The messaging was unmistakable: Surgeon Gen. Jerome Adams, appearing on a network news-talk show Sunday, wore a large white mask that left little showing but his eyes — which were wide and impassioned as he pleaded with Americans to wear face coverings in public to slow the spread of the coronavirus.

Adams is often photographed wearing a mask. Still, it was unusual, and telling, for him to don one while alone on camera for an extended interview, slightly muffling his speech.

But a day earlier, his boss, President Trump, had finally made a significant symbolic concession: After months of refusing to wear a mask in public, Trump for the first time allowed himself to be photographed by assembled media while wearing a face covering. He was visiting Walter Reed National Military Medical Center in Bethesda, Md., at the time.

With new infections spiking from Florida to Oregon, the president’s belated move could make it easier for White House staff, as well as Republican governors and members of Congress, to appeal to Americans to wear facial coverings.

However, his long resistance to mask-wearing has been a factor in an anti-mask movement that has become entrenched in many parts of the country. Much of the current surge in coronavirus cases is also occurring in states such as Florida and Arizona, whose Republican governors moved early to reopen, without a statewide masking requirement, cheered on by Trump.

Social media posts featuring clashes over masks have become a pandemic staple, featuring people who proclaim their right to go bare-faced in supermarket aisles, coffee shops and taco joints, sometimes resulting in shouting matches or scuffles with passersby or unfortunate employees.

Even if Trump’s latest action alters the cultural warfare over masking, other elements of administration coronavirus policy are coming under new fire as the pandemic worsens.

Education Secretary Betsy DeVos took to the talk shows to defend Trump’s push for quick school reopenings, including his threat to withhold federal funding from schools that do not resume full-time in-person classroom learning in coming weeks.

On “Fox News Sunday,” host Chris Wallace challenged DeVos, suggesting that threatening a funding cutoff — even if the administration had the power to impose one — was “exactly the wrong answer” if the goal was to ensure a safe reopening. The education secretary responded that “if schools aren’t going to reopen … they shouldn’t get the funds.”

In a separate interview, on CNN’s “State of the Union,” DeVos asserted that there was “nothing in the data that would suggest that kids being back in school is dangerous to them,” and that even for teachers with vulnerabilities, there are “ways for those teachers to be able to continue to do what they do.” She also declined to say whether schools should follow guidelines by the national Centers for Disease Control and Prevention.

Trump, who rarely acknowledges having second thoughts about a previously held position, denied that his new stance in support for masks marked a U-turn from his oft-stated distaste for wearing them and mocking presumptive Democratic presidential opponent Joe Biden for doing so.

“I think it’s a great thing to wear a mask; I’ve never been against that,” he told reporters at the White House after his foray to Walter Reed.

Trump had telegraphed his evolving position in a Fox interview earlier this month, when he said he didn’t mind the way he looked in a mask, likening his appearance to the Lone Ranger, the fictional character depicted in a mask covering his upper face with slits for eyes.

But until Saturday, he maintained his refusal to be photographed in one by the assembled news media.

In the early months of the contagion, the White House repeatedly defended Trump’s reluctance to be seen publicly wearing a mask, pointing out that both he and those around him were tested frequently and did not need to take the precaution of covering their faces.

Public health experts despaired that the president was undermining a message that mask-wearing reflects social responsibility in an unprecedented national and worldwide crisis, primarily as a means of protecting others rather than oneself.

“I do think it would have been better to have started wearing masks, demonstrating wearing masks at the highest levels of government, a long time ago,” Thomas Inglesby, director of the Center for Health Security at Johns Hopkins University, said on “Fox News Sunday,” when asked about Trump’s seeming change of heart.

“But at this point, I think the most important thing is to look forward and to think about what will make the most difference,” Inglesby said. “And I think that having the president, the vice president and governors wearing masks when they’re out in public is the right thing to do.”

House Speaker Nancy Pelosi (D-San Francisco), who has been sharply critical of the administration’s handling of the coronavirus crisis, including Trump’s history of going without a mask in public, said the president had “crossed a bridge” by being photographed at the head of a phalanx of aides, also wearing facial coverings. Trump’s navy-blue mask was embossed with a gold presidential seal.

“I’m so glad that he obeyed the rules of the Walter Reed,” Pelosi said on CNN’s “State of the Union.” “So, hopefully, by his example, he will change his attitude, which will be helpful in stopping the spread of the coronavirus.”

