]]>President Trump said Saturday he will move “without delay” to fill the seat left vacant by the death of Justice Ruth Bader Ginsburg, joining with Senate GOP leaders in committing to what is likely to be one of the most intense confirmation battles in history.
“We were put in this position of power and importance to make decisions for the people who so proudly elected us, the most important of which has long been considered to be the selection of United States Supreme Court Justices. We have this obligation, without delay!” Mr. Trump said on Twitter.
Whether the Senate GOP conference will be able to hold its ranks, though, is another question.
Justice Ginsburg made a death bed declaration that she wanted the seat filled by whoever wins the presidential election.
Senate Majority Leader Mitch McConnell said just hours after Justice Ginsburg’s death that he would push ahead with whomever Mr. Trump names.
In a letter to colleagues, he urged them “to keep your powder dry” and not lock themselves into a position opposing any vote this year.
He said there’s enough time left in the year — Justice Ginsburg’s own confirmation took 50 days, he said — and he dismissed complaints that Republicans are being hypocritical by pushing ahead now, after denying President Obama a chance to pick a replacement after the death of Justice Antonin Scalia in 2016.
Mr. McConnell says in that instance the White House was controlled by a Democrat and the Senate controlled by the GOP. Now, both are held by the same party.
Democrats said that was parsing too much, and insisted Mr. McConnell and his fellow Republicans follow the precedent they set four years ago.
Liberal pressure groups are already taking that argument to the states, where a half dozen or more Republican senators face tough re-election campaigns.
Some have already committed to a vote on Mr. Trump’s pick, including Sen. Martha McSally of Arizona.
In North Carolina, Sen. Thom Tillis said Saturday that Mr. Obama was a lame duck four years ago, whereas Mr. Trump is facing voters. He said Mr. Trump should make his pick and voters can judge him for it at the ballot box.
“There is a clear choice on the future of the Supreme Court between the well-qualified and conservative jurist President Trump will nominate and I will support, and the liberal activist Joe Biden will nominate and Cal Cunningham will support, who will legislate radical, left-wing policies from the bench,” Mr. Tillis said in a statement.
A number of other Republicans in key election fights did not take a stance, instead keeping their remarks Friday and Saturday to praise for Justice Ginsburg’s legacy.
Senate Republicans hold a 53-47 edge over the Democratic Caucus, so they could lose three senators and still have Vice President Mike Pence break the tie on confirmation.
One wrinkle is that Ms. McSally is sitting in the seat once held by the late Sen. John McCain. The Arizona Republic reported Friday that should she lose in November, her Democratic successor could be sworn in as soon as the results are certified, perhaps on Nov. 30.
That could constrain the GOP’s ability to operate in a lame duck session.

]]>Democratic presidential nominee Joe Biden said that if he wins the presidency in November’s election, he will raise taxes on Americans who earn more than $400,000 a year.
In an interview with ABC‘s David Muir that aired Sunday, Biden discussed his plan for raising taxes that included this segment of the population and appeared to include businesses as well.

“I will raise taxes for anybody making over $400,000,” Biden said. “Let me tell you why I’m going to do it. It’s about time they start paying a fair share of the economic responsibility we have. The very wealthy should pay a fair share — corporations should pay a fair share.”
Biden referred to businesses that take in “close to a trillion dollars and pay no tax at all.”

After saying this, Muir questioned the wisdom of burdening businesses with new taxes while the economy needs to recover from the coronavirus crisis.
“It’s smart to tax businesses that in fact are making excessive amounts of money and paying no taxes,” Biden said.

When asked, Biden said that there would be no new taxes for small businesses or individuals who earn $400,000 or less.
The policies Biden intends to enact, including the tax hike on those making more than $400,000 a year, would raise tax revenue by $3.8 trillion over the next 10 years, according to an analysis by the Tax Foundation. The Tax Foundation says Biden’s plan would end up collecting roughly $3.2 trillion in actuality “when accounting for macroeconomic feedback effects.”
President Trump warned in a recent FOX Business interview that a Biden presidency would bring about the “biggest tax increase in history.”

