]]>As coronavirus cases surge across the country, President Donald Trump is ramping up his push for schools to open for in-person instruction in the fall following weeks of downplaying the risks of children spreading the virus.
“Every district should be actively making preparations to open,” Trump said at Thursday’s coronavirus-focused press conference. “This is about something very, very important. This is not about politics.”
But Trump and Cabinet officials like Education Secretary Betsy DeVos have made several misleading claims in their pitch to reopen schools, with DeVos even claiming that children are “stoppers” of the virus, despite health officials saying there’s no evidence of that. On the question of whether kids spread the virus less than adults, task force Drs. Deborah Birx and Anthony Fauci have cautioned that the issue needs more study before drawing conclusions.
Notably absent from the podium at the last three briefings on coronavirus, health care experts have been sidelined to separate media interviews to qualify the president’s misleading claims.
While severe illness from coronavirus is rare among children, and those under 10 don’t seem to contract or spread the virus as often as adults, the question of transmission is widely unanswered since schools across the country closed in March.
“There’s a wide range of studies on kids and the jury’s still out on their role in spreading the virus,” said Dr. John Brownstein, chief innovation officer at Boston Children’s Hospital, a Harvard Medical School professor and ABC News contributor. “But I don’t think there’s evidence to say that they don’t play a role — it’s just the amount of transmission they are capable of compared to adults that’s in question.”
Here are the facts:

There is still a lot of research to be done on how the virus impacts children and how children spread it, but there is no evidence to suggest children are immune or can stop the disease.
“I don’t think any experts are saying that kids are a dead-end or that kids can’t continue chains of transmission and can’t play a role in community spread,” Brownstein said.
The consensus among the scientific community is that the more widely the virus is spreading in a community, the riskier it is to open schools.
Claim: Children don’t ‘easily’ contract or transmit virus
ABC News Chief White House Correspondent Jonathan Karl pressed the president Wednesday on schools reopening, noting the “real risk” is that children could bring the virus from schools back to their parents and grandparents at home.
“Well they do say that they don’t transmit very easily, and a lot of people are saying they don’t transmit, and we’re studying, Jon, very hard, that particular subject, that they don’t bring it home with them. Now, they don’t catch it easily,” Trump said.
But experts say there isn’t enough comprehensive data yet to draw such a conclusion.
Even White House coronavirus response coordinator Dr. Deborah Birx — whom Trump has called a “tremendous woman” — has said the issue of how contagious kids are needs more study. Soon after Wednesday’s briefing, at which Trump said she was “just outside,” she appeared on Fox News and was presented with the president’s claim.
“There’s still open questions there, and that’s why the president concluded with, ‘we’re studying this very hard,'” she said.
Birx noted a study out of South Korea and suggested that children under 10 transmit the virus less frequently, “but I think it needs to be confirmed here.”
That study also found that those between the ages of 10 and 19 can spread the virus at least as effectively as adults.
“Even if kids are half as likely to transmit the virus compared to adults, even in that setting, it’s still important because kids do play a role in transmission,” said Brownstein, referring to the same study. “And once you put kids into their natural school setting, that completely changes things. You have close proximity, poor hygiene, so that might offset their potentially lesser role and transmission.”
Birx also expressed her concerns at a July 8 task force briefing at the Department of Education that the virus could spread from children to older parents and grandparents and acknowledged that “the lowest tested portion [of the population] is the under 10-year-olds.”
Roughly 3.3 million adults ages 65 and older live in a household with school-age children, according to a Kaiser Family Foundation analysis from July.
In an interview with the Washington Post on Friday, Fauci teased a National Institutes of Health study started in May and expected to wrap up by December that is tracking 6,000 people from 2,000 families to provide more insight on child-to-adult transmission.
“Because even though we have some information about that, we still need more information,” he said.