While Trump’s new stance may embolden administration officials to take a stronger stance for face-covering, the subject of a nationwide order, disfavored by Trump, remains a sensitive one.

Adm. Brett Giroir, a member of the coronavirus task force, said on ABC’s “This Week” that mask-wearing is essential in public settings where distancing is not possible. But asked about the need for a nationwide mandate, he demurred: “I’m not the person who can say.”

Trump allies such as Carlos Gimenez, the Republican mayor of Miami-Dade County in hard-hit Florida, offered praise for the president‘s efforts to combat the coronavirus while carefully avoiding any criticism of recent actions, such as an unmasked visit to Florida last week.

“I was on the tarmac to greet him,” Gimenez said. “And myself and everybody else that was there was tested an hour before. He kept his distance. So, I understand.”

Adams, the surgeon general, has for weeks been a major proponent of mask-wearing, although early in the pandemic, he urged people not to buy them. He now attributes that early opposition to initial concern about saving medical masks for health professionals, and to changing knowledge about the nature of the virus’ contagiousness and means of transmission.

“Science is about giving the best recommendation,” he said on CBS’ “Face the Nation.” Saying he was addressing the people of America directly, he declared: “You should wear a face covering.”

Inglesby said he didn’t think it was useful to think about mask-wearing “as a personal choice.”

“We don’t think it’s a personal choice to drive through a neighborhood at 80 miles an hour — we agreed to slow down because we want to protect kids,” he said. “The same thing is true here. We want to wear masks to protect our neighbors.”

Shares of Snap soared more than 8% Tuesday after Secretary of State Mike Pompeo said the U.S. was considering banning TikTok, a Chinese-owned social media platform. 

“We are taking this very seriously. We are certainly looking at it,” Pompeo said when asked in a Fox News interview Monday whether the U.S. should be looking at banning TikTok and other Chinese social media apps. 

India announced last week it was banning TikTok, along with dozens of other applications.

TikTok, operated by tech giant ByteDance, allows users to create short videos and overlay voices or music and has surged in popularity over the past year. In April, the app surpassed 2 billion downloads, according to Sensor Tower. 

The banning of TikTok could provide some competitive relief to social media platforms, such as Snapchat and Facebook, Morgan Stanley’s Sales team wrote Tuesday morning. 

Shares of Facebook were up 2.4% Tuesday afternoon, while Twitter stock rose 3.2%.

Stocks in Asia Pacific were higher in Monday morning trade, with stocks in mainland China leading gains regionally.

The Shanghai composite soared 3.97% in morning trade while the Shenzhen component rose 2.949%. The Shenzhen composite also jumped 2.781% 

Amber Hill Capital’s Jackson Wong told CNBC in an email that “bull sentiment” in mainland Chinese shares was “driving the markets.”

Wong, who is an asset management director at the firm, said the “sudden surge” in trading volume as well as a break out for the Shanghai composite last week raised investor expectations that “another bull run is coming.” Some of the reasons he suggested for the uptick in sentiment included the country currently being less affected by the coronavirus outbreak.

Meanwhile, Hong Kong’s Hang Seng index also saw robust gains, rising 2.57%.

Elsewhere in the region, the Nikkei 225 in Japan rose 1.37% while the Topix index added 1.2%. South Korea’s Kospi advanced 1.43%.

Meanwhile, shares in Australia edged higher, as the S&P/ASX 200 added 0.12%.

Overall, the MSCI Asia ex-Japan index traded 1.18% higher.

The moves upward regionally came despite the World Health Organization saying Saturday that more than 200,000 coronavirus cases were confirmed over a 24-hour period — a record.

Over in the U.S., the states of Florida and Texas reported daily record spikes in coronavirus cases on Saturday. The recent surge in cases has raised concerns over the possibility of lockdowns being reintroduced to curb the virus’ spread, that could put a dent on the prospects for economic recovery.

The U.S. dollar index, which tracks the greenback against a basket of its peers, was last at 97.016 after touching an earlier high of 97.195.

The Japanese yen traded at 107.67 per dollar after strengthening from levels above 108 against the greenback last week. The Australian dollar changed hands at $0.6958 following a rise from levels around $0.684 in the previous trading week.

Oil prices were mixed in the morning of Asian trading hours, with international benchmark Brent crude futures up 0.33% to $42.94 per barrel. U.S. crude futures, on the other hand, shed 0.62% to $40.40 per barrel.

