Demonstrations in Portland are only growing after weeks of controversial clashes between protesters and federal agents that have seen fireworks, lasers, tear gas and leaf blowers all being deployed.
The crowd of at least 4,000 demonstrators that took to the streets late Friday and early Saturday was the largest since the early weeks of the protests, which began in May following the death of George Floyd, the Oregonian reported.
Thousands of protesters chanted “It’s a revolution!” the newspaper said.
In addition to the “wall of moms” that joined the protests in recent days, groups of military vets turned out Friday night.
Demonstrators launched fireworks in the latest conflict and agents responding with rounds of tear gas and pepper balls.
Each side had leaf blowers to deflect tear gas back at the other near the federal courthouse where protesters shook a fence surrounding the building, according to reports.
Federal agents marched in a line down the street around 2:30 a.m. and released tear gas at close range to clear remaining protesters, the Associated Press reported.
Daniel Pereyo was tear-gassed during the demonstration, telling the AP “It’s extremely painful.”
“It’s not the worst pain ever, but it is discomforting and it’s distracting,” he said.
The Federal Protective Service said officers had been injured.
Portland Mayor Ted Wheeler, who got tear-gassed when he joined a crowd of protesters, has maintained the federal agents are escalating the violence. President Trump has praised their presence.
The feds have also clamped down on any drones flying within Portland city limits for “special security reasons” until Aug. 16, the Oregonian reported.

]]>Gov. Brian Kemp will deploy as many as 1,000 Georgia National Guard troops to protect state buildings in Atlanta on Monday following a burst of violence across the city that left four dead, including an 8-year-old girl, and saw the ransacking of the headquarters of the Georgia State Patrol.
Kemp, a Republican, issued the emergency order after threatening late Sunday to “take action” to curb the unrest in Atlanta if Mayor Keisha Lance Bottoms failed to do so, a move that highlighted the complicated, and increasingly tense, relationship between two of the state’s most prominent politicians.
The National Guard troops will be dispatched to three locations in the city: The state Capitol, which has been the focus of protests over statues of segregationists and Civil War leaders; the Governor’s Mansion in Buckhead; and the recently vandalized Department of Public Safety building in southeast Atlanta.
“Peaceful protests were hijacked by criminals with a dangerous, destructive agenda. Now, innocent Georgians are being targeted, shot, and left for dead,” said Kemp. “This lawlessness must be stopped and order restored in our capital city.”
The governor’s aides said earlier Monday that his emergency powers grant him the authority to deploy Georgia National Guard troops to Atlanta’s streets. He took that step in late May, after widespread looting and violence, at Bottoms’ request.
The mayor, who said Monday she tested positive for the coronavirus, did not immediately address Kemp’s decision.
But she issued her own plea to residents to end the violence. At least 93 people were shot in Atlanta between May 31 — roughly when the George Floyd protests began — and June 27. That’s roughly double the number from the same span a year ago.
“This random wild, Wild West shoot-‘em-up because you can, has gotta stop. It has to stop,” she said after the violent weekend.
State Democrats criticized Kemp for using his executive powers to protect buildings — one where he works, the other where he lives — instead of people.
“For months, we have begged the governor to take serious steps to stop COVID-19 from decimating our communities, but he refuses,” said state Sen. Nikema Williams, who chairs the state Democratic Party.
“His choice to deploy National Guard troops for today’s selfish purpose is outrageous and will endanger lives.”
The governor’s allies, meanwhile, expressed hope that his decision would help return a sense of calm to a city in desperate need of it.
“With the absence of order, there can be no peace. The actions of the governor will hopefully restore order to our city and to various parts of our state,” said Rich Thompson, the vice-chair of the Fulton County GOP.
“In the interest of protecting the personal property and law-abiding citizens of Georgia, it was a good move.”
Shotguns and shuttered businesses
Kemp and Bottoms are at odds over how to keep Atlanta’s streets safe at a pivotal moment.
Kemp is arguably the state’s highest profile Republican and one of President Donald Trump’s top allies in Georgia, though they’ve skirmished over his approach to the coronavirus and his selection for an open U.S. Senate seat.
And Bottoms, one of the state’s top Democratic elected officials, has catapulted to the national stage as a high-level contender to be Joe Biden’s running-mate largely because of her firm, impassioned response to the twin crises – the coronavirus and the protests for racial justice.
The two never seemed destined for the same sort of friendly relationship their predecessors, Gov. Nathan Deal and Mayor Kasim Reed, enjoyed. But their iciness during the 2018 campaign threatened to spill over after Kemp’s narrow victory.
Still, both seemed willing to set aside the vitriol as Kemp prepared to take office, and he notably walked the roughly 300 steps from the Gold Dome to the mayor’s office to meet with Bottoms in a sign of respect for one of the state’s top Democratic leaders.
He quietly opposed an effort last year to grant the state oversight over the airport, the closest it has come in years to passage. And he tapped Bottoms to the state’s coronavirus task force, a panel that was created to hash out Georgia’s strategy to contain the disease.
Bottoms echoed many of Kemp’s decisions in the opening weeks of the pandemic, but then forcefully broke with him as he enacted statewide restrictions that banned Atlanta and other cities from taking more drastic steps — and then began to relax the limits that he put in place.
As Kemp began to ease restrictions, Bottoms took to cable news and other outlets to urge the city’s residents to shelter in place despite the message from the governor. Though she often didn’t directly criticize Kemp, she pointedly noted that she and other top officials were left in the dark.
“It is the governor’s prerogative to make the decision for the state, but I will continue to urge Atlanta to stay at home, stay safe and make decisions based on the best interests of their families,” she said after an April order that allowed some shuttered businesses to reopen.
‘Back the blue’
The protest movement surrounding George Floyd’s death has ratcheted up the tension. Early on, as peaceful demonstrations on Atlanta’s streets gave way to bouts of looting and chaos, Kemp deployed the Georgia National Guard to help restore order and impose curfews.
After a period of relative calm, the protests surged again after the police shooting of Rayshard Brooks, prompting Bottoms to force the resignation of the city’s police chief. The killing resulted in criminal charges against two officers involved in the botched arrest attempt.
Amid mass sickouts of Atlanta officers angry over their treatment by Bottoms and other city officials, Kemp took to social media with a message of his own: “Georgia backs the blue.”
“While so much of our attention is on the few that have violated their oath, we have failed to express our deepest appreciation for the many more who uphold it every day,” said Kemp. “So today and every day, we say ‘Thank you.’”
A spate of shootings that left four dead and two dozen injured over the weekend appears to have further strained their relationship. Around the same time 14 people were shot early Sunday at an outdoor party, a crowd of at least 60 busted out the windows of the Georgia State Patrol headquarters.
The violence was roundly condemned by many politicians, including Kemp, who promised to track down the vandals who attacked the state building.
On Monday, one of Kemp’s legislative allies, Democratic state Rep. Vernon Jones, showed reporters where a homemade grenade destroyed a supervisor’s office at the southeast Atlanta compound. Dust and debris were still strewn across the room, and a computer was warped from the heat of the blaze.
“They want to take over Atlanta like they’ve tried to take over other cities,” said Jones, a former DeKalb County chief executive who has endorsed President Donald Trump.
The organizers of the protests had a markedly different view.
Russell Trotter, who helped lead a “Rally for Reparations” event in downtown Atlanta on Independence Day, said the shootings over the weekend had nothing to do with the broader movement for racial justice.
“This is the thinking that is dividing us as a country and as a community,” said Trotter, co-founder of an Atlanta organization that calls itself The Black Agenda Group.
“We are bringing the National Guard in for protests, but we can’t even police our own community.”
Naylah Canty, 18, of Ellenwood organized a separate protest that ended at Liberty Plaza Saturday. She pointed to Kemp’s other priorities, including stopping the spread of the coronavirus disease.
“He has completely done not enough to curb the virus,” said Canty, a Massachusetts Institute of Technology student.
“We also have to look at who the pandemic is affecting. It is… disproportionately black people, especially in urban areas. So it is a slap in the face when he just ignores the fact that we are dying. We are in the densely populated areas.”

