McConnell’s remarks about the transfer of power were prompted by comments President Trump made at a White House news conference Wednesday, after a reporter asked: “Win, lose or draw in this election, will you commit here today for a peaceful transferal of power after the election?”

“We’re going to have to see what happens,” Trump answered. “You know that I’ve been complaining very strongly about the ballots, and the ballots are a disaster.”

McConnell tweeted earlier Thursday: “The winner of the November 3rd election will be inaugurated on January 20th. There will be an orderly transition just as there has been every four years since 1792.

McConnell later responded to criticism of his intention to fill the Supreme Court vacancy left by the death last week of Justice Ruth Bader Ginsburg, telling host Shannon Bream: “We can’t pick and choose when big decisions are foisted upon us by things that we didn’t anticipate, like the untimely death of Justice Ginsburg, who, by the way, had a spectacular career and was an inspiration to millions of Americans.

“But the election,” he added, “is no reason to dodge our responsibility and not go forward with a well-qualified nominee, which I anticipate we’re going to get Saturday afternoon.”

On protests that have erupted in his home state of Kentucky over the Breonna Taylor case, McConnell said it was “very sad” to see Louisville looking a lot like Portland, Ore.

“I think the American people can distinguish between peaceful protest on the one hand, constitutionally protected activity and rioting, looting, violence and shooting police officers, which is unfortunately what we’ve seen unfortunately in my hometown.”

Senate Majority Leader Mitch McConnell took the chamber floor Wednesday to scold Minority Leader Charles E. Schumer for what he called “performance outrage” over President Trump’s upcoming Supreme Court nominee, who Republicans have vowed to confirm before the end of the year.

Mr. Schumer, New York Democrat, on Tuesday invoked the Senate’s two-hour rule in protest against the GOP moving forward to fill the seat left vacant on the high court since Justice Ruth Bader Ginsburg’s death.

The two-hour rule prevents committees from meeting and holding business while the Senate is in session.

The move blocked a counterintelligence hearing on election integrity and interference ahead of the November election.

“Our bipartisan committees have a great deal of work to do to safeguard our nation and in particular to protect our elections,” Mr. McConnell said.

The Kentucky Republican recalled how Democrats disgraced the reputation of Mr. Trump’s other judicial nominees, referencing the minority having alleged sexual misconduct by Justice Brett M. Kavanaugh while he was in high school. The allegations were investigated but never proven.

Mr. McConnell noted that after the character assassination of Justice Kavanaugh, the American people gave Republicans more seats in the Senate during the midterms.

But Mr. Schumer pushed back, saying Mr. McConnell refused to move forward with President Obama’s high court nominee in 2016 because it was an election year, but is now pushing Mr. Trump’s through with roughly 40 days until the presidential election.

“America, you can’t trust them at their word,” Mr. Schumer said Wednesday. “They are fighting to reverse Justice Ginsburg’s legacy.”

Senate Majority Leader Mitch McConnell has made a bold commitment to a vote this year to confirm President Trump’s nominee to fill the seat of Justice Ruth Bader Ginsburg, whose death Friday has upended the elections.

The Kentucky Republican will have a tougher time fulfilling this commitment, though, than he did with his 2016 promise to block President Obama’s pick.

Two Republicans, Sens. Susan M. Collins of Maine and Lisa Murkowski of Alaska, have said they will oppose any effort to install a Trump nominee until they see who wins the presidential election.

With Republicans holding an effective 53-47 edge in the Senate, that leaves Mr. McConnell with room for only one more defection.

Justice Ginsburg, on her deathbed, dictated a statement to her granddaughter saying it was her “most fervent wish” that her seat not be filled until a new president is sworn into office in January. Democrats, including presidential nominee Joseph R. Biden, say Mr. Trump and the Republican-led Senate should honor that wish.

But Mr. Trump is moving quickly. He said a nominee will be named this week, and it will be a woman.

“We won. And we have an obligation, as the winners, to pick who we want,” the president said Saturday.

Within hours of the news of Justice Ginsburg’s passing, Mr. McConnell flatly stated that Mr. Trump’s nominee would get a vote.