Notably, the state of Arkansas reported Wednesday that children now make up nearly 18% of the cases in one county — well above the national average — with the state’s interim Health Secretary Dr. Jose Romero, saying, “This represents, most likely, spread within tight-knit family units.”
Claim: If the virus is contracted, children ‘get better fast’
In the same response to Jonathan Karl, Trump presented another misleading and unchecked claim on the impact the virus has on children.
“They don’t bring it home easily, and if they do catch it, they get better fast,” Trump replied.
And at Thursday’s coronavirus press conference the president said, “Children are a tiny percentage, less than 1% and even a small percentage of 1%.”
According to the American Academy of Pediatrics, 241,904 child coronavirus cases were reported as of July 16, with children representing 8% of all cases in 49 states, along with New York City, Washington, D.C., Puerto Rico and Guam, all reporting by age.
Although mortality remains much lower, with fewer than 100 child deaths from COVID-19 in the U.S., children are not completely immune to the disease.
Fauci, at a May 12 Senate hearing, said that he’s “very reserved in making broad predictions” when it comes to sending children back to school.
“The more and more we learn, we’re seeing things about what this virus can do that we didn’t see from the studies in China or in Europe,” Fauci said. “I think we better be careful that we are not cavalier in thinking that children are completely immune to the deleterious effects.”
Claim: Trump says administration has a ‘national strategy’ for schools reopening
While the White House and the Centers for Disease Control and Prevention have provided different layers of “guidance” to schools, the federal government has not yet released a federal standard for reopening.
Instead, the administration has largely punted to state and local officials — as it has since the earliest days on the pandemic on issues like procuring medical equipment and personnel.
“We do have a national strategy, but as you know, ultimately, it’s up to the governors of the states,” Trump said Wednesday.
The CDC did release its highly anticipated guidelines for reopening schools late Thursday.
They do not currently recommend schools conduct universal symptom screenings for K-12 students but encourage parents or caregivers to monitor their children for signs of infectious illness every day.
White House press secretary Kayleigh McEnany, in an interview last week on “Fox & Friends,” also said, “We leave it to localities as to exactly what guidelines work, because guidelines in a state like North Dakota need to look different than a locality like Miami.”
Notably, when the White House released it’s guidelines on safely reopening in May, an overwhelming majority of states moved through the phased approach without having met the initial gating criteria — even though experts warned doing so would result in the kinds of outbreaks the U.S. is currently seeing.
“Schools have to be dependent on measures they can take to ensure safety of kids,” said Brownstein. “But most certainly it has to be in concert with mitigation efforts in the community,” he said.
“You can reopen schools safely if there’s minimal community transmission, but it’s much more challenging to do that in states like California, Texas and Florida, where you have a lot of community spread, and kids could serve to amplify transmission,” he added.

]]>Education Secretary Betsy DeVos was met with heavy criticism after she doubled down on her call to reopen schools even as coronavirus infections continue to skyrocket across the country.
CNN host Dana Bash repeatedly pressed DeVos on Sunday on the school reopening guidelines issued by the Centers of Disease Control, which have warned that a full school reopening would be the “highest risk.”
“The CDC guidelines are just that — meant to be flexible and meant to be applied as appropriate for the situation,” DeVos said.
“Yes or no: Can you assure students, teachers and parents that they will not get coronavirus because they’re going back to school?” Bash pressed.
“The key is that kids have to get back to school,” DeVos replied as she dodged the question. “And we know there are going to be hot spots, and those need to be dealt with on a case-by-case basis. But the rule should be that kids go back to school this fall. They have been missing months of learning.”
Bash noted that a Missouri summer camp was recently forced to close after 82 reported infections, and Texas has reported 1,300 infections among children and employees at child care facilities.
“Here’s what the CDC guidelines say: ‘If children meet in groups, it can put everyone at risk. Children can pass this virus onto others who have an increased risk of severe illness from COVID-19.'” Bash said. “That’s your own federal government’s guidelines.”