The virus has killed more than 123,000 people in the United States, and U.S. cases make up by far the largest share of the worldwide caseload. In Texas, coronavirus-related hospitalizations reached a record high for the 16th day in a row on Saturday, with 5,523 patients being treated.

“It’s a good time to steer clear of senior citizens and to practice the kind of measures that will keep our most vulnerable safe,” Pence said at the University of Texas Southwestern Medical Center, where he was joined by Abbott, White House coronavirus response coordinator Deborah Birx, and Housing and Urban Development Secretary Ben Carson.

All four were wearing face masks as they entered and left the briefing room, a striking contrast with the image Trump administration officials have presented in recent months. Members of the White House coronavirus task force have typically not worn masks and have stood in proximity to each other at media briefings, and President Trump has frequently ridiculed reporters and others who have worn face coverings during the pandemic.

But earlier Sunday, a “Celebrate Freedom” rally Pence attended at First Baptist Church in Dallas featured a large choir that did not wear masks while singing, despite evidence that some choir practices have served as “superspreader” events.

Members of the choir put on their masks after they finished singing, and about two-thirds of attendees were wearing masks during the event, although many were sitting side by side in the pews. Face coverings and social distancing were strongly recommended but not required.

As he opened Sunday’s news conference, Abbott defended his decision to reopen the state — as well as his abrupt reversal.

“Families need to put food on the table. They need to pay rent. . . . We know that we can do both — continue to allow businesses to open while containing the coronavirus. But it does require all Texans to go back to those strategies that we mastered,” including wearing face masks and maintaining good hygiene, Abbott said. He added: “If you don’t need to get out, there’s no reason to go out at this particular time.”

As other Trump administration officials have done in recent days, Birx sought to put a positive spin on the situation facing the country, noting that the United States has “additional tools that we didn’t have just two months ago,” including various therapeutics and knowledge of social distancing measures.

The event comes as Texas, Florida and Arizona have emerged as the country’s latest epicenters after reporting record numbers of new infections for weeks in a row. It also comes as some testing centers in those states have become overwhelmed by an influx of patients, with residents reportedly waiting several hours in their cars or on foot to receive a test.

The campaign of presumptive Democratic presidential nominee Joe Biden sharply criticized Pence’s trip, saying in a statement that his decision to go ahead with events in Texas “epitomizes the dismissive attitude this administration has taken in addressing this crisis from the onset.”

“Our leaders should be tackling this pandemic head on and laying out concrete recovery plans for the American people — not jet setting across the country to hold events that go against basic public health guidance,” Kate Bedingfield, Biden’s deputy campaign manager, said in the statement.

Meanwhile, Pence’s spokeswoman, Katie Miller, appeared to dispute reports that the vice president would cancel upcoming trips to Arizona and Florida over virus concerns, saying on Twitter that Pence will still travel to both states this week.

Trump remained largely out of the public eye on Sunday, spending the day at Trump National Golf Club in Sterling, Va., where Sen. Lindsey O. Graham (R-S.C.) was among the president’s guests.

On the morning news shows, Pence and Health and Human Services Secretary Alex Azar defended Trump’s claim that increased testing is to blame for the recent surge in coronavirus cases.

In an interview on CBS News’s “Face the Nation,” Pence was asked about Trump’s statement at a rally in Oklahoma earlier this month that when more coronavirus tests are conducted, “you’re going to find more cases.” Pence replied by disputing that Trump‘s comments were effectively undermining Americans’ confidence in testing.

“I think it’s inarguable that the historic increase in testing that we’ve accomplished in this country has played a role in the new cases, particularly among younger Americans,” Pence said.

Azar said on CNN’s “State of the Union” that “the surveillance and testing is actually bringing out this information” about the recent spike in cases and acknowledged that “the window is closing for us to take action and get this under control.”

But he also appeared to play down the significance of the uptick, noting that the surge includes “younger and asymptomatic cases in many instances” and disputing the notion that it is related to states reopening their economies too quickly.

“It is not really about reopening,” Azar told host Jake Tapper. “We can and we have to get back to work, back to school and back to health care. . . . And if we act irresponsibly, if we don’t social distance, if we don’t use face coverings in settings where we can’t social distance, if we don’t practice appropriate personal hygiene, we’re going to see spread of disease.”