It’s a reversal from 2016, when Mr. McConnell announced just hours after the death of Justice Antonin Scalia that the Senate would take no action on President Obama’s nominee. Over the ensuing months, the majority leader successfully blocked a confirmation vote for Judge Merrick Garland on grounds that the nominee shouldn’t be confirmed in an election year under the political alignments at the time.

Mr. McConnell has reasoned this time is different because Republicans hold the presidency and the majority in the Senate.

“Americans reelected our majority in 2016 and expanded it in 2018 because we pledged to work with President Trump and support his agenda, particularly his outstanding appointments to the federal judiciary. Once again, we will keep our promise. President Trump’s nominee will receive a vote on the floor of the United States Senate,” Mr. McConnell said in a statement Friday.

Democrats, who excoriated Mr. McConnell in 2016 and demanded a vote, now say he must live by that “election year” standard.

Senate Minority Leader Charles E. Schumer, New York Democrat, held a call with his conference over the weekend, and several media outlets reported that he told the colleagues “nothing is off the table” if Republicans move forward to fill Justice Ginsburg’s seat.

“The American people should have a voice in the selection of their next Supreme Court Justice. Therefore, this vacancy should not be filled until we have a new president,” Mr. Schumer posted on Twitter.

House Judiciary Committee Chairman Jerrold Nadler, New York Democrat, have suggested that Democrats would attempt to pack the court with more justices to balance out Mr. Trump’s nominees.

House Speaker Nancy Pelosi, California Democrat, refused Sunday to rule out another impeachment attempt, which could tie up the Senate’s schedule in the months remaining in this Congress.

“We have our options. We have arrows in our quiver that I’m not about to discuss right now,” Mrs. Pelosi said on ABC’s “This Week.”

Mr. Biden urged Senate Republicans to repeat their 2016 actions.

“Don’t vote to confirm anyone nominated under the circumstances President Trump and Senator McConnell have created,” he said. “Don’t go there.”

The confirmation battle is likely to become a major campaign issue. Election experts say Mr. Trump’s promise to appoint conservatives and his release of a list of potential names helped turn out Republican voters in 2016 who were not enthusiastic about him.

Mr. Trump appointed Justices Neil M. Gorsuch and Brett M. Kavanaugh. If he gets a third justice on the high court, it would be the most since President Reagan.

The Supreme Court battle is playing out in Senate races. Democratic challengers are demanding that Republican incumbents abide by the 2016 standard of not confirming a justice in an election year.

But Mr. McConnell has won commitments from some key Republicans.

Sen. Lindsey Graham of South Carolina, chairman of the Judiciary Committee and a senator who said in 2016 and 2018 that he would be bound by the Republicans’ precedent, now says he is on board with Mr. McConnell’s push.

Sen. Lamar Alexander, Tennessee Republican, said Sunday that he will back Mr. McConnell’s move as well.

“No one should be surprised that a Republican Senate majority would vote on a Republican president’s Supreme Court nomination, even during a presidential election year,” he said. “Sen. McConnell is only doing what Democrat leaders have said they would do if the shoe were on the other foot.”

A spokeswoman for Sen. Mitt Romney, Utah Republican, shot down a Twitter report saying the Utah Republican had privately committed to opposing a nominee until after the election.

“This is grossly false,” Liz Johnson said.

Sens. Joni Ernst of Iowa, Thom Tillis of North Carolina and Martha McSally of Arizona, all facing tricky reelection bids, all announced they support Mr. Trump’s push to move quickly.

One wrinkle is that Ms. McSally was appointed to the seat of the late Sen. John McCain and isn’t entitled to the full Constitutional term through January. The Arizona Republic reported Friday that should she lose in November, her Democratic successor could be sworn in as soon as the results are certified, perhaps by Nov. 30.

That could constrain Republicans’ ability to operate in a lame-duck session.

With the current Senate lineup, if Ms. Collins and Ms. Murkowski join all 47 members of the Democratic caucus to oppose Mr. Trump’s effort to push a nominee before the inauguration, Republicans would have one more seat of leeway — and none if the McSally scenario in Arizona plays out.

Vice President Mike Pence would break a 50-50 tie.

