In this Special Feature, we look at some of the psychological explanations behind voter apathy.<\/p>\n<p>Earlier this year, the Knight Foundation \u2014 who are a U.S.-based nonprofit \u2014 publicized the data they collected through <a href=\"https:\/\/the100million.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">The 100 Million Project<\/a>. This is a large survey that aims to get to the root of why so many U.S. individuals choose not to vote.<\/p>\n<p>The Knight Foundation note that in the 2016 U.S. presidential election, around <a href=\"https:\/\/knightfoundation.org\/reports\/the-100-million-project\/\" rel=\"noopener noreferrer\" target=\"_blank\">43%<\/a> of eligible voters did not cast their ballots.<\/p>\n<p>To find out why this was, The 100 Million Project surveyed \u201c12,000 chronic nonvoters nationally and in 10 swing states,\u201d as well as \u201ca group of 1,000 active voters who consistently participate in national elections and a group of 1,000 young eligible voters (18\u201324 years old).\u201d<\/p>\n<p>Based on the respondents\u2019 answers, the Knight Foundation observed some common themes among many nonvoters. For example, they tended to lack conviction that their votes would count and feel under-informed about current social issues.<\/p>\n<p>In this Special Feature, we delve deeper into the psychology around voting and not voting to find out more about the driving factors behind civic engagement.<\/p>\n<p><strong><em>If you would like to check your registration status or register to vote, we have added some useful links at the bottom of this article.<\/em><\/strong><\/p>\n<\/div>\n<div>\n<h2><\/h2>\n<p>First of all, who is most likely to vote? In terms of demographics, <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2020\/08\/18\/men-and-women-in-the-u-s-continue-to-differ-in-voter-turnout-rate-party-identification\/\" rel=\"noopener noreferrer\" target=\"_blank\">women<\/a> have consistently had a higher turnout than men, and <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2020\/04\/06\/older-people-account-for-large-shares-of-poll-workers-and-voters-in-u-s-general-elections\/\" rel=\"noopener noreferrer\" target=\"_blank\">older adults<\/a> are more likely to vote than younger adults.<\/p>\n<p>Although many issues, <a href=\"http:\/\/www.medicalnewstoday.com\/articles\/how-does-health-influence-voting-behavior\">including health status<\/a>, can influence whether or not a person decides to cast their vote, when it comes to psychological factors, things seem to be getting increasingly complicated.<\/p>\n<p>The field that studies the psychology of voting and not voting is called \u201c<a href=\"https:\/\/www.mdpi.com\/2075-4698\/10\/1\/20\/htm\" rel=\"noopener noreferrer\" target=\"_blank\">electoral psychology<\/a>,\u201d and it looks at the factors that may influence an individual in their voting choices and whether or not they choose to vote at all.<\/p>\n<p>Such factors may include questions of personal identity, ethics, and emotional responses.<\/p>\n<p>One of the psychological characteristics that researchers have traditionally linked with a likelihood to vote is altruism.<\/p>\n<p><strong>According to <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/1043463107075107\" rel=\"noopener noreferrer\" target=\"_blank\">a study<\/a> by Prof. Richard Jankowski, from the Department of Political Science at the State University of New York at Fredonia, \u201cweak altruism is the single most important determinant of the decision to vote.\u201d<\/strong><\/p>\n<p>In his study, Prof. Jankowski used data from the <a href=\"https:\/\/electionstudies.org\/data-center\/1995-pilot-study\/\" rel=\"noopener noreferrer\" target=\"_blank\">National Election Survey Pilot Study in 1995<\/a> to see if he could find a link between various measures of \u201chumanitarianism\u201d and voter turnout.<\/p>\n<p>He found that people who demonstrated \u201c<a href=\"https:\/\/plato.stanford.edu\/entries\/altruism\/\" rel=\"noopener noreferrer\" target=\"_blank\">weak altruism<\/a>\u201d \u2014 that is, those who are likely to engage in a certain act if it is likely to benefit someone else or at least cause no harm to someone else \u2014 were the most likely to cast their vote in elections.<\/p>\n<p><a href=\"https:\/\/www.jstor.org\/stable\/43189921\" rel=\"noopener noreferrer\" target=\"_blank\">Other research<\/a> also hypothesizes that, besides giving them a strong sense of civic duty, people may also choose to vote in order to maintain their social standing and connections.<\/p>\n<p>A 2016 study in the <em><a href=\"https:\/\/www.cambridge.org\/core\/journals\/british-journal-of-political-science\/article\/why-people-vote-estimating-the-social-returns-to-voting\/5C6F75024BD0A621729DB16F5FCBACC9\" rel=\"noopener noreferrer\" target=\"_blank\">British Journal of Political Science<\/a><\/em> seems to confirm that idea. Its authors found that civic engagement, including activities such as voting, tends to be viewed in a positive social light.<\/p>\n<p>Because of this, people may feel motivated to vote so as to reap the social reward of being well regarded by their community.<\/p>\n<\/div>\n<p><span><\/span><\/p>\n<div>\n<h2><\/h2>\n<p>On the other hand, which characteristics might correlate with a sense of apathy around civic engagement, including voting?<\/p>\n<p>In the book <em><a href=\"https:\/\/oxford.universitypressscholarship.com\/view\/10.1093\/acprof:oso\/9780190670702.001.0001\/acprof-9780190670702\" rel=\"noopener noreferrer\" target=\"_blank\">The American Nonvoter<\/a><\/em>, Profs. Lyn Ragsdale and Jerrold Rusk \u2014 who are two political scientists from Rice University in Houston, TX \u2014 delve into that question.<\/p>\n<p>Looking at events from U.S. history that speak of the public\u2019s political disengagement, Profs. Ragsdale and Rusk point out that an increased mistrust in politicians and their decisions led to \u201cdisillusionment over government legitimacy\u201d in the context of the Vietnam War.