Despite the comments about testing by Trump and members of his administration, the numbers paint a different picture. In some states, the average number of new coronavirus cases has increased while the average number of tests has gone down. In others, the number of new cases is increasing at a higher rate than the number of tests. And in still others, such as New York, cases of the virus are going down while the number of tests has continued to rise.

While Azar put the onus on individuals to behave in ways that help slow the spread of the novel coronavirus, some Democrats on Sunday called for federal government to do more.

House Speaker Nancy Pelosi (D-Calif.) said in an interview on ABC News’s “This Week” that the wearing of face masks should be mandatory nationwide, arguing that it is “long overdue for that.”

“My understanding [is] that the Centers for Disease Control has recommended the use of masks but not . . . required it, because they don’t want to offend the president,” she added. “And the president should be an example. You know, real men wear masks.”

As cases of the virus surge in parts of the country, testing centers have been overwhelmed with an influx of patients, leading to long wait times and huge lines.

The Texas Tribune reported over the weekend that several problems have plagued the state’s testing program. Many people have been waiting in long lines, the newspaper reported, and some sites have closed early. Video footage shared on social media by a Houston Chronicle reporter shows throngs of people crowded in huge lines for testing.

The Miami Herald reported that some people waited up to four hours for a swab in Miami Beach last week. In Phoenix, patients waited up to 13 hours for a test last week, and some were turned away because of a shortage of tests, the Arizona Republic reported.

Tom Frieden, a former director of the Centers for Disease Control and Prevention, warned Sunday that the outbreaks in states that eased restrictions — and have since reinstated many of them — will continue to worsen in the next few weeks as figures tend to lag.

Frieden also pushed back against Trump’s claim that increased testing is the reason for the spikes, telling Fox News Channel’s Chris Wallace that the positive cases identified through testing are only “a tip of the iceberg.”

“As a doctor, a scientist, an epidemiologist, I can tell you with 100 percent certainty that in most states where you’re seeing an increase, it is a real increase,” Frieden said on “Fox News Sunday.” “It is not more tests. It is more spread of the virus.”

NEW DELHI — Just before the coronavirus arrived in India, Prime Minister Narendra Modi faced serious challenges, perhaps the biggest of his tenure.

Since then, as the world has been walloped by the coronavirus pandemic, many of these problems in India, especially the economic ones, have only gotten worse. But once again, India has rallied around Mr. Modi.

Recent opinion polls show that in the past few months Mr. Modi’s already high approval ratings have soared even higher, touching 80, even 90 percent. Unlike two of the populist leaders to whom he is often compared, President Trump and President Vladimir V. Putin of Russia, Mr. Modi is weathering this crisis quite well.

The result, some analysts say, is that if India continues to ride out the coronavirus in decent form, he may emerge with an even stronger hand when he and his party press their Hindu-centric policies. Much as the brinkmanship with Pakistan last year helped strengthen his re-election campaign, the deadly pandemic is bringing many Indians to his side despite lingering concerns about his agenda.

Mr. Modi’s success, analysts say, may be more durable. He’s widely seen as a mobilizer, not a despot, which may explain why his nationwide stay-at-home lockdown, which he dropped on the country with four hours’ notice, has been largely obeyed. Even the softer, feel-good exercises he has insisted on, like asking Indians to stand in their doorways and clap at a certain time, or to light candles at another, have been followed by millions.

Still, it has not been a spotless performance. Mr. Modi’s government was caught off guard by the epic exodus of migrant workers pouring out of India’s cities, making long, desperate and sometimes fatal journeys. (On Saturday, more than 20 migrants were killed in a truck crash as they traveled home.) And many economists believe that the $260 billion relief package that Mr. Modi triumphantly announced this week, as he urged Indians to become more self-reliant, will hardly be enough.

But he never downplayed the virus threat or said India had capabilities it didn’t. And unlike in the United States, where partisan politics has gummed up the response and created great discord and even chaos, analysts say Mr. Modi has worked well with state-level officials across India, regardless of ideology.

The result is that the political landscape Mr. Modi, 69, has shaped over the past six years, since a surge in Hindu nationalism brought him to the top job in the world’s largest democracy, has only been shored up. He and his Bharatiya Janata Party, known as the B.J.P., dominate the airwaves. They move unchecked when implementing policies. The political opposition is practically invisible.

