The opening salvo was released by Cuomo who, in action to Trump’s just-released three-phase plan for reopening the states, suggested that Trump’s strategy is to “pass the dollar without passing the bucks” when it pertains to COVID-19 testing.
Here, Cuomo is basically saying New York can’t reopen without more widespread testing, and that isn’t going to take place unless the federal government supplies more assistance (on Thursday, Trump firmly insisted that the U.S. has “significant testing capacity”).