“There’s going to be the exception to the rule, but the rule should be that kids go back to school this fall. And where there are little flare-ups or hot spots that can be dealt with on a school-by-school or a case-by-case basis,” DeVos repeated.
“So I want to be clear from you: As the secretary of education, should schools in the United States follow the CDC recommendations or not?” Bash asked.
DeVos again insisted that the guidance only included “recommendations” and claimed that the federal government was “very much on the same page.”
“Kids need to get back to school. They need to get back in the classroom,” DeVos said. “Families need for kids to get back in the classroom, and it can be done safely.”
DeVos claimed in another interview with Fox News that “there’s nothing in the data that suggests that kids being in school is in any way dangerous.”
“We know that children contract and have the virus at far lower incidence than any other part of the population,” she said.
Some countries, such as Israel, have already been forced to shut down schools after early reopenings led to hundreds of new infections among children.
DeVos also defended President Donald Trump’s threat to cut off funding for school systems which do not fully reopen in the fall.
“Isn’t cutting off funding exactly the wrong answer? Don’t you want to spend more money to make schools safer — whether it’s with plastic shields or health checks, various other systems?” host Chris Wallace asked. “Doesn’t it make more sense to increase funding for schools where it’s unsafe rather than cut off funding?”
“If schools aren’t going to reopen and not fulfill that promise, they shouldn’t get the funds,” DeVos replied. “Then give it to the families to decide to go to a school that is going to meet that promise.”
“Well, you can’t do that,” the Fox News host said. “You can’t do that unilaterally. You have to do that through Congress.”
“Well, we’re looking at all the options, because it’s a promise to the American people and their families,” DeVos said. “And we want to make sure that promise is followed through on.”
Health experts have pushed back on DeVos’ arguments.
“While the balance of the data shows that kids are less susceptible to infection and less likely to transmit it, less susceptible doesn’t mean they’re not susceptible,” Scott Gottlieb, Trump’s former FDA chief, told CBS News on Sunday. “No other country, with the exception maybe of Sweden, reopened their schools or kept their schools open against the backdrop of so much spread that we’re attempting to do in this country.”
Sweden “literally gained nothing” from staying open during the pandemic, including “no economic gains,” The New York Times reported last week, while recording on of the highest death rates in the world.
Scott Brabrand, the superintendent of Fairfax County schools, whose Virginia district was cited Sunday by DeVos, rejected her argument.
“You can’t put every kid back in a school,” he told CNN. “COVID hits all of us, and the guidelines for six-feet social distancing simply mean that you can’t put every kid back in a school with the existing square footage footprint. It’s just that simple.”
“You would need another five Pentagons of space to be able to safely accommodate all of the students in Fairfax County Public Schools,” he added.
The American Academy of Pediatrics issued a joint statement with the largest teachers unions in the country last week warning that “evidence — not politics” should guide decisions to reopen schools.
“Schools in areas with high levels of COVID-19 community spread should not be compelled to reopen against the judgment of local experts. A one-size-fits-all approach is not appropriate for return to school decisions,” the statement said. “Withholding funding from schools that do not open in person fulltime would be a misguided approach, putting already financially strapped schools in an impossible position that would threaten the health of students and teachers.”
Democrats slammed DeVos after the interviews.
“You have no plan,” Rep. Ayanna Pressley, D-Mass., wrote in a tweet directed to DeVos. “Teachers, kids and parents are fearing for their lives. You point to a private sector that has put profits over people and claimed the lives of thousands of essential workers. I wouldn’t trust you to care for a house plant let alone my child.”
“What we heard from the secretary was malfeasance and dereliction of duty,” Speaker of the House Nancy Pelosi, D-Calif., told CNN following DeVos’ interview. “This is appalling.”
Pelosi argued that the Trump administration was “messing with the health of our children.”
“Going back to school presents the biggest risk for the spread of the coronavirus,” she said. “They ignore science and they ignore governance in order to make this happen.”

