affiliated with a foreign terrorist group. That one has never been used.

“These three authorities did not go down for civil liberties reasons,” said Bobby Chesney, a law professor at the University of Texas at Austin. “They were held hostage to other concerns and now the hostage has been shot.”

Civil liberties advocates contend that investigators can turn to other tools, such as national security letters and criminal warrants. “So this notion that the sky is falling if the authorities lapse is not a fair one,” said Neema Singh Guliani, senior legislative counsel for the American Civil Liberties Union.

But law enforcement officials have said the loss of these tools impairs investigators in new probes, such as the recent terrorist attack at a Pensacola, Fla., naval station.

Another casualty of the bill’s defeat is a measure that had found favor in both chambers: to end the National Security Agency’s authority to obtain the phone records of suspected terrorists and any American whose phone number appears in those records. The agency suspended the program in early 2019, but lawmakers wanted to write the ban into law.

The Senate bill strengthened third-party oversight of the process used to obtain court approval for wiretaps and searches in national security investigations. It required judges with the Foreign Intelligence Surveillance Court, which decides whether to authorize surveillance, to appoint an amicus, or third-party observer, in any case involving a “sensitive investigative matter.’’

Had the provision been law in 2016, the court would have had to appoint an amicus to help it determine the appropriateness of surveilling Page, Trump’s former campaign aide.

Privacy advocates in the House wanted to go further and adopt other provisions. In particular, Reps. Zoe Lofgren (D-Calif.) and Warren Davidson (R-Ohio), after negotiating with House Intelligence Committee Chairman Adam B. Schiff (D-Calif.), had agreed on an amendment to bar the collection of Americans’ web browsing history without a warrant.

But disagreements over the interpretation of the measure’s wording led Sen. Ron Wyden (D-Ore.), who had sponsored a similar amendment in the Senate, to withdraw his support, as did a liberal Internet rights group, Demand Progress.

“The upshot is you have a quite broad coalition of diverse interests and perspectives who all agree on skepticism of these government institutions,” Chesney said, “and they do not seem troubled by the expiration of these three FISA provisions as collateral damage in the process.”

Work on reviving a group of federal surveillance authorities halted at another political impasse on Wednesday after an unusual rejection by the Department of Justice.

The House was set to vote on an amended version of a Senate-approved bill that would have revived the lapsed surveillance powers. Even if it passes in the House, the legislation would need to ping-pong back over to the Senate because of House changes.

But the Justice Department seemed to cut off even the viability of that effort with a statement that not only reiterated how it considers the current legislation unacceptable, but promised that Attorney General William Barr would recommend that President Trump veto it.

On Eve Of Historic Remote Votes In The House, Republicans Sue To Block The Move

That’s a wholesale reversal for Barr, who supported reauthorizing sections of the now-infamous Foreign Intelligence Surveillance Act, or FISA, and helped draft an earlier version of the bill.

And veto threats usually come directly from the White House or the president, not the Justice Department.

Reformers in Congress say they want to address what they call the prospects for the abuse of surveillance authorities and problems identified by the Justice Department’s inspector general related to surveillance during the Russia investigation.

Barr had said he was willing to accept some changes to FISA practices.

But Assistant Attorney General Stephen Boyd, who manages the department’s relationship with Capitol Hill, says now it can’t go along with the legislation as it stands in the House.

“We have proposed specific fixes to the most significant problems created by the changes the Senate made,” Boyd said. “Instead of addressing those issues, the House is now poised to further amend the legislation in a manner that will weaken national security tools while doing nothing to address the abuses identified by the DOJ Inspector General.”

IG reports have documented problems with the FBI’s submissions to the secret court that authorizes clandestine surveillance, including the collection on a former member of Trump’s campaign during the Russia investigation.

Political intrigue

A group of FISA authorities lapsed earlier this year when lawmakers couldn’t agree on broader changes and also turned their focus on the pandemic.

The so-called business records, lone wolf and roving wiretap provisions are intended to help with counterterrorism and counterespionage cases.

They weren’t connected to the Russia investigation, but the ongoing fallout from that imbroglio has complicated the politics and made “FISA” radioactive for many politicians.

A coalition in the Senate wanted to use the opening afforded by the then-impending FISA expiration to make more changes to federal surveillance practices in light of the Russia era.

That meant amending an earlier House bill, which the Senate did earlier this month, requiring that House members concur. That set the stage for the vote scheduled on Wednesday — but the House bill now has additional amendments, which then would require another Senate vote.

Then Barr’s veto recommendation — and apparent general opposition to the bill by Trump — suggested that more negotiations are likely in order before the Democrat-controlled House, Republican Senate and Trump can reach a consensus.

The president wrote on Tuesday that he hoped no Republicans in the House would support the FISA legislation there to send a statement about what he called government abuse.

In the meantime, the Justice Department has been left without the use of these national security tools.

There hasn’t appeared to be much urgency about getting them back into effect. Members of Congress turned their attention to pandemic-relief earlier this year and then got into the intra-Capitol volleying over amending the FISA legislation.

Republican leaders on Wednesday made clear that they consider the House bill too problematic to go ahead in its present form and said they not only would oppose it, but they believed the Democratic majority should not go ahead with a vote.

The shocking surveillance footage, obtained and aired by Univision on Sunday, seems to show Patricia Ripley pulling 9-year-old Alejandro along the bank of a Miami canal, looking around — and then shoving him into the waters before running away.

About 20 seconds later, Ripley returns with a bystander, who jumps into the canal to rescue the boy.

Authorities said this was Ripley’s first attempt at drowning her son on Thursday evening, The Miami Herald reported Monday.

About an hour later, she allegedly led him into a different canal, where he died.

Police said Ripley, 45, initially claimed that two men side-swiped her car while she was driving with Alejandro — and that they then demanded drugs and abducted her son, who had autism and was nonverbal.

But witnesses and video footage contradicted her claims, and she later allegedly  to leading the boy into a canal, where he drowned, telling cops: “he’s going to be in a better place.”

Investigators believe Ripley, a married mom of two, became overwhelmed with caring for Alejandro, who had been receiving therapy at the family’s home in recent months.

She’s being held in a Miami-Dade jail on charges of first-degree murder and attempted murder.

Prior to the video’s release, relatives had stood behind Ripley, who could face the death penalty.

“We love Alejandro and we don’t agree about whatever they said about my wife,” her husband, Aldo Ripley, told reporters after a court hearing Saturday. “It’s not real.”