Sen. Tom Cotton, Arkansas Republican, said he doesn’t rule out some help from Democrats.

“As Mitch McConnell has said, there will be a vote. And I don’t think that we should discount Democratic votes, either,” he said on “Fox News Sunday.”

Mr. Cotton said there was a “referendum” on the issue of Supreme Court nominees in the 2018 midterms.

Four Democratic senators who voted against Justice Kavanaugh’s confirmation lost reelection the next month.

At least one protester was arrested Saturday after a group of about 100 people gathered outside the Kentucky home of Republican Sen. Mitch McConnell.

The Senate majority leader is a key figure in determining whether a nominee appointed by President Trump will succeed the late Justice Ruth Bader Ginsburg on the Supreme Court before Election Day.

“Ruth Sent Us,” and “No Ethics No Shame,” read some of the signs carried by crowd members in Louisville, local FOX station WDRB-TV reported.

“Hey-hey, ho-ho, Mitch McConnell has got to go,” others chanted.

LEADERS FROM BOTH PARTIES UNDER FIRE FOR PREVIOUS STATEMENTS ABOUT SCOTUS NOMINATIONS

Reports were unclear on whether McConnell was at home in Kentucky or in Washington on Saturday.

In addition to the impending battle over the court vacancy, McConnell, 78 – a member of the Senate since 1985 — also faces a reelection fight on Kentucky’s November ballot.

One protester was arrested on charges of disorderly conduct and improper parking, after police determined she used a pharmacy parking lot without planning to patronize the store, the Courier Journal of Louisville reported.

After facing the towing of her vehicle, the woman went inside the store and bought a six-pack of beer but police arrested her anyway, the report said.

The arrest prompted other protesters to start chanting, and one member of the crowd kicked a glass door and damaged it, the newspaper reported.

Other protesters agreed to move vehicles that were blocking traffic on a nearby street, following a police request.

Any Supreme Court nominee selected by Trump must win confirmation from the GOP-led Senate before joining the court on a lifetime appointment. The process includes confirmation hearings before the Senate Judiciary Committee.

As Senate leader, McConnell would determine when or if a vote on a nomination would be held. Democrats and some Republicans have argued that any vote on a Trump court pick should be delayed until after the Nov. 3 presidential election.

But McConnell has faced criticism for his 2016 decision to deny former President Barack Obama a Senate vote on his high-court choice, Merrick Garland, with the 2016 election between Trump and Hillary Clinton just months away.

In his Senate race, McConnell is seeking a seventh term. He is facing Democrat Amy McGrath, a former U.S. Marine Corps fighter pilot.

A new Quinnipiac University poll released last week showed McConnell with a double-digit lead over McGrath, the Courier Journal reported.

Senate Majority Leader Mitch McConnell said unequivocally Friday night that President Trump’s Supreme Court nominee to fill the vacancy of late Justice Ruth Bader Ginsburg “will receive a vote on the floor of the United States Senate.”

Ginsburg, 87, died Friday from complications surrounding metastatic pancreas cancer.

“The Senate and the nation mourn the sudden passing of Justice Ruth Bader Ginsburg and the conclusion of her extraordinary American life,” McConnell said in a statement Friday.

“In the last midterm election before Justice Scalia’s death in 2016, Americans elected a Republican Senate majority because we pledged to check and balance the last days of a lame-duck president’s second term. We kept our promise,” McConnell continued. “Since the 1880s, no Senate has confirmed an opposite-party president’s Supreme Court nominee in a presidential election year.”

McConnell added that “by contrast, Americans reelected our majority in 2016 and expanded it in 2018 because we pledged to work with President Trump and support his agenda, particularly his outstanding appointments to the federal judiciary.”

“Once again, we will keep our promise,” he said. “President Trump’s nominee will receive a vote on the floor of the United States Senate.”

SUPREME COURT JUSTICE RUTH BADER GINSBURG DIES AT 87

In May 2019, McConnell, R-Ky., made clear that should a vacancy materialize in the midst of the 2020 election cycle, the GOP-majority Senate would likely “fill it.”

McConnell’s comments last year were met with criticism from Democrats who accused him of hypocrisy, based on the treatment of former President Barack Obamas Supreme Court nominee and D.C. Circuit Court of Appeals chief Judge Merrick Garland.