Democrats have to be very happy with what they were able to accomplish this week with their convention.
Their production of the first-ever, all-virtual convention went off mostly without a hitch. At times, the last night seemed like whiplash with a serious segment on faith and forgiveness followed by snark from emcee Julia Louise Dreyfus, for example.
But none of that will be remembered. What will be, and perhaps for a very long time, was the speech Joe Biden was able to deliver. Biden gave a lot of thunderous speeches on the floor of the U.S. Senate when he was a senator and he’s appeared at conventions before, but no speech he’s ever made was as important, and perhaps as well delivered, as this one.
With that, here are seven takeaways from a consequential week:
1. Biden may have delivered the best speech of his career
It was more fireside chat than convention barn burner, and he has never been an arena orator like the man he worked for, Barack Obama. But, frankly, it worked for Biden.
He delivered a sober and urgent speech directly to the American people with a clarity of message, one of light versus dark. Biden, a devout Irish Catholic, seemingly channeled years of homilies about good versus evil, right versus wrong. If he wins, it will be a speech for the ages.
“Here and now I give you my word. If you entrust me with the presidency, I will draw on the best of us, not the worst,” he said. “I will be an ally of the light, not the darkness.”
The Trump campaign might regret setting the bar so low, to the point where as long as Biden got through the speech, he would dispel questions of his mental acuity. But he did far more than that. For the first time, perhaps even since he began this campaign, Biden showed why he should be president, rather than it simply being not Trump.
2. Democrats offered a different choice
Even before Biden’s speech, Democrats were able to lay out a different choice, a different version of what the country could be, for those disaffected by Trump.
Look, Trump’s supporters are locked in. But Democrats took aim at that sliver of truly persuadable voters and tried to win them over. Democrats’ vision for America is one that celebrates diversity, adheres to norms and will change direction.
Change is one of the most powerful motivators in politics, and it particularly sticks when things aren’t going well in the country. Think Ronald Reagan following Jimmy Carter, Bill Clinton after George H.W. Bush and Barack Obama after George W. Bush. If Americans are looking for change again, Democrats presented it.
It’s up to Trump and Republicans next week to try and sell steadiness to right the course. That’s something that can work for presidents seeking reelection, though it’s made tougher by Trump’s volatility.

3. A unified Democratic Party was on display
One advantage of a virtual convention is the boos aren’t magnified. Past conventions have featured at least some unrest within the base.
That was certainly true in 2016 with Bernie Sanders supporters who did not go gently into that good night. And it was true of Sen. Ted Cruz supporters at the Republican National Convention.
But it wasn’t just the lack of in-person delegates, it was the clear and present threat of Donald Trump for progressives. Sanders spoke strongly on Biden’s behalf; and single-payer advocate Ady Barkan, who is stricken with ALS, praised Biden and promoted progress over purity.
Sure, there was some grumbling about who got time, who didn’t and who got more, but this is a far more unified Democratic Party coming out of this convention than the one taking on Trump the last time.
4. It wasn’t all about Trump
For as much as this election is all about Trump, and as much as Biden’s supporters are mostly motivated by antipathy for Trump, the convention did buoy Biden personally and made an affirmative case for Biden’s vision for the country.
It became pretty clear, if it wasn’t going in, that a message Democrats wanted to get across was: The Bidens are decent people, people you can trust and who care about people like you.
But as his speech showed, don’t mistake kindness for weakness. It’s almost as if one message was — he’ll fight for kindness.
5. Kamala Harris is the heir apparent

If you had any doubt that Harris was the right pick, she proved she’s ready for prime time. She delivered a solid speech and has hit all the right notes since being announced as Biden’s running mate.
Being a Black and South Asian woman, she highlights the diversity of the Democratic Party and of America. Her simply being on the ballot is a statement against Trump. But she has shown, throughout her career and highlighted this week, she is far more than that.
She’s sharp, can deliver a punch and has provided some needed energy to the Biden candidacy. At the end of the day, Biden won the Democratic primary, in part, because he was seen as the most likely to beat Trump. But it’s clear, given he’s said he would be a transitional president that he’s a bridge and Harris is on the other side.
6. An economic message didn’t break through
Biden has led Trump in almost every issue area consistently and by a lot, except when it comes to the economy. But Democrats didn’t seem to do anything to break through with an economic message, beyond saying that the pandemic had to be solved and other boilerplate Democratic points, like securing the social safety net and having the rich pay their “fair share.”
Biden was involved in one segment Thursday dealing with the economy, where he talked with workers. At one point, he said that he believed the auto industry could be revitalized back to its peak in the 1940s and 1950s. But no economist thinks that’s possible.

