As Department of Homeland Security agents continue to wield batons and tear gas against Portland protesters, frustration is rising between demonstrators calling for nonviolent action and activists determined to push out federal officers by any means necessary.<\/p>\n

Portland residents have gathered every night since late May, after George Floyd died<\/a> in Minneapolis police custody, to demand criminal justice reform and more control over their local police department.<\/p>\n

Thousands of people descended on the city\u2019s downtown area Tuesday night for another round of demonstrations. They chanted \u201cFeds go home!\u201d and \u201cBlack lives matter\u201d for hours as the \u201cWall of Moms\u201d created a human shield<\/a> in front of protesters.<\/p>\n

But as sunset approached, some protesters argued among themselves over whether targeting the Mark O. Hatfield U.S. Courthouse – named after Oregon\u2019s former Republican governor and senator who was described by those who know him as a pacifist<\/a> – was the best strategy.<\/p>\n

\u201cThis is not peaceful,\u201d Portland resident Dan Thomas shouted into his loudspeaker. \u201cThis is war against the federal government.\u201d<\/p>\n

Thomas, who has attended every nightly protest in support of the Black Lives Matter movement, warned demonstrators against attacking federal property and playing into President Donald Trump\u2019s narrative<\/a> that demonstrators are destroying the city and using systemic injustices to commit crimes.<\/p>\n

\u201cThis is what Trump wants,\u201d he yelled. \u201cDonald Trump wants to label Black Lives Matter a terrorist organization.\u201d<\/p>\n

Thomas pleaded with demonstrators to switch tactics and instead focus on the neighboring Portland Police Bureau building, which also houses a local jail.<\/p>\n

\u201cYou\u2019re not going to win against the feds,\u201d he said. \u201cYou\u2019re wasting your time.\u201d<\/p>\n

The crowd was not listening. People shouted back, blaming the federal presence in Portland for the ongoing unrest and nightly chaos. They screamed \u201cNo justice, no peace\u201d and pledged not to leave until the federal forces were gone.<\/p>\n

\u201cI\u2019ve been seeing this my whole life,\u201d said Portland resident Katrina Kerley.<\/p>\n

Kerley is one of the dozens of mothers who recently joined protesters near the federal courthouse and the neighboring Multnomah County Justice Center. A native of Birmingham, Alabama, with two teenage children, Kerley has lived in Portland for 17 years but remembers the history lessons she learned growing up in the South.<\/p>\n

Linking arms with two other mothers, Kerley held a large sign that read \u201c1st Amendment Shield.\u201d<\/p>\n

\u201cEvery single person should be scared of what\u2019s happening here,\u201d she said of the federal response. \u201cWe can\u2019t stand for this.\u201d<\/p>\n

The crowds in Portland had decreased in size by June but repeated use of force by federal officers in July reenergized protesters and drew national attention. The city itself is split on how to respond to the ongoing unrest.<\/p>\n

On Saturday, Portland City Commissioner Jo Anne Hardesty wrote an open letter to Portland Mayor Ted Wheeler asking to take control over the police department after learning that local police were collaborating with federal forces to control crowds.<\/p>\n

“I demand action right now,” she wrote in the letter<\/a>. “Mayor Wheeler, if you can’t control the police, give me the Portland Police Bureau.”<\/p>\n

Wheeler rejected the request and said in a statement the he will “continue to work with elected leaders from the county and the state to ensure that we are examining the criminal justice system as a whole.”<\/p>\n

Earlier this month, a federal court in Oregon issued a temporary restraining order against Portland police, limiting their use of tear gas, rubber bullets and pepper spray to instances in which the safety of the public or police is at risk.<\/p>\n

On Wednesday morning, U.S. District Judge Michael W. Mossman heard oral arguments from state Attorney General Ellen F. Rosenblum, who is asking for a separate temporary restraining order against federal agents and relief against “police state-like tactics.”<\/p>\n

Rosenblum said the state was seeking “extraordinary relief” under “extraordinary circumstances” and argued that actions taken by federal forces violate protesters’ rights to free speech and due process. Mossman is expected to issue a ruling later Wednesday or Thursday.<\/p>\n

The mayor and Oregon Gov. Kate Brown have criticized the presence of homeland security agents and repeatedly asked the government to withdraw its forces. Earlier in the week, Wheeler said Trump doesn’t understand what\u2019s happening in Portland and called the administration\u2019s tactics against protesters “abhorrent.”<\/a><\/p>\n

“Their presence here is actually leading to more violence and more vandalism,” he said. “And it’s not helping the situation at all. They’re not wanted here. We haven’t asked them here. In fact, we want them to leave.”<\/p>\n

The message has largely been ignored in Washington.<\/p>\n

During a Tuesday afternoon news conference, acting Homeland Security Secretary Chad Wolf said deployment of U.S. Customs and Border Protection agents and other federal forces in Portland was not a Trump executive order but simply routine. Policing protests is part of their duties to protect federal property.<\/p>\n

The president said more cities, including New York, Chicago, Philadelphia, Detroit, Baltimore and Oakland, could see similar enforcement<\/a>.<\/p>\n

Federal agents in Portland emerge each night from behind a plywood barricade, launching tear gas and projectiles into crowds gathered outside. On Tuesday night, several women participating in the Wall of Mothers<\/a> were caught in the melee and forced to retreat. They coughed away the tear gas, chugging water and fanning out their eyes.<\/p>\n

Those not wearing gas masks quickly dispersed while the women who did have protective gear remained defiant.<\/p>\n

\u201cThey\u2019ve gotten more harsh,\u201d said Jayla Lindseth, Portland resident and member of the Wall of Mothers. \u201cI have a broken pelvis – I was shot by pepper bullets. The cops know me by my face. They know what they\u2019re doing is too harsh.\u201d<\/p>\n

Despite her injuries, Lindseth said she continues to participate in the protests for her 3-year-old daughter.<\/p>\n

\u201cI want my child knowing she loves her skin,\u201d Lindseth said. \u201cWe need to uplift our children more, don\u2019t want her to worry about her skin color.\u201d<\/p>\n

Lindseth and others describe marchers as largely peaceful, singing songs and chanting in the park near the federal and county courthouses. As the nights wear on, smaller groups of demonstrators zero in on the federal building. On Tuesday, several people attempted to light small fires outside and others were seen kicking plywood barriers protecting the building\u2019s glass doors. Across the street at the police bureau, people kicked in windows.<\/p>\n

Portland resident Murphy Jones calls them \u201cagitators.\u201d<\/p>\n

\u201cThey\u2019re really not part of the actual movement,\u201d he said. \u201cThey\u2019re part of the actual problem.\u201d<\/p>\n

Like Thomas, Jones worries that too much attention is being given to these so-called agitators, compromising the message of justice and equality.<\/p>\n

\u201cPeople don\u2019t come in here and get the full story,\u201d he said. \u201cWe\u2019re not out here rioting and terrorizing Portland. We\u2019re out here getting to know each other, forming a community.\u201d<\/p>\n<\/div>\n