Obama nominated Garland to replace the late Justice Antonin Scalia, who passed away in 2016, but McConnell and Senate Republicans refused to hold a hearing or vote on his nomination, citing the imminent 2016 presidential election.

Speaking to Fox News last year, McConnell suggested his stance was not hypocritical — because in 2020, Republicans would control both the White House and the Senate, unlike Democrats in 2016, who controlled only the White House.

“You have to go back to 1880s to find the last time a Senate controlled by a party different from the president filled a vacancy on the Supreme Court that was created in the middle of a presidential election year,” McConnell told Fox News.

FLASHBACK: MCCONNELL VOWS TO FILL A SUPREME COURT VACANCY DURING ELECTION YEAR

But the nomination and confirmation process for the latest addition to the high court, Justice Brett Kavanaugh, took 89 days total for confirmation. It took 57 days from Kavanaugh’s nomination to his confirmation hearing.

There are 45 days until Election Day.

But Senate Minority Leader Chuck Schumer, D-N.Y., on Friday night said Ginsburg’s vacancy should not be filled until “we have a new president.”

“The American people should have a voice in the selection of their next Supreme Court justice,” Schumer, D-N.Y., tweeted Friday. “Therefore, this vacancy should not be filled until we have a new president.”

There was an active vacancy after the death of Scalia in 2016, but the next presidential term could be even more significant for Supreme Court nominations.

Ginsburg’s death leaves a vacancy; and several other justices are over 70, including Justice Stephen Breyer is 82; Clarence Thomas is 72; and Justice Samuel Alito is 70.

Meanwhile, President Trump last week announced a list of more than 20 people he would consider nominating to the Supreme Court.

Meanwhile, Ginsburg, who passed away late Friday, was appointed to the Supreme Court in 1993 by President Bill Clinton, spent more than two decades on the bench, and is survived by her two children Jane Carol and James Steven Ginsburg.

Ginsburg battled two forms of cancer in the past, but her health began to take a downturn in December 2018 when she underwent a pulmonary lobectomy after two malignant nodules were discovered in the lower lobe of her left lung.

On Jan. 7, 2019, the Court announced she would miss oral arguments that day for the first time since she joined as she continued to recuperate from that surgery.

Senate Majority Leader Mitch McConnell rolled out a new proposal for a smaller version of a pandemic relief aid bill, but it’s unclear how much support the measure could garner even in his own party. And top Democrats opposed the plan, arguing it was “emaciated” even before it was officially released.

The measure includes more money for a small business loan program, a scaled back version of an expanded unemployment payment program, funding for schools and the U.S. Postal Service. The plan is slated to get an initial vote as early as this week, but is unlikely to advance without any significant Democratic support.

McConnell, R-Ky. said the proposal illustrates Republicans’ efforts to keep trying to push through a new wave of stimulus for the economy despite Democratic opposition. Both parties have been at a standstill to reach a deal on new coronavirus funding for several months.

“We want to agree where a bipartisan agreement is possible, get more help out the door and keep arguing over the rest later, that’s how you legislate, that’s how you make law,” McConnell argued from the Senate floor on Monday following the plan’s introduction.

Although there is bipartisan agreement Congress needs to do more to address the economic impact of the virus negotiations have been at an impasse about the size and substance of what is needed since Congress passed the last wave of relief earlier in the spring. By May, Republicans wanted to tap the brakes on additional spending, while House Democrats approved their own proposal worth more than $3 trillion.

In July, the Senate GOP rolled out a much smaller plan closer to the $1 trillion mark. And while it triggered bipartisan talks –mainly between House Speaker Nancy Pelosi, D-Calif., and Trump administration officials — those have stalled, as Democrats told Republicans not to return to the negotiating table until they are ready to spend at least $2 trillion.

On Tuesday, McConnell described the plan as targeted, focusing on healthcare, education and economic issues.

“It’s not a sweeping, multi-trillion dollar plan to rebuild the entire country in Republican’s image. It does not even contain every single relief policy that Republicans ourselves think would help in the short term. I am confident the Democrats would feel the same,” McConnell said. “But the American people don’t need us to keep arguing over what might be perfect. They need us to actually make a law.”

