]]>The city of San Francisco is being asked to take a stand against Karens.
Supervisor Shamann Walton introduced on Tuesday the Caution Against Racially Exploitative Non-Emergencies (or CAREN) Act, which would make it illegal to “fabricate false racially biased emergency reports.”
Over the last several weeks, examples of racial profiling have been recorded and made the rounds on social media, including instances of white women alleged to have used the threat of calling police against people of color. Those people who have been accused of such discrimination have been condescendingly labeled as a “Caren” or, more commonly a “Karen.”
“Racist 911 calls are unacceptable that’s why I’m introducing the CAREN Act at today’s SF Board of Supervisors meeting,” Walton tweeted Tuesday. “This is the CAREN we need. Caution Against Racially Exploitative Non-Emergencies.”
The ordinance aims to hold a person accountable for making a 9-1-1 report they know is exaggerated or untrue. As of Tuesday, it was unclear what the penalty might be.
Walton will be joining efforts with Assemblymember Rob Bonta of Oakland on the statewide AB1550 bill.
Several examples were listed in the statement announcing the ordinance, including a recent incident in which a woman called the police on a Filipino man stenciling “Black Lives Matter” in chalk in front of his home in San Francisco’s Pacific Heights neighborhood.
This woman became known on social media as “San Francisco Karen” in a video that went viral. A search on Twitter for #Karen yields a seemingly-endless list of results.
In Alameda, police have appointed an outside investigator after a Black man was violently arrested while he was dancing and exercising outdoors.
Nationally, a woman called the police on a Black man who was bird watching in New York’s Central Park while accusing him of harassing her and George Floyd was killed in Minneapolis after someone called the police accusing him of using counterfeit money at a store to purchase cigarettes. She was charged with a misdemeanor of making a false report earlier this week.

]]>COVID-19 numbers continued to surge in San Diego County Thursday as county Supervisor Nathan Fletcher and his wife, Assemblywoman Lorena Gonzalez, announced they will self-quarantine for two weeks after coming into close contact with someone who tested positive.
Fletcher announced the development on his Facebook page just after 5 p.m. Thursday, indicating that both he and his spouse tested negative for novel coronavirus infection but, after speaking to a county contact tracer, decided to heed a recommendation for a two-week self-quarantine at home out of an abundance of caution.
“As we see increases in positive cases, outbreaks & hospitalizations due to COVID-19, we all face higher potential for exposure & continue to encourage everyone to take seriously the risks associated with COVID and need for us all to follow public health guidance,” Fletcher and Gonzalez said in a joint statement.
The county’s growing army of contact tracers and case investigators, which Fletcher pushed hard to expand in recent weeks, has recently been engaged to its greatest extent in the three-month-long course of the current coronavirus pandemic.
For the second day in a row, the county health department announced the largest single-day total of positive cases Thursday, tallying 335 Wednesday, three more than were registered Wednesday. After months generally hovering in the low-to-mid 100s, daily totals have now surpassed 300 in four of the county’s past five daily reports. The percentage of tests coming back positive in recent days have generally been higher than the current 14-day rolling average of 3.1 percent.
And the number of people across the county sick enough to require a hospital stay is also increasing. The total reached 383 Wednesday after appearing to bottom out at 326 on Sunday. Five additional COVID-related deaths were also announced Thursday, bringing the total for the local pandemic to 352.
The upward trend is clearly visible in the recent experience of Sharp Chula Vista Medical Center. Dr. Andres Smith, the South Bay hospital’s emergency director, said that the number of admitted COVID patients has gradually increased from 34 Monday to 40 Tuesday to 50 Wednesday. After weeks in the 30s, numbers are again pushing toward the previous record of 61 set in late May.
“Seeing us reach 50 again yesterday, it’s a concern, but it’s still a little early, I think, to determine the reason behind it,” Smith said.
Nationwide, and also in San Diego County, a larger percentage of new cases have been among younger residents. Though the overall pattern has not shifted dramatically at Sharp Chula Vista, Smith
said, the hospital did have a half-dozen COVID positive or suspected patients in their 20s Thursday.
“That is a little bit more than we have normally seen at one time,” Smith said. “It could be a coincidence, but I think in a week we’re going to know whether this is a sustained spike or if it’s just a little bump that goes back down.”
Scripps Health also reported increasing patient numbers at its two Mercy campuses in Hillcrest and Chula Vista.
Public health investigators identified an additional community outbreak — defined as three or more cases from different households exposed in the same location — Wednesday, keeping the total at 7 over the last seven days, a “trigger” threshold that indicates the virus is spreading at a faster clip through the community.
Health officials did not hold a press conference to discuss the building trend Thursday, but a briefing is on the docket for Monday at 2:30 p.m.

]]>On the Friday before Memorial Day, Los Angeles County Supervisor Janice Hahn told constituents that she will push for local beaches to be reopened for sunbathing. On May 13, active uses such as running, jogging, swimming and surfing were allowed again at the county’s beaches. Sunbathing is still barred.
Asked in a Facebook Live chat on Friday why people are not allowed to sit on the sand if they’re six feet apart, Hahn replied, “I’m kinda with you on this one.” Supervisor Hahn said she thinks the reason the sand was not reopened was, “We wanted to ease people back into reopening.”
Given those elements and the fact that she doesn’t see one person by themselves on their towel as a threat, the supervisor committed to campaigning for a change.
“I’m gonna push for that restriction to be lifted soon,” Hahn said. “Try not to crowd around people…I trust you to do what’s right.”
Yesterday the supervisor sent California Governor Gavin Newsom a letter asking him to allow smaller retailers to reopen under the same guidelines that big box stores have been allowed to operate under.
Coincidentally, restaurants and stores in Sacramento are being allowed to open on Friday.
One constituent asked Hahn why retailers cannot reopen now instead of July?
“That’s kinda how I felt,” said the supervisor. “The problem, of course, is [that] L.A. is under the mandate of California and Governor Gavin Newsom…We’ll do it as quickly as we can and as safely as we can.”
People planning to visit Los Angeles County beaches this weekend will finally be able to ride on the county’s extensive bike path, which reopened yesterday, according to Hahn. The beach reopening on May 13 did not include L.A. county’s 22-mile beach bike path that stretches from Pacific Palisades to Torrance.
The supervisor announced the good news on her Twitter and Facebook pages on Thursday, posting a photo of a lone bicyclist and the caption, “LA County’s beach bike paths are now open! Welcome back.”
The closure had been aimed at preventing clusters of people from gathering in violation of social-distancing standards on the popular pathway that can get congested during summer months. But the closure seemed to run counter to the “active-use” only restriction at the beaches.
Earlier this week, Los Angeles City Councilman Mike Bonin, who represents the Venice area, wrote on Twitter, “If people can walk at the beach, run at the beach, swim at the beach and surf at the beach, @lapublichealth should let them bike at the beach.”
Hahn responded on Wednesday, saying she agreed and was discussing the issue with county public health director Barbara Ferrer, adding, “I think we can make it happen.” And it has.
Hahn announced the reopening on Thursday, just in time for Memorial Day.