]]>Education Secretary Betsy DeVos on Sunday morning couldn’t promise teachers, students and parents that they wouldn’t get sick from coronavirus if schools fully reopen this fall, as the Trump administration has been aggressively pushing for in recent days.
DeVos and President Donald Trump launched a pressure campaign this past week to force and threaten state and local school districts to fully reopen schools for full-time, in-person learning. DeVos herself has said she wants all schools to commit to being open five days a week and steer clear of remote learning, even as the pandemic rages to record levels in the country.
Interviewing DeVos on CNN’s State of the Union, host Dana Bash kicked off the lengthy and at times contentious conversation by immediately pressing DeVos on the fact that the vast majority of states now are seeing higher rates of coronavirus than when schools shut down in March.
“Hospitalizations are climbing in several states. Some ICUs are at or near capacity,” Bash said. “So, yes or no? Can you assure students, teachers, parents, that they will not get coronavirus because they’re going back to school?”
The education chief, however, was unable or unwilling to provide that reassurance.
“Well, the key is that kids have to get back to school,” DeVos responded. “We know there are going to be hot spots, and those need to be dealt with on a case-by-case basis. But the rule should be that kids go back to school this fall.”
After DeVos continued to insist that children need to get back to classes full-time because they’ve missed out on too much learning as is, Bash repeatedly pointed out that nobody disagrees with that but the public wants to know that this can be done safely.
“Well, we know that children get the virus at a far lower rate than any other part of the population,” the secretary declared. “And, again, there is nothing in the data that would suggest that kids being back in school is dangerous to them.”
The CNN host, meanwhile, brought up instances of childcare facilities and summer camps for kids that turned into superspreader events. Furthermore, the Centers for Disease Control has also internally warned that the full reopening of K-12 schools would be the “highest risk” for COVID-19 spread.
Bash would go on to grill DeVos on the CDC guidelines for reopening schools, pointing out that despite Trump’s complaints that they are “tough and very expensive,” the CDC chief has said the center’s recommendations will not change.
“So as the secretary of education, should schools in the United States follow the CDC recommendations or not?” Bash wondered aloud.
“Dr. Redfield has clearly said these are recommendations, and every situation is going to look slightly different,” the secretary demurred. “And the key for education leaders, and these are smart people who can figure things out. They can figure out what is going to be right for their specific situation.”
DeVos would continue to decline to provide a simple yes-no answer on whether the department would follow the CDC guidance, repeatedly leaning back on her talking point that schools need to fully reopen this fall.
At one point she did acknowledge that some school districts may have to briefly alter plans if there is a “flare-up of the virus,” saying that perhaps schools could do remote learning if “there is a short-term flare-up for a few days” but that is “a different situation than planning for an entire school year in anticipation of something that hasn’t happened.”
Bash eventually asked DeVos about teachers who may not feel comfortable returning back to the classroom due to health risks, noting that a recent study shows one quarter of teachers are at a high risk of illness due to age or comorbidities.
“That’s something for them to work out with their local district,” DeVos replied. “But, again, that’s the exception, not the rule. The rule needs to be schools need to get open. Kids need to get back to school.”
“Madam Secretary, you keep repeating that, and nobody is disagreeing with you,” Bash shot back. “I’m asking you very detailed questions about how to do that, the mechanism and the rules and the guidance that you give them as the top person in this area federally.”

]]>Education Secretary Betsy DeVos on Sunday said nothing in existing data suggests that children will be less safe returning to school amid the coronavirus pandemic and that any flare-ups could be dealt with on a “school by school” basis.
“We know that children get the virus at a far lower rate than any other part of the population,” Ms. DeVos said on CNN’s “State of the Union.” “And again, there is nothing in the data that would suggest that kids being back in school is dangerous to them.”
“In fact, it’s more a matter of their health and well-being that they be back in school,” Ms. DeVos said.