<\/p>\n<p><strong>\u201cThis mistrust [\u2026] led to an increase in nonvoting,\u201d they write.<\/strong><\/p>\n<p>Overall, Profs. Ragsdale and Rusk argue that the sense of uncertainty that voters experience during a political campaign can affect voter turnout during elections.<\/p>\n<p>\u201c[The book\u2019s] central premise is that uncertainty in the national campaign context affects how many people do not vote and who does not vote,\u201d they explain.<\/p>\n<p>However, a 2017 study in the <em><a href=\"https:\/\/escholarship.org\/uc\/item\/6qt1p7tc\" rel=\"noopener noreferrer\" target=\"_blank\">California Journal of Politics and Policy<\/a><\/em> argues that mistrust in politicians or the government is not the only, or even the best, predictor of nonvoting behavior.<\/p>\n<p>Looking at data collected through statewide surveys in 2012\u20132014 by the Public Policy Institute of California, the study authors found a stronger correlation between nonvoting behavior and political disengagement.<\/p>\n<p>In other words, people who were less likely to be interested in politics were also less likely to vote. However, the study authors were unable to establish whether or not this relationship was causal and, if so, in what direction the causality might flow.<\/p>\n<p>According to the <a href=\"https:\/\/www.bps.org.uk\/news-and-policy\/behaviour-change-voter-apathy\" rel=\"noopener noreferrer\" target=\"_blank\">Behaviour Change Advisory Group<\/a> of the British Psychological Society, there are also some other factors that researchers have linked to voter apathy.<\/p>\n<p>These include \u201cdiffusion of responsibility,\u201d which refers to a person\u2019s tendency to think that other people are better qualified to make certain decisions, and \u201cevaluation apprehension,\u201d which means that a person is afraid of being judged negatively for their actions.<\/p>\n<p>However, the Behaviour Change Advisory Group also note that there are often multiple psychological factors at play that may influence nonvoting behavior.<\/p>\n<blockquote>\n<p>\u201cMany other studies in political psychology have looked at other reasons and factors that might affect voters\u2019 behavior, such as self-efficacy (a person\u2019s belief in their ability to succeed in specific situations or accomplish a task), personality (conscientiousness and emotional stability), stress, voting history and habit, and even the location of voting can exert subtle influences.\u201d<\/p>\n<\/blockquote>\n<\/div>\n<p><span><\/span><\/p>\n<div>\n<h2><\/h2>\n<p>As to what might change a person\u2019s attitude to voting and motivate them to cast their ballot during elections, studies have zeroed in on a few key factors \u2014 all of which amounts to creating a positive emotional experience and reinforcing social bonds.<\/p>\n<p>A <a href=\"https:\/\/www.jstor.org\/stable\/10.1017\/s0022381611000405?seq=1#page_scan_tab_contents\" rel=\"noopener noreferrer\" target=\"_blank\">study from 2011<\/a>, for instance, suggests that people are more likely to vote again if they feel a sense of accomplishment as given by an expression of gratitude from their community.<\/p>\n<p>Study author Prof. Costas Panagopoulos \u2014 who is a political scientist at Northeastern University in Boston, MA \u2014 conducted a series of \u201cgratitude experiments,\u201d in which a random subset of eligible voters received postcards that either encouraged them to cast their ballots in an upcoming election or expressed thanks that they had voted in a previous election.<\/p>\n<p><strong>Prof. Panagopoulos found that those who had received a message of thanks had a higher voter turnout rate than those who had received reminder postcards or no postcards at all.<\/strong><\/p>\n<p>\u201cMaking people feel good by reinforcing the notion that society is grateful for their participation in the political process reminds people that they have a role to play and reinforces their willingness to be responsive,\u201d he explained in <a href=\"https:\/\/greatergood.berkeley.edu\/article\/item\/the_emotions_that_make_you_decide_to_vote\" rel=\"noopener noreferrer\" target=\"_blank\">an interview<\/a>.<\/p>\n<p><strong>However, the prospect of social shame can also motivate people to demonstrate more civic engagement.<\/strong><\/p>\n<p>In a <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11109-010-9114-0\" rel=\"noopener noreferrer\" target=\"_blank\">previous study<\/a>, from 2010, Prof. Panagopoulos conducted an experiment in which he sent random eligible voters from different states emails claiming either that lists of people who did not vote would be made public following elections or that lists of people who did vote would be made public and the voters\u2019 engagement praised following elections.<\/p>\n<p>\u201cThe experimental findings suggest shame may be more effective than pride on average,\u201d he concluded.<\/p>\n<p>Finally, a 2012 study in the journal <em><a href=\"https:\/\/www.nature.com\/articles\/nature11421\" rel=\"noopener noreferrer\" target=\"_blank\">Nature<\/a><\/em> also suggested that close social ties are important in influencing whether or not people choose to vote.<\/p>\n<p>In this study, the investigators noticed that people were more likely to attend the polling station on election day if people they were close to had also expressed the intention to vote.<\/p>\n<p>Nevertheless, although a person\u2019s psychology may indeed have a say in whether or not they choose to vote, <a href=\"https:\/\/www.prri.org\/research\/American-democracy-in-crisis-voters-midterms-trump-election-2018\/\" rel=\"noopener noreferrer\" target=\"_blank\">factors related to social inequality<\/a> and disempowerment weigh even more heavily as obstacles in the way of participating in this democratic process.<\/p>\n<p>Paradoxically, a first step toward addressing these inequities