“Modi is faring better than many peers because he acted decisively, pre-emptively and relatively early by going for the world’s most stringent lockdown when corona cases were few in India,” said Sreeram Chaulia, dean of the Jindal School of International Affairs, outside of New Delhi. “His phrase ‘Jaan Hain to Jahaan Hain,’” which means the world exists only if you are alive, “struck a chord.”

Now comes the hard part.

This coming week, after nearly two months of lockdown, India’s economy is expected to open up. The economic wreckage will emerge more clearly, with countless millions out of work and spilling into the streets.

But for a nation of 1.3 billion, the 82,000 reported coronavirus infections and 2,700 deaths is much lower per capita than many other countries, especially richer ones like the United States, Britain, Italy and Russia.

Though the virus picture here is especially hazy, because India is so big and it has performed fewer tests than many other nations, most independent health experts don’t believe that Mr. Modi’s government is hiding information.

What is clear is that many Indians feel thankful to him.

“Had it not been for this man, hospitals and mortuaries in the country would have run out of space,” said Vrushali Khadse Shet, a human resources manager for a shipbuilding company in Goa. “His skill of delivering a message to the lowest strata of society worked and we have been saved till now.”

Opinion polls indicate that much of India feels the same way. Morning Consult, an American firm that does online surveys in several countries, showed Mr. Modi outperforming other world leaders. His popularity is gauged at 80 percent, far above Mr. Trump, Mr. Putin, Chancellor Angela Merkel of Germany, Prime Minister Boris Johnson of Britain and several others.

Another poll, in the Times of India, a leading newspaper, showed that 93.5 percent of those surveyed felt Mr. Modi was handling the virus crisis effectively.

Of course, the Indians who have suffered the most under the lockdown — like migrant laborers — were probably not part of these surveys. Many migrants interviewed in the past few days have pleaded for him to end the lockdown and were not so enthusiastic about his decisions.

For this next phase as the lockdown changes, Mr. Modi is relying more on the chief ministers of every state. That might seem consultative and more democratic, but analysts say it’s also a tactic to spread the risk. If things don’t go so smoothly in the coming weeks as the economic pain really begins to bite, well, Mr. Modi’s argument will go, it’s not all my fault.

Scholars expect him and the B.J.P. to keep pushing divisive policies that cater to Hindu nationalists in India’s Hindu majority. Those moves have come at the expense of India’s minority Muslim community, which has already suffered enormous setbacks under Mr. Modi.

“The only constraints on him would have to come from abroad,” said Sumit Ganguly, an Indian studies professor at Indiana University. “The guardrails of most of India’s democratic institutions have been breached with the B.J.P.’s battering rams.”

But Mr. Modi has seen his runaway popularity stalled before, over economic concerns. The nation is lining up behind him right now, but the economic devastation from the coronavirus has yet to be reckoned with.

For years, Mr. Modi has won crucial support from moderates and the middle class by projecting himself as India’s “economic messiah,” said Sumantra Bose, a political scientist at the London School of Economics.

And if the economy can’t pull itself out of a nose dive, Mr. Bose added, “the messiah may be hoist with his own petard.”

Moderna’s stock was rising Friday after the biotech business revealed it has received as much as $483 million in federal funding to accelerate development of a coronavirus vaccine.

Shares of the Cambridge, Massachusetts-based firm opened more than 12%higher to around $46 During Thursday’s session, the stock hit an intraday all-time high of $4155

Moderna CEO Stephane Bancel stated Friday on CNBC’s “Squawk Box” that the financing is especially critical in helping manufacturing efforts.

” Rather of awaiting the data and then scaling up with producing process … we can make as lots of doses as we can. We are doing both in parallel,” he stated. The company plans to employ as much as 150 individuals to support the effort.

Bancel stated the business “couldn’t have actually done this” without the funding dedication from the Biomedical Advanced Research Study and Advancement Authority, which is part of the Department of Health and Person Solutions.

Moderna has partnered with the National Institutes of Health on advancement of its Covid-19 vaccine. Stage 1 human trials of the possible vaccine started in the Seattle location in mid-March.

The stage 1 trial is being conducted with 45 people, while phase 2 would include an expansion into “numerous healthy subjects,” Bancel stated.

Advancement likewise requires to include a large effectiveness study including countless people, Bancel stated. Moderna hopes to start that stage in the fall, depending on results from all the preceding stages.