]]>U.S. military police could be sent to George Floyd protests in Minneapolis under a law not used since the Rodney King riots, the Associated Press reported.
The Pentagon ordered the Army to ready personnel from North Carolina and New York for deployment in Minnesota amid unrest over the police killing of Floyd while he was in custody, according to the wire service.
Three unnamed sources told AP that the soldiers from Fort Bragg and Fort Drum were expected to be ready for deployment within four hours of receiving an order to deal with the ongoing protests in Minneapolis.
President Donald Trump asked Defense Secretary Mark Esper to make the option available in a Thursday night phone call. A senior Pentagon official on the call told AP that the military police units would be sent to Minneapolis under the Insurrection Act of 1807.
Under the terms of the law, the president has the power to deploy American troops in any state to suppress “any insurrection, domestic violence, unlawful combination, or conspiracy.”

Former President George H. W. Bush invoked the powers of the Insurrection Act in 1992, giving U.S. armed forces the green light to break up the Los Angeles riots. The unrest was sparked by the acquittal of police officers charged with using excessive force in the arrest of Rodney King.
As some protests over the Monday killing of Floyd, an unarmed black man being detained by police officers, turned violent in Minneapolis, Minnesota Gov. Tim Walz ordered 500 National Guard troops into the area.
However, a Pentagon spokesman told AP that no request had been made for active duty military personnel.
“The Department has been in touch with the Governor and there is no request for Title 10 forces to support the Minnesota National Guard or state law enforcement,” the Department of Defense said.
White House director of strategic communications Alyssa Farah also told the news outlet that Title 10 was “not under discussion” as of Friday night.