McConnell said the recent moves by Pelosi and Senate Minority Leader Chuck Schumer to block Republican proposals were politically motivated.

His 285-page bill covers some of the same ground addressed in the GOP’s July plan and some new terrain. Among the familiar provisions, it extends the popular small business loan effort, the Paycheck Protection Program, and establishes new legal shields for businesses, a marque issue for Republicans supporting in a new round of relief. It also directs $105 billion to schools.

It also reinstates extra unemployment weekly payments, but at $300, which is half of the $600 weekly payment that expired July 31 under the CARES Act approved by Congress earlier this year. This new $300 weekly payment would expire by year’s end under McConnell’s plan.

McConnell’s proposal also directs more spending flexibility for the U.S. Postal Service, but doesn’t designate a large, specific appropriation, a key issue for Democrats. Last month, House Democrats approved a plan to move $25 billion to the Postal Service, a measure also included in their $3 trillion HEROES Act approved in May.

On Tuesday, Pelosi and Schumer were quick to slam the bill, calling it an “emaciated” proposal. They also said the plan was laced with “poison pills” that Democrats would never support.

“Now, after months of inaction, Republicans are finally realizing the damage their pause has done to the American economy and our nation’s health,” the two Democrats said in a joint statement. “As they scramble to make up for this historic mistake, Senate Republicans appear dead-set on another bill which doesn’t come close to addressing the problems and is headed nowhere.”

Democrats said Republicans need to go further with their plan, including additional funding provisions to address disruptions at the U.S. Postal Service and election safety.

Senate Majority Leader Mitch McConnell said Friday that Americans shouldn’t worry about whether mail-in ballots will get tallied in November’s presidential election.

The electorate has multiple choices, the Kentucky Republican stressed.

“I don’t think people ought to worry about their vote not counting,” he said. “And I would encourage people: They’ve got three options in Kentucky. You can vote early, you can vote on Election Day, or you can drop it in the mail.”

“So I would encourage people not to worry about your vote not counting,” he added. “Choose which option is the best for you, but be sure and vote.”

Voting by mail has become a contentious political issue over the past couple of months.

President Trump has attacked mail-in voting as rife with fraud, while providing no evidence, and there are escalating concerns about the ability of the U.S. Postal Service to handle an expected record number of mailed ballots.

Although access varies by state — with some mailing ballot to every registered resident and others requiring voters to retrieve ballots themselves — the Postal Service is facing serious questions about its ability to deliver ballots on time.

In July, Postal Service General Counsel Thomas Marshall reportedly told a top Michigan election official about a “significant risk that the voter will not have sufficient time to complete and mail the completed ballot back to election officials in time for it to arrive by the state’s return deadline.”

The long-troubled service has been battered since the COVID-19 pandemic gripped the nation in March, and it announced last month that it had lost $2.2 billion in just three months.

While Postmaster General Louis DeJoy did not deny the organization’s finances are “dire,” he has promised that it has “ample capacity to deliver all election mail securely and on time” even with the significant increase in mail-in ballots expected due to coronavirus fears.

DeJoy was subpoenaed by Congress following reports of widespread mail delivery delays, and reports in the past week have also raised questions about the Trump donor’s personal finances.

Despite the uncertainty, McConnell maintained Friday that the Postal Service “can handle this.”

The president did not share that confidence, telling a crowd in Pennsylvania on Thursday to vote twice in order to make sure their vote was received.

Voting twice is illegal.

“Sign your mail-in ballot, OK? You sign it and send it in and then you have to follow it. And if on Election Day or early voting, that is not tabulated and counted, you go vote,” he said.  “And if for some reason after that — it shouldn’t take that long — they’re not going to be able to tabulate it because you would have voted.”

“But you have to make sure your vote counts, because the only way they are going to be able to beat us is by doing that kind of stuff,” Trump added.

McConnell, who is running for reelection this year, said he supported giving the agency an additional $10 billion to ensure its election-related deliveries are handled properly.

Democrats proposed giving the Postal Service $25 billion to handle the extra mail.