He also said he wants to invest $2 trillion in infrastructure, something every president says he wants to invest in, but has been unable to get the parties to agree on how to pay for it.
It sounded as if Harris was on track to pivoting to a new emphasis on the economy when she was picked to be Biden’s running mate when she talked about Trump spoiling the economy he inherited from Obama. But that was not something much talked about during these four days.
7. It’s about voting, voting, voting

If there was one message Democrats hope people take away from this week it was that people need to go vote.
While wearing a V-O-T-E necklace, former first lady Michelle Obama implored people get on their “comfortable shoes” and bring their dinners, maybe even breakfasts and wait for as long as it takes.
Her husband, former President Barack Obama, ended his speech with a similar urgency:
“We have to get busy building it up by pouring all our efforts into these 76 days and by voting like never before for Joe and Kamala and candidates up and down the ticket,” he said, “so that we leave no doubt about what this country that we love stands for today and for all our days to come.”
Democrats really feel if everyone votes, and if all their votes are counted, they win.
And now, it’s on to the Republican convention starting Monday, where it will be interesting to see if there are any new ways that Trump frames the argument for why he feels he deserves four more years.

]]>Acting Homeland Security Secretary Chad Wolf on Tuesday pushed back against criticism over the agency’s response to rioting in Portland, promising that federal law enforcement “will not retreat” from the city and telling rioters to “find another line of work.”
“If you are a violent rioter looking to inflict damage on federal property or law enforcement officers, you need to find another line of work,” Wolf said at a press conference. “We will not retreat, we will continue to protect our facilities and our law enforcement officers.”
Portland has been hit by riots and protests for 52 days in the wake of George Floyd in Minneapolis. This month, in response to ongoing violence against federal property and monuments, DHS deployed federal law enforcement to the city.
Federal officers have reportedly been attacked, doxxed and injured by rioters, with DHS officials saying weapons including hammers, fireworks and fecal matter have been used against law enforcement. Meanwhile, there have been multiple attempts to damage the Hatfield Courthouse.
But there have been instances and reports of federal officers arresting those suspected of criminal activity, and putting them into unmarked cars. It has led to outrage from Democrats and even some Republicans — who have accused law enforcement of heavy handedness and illegal activity.
“Unidentified stormtroopers. Unmarked cars. Kidnapping protesters and causing severe injuries in response to graffiti.,” House Speaker Nancy Pelosi tweeted on Friday. “These are not the actions of a democratic republic. @DHSgov’s actions in Portland undermine its mission. Trump & his stormtroopers must be stopped.”
The state’s Democratic congressional lawmakers — Sens. Jeff Merkley and Ron Wyden and Reps. Earl Blumenauer and Suzanne Bonamici — last week asked both DHS and Justice Dept. offices of Inspector General to investigate the “unrequested presence and violent actions of federal forces in Portland.”
“DHS and DOJ are engaged in acts that are horrific and outrageous in our constitutional democratic republic,” Merkley said in a statement. “First, they are deploying paramilitary forces with no identification indicating who they are or who they work for. Second, these agents are snatching people off the street with no underlying justification. Both of these acts are profound offenses against Americans.”
DHS officials on Tuesday reiterated that their mission was to protect federal property, and officers were not roaming the streets, although they did not rule out going after those who attacked the courthouse and then left federal property.
But they pushed back on the widely reported claim that officers were unidentified, posting images that showed that officers had the appropriate police and agency insignia. Federal Protective Service Deputy Director of Operations Richard Cline told reporters that, to avoid the risk of doxxing, officers’ names had been replaced with badge numbers as about 38 officers had had their personal information put online.
US ATTORNEY CALLS FOR PROBE INTO FEDERAL CRACKDOWN ON PORTLAND RIOTS
Wolf noted that he spoke to Mayor Ted Wheeler, who had then tweeted out the details of the conversation, including his demand that federal agents both leave and clean up graffiti on the courthouse — but Wolf added that Wheeler has his phone number if he wanted to talk.
Wolf was particularly critical of Wheeler and highlighted that violence had been going on for over a month before federal authorities arrived in Portland to dispute the claim that it was the feds responsible for the violence.
“He would have you believe that enforcing federal law incites violence, he would have you believe that holding criminals accountable incites violence,” he said, before urging local officials to “step up” to protect their communities.
Meanwhile, acting Customs and Border Protection Commissioner Mark Morgan described such language used by Pelosi and others describing police as “stormstroopers” as “offensive.”

“It is offensive, offensive to refer to these dedicated men and women that are out there, law enforcement professionals, to make that reference,” he said. “It’s disgusting and it’s also a lie.”
He also recommitted that, while law enforcement were protecting federal property, it was clear that law enforcement would leave the property to go after someone suspected of criminal activity.
“Of course we’re going to arrest you, we have the authority. to make that arrest and we will continue to do that,” he said.