Clashes between police and protesters continued on Friday and into Saturday as curfews were issued in Minnesota in an effort to combat the mass unrest over Floyd’s death.
The city of Minneapolis how now been placed under an 8 p.m. curfew, with further protesting expected as new footage emerged of three white officers pinning down the unarmed black man.
Derek Chauvin, the officer who put his knee on Floyd’s neck while attempting to arrest him, was cuffed on Friday and charged with third-degree murder and manslaughter.
However, the other two other officers filmed pinning down Floyd have not yet been arrested.
At a press conference on Thursday, Minneapolis Police Chief Medaria Arradondo apologized to Floyd’s family over his death in police custody.
“I am absolutely sorry for the pain, the devastation and trauma that Mr. Floyd’s death has left on his family, his loved ones, our community in Minneapolis and certainly across the country and the world,” he said.

]]>Police in Westport, Connecticut, announced this week that they’re testing a so-called “pandemic drone” that can detect when people on the ground have fevers. The new drone platform will also be used to determine when people are closer than six feet to each other. Police will be able to deliver a verbal warning through the drone’s speaker to anyone not practicing social distancing.
The new drone technology was developed by a company called Draganfly Inc., which has been around since the late 1990s, and uses Westport PD’s existing quadcopter drones with Draganfly’s software. Draganfly worked with a deep-learning company called Vital Intelligence Inc. and researchers from the University of South Australia to develop the new tech, according to a press release.
One of the features of the drone platform is being able to tell when people get closer than six feet apart, something that almost looks like Terminator-vision in practice. Social distancing guidelines developed by the Centers for Disease Control and Prevention stress that six feet is a safe distance because it’s the theoretical distance that tiny droplets from sneezes or other facial excretions can travel in the air.
Drone operators using Draganfly tech can see citizens with a green circle surrounding them when they’re six feet away from another person. But as soon as they get within six feet of someone else, their circle turns red.
NBC’s local TV affiliate in Connecticut followed police to a local grocery store and watched as social distancing guidelines were apparently violated, according to the drone’s detection software.
“The ‘Flatten the Curve Pilot Program’ and associated technology may prove to be an innovative tool in helping the community practice safe social distancing, while identifying possible coronavirus and other life-threatening symptoms,” Westport PD said in a Facebook post.
The drones can detect everything from heart rate to respiratory abnormalities in people on the ground, according to Draganfly, which also supplies drone technology for the Australian military, according to its website. The drones are equipped with standard 4K cameras, according to Draganfly, and the secret sauce appears to be whatever software they’re employing.
The Westport Police Department stressed that the drones would be used to monitor “at-risk” populations, and won’t be used in “private yards,” but it still looks like something out of a sci-fi dystopia when you watch Draganfly’s own promotional videos.
“The drone software uses biometric readings to understand population patterns and allows quicker reaction time to ongoing events or potential health threats,” Westport Police said on Facebook. “The goal is to provide better health monitoring support for potential at-risk groups, including seniors, as well as for gathering crowds at beaches, train stations, parks and recreation areas, and shopping centers. It will not be used in individual private yards, nor does it employ facial recognition technology.”
Connecticut currently has identified 22,469 cases of covid-19 and 1,544 deaths, according to the latest numbers compiled by Johns Hopkins University’s coronavirus tracker. The U.S. more broadly has over 842,000 cases and at least 46,785 deaths, as of Thursday morning, the highest number in the world.
The police force in Westport believes that using drones not only will keep the public safe, but will allow police officers to stay out of harm’s way. At least 4,435 members of the New York Police Department have contracted covid-19, according to the New York Post, and 30 NYPD employees have died from the disease. There are no reports of any police officers in Connecticut dying from the new coronavirus.
“The Westport Police Department along with first responders around the world are looking for effective ways to ease the spread of COVID-19 and keep their communities safe,” Westport Chief of Police, Foti Koskinas, said in a press release.
“This technology not only enhances the safety of our officers and the public, but the concept of using drones remains a go-to technology for reaching the most remote areas with little to no manpower needed. It also helps our officers acquire decision quality data they need to make the best choices in any given situation.”
Draganfly did not immediately respond to an inquiry from Gizmodo on Thursday morning about how many other police departments in the U.S. may be experimenting with the company’s new drone platform. We’ll update this article if we hear back.

A Connecticut police department is using a drone geared up with virus-detecting innovation to help battle the coronavirus.
The Westport Authorities Department on Tuesday tested the pandemic drone, which can measure body temperature levels, read heart rates, and spot for coughing and sneezing from 190 feet away, according to the drone company Dragonfly.
The department also prepares to utilize drone innovation to impose social distancing at beaches, train stations, parks and other areas where individuals gather together.
This technology not only improves the security of our officers and the general public, but the concept of utilizing drones stays a go-to technology for reaching the most remote locations with little to no workforce required, said Westport Chief of Cops, Foti Koskinas.
Westport Police Department has been using drones because 2016.
The department s drone-pilot, Captain Ryan Paulsson, said, we are modeling the future of drone integration in public safety by utilizing Draganfly s innovation as first responders.
As of Tuesday, Fairfield County, where Westport lies, has seen 306 coronavirus cases and 34 deaths from the illness.