“It really is a matter of paying attention to good hygiene” and following guidelines on masks and social distancing where appropriate, she said.
She said any flare-ups or hot spots could be dealt with on a “school by school” basis.
There has been a resurgence of coronavirus cases across the South and West in recent weeks, leading some to question whether K-12 schools can indeed reopen safely for in-person learning in the fall.
President Trump last week said he would be putting pressure on governors to try to get schools open as scheduled, which for many districts would be next month.
He criticized guidelines from the Centers for Disease Control and Prevention on reopening schools as too costly and expensive.
Vice President Mike Pence said on Wednesday that the CDC would soon be issuing new guidelines.
On Thursday, CDC Director Dr. Robert Redfield said his agency doesn’t plan to revise the guidelines but will likely be putting out additional reference documents.

]]>Education Secretary Betsy DeVos told “Tucker Carlson Tonight” Tuesday that her department is “seriously considering” withholding federal funding from school districts that do not make a honest effort to bring students back for in-person classes this fall.
“We are looking at this very seriously, this is a very serious issue across the country,” DeVos told host Tucker Carlson. “Kids have got to continue learning and schools have got to open up. There’s got to be a concerted effort to address the needs of all kids, and adults who are fearmongering and making excuses simply have to stop doing it and turn their attention to what is right for them and the students and their families.”
Later in the interview, DeVos told Carlson that “if nothing else, this whole coronavirus has made more and more parents aware of what’s going on in their own children’s schools — or what isn’t going on.
“Right here in suburban D.C., one of the most elite public school districts in the country — over $16,000 [spent] per student per year — they had an absolute disaster this spring,” she added, apparently referring to Fairfax County Public Schools in northern Virginia.
“And now this fall they are suggesting that as a way to start school again you can choose zero days a week for your child to be in school or two days a week,” she continued. “That’s not a choice, that’s a pretense of a choice.
“So, more and more families are at a point of demanding that their kids would be able to continue to learn and they want more options and choices for their kids, too.”

At a White House event earlier Tuesday, Trump vowed that his administration would “put pressure on governors and everybody else to open the schools” after noting that administrators in Florida recently announced plans to reopen schools in that state starting next month.
Tuesday night, DeVos singled out Florida State Education Commissioner Richard Corcoran for praise, saying that he had given students and parents “a lot of latitude” for handling various issues thrown up by the pandemic.
“What the president and all of those at a roundtable today made very clear is the expectation that kids have got to continue their learning,” she said. “There’s no other reason to withhold full-time education.”

“The CARES Act is a special, pandemic-related appropriation to benefit all American students, teachers and families,” DeVos wrote in a Friday letter to the Council of Chief State School Officers (CCSSO) obtained by The Hill. “There is nothing in the act suggesting Congress intended to discriminate between children based on public or nonpublic school attendance, as you seem to do. The virus affects everyone.”
DeVos claims in the letter that “a growing list of nonpublic schools have announced they will not be able to reopen, and these school closures are concentrated in low-income and middle-class communities.”
The CCSSO did not immediately respond to an inquiry from The Hill.
According to The New York Times, a previous guidance from DeVos asking schools to divert millions of dollars in their aid to wealthy private schools was rejected by several states and local school districts.
Per federal education law, school districts are required to use funding intended for their poorest students to provide “equitable services,” according to the Times. DeVos argues that the relief aid is not limited by those provisions.
DeVos reportedly accused state education leaders of having a “reflex to share as little as possible with students and teachers outside of their control,” and said she would draft a rule that would make her guidance mandatory and “resolve any issues in plenty of time for the next school year.”
Last week, Democrats on the Senate and House education committees said DeVos’s interpretation was incorrect.
“This interpretation expands the amount of funding that [s local educational agencies] must dedicate to providing equitable services to private school students, reduces public school students’ share of funds, defies Congressional intent, and conflicts with the statutory requirements of the CARES Act,” the lawmakers wrote.