]]>US President Donald Trump says he has authorised the government to arrest anyone caught trying to tear down monuments or statues, threatening they could be jailed for 10 years.
Trump said on Tuesday the new order applies “retroactively” so those who previously participated in bringing down memorials could be arrested.
“I have authorised the federal government to arrest anyone who vandalises or destroys any monument, statue or other such federal property in the US with up to 10 years in prison, per the Veteran’s Memorial Preservation Act,” the president wrote on Twitter.
Commenting as he departed the White House for a trip to Arizona on Tuesday, Trump reiterated his threat and said, “I will have an executive order very shortly, and all it’s really going to do is reinforce what’s already there, but in a more uniform way.”
The federal statute Trump referred to subjects anyone who willfully injures or destroys, or attempts to injure or destroy, any structure, plaque, statue or other monument on public property commemorating the service of any person or persons in the armed forces of the US to fines, up to 10 years imprisonment, or both.
A wave of nationwide rallies calling for racial justice has swept across the United States since May 25 when George Floyd, a 46-year-old Black man, was killed by a white police officer in Minneapolis, Minnesota.
Since then, monuments from the civil war era or associated with slavery and the colonisation of Native Americans by Europeans have been targeted for destruction.

Trump’s order on Tuesday follows a statement by Republican Senator Tom Cotton, from the state of Arkansas, who demanded the federal government take action against the pulling down of statues of historical American figures.
“Violent mobs have, in recent weeks, defaced and torn down statues, memorials, and monuments around our country,” Cotton said in a letter to Attorney General William Barr.
“These criminals masquerade as protesters exercising their lawful right to peaceably assemble, but there can be no right to destroy public or private property.”
Cotton has taken a hard line against the anti-racism demonstrations that have gripped the US after the police killings of Floyd and Rayshard Brooks in Atlanta.
Speaking on the floor of the US Senate on Tuesday, Majority Leader Mitch McConnell echoed the sentiments expressed by both Trump and Cotton.
“Americans know an imperfect nation built by imperfect heroes is still the most perfect Union the world has ever seen,” he said. “And when the dust settles, it is never the mobs or bullies whom we honor. It is the brave leaders who confront them.”
Trump has threatened to deploy the US military on the streets – a move widely condemned by rights activists, politicians, and even US military leaders.
‘Disgraceful vandalism’
On Monday night, protesters tried to pull down a statue of former US President Andrew Jackson near the White House before being dispersed by police with pepper-spray at Lafayette Square, where the Jackson statue is located.
Videos posted on social media showed demonstrators climbing on the statue, tying ropes around it, then unsuccessfully trying to pull it off its pedestal.
Trump tweeted late on Monday that “numerous people” had been arrested for “the disgraceful vandalism”.
The statue shows Jackson in a military uniform, riding a horse that is rearing on its hind legs. The 19th-century president’s ruthless treatment of Native Americans has made his statue a target of demonstrators protesting the US’s legacy of racial injustice.
Interior Secretary David Bernhardt was at the scene on Monday and issued a statement.
“Let me be clear: we will not bow to anarchists. Law and order will prevail, and justice will be served,” said Bernhardt.
On June 1, law enforcement officers forcefully cleared peaceful protesters from Lafayette Square so Trump could stage a photo opportunity at a nearby church.

]]>Canadian Prime minister Justin Trudeau said Monday his federal government would continue on the gun control legislation he assured throughout in 2015’s election campaign after the most dangerous shooting in his country’s history, though it was not clear how soon he would do so.
” I can state that we were on the verge of presenting legislation to prohibit assault-style weapons across this nation,” he told press reporters. “It was interrupted when the pandemic triggered Parliament to be suspended, but we have every objective of moving forward on that step, and possibly other procedures, when Parliament returns.”
On Monday, a union of weapon control groups implored Public Security Minister Expense Blair to prohibit the brand-new sale of military-style assault weapons.
” While we appreciate the capacity for substantive policy modification is challenging at this moment,” the groups wrote to Blair, “we urge you to take one decisive, attainable action right now. … As has actually been well documented, these guns position an extreme danger to public safety and serve no affordable purpose.”
Authorities have actually not said what firearms suspect Gabriel Wortman utilized in the shootings, or how he got them.
Blair said he meant to present gun control legislation “as quickly as possible.”
Rod Giltaca, chief executive of the Canadian Union for Gun Rights, said it was too soon to discuss weapons.

The massacre began Saturday night in the peaceful waterfront town of Portapique, Nova Scotia, where police responding to a guns complaint made a grim discovery: Bodies inside and outside a home– however no shooter.